Market Expansion Strategies for Small or Medium-sized Construction Companies by Developing Quantitative Risk Assessment Model

  • Korean construction industry has developed with national economy growth for a couple of decades. However, because of slump of real estate, the domestic construction industry was intimidated. In this situation, many construction company has no choice but to go abroad to find construction projects. However, almost small or medium-sized construction companies are very hard to operate their business because they have small funding ability and weak labor power. Therefore, this study aims to propose an assessment tool through analyzing risk factors of overseas construction projects for small or medium-sized companies by examining preceding research and interviewing industry experts. Weights of the risk factors are determined through the surveys of the industry practitioners. All of the data is configured into the assessment tool and this converts the quantitative information which leads to the optimal of strategies choice. This paper provides a quantitative measurement of possible performance and detailed assessment of each itemized risk factors. This assessment tool is qualified for industry experts so that it can safely be applied to the future projects. Ultimately, many small or medium sized construction companies will benefit from the tool proposed in this study to examine the potential of the overseas market expansion.

  • Overseas expansion of domestic construction over the past 10 years has been fast growing. But as a result of simple construction business practices and a focus on EPC, sales margins was reduced. Domestic construction companies have been trying to redirect business to high-value-added-areas but have faced difficulty because there areas are current monopolized by global leading companies in the field of PMC. They have recently carried out 16 PMC related project in order to expand their experience and increase their competitiveness. Most of these construction companies that do PMC overseas have been focusing on the civil engineering sector. analyzing the important and performance result 50 separate PMC tasks in detail using IPA, it became clear that domestic construction companies should also focus on tasks and were analyzed in order to advance to overseas architecture PMC sector overseas. There are large gaps in the importance and performance result of both the planning and pre-construction phase. Importance compared to the current performance levels in the planning phase gap is largest, pre-construction phase has been analyzed in the following order. In particular, one should strengthen detailed tasks in the planing phase. This study is expected to be used as a basic to determine the performance level and tasks items. It is expected strengthen the capacities of domestic companies in the PMC field, for especially in the high value-aded-areas as indicated in the results of the analysis from this study.

  • The cost of construction engineering field is less than $3{\sim}5%$ of the gross construction cost, it, however, is very important because the performance of final facility depends on the technical ability of construction engineering company. However, as the results of the technical level of domestic construction engineering survey from experts, it was less than 70% of developed country. For this reason, domestic construction engineering companies are confronted with serious problems to go into overseas market. Accordingly, this research analyzed the construction engineering market trend of domestic and overseas in order to suggest the strategies to go into the Vietnam. Moreover, this research identified problems and strategies of making inroads into the world market through the survey from the domestic construction company related to overseas construction, advanced a theory through extensive literature review, and collected extensive opinions through an interview with domestic and foreign experts and business trip. The purpose of this research is to provide market analysis and strategic plan for advancing into overseas market in order to make the domestic construction engineering companies to go into the Vietnam market. Especially, as a plan for the revitalization of advancing overseas market of domestic construction engineering companies, this research proposed Constructing Local Infrastructure, Business Creation of Planning Proposals and Enlarged Plans of ODA(Official Development Assistant).

  • Risk management is an important element for successful management of overseas construction projects. This study reports a case study in which we proposed a risk management planning and procedure for plant construction which can be applied throughout the project life cycle. We analyzed the risk management practices of Korean construction companies by applying the concept of the PRINCE2 method developed in the UK, and proposed a risk management planning and procedure with organizational structure and working process. The suggested risk management planning and procedure was applied to an overseas plant construction project, and produced good results. It is believed that the procedure suggested here can also be aplied to other companies to enhance the competency in the global construction market.

