Exploratory Insight into the (Un)intended Effects of Trade Policy in Public Diplomacy

  • The aim of this article is to rethink the role of international trade as a public diplomacy tool by considering the uncertainties that stem from political tensions. The main contribution made in this article is theoretical rather than statistical. However, we analyze trade and public opinion data to study the relationship between both factors. Using Latinobarometer, a cross-sectional survey that collects public opinion data from Latin America, this article analyses public opinion toward the United States and China. One of the main takeaways from this study is that, despite its potential to showcase political stability, public diplomacy undervalues 'unintended consequences' of international trade relations. This article takes up international trade as an unintended, but arguably effective, resource to be developed for the practice of public diplomacy. Findings presented in this article do not claim causation between trade and opinion, something that can be explored by further research, but rather introduce new questions for further research on the public diplomacy of trade relations.

  • There is a discrepancy in opinion regarding geological age of Okchon system among professor C.M. Son and the writer who represent the two school of thought in precambrian stratigraphy in Korea as a whole. This brief article is a reply to the recent paper by C.M. Son titled "On the geological age of the Ogcheon Group" The discrepancy in opinion on the age Okchon system is based mainly on the difference in opinion about the age of Majeonri, Hwachonri and Kounri formations, the age of which professor Son believes as post-ordovician and regards them as a part of the Great Limestone series and the base of the Ogchon Group. The writer is in a opinion that Okchon system belong to precambrian in age and Majeonri-, Hwachonri-, and Kounri formations are the same formation composing an upper member of Okchon system. The writer's opinion is based on the facts that i) stratigraphical sequence of Okchon system established by the writer was accepted by C.M. Son who used believed the reverse order in sequence and confessed his mistake in his article; and ii) regional stratigraphy and structure strongly support's to writer's opinion. The writer pointed out and discussed in this paper various facts which do not support Son's idea by any means.

분쟁해결을 위한 대체적 수단으로서 ITLOS 권고적 의견 절차 활용 - SRFC 권고적 의견 사건(사건번호 21)을 중심으로 - (Legal Transformation of Advisory Procedure of the ITLOS into an Alternative Dispute Settlement Mechanism - From the Evaluation of Request for an Advisory Opinion Submitted by the Sub-Regional Fisheries Commission (Case No. 21), ITLOS)

  • SRFC (Sub-Regional Fisheries Commission) requested to the ITLOS (International Tribunal for the Law of the Sea) an advisory opinion relating to the IUU (Illegl, Unreported, and Unregulated) fishing (Case No-21 of the ITLOS). Since, in the UNCLOS, there is no article authorizing the jurisdiction of the ITLOS full court's Advisory opinion, so various scholarly opinion wad divided. But ITLOS delivered its Advisory opinion confirming its jurisdictional competence over the Advisory proceedings with its legal opinion about the IUU issues. It opens new possibility of the alternative dispute settlement mechanism of the ITLOS through the advisory procedures. In reality, there has been a view that ICJ (International Court of Justice) could take the part of a kind of dispute settlement through its Advisory procedures. But the advisory procedures of the ITLOS, with no definite clause in UNCLOS about the advisory procedures, which provides more allowances for the function of advisory opinion as the alternative dispute settlement mechanism. ITLOS accepted the requests of the advisory opinion by the State parties through international organization or themselves directly. And the advisory opinion of the ITLOS aims the interpretation and application into the special issues-specially IUU fishing in Case No. 21 of the ITLOS-. Those factors could enable more enhanced role of the ITLOS as an alternative dispute settlement mechanism. But those possibility has contain risk of excessive and unlimited advisory role of the ITLOS. So it is important to focus on the restriction on the role of the State parties in the request of the advisory opinion to the ITLOS. In this regard it is meaningful that the ITLOS has suggested a kind of legal standing in the advisory procedures in that only coastal States could request the Advisory opinion about the IUU in their EEZ. Furthermore the discretionary power of the ITLOS in the Article 138 of the Rules of the Tribunal could curtail the abuse of the Advisory opinion initiated by the States parties of the UNCLOS. Under this framework, Advisory opinion could broaden more alternative option to the disputes between State parties of the UNCLOS in that after being delivered detailed interpretation of the UNCLOS about the specific issues, States parties could devote themselves to searching for flexible solution for the disputes between State parties. It could obtain legal explanation about the dispute under the Article 297 and Article 298 by detouring the jurisdiction limits through advisory procedures.

