The Organizational Structure and Role of Smart City Governance (스마트시티 거버넌스의 조직체계와 역할)

  • The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.

An Exploratory Study on Organizational Smart Learning Success from an HRD Perspective (HRD 관점에서 기업의 스마트 러닝 성공을 위한 탐색적 연구)

  • The advancement of digital technology and the impact of COVID-19 have brought about changes in corporate innovation and organizational culture, thereby highlighting the significance of Smart Learning in the field of HRD (Human Resource Development). This trend has led to an increased interest in personalized Smart Learning among employees due to the growth of hybrid work and the widespread adoption of smart work practices. This study aimed to illuminate the relative importance of the factors that constitute Smart Learning from the perspective of HRD practitioners. Through a review of prior literature, Smart Learning hierarchy and factors most fitting to the current context were identified, and their relative importance was determined using the AHP method. Consequently, in the first-tier factors, importance was confirmed in the order of 'Learning Activities', 'Teaching Activities', 'Learning Content', 'Assessment and Evaluations', and 'Learning Time and Space'. At the second-tier encompassing all factors, 'Pedagogical Strategy', 'Learning Results', 'Learning Tasks', 'Learning Goal', and 'Learning Support' emerged within the top five factors. These findings are significant in that they redefine the concept of smart learning and propose an academic framework for future research. Additionally, from a practical perspective, it is anticipated that this study will contribute valuable insights for HRD practitioners, aiding them in focusing on which factors to prioritize for enhancing and advancing Smart Learning initiatives.

  • Organizations are attempting a digital transformation that converts physical business processing into virtual business processing. Through this digital transformation, organizations are overcoming time and space constraints and creating competitiveness. The digital transformation of this work environment has been accelerated as many organizations have implemented remote work due to the recent COVID-19 pandemic. This study focused on business process virtualizability, which is the result of the rapid digital transformation of the work environment. Business process virtualizability is the resulting quality, such as the suitability or excellence of business processing in a virtual environment. This research model is the effect of process, IT and organizational characteristics on business process virtualizability. As a result of the verification of people who have experienced remote work in a virtual environment, first, it was confirmed that, in terms of process characteristics, sensory requirements affect business process virtualizability, but relationship requirements, synchronism requirements, and identification and control requirements do not. Second, in terms of IT characteristics, it was confirmed that representation and reach affect business process virtualizability. Third, it was confirmed that, in terms of organizational characteristics, job autonomy affects business process virtualizability, but evaluation unfairness does not. This study found that representation and reach of IT had the most significant influence on business process virtualizability, job autonomy was next, and sensory requirements had the lowest influence. This presents practical implications for organizations to increase the success potential of business process virtualizability.

  • Information technology. computers, networks, and the World Wide Web are ubiquitous. Academic libraries have applied information technology over the last ten years. The traditional role of the library as the scholarly information heart of the university is being questioned as information technology makes Information ever more easily accessible. And the recent technological development may alter the fundamental concept or identity of the academic library in the twenty-first century. This paper examines the ways in which information technology have chanced the academic library over the last decades and deals with the logical interrelation of 'information technology' and 'management' in the context of academic libraries in Korea. The purpose of this paper is to analyse the impacts of information technology on academic library management (organizational structure. librarian's job and role. budget allocation and expenditures, space planning and functionality, collection paradigm, user service, academic entity, etc) and suggests a desirable acceptance attitudes and efficient management acceptance attitude and management.

Effect of Online Education on Training Effectiveness: Conceptual Framework and Empirical Validation (온라인 교육이 훈련교과성에 미치는 영향에 관한 실증적 연구)

  • The development of information technologies has contributed on-line training as one of important education methods. On-line training in firms, which is similar to e-learning or virtual education, provides trainees with more education opportunities in diverse ways. It has developed a range of innovative services with a one-stop solution of education within the electronic sector. Also under the on-line training environment, trainees can undertake customized training packages at anytime and any places. Moreover, information technology allows both the trainers and other trainees to be decoupled in any of the elements of tune, place, and space. Two research questions are investigated : what are the determinants affecting the on-line training effectiveness and how those variables affect the two aspects of training effectiveness: learning performance and transfer performance. Based on the previous literature conducted on the traditional training environment, the determinants of training effectiveness are derived. Eight hypotheses are developed based on literature reviews and tested by questionnaires survey data. The collected data have been analyzed by LISREL. It is found that the relationship between individual, organizational and on-line site design variables and training effectiveness (learning and transfer) are significant. The contribution and limitations of this research are also discussed with future studies.