  • From 2000, the world plant market, especially plant developing business related to oil and gas, has been increasing. Domestic construction companies advance to overseas plant construction market actively, and proportioning to this, an importance of utility construction is increasing. However, the project becomes large and high-tech, and many companies experience difficulty of project management due to relatively high risk of overseas construction. In this study, we built the standard process with which domestic company can evaluate the risk of overseas plant utility construction. Primary factors for risk evaluation is derived, classification system is made out, primary factor is analyzed, and counter plan is suggested. And thorough management of risk is performed by risk management organization that manages the risks, risk control methods, reports and monitors through risk sheet and risk action log from the start of project to the end.

  • A construction machine guidance system is an assistance system that helps construction equipment operators dig grounds during excavation work at a construction site. This system has long been applied in the overseas countries of the United States, Japan and Europe. However, the system has not been paid much attention in Korea. The objective of this paper is to present a business model for adopting construction machine guidance systems in Korea and evaluate the effectiveness of applying the system to excavation work. The business model in this study shows a new process of applying construction machine guidance system, business stakeholders and revenues, and suggests the benefits to the business stakeholders. A field test of the construction machine guidance system proves that the system can be applied as a tool that can improve the productivity of excavation work. This productivity improvement consequently demonstrates that the business model in this study is a prospective challenge in improving the effectiveness of excavation work at the construction site.

  • The construction industry has a structure in which information asymmetry problems are complexly scattered compared to other industries. Since the construction industry classification system serves as a guideline for entering the construction market and can provide as a standard for construction consumers to select a supplier who can provide appropriate services, when judging the operation purpose or purpose of the construction industry registration system, it is very important to set up the system by rationally reviewing it. The purpose of this study is to examine the possibility of improvement in consideration of the risk factors related to the domestic construction industry registration industry classification system. To this end, we will conduct a case study on the construction industry classification system operated by overseas construction industry licenses or registration systems in Japan, the United States, and Australia, and compare it with the domestic industry classification system to derive implications and directions for improvement.

  • Recently, construction industry has came to a crisis due to stagnation and saturation of the domestic construction market. So, many construction companies in Korea has turned their eyes upon extending the business market abroad, in order to overcome such obstacles. Even though the overseas expansion has been exploited since the mid-1960s, there still lies many problems : excessive focusing on the plant construction, a shortsighted policy of government. In this paper. we analyze the characteristics of advancement into overseas construction market and deduce the problems. then propose the new strategies based on SWOT Analysis.

A Multilevel Project-Oriented Risk-Mining Framework for Overseas Construction Projects

  • As international construction market increases, the importance of risk management in international construction project is emphasized. Unfortunately, current risk management practice does not sufficiently deal with project risks. Although a lot of risk analysis techniques have been introduced, most of them focus on project's external unexpected risks such as country conditions and owner's financial standing. However, because those external risks are difficult to manage and take preemptive action, we need to concentrate on project inherent risks. Based on this premise, this paper proposes a project-oriented risk mining approach which could detect and extract project risk factors automatically before they are materialized. This study presents a methodology regarding how to extract potential risks which exist in owner's project requirements and project tender documents using state of the art data analysis method such as text mining. The project-oriented risk mining approach is expected to effectively reflect project characteristics to the project risk management and could provide construction firms with valuable business intelligence.

Necessity to Install Integrated Control Tower for Overseas Energy Resources Acquisition and Securing Funds (해외에너지자원획득과 소요자금 확보를 위한 통합 컨트롤 타워 설치 필요성에 관한 연구)

  • Necessity to install control towers has been studied to acquire overseas energy resources and to secure funds. At present, domestic energy companies do business independently. Institutions which support plant EPC companies as partners of package deal are separated. This causes the low records at package deal for overseas resources acquisition. Except UK and USA, nations which have major companies developed overseas energy resources early by promoting a large national company. Consequently, they currently have good records. This study suggests the necessities to install integrated control tower for overseas energy resources acquisition and securing funds and the following are the ways ; 1) promote a large national company by consolidation of separate energy companies, 2) install plant EPC promotion department which support private plant EPC companies, 3) make a integrated control tower in high level government office to connect between a large national company and plant EPC promotion department.
