  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

  • The final goal of the macro appraisal model of Canada is that the figure of society of the day is made by the record. The goal is that we evaluate the meaning documentary have in the social structure of the day to produce records. The organization to be affected much the society is recognized as the organism, 'Government' and the function analysis of the government is emphasized in order to be the documentation. Therefore, it is essential in the macro appraisal model that OPI, the department to carry out the very important function is identified. Also the research of governance about interaction of country and citizen is studied. Based on these studies, the macro appraisal theory is made and it can be macro appraisal methodology that these theory is verified through records. the government of Canada have operated macro appraisal model reflected the figure of the society since 1990's, on adapting the change of the record production of modern. This model of Canada is systemized concretely and the government of Australia introduced the model benchmarking the Canada's. The England and the Holland is bringing up the result of the project introduced the macro appraisal method. Therefore the macro appraisal is the method and the theory noticed globally in the field of appraisal of modern. Throughout the analysis of the macro appraisal system of Canada, how to select the record reflected the figure of the society is proposed, and concrete practice is also present, and concrete practice is also present. • Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.

  • This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.

  • With the increase of data and the development of AI technology, the strategies and policies related to integrated data are being actively established to increase the usability of data all over the world. Recently, in the research field, infrastructure projects and management systems are being prepared to utilize research data at the initiative of the government. Also, in Korea, platforms for searching and sharing research data are being actively developed. The National Disaster Management Research Institute (NDMI) has been conducting extensive research on disaster & safety as a national institute, but data-oriented management and utilization are insufficient. Because it still lacks consistent data management systems, metadata for outcomes of research, experts on data and policies for utilization of data to research. In order to move to the data-based research paradigm, we defined the master plans and verified a target model for the integrated management and utilization of disaster & safety research data. In this study, we found out the need to establish differentiated data governance, such as data standardization and unification of the data management system, and dedicated organization for managing data, based on the necessity and actual demands of NDMI. In order to verify the effectiveness of the target model reflecting the derived implications, we intend to establish a pilot mode. In the future, major improvement measures to establish a disaster & safety research data management system will be implement.

  • The purpose of this study was to determine the present state of disabled people participating fully in sports for all, analyze its legal, organizational, and policy status, and present a future direction for parasports in pursuit of better sports welfare. For this purpose, literature review was performed, obtaining the following results concerning a parasports activation plan. First, it is necessary to increase large-scale, systematic public relations through association between the government and private organizations with the objective of increasing the number of disabled people participating fully in sports for all. Second, it is necessary to implement full revision of the Sport Promotion Act and establishment of a Parasports Promotion Act actively. Thorough preparation for legislation is most of all required to meet the realities and cope with temporal changes. Third, it is necessary to build an effective system through convergent governance of parasports and relevant ministry. It is necessary to clarify the dual concepts of 'physical activity' and 'sports for all,' present a proper direction for policies, and implement efficient policies and projects. Fourth, it is necessary to reinforce participation by diverse expert groups in the development of parasports policies. This requires convergence of such elements as philosophy, rehabilitation, education, marketing, and laws in addition to sport elements.

  • The Literature Museum Network aims to realize the legislative purpose of the Literature Promotion Act and achieve balanced development of local literature centers across the country. In the Literature Museum Network, the literature museum network support center will be established by region to take charge of cooperation projects between local literature centers, which will be the culmination of the National Literature Museum of Korea. It is intended to test-run various projects planned by the Munhakwan Network Support Center to create derivative contents, or to establish a regional hub literature center in charge of education and other affairs of the literature museum's workforce. If the existing metropolitan administrative districts are used to form zones, the entire country can be organized into four zones. They include the Seoul-Gyeonggi Literature Museum Network (23 local literature centers), the Gangwon Chungcheong Literature Museum Network (32 local literature centers), the Yeongnam Literature Museum Network (30 local literature centers), and the Honam Jeju Literature Museum Network (22 local literature centers). One literature museum network support center will be established for each region and one local literature center will be selected as the hub literature center. The Literature Hall Network Support Center is in charge of collecting and managing literary materials, developing contents and programs, promoting and foreign cooperation, etc. The hub literature museum will be in charge of pilot operation of content and programs, training and education of experts in the literature museum, and running joint storage facilities. This structural system and efficient operation of the literature museum network will ultimately provide an opportunity for the formation of cultural governance in which the power and public nature of the establishment of literary promotion infrastructure are secured.

  • The overarching question of this study is how a typical rice cultivation system in Gimje, Korea was keeping up with the triple-win challenge of climate-smart agriculture (CSA). To answer this question, we have employed (1) quantitative data from direct measurement of energy, water, carbon and information flows in and out of a rice cultivation system and (2) appropriate metrics to assess production, efficiency, GHG fluxes, and resilience. The study site was one of the Korean Network of Flux measurement (KoFlux) sites (i.e., GRK) located at Gimje, Korea, managed by National Academy of Agricultural Science, Rural Development Administration. Fluxes of energy, water, carbon dioxide (CO2) and methane (CH4) were directly measured using eddy-covariance technique during the growing seasons of 2011, 2012 and 2014. The production indicators include gross primary productivity (GPP), grain yield, light use efficiency (LUE), water use efficiency (WUE), and carbon uptake efficiency (CUE). The GHG mitigation was assessed with indicators such as fluxes of carbon dioxide (FCO2), methane (FCH4), and nitrous oxide (FN2O). Resilience was assessed in terms of self-organization (S), using information-theoretic approach. Overall, the results demonstrated that the rice cultivation system at GRK was climate-smart in 2011 in a relative sense but failed to maintain in the following years. Resilience was high and changed little for three year. However, the apparent competing goals or trade-offs between productivity and GHG mitigation were found within individual years as well as between the years, causing difficulties in achieving the triple-win scenario. The pursuit of CSA requires for stakeholders to prioritize their goals (i.e., governance) and to practice opportune interventions (i.e., management) based on the feedback from real-time assessment of the CSA indicators (i.e., monitoring) - i.e., a purpose-driven visioneering.