Barriers to Promoting Physical Activity among Overweight and Obese Children from Low-income Families Using Community Child Care Centers (저소득가정 비만아동의 신체활동 증진 장애요인 : 지역아동센터 이용 아동을 중심으로)

  • Purpose: The aim of this study was to identify the barriers to promoting physical activity among obese children from low-income families using community child care (CCC) centers. Methods: This study employed an exploratory-descriptive qualitative research using focus group interviews. The participants were recruited from CCC centers, and 4 focus group interviews were conducted with 10 overweight and obese children and 14 primary caregivers. All interviews were recorded and transcribed verbatim. The data were analyzed using content analysis. Results: The barriers to promoting physical activity were classified into three areas: 1) individual, a lack of will for physical activity; 2) interpersonal, a change in communicative mean with the peer group, absence of parental monitoring due to work-family balance, and an absence of consistent rules; and 3) organizational, lack of physical activity programs and human resources, and confined space for physical activity. Conclusion: The physical activity of children in low-income families is influenced by a range of ecological barriers. These findings can be used to develop tailored intervention to prevent and manage childhood obesity in low-income children.

Evaluation of University Library Efficiency Using Data Envelopment Analysis (DEA를 적용한 대학도서관의 효율성 평가)

  • DEA(Data Envelopment Analysis) is useful to measure the relative efficiency of organizational units where the presence of multiple inputs and outputs. This study applied DEA-CCR and DEA-BCC to evaluate the technical, pure technical, and scale efficiency of 29 university libraries. The input variables were number of books, print edition expenses, building space, staff, number of seats. As output variables we estimated: reader visits, number of borrowed items, number of visitors. It was found out that number of libraries with 100% relative efficiency among 29 libraries were 13. Also the results shows that main reason of inefficiency was from scale rather than from pure technical. Many inefficient libraries were operations of increasing return to scale.

  • The current economic environmental changes such as globalization, information and opening of the market is calling for or needing the more rapid change of management and/or marketing strategies of the company than they did before to survive in tile borderless international competition. Under this situation, this study focuses on the correspondence strategies of Electronic Commerce which is one of the key elements to overcome or lead the above demands through seeking the problems of the current EC acception and application specially in Chollabuk Do province. For the above purpose, this study surveys the questionary with business firms of above area and figures out what is the correlation between business form and size and EC acception and application and what is the problems on it. And than provides several counter strategies which are following based on the survey to keep this area companies from out of business and lead the above economic environmental changes. To expand the adoption and application of EC to this area, firstly, top managers of the company must recognize the necessity and importance of EC compared with traditional commerce and change their perception and attitude concerning EC positively, and than try to accept it as soon as possible. Secondly, the company need the retained earning to invest to EC and educate their managers and employees with total participation. Thirdly, local government has to improve its attention to EC as a best way or opportunity to reduce and overcome the economical gap and development its economy because EC can remove the physical time or distance and space, scale and capital limitations. Finally, government has to expand and establish information infrastructure such as technical infrastructure(communication and security technology), Functional infrastructure like standard protocol, Organizational infrastructure(interchange agreement, relative law) and social infrastructure to improve efficient electronic transaction which can Increase the company' international compatitiveness under the current economy trend.

Prospects for Future Multi-disciplinary Collaboration

  • Background: Intersectoral and multidisciplinary collaboration is becoming more prominent in all facets of government, health, social services, and scientific endeavors. An interplay of a multitude of driving forces moves multiple disciplines forward to achieve quality outcomes in health and social sciences services and research. Aim: This paper aims at discussing the prospects for future multidisciplinary collaboration. If inter organizational integration and multidisciplinary collaboration are the ways of the future in academia and the scientific world, it then becomes crucial to examine what lies ahead for the nursing profession, Discussion: This paper argues that in order for multidisciplinary endeavors to succeed, the leaders in multidisciplinary teams shoulder the largest share of the responsibilities involved. In developing a lasting team constituting professionals from different disciplines, the leader needs to include the right individuals in the team, identify a common goal, build trusting relationships through open communication and interprofessional education, and empower members through creating room for autonomy and at the same time allowing space for personal development. The leader will need to utilize information technologies to manage communication issues in a large multi-site multidisciplinary project. Lastly, he or she must be able to demonstrate team productivity through process and outcome evaluation. It needs to be emphasized that it falls to each individual nurse to speak up and act upon what nursing believes and represents in our quest for success in multidisciplinary endeavors. Conclusion: The significance of the role of the leader is paramount for a team to succeed. Yet there is no prospect if only a handful of exceptional nurse leaders are moving ahead in multidisciplinary endeavors. Without the actualization of professional roles by each individual nurse, the profession will have no prospect in collaborations across disciplines.

  • Method or work type improvement is needed in relation to reducing cost and increasing efficiency by ensuring construction quality and reducing labor in the form work process. This would have a great influence on the entire construction process, and make the process of adopting materials and methods more rational and economic. Hence, this study aimed to develop a Synthetic Resins Euroform that could improve durability, water-proofing, sophistication, and organizational unity through the use of injection modeling. Accordingly, this paper first investigated various performance requirements and necessary techniques, and then verified feasibility by evaluating the physical safety and technical validity when it is applied to construction field. In addition, this study evaluated the constructability, safety performance, environmental performance, and systemic excellence in terms of maintaining convenience of Synthetic Resins Euroform. Moreover, to verify feasibility in the construction field, this study analyzed and evaluated the maximum stress by measuring the load and deformation of the space of the horizontal furring, which is attached to Euroform as an armature.
