Exploring Governance Models of Science & Research Parks and Related Organizations

  • Recently, investment to basic science has been increased and infrastructure of science and technology has been expanded in developed countries like U.S.A, UK and Japan to foster high-tech industries. Science and research parks are built and under operation to acquire national competitive power and to activate regional economy over the world today. It is argued that more synergy effects are generated when science and research parks are operated in cooperation with related organizations and facilities such as firms, universities, research institutes and governments than it is operated by one organization. The aim of this paper is to develop a governance model of science and research parks. One comprehensive model and three individual governance models were developed according to the structure and relations of industry-science/research park-supporting organization interactions. When governance model of science and research parks is established and properly managed, national development capacity would be greatly enhanced through the acceleration of technology transfer, industrial production rise and enhancement of efficiency in the area of R&D and supporting system etc. One of the key factors in building governance system for science and research parks is establishing a control tower that supervises governance system comprehensively and systematically.

  • The multistakeholder model of Internet governance is based on the belief that the stakeholder groups should be able to agree on the rules and principles in governing the Internet space. The global expansion of the sweeping influence of the Internet has heightened the awareness of international governments on the importance of Internet governance, but since the Internet has developed mostly through voluntary participation by various groups, the organization with the greatest ability to manage the Internet space currently is ICANN(Internet Corporation for Assigned Names and Numbers), the U.S. based organization that manages the assignment of Internet domain names and IP addresses. Although ICANN has attempted to globalize its operation, governments in some nations are voicing dissatisfaction over the fact that the voice of the governments are not adequately represented within ICANN. This paper examines how the concept of multistakeholderissm has been used in WSIS(World Summit on Information Society), ICANN(Internet Corporation for Assigned Names and Numbers) and the ITU(International Telecommunication Union) as an important principle in emphasizing their roles in Internet governance.

  • In this paper, we brought some influence factors of what the function contributing by ITA/EA in organization is. Also, we verified statistically the impact relation in mutual on the base of questionnaire, extracting in investigation the factors of why the IT Governance of organization is building up, and by what the effect of building up is estimated. In result of statistical analysis based on the 223 case of organizations, it appeared that the infrastructure management, decision making enhancement, and IT process and service functions are the contributing factors on the IT Governance.

  • This study investigate the concept and type of Korea's trade governance by theories related to network governance. Korea's domestic trade policy-building system a 'network trade governance' utilizing Minister for Trade as a network administrative organization. This governance has four major rade stakeholders: G(Government), I(Industry), A(Academia), and C(Civil groups). Korea has five types of committees for internal consultation between domestic stakeholders, all G·I·A·C groups. Korea's trade governance can be if it fixes its administrative redundancy, communication formality, stakeholder exclusiveness. This topic calls for further research such as social network analysis as well as international comparison analysis.

  • IT governance implies a system in which all stakeholders with a given organization, including the board, internal customers, and related areas such as finance provide the necessary input into their decision-making process. However, the concepts of IT governance are broad and ambiguous, so IT governance is eventually needed multi-criteria decision making. This paper presents a hierarchical structure to better understand the relationship between control structure and the complexity of collective behavior with respect to IT governance and proposes a corresponding fuzzy model for analyzing IT governance complexity based on an extensive literature review. The results of this study are expected to provide a clearer understanding of how the concerns of IT governance behave and how they interact and form the collective behavior of the entire system.

  • University IT center usually has led IT system and headquarters have been working as a separate organization. If we apply the governance framework that is unique to the university system for IT governance in university IT project, IT transparency and efficiency are increased, and IT is no longer a simple tool but a university IT governance it will be stabilized. To improve existing problems, UCC was developed a unique framework of university organization based on CobiT Cube. So it can use effectively University IT on various side. I propose a method that can be applied to university information system sequentially through UCSP spiral process so that information service is classified into 5 areas and process is gradually applied.

  • A organization confront new information systems and technologies , they often force to make very expensive decisions on the basis of little information about the product's benefits and potential acceptance within the organization. This paper identifies trust and governance factors influencing the implementation of business-to-business electronic commerce systems. The result support between information technology governance and governance in value chain and business-to-business electronic commerce systems implementation, but there is no evidence that trust enabled implementing business-to-business electronic commerce systems.

Governance Structures to Facilitate Collaboration of Higher Education Institutions (HEIs) and Science &Technology Parks

  • There are very few studies on governance structure for the collaboration between HEIs and science and technology parks until today. Major activities between science parks and HEIs are R&D activities, collaborative researches, technology transfer, space provision for BIs and Technology BIs in the science parks, provision of technical, legal and financial services for start-ups and venture firms. Governance structure for the collaboration of high education institutes with science and technology parks is the handling of complexity and management of dynamic flows of collaboration between two groups. Three models on the governance structure for the collaboration are suggested in this study. The first model is a governance structure that links R&D system such as universities, public research institutes and private research institutes with industrial production cluster such as a group of companies and industrial parks. The second model is a governance structure that has four layers of hierarchy. This hierarchical governance model is composed of four levels of organizations such as central government, three actors, one center for collaboration and many individual research performers. The third model is a governance structure that networks all the stakeholders horizontally. Under this structure, governance is conducted by the network members with no separate and unique governance entity.

Schemes for Constructing the System of Environmentally Friendly Agri-policy Governance (친환경농업정책 분야의 거버넌스 체계 구축방안)

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.