  • In this opinion article, we review the current streams of the information systems (IS) literature on crowdfunding and discuss how the literature has contributed to expanding our understanding of crowdfunding. Reflecting on the review, we propose avenues for future research to expand the existing knowledge on this impactful topic for the benefit of researchers and practitioners.

A Review of the Opinion Target Extraction using Sequence Labeling Algorithms based on Features Combinations

  • In recent years, the opinion analysis is one of the key research fronts of any domain. Opinion target extraction is an essential process of opinion analysis. Target is usually referred to noun or noun phrase in an entity which is deliberated by the opinion holder. Extraction of opinion target facilitates the opinion analysis more precisely and in addition helps to identify the opinion polarity i.e. users can perceive opinion in detail of a target including all its features. One of the most commonly employed algorithms is a sequence labeling algorithm also called Conditional Random Fields. In present article, recent opinion target extraction approaches are reviewed based on sequence labeling algorithm and it features combinations by analyzing and comparing these approaches. The good selection of features combinations will in some way give a good or better accuracy result. Features combinations are an essential process that can be used to identify and remove unneeded, irrelevant and redundant attributes from data that do not contribute to the accuracy of a predictive model or may in fact decrease the accuracy of the model. Hence, in general this review eventually leads to the contribution for the opinion analysis approach and assist researcher for the opinion target extraction in particular.

Distinguishing Online Opinion Leaders: The Mediating Effect of Consumer Innovativeness and Online Opinion Leadership for Values and New Product Adoption Behavior

  • This article empirically examines the relationship between values, consumer innovativeness, online opinion leadership, and new product adoption behavior utilizing wearable technology as the overall unit of analysis. The authors analyze data collected from SNS users who possess one or more wearable devices using a structural equation modeling approach to examine the direct effects. Moreover, a bootstrapping approach is adopted to explore the indirect effects between the constructs. The results indicate that consumers who value stimulation and hedonism are more inclined to possess stronger consumer innovativeness. Consumer innovativeness also positively influences online opinion leadership, ultimately leading to the faster adoption of new products. The mediating effect of consumer innovativeness between the value stimulation and online opinion leadership is also confirmed. In addition, although consumer innovativeness has no direct effect on new product adoption behavior, it does have an indirect, mediating effect through online opinion leadership.

  • 오늘날 인터넷의 발달 때문에 인터넷으로 쉽게 신문을 볼 수 있게 되었다. 또한, 해당 기사에 대한 의견을 사용자끼리 쉽게 교환할 수 있다. 본 논문에서는 이러한 인터넷 기사의 사용자 의견들에 Opinion Mining 기술을 활용하여 해당 기사 대상의 특징을 올바르게 파악하는 방법을 제안한다.

The Infrastructure of Public Opinion Research in Japan

  • This article introduces the infrastructure of public opinion research in Japan by reviewing the development of polling organizations and the current situation of social surveys. In Japan, the polling infrastructure developed through the direction and encouragement of the U.S. occupation authorities. In the early 1969s, however, survey researchers began to conduct their own original polls in not only domestic but also cross-national contexts. An exploration of recent survey trends reveals that polling organizations tended to conduct more surveys during summer, in the mid-range of sample size (1,000-2,999), based on random sampling (response rates of 40-50%), and through the mail between April 2011 and March 2012. The media was the most active polling sector.

  • The DPP's victory over the KMT in Taiwan's 2020 elections has been interpreted as a triumph for anti-China sentiment. However, the rise of political outsiders and their influence on voting behavior in this election were overlooked and underestimated. In this article, we examined different sources of data and found that supporters of these political outsiders mentioned sovereignty and cross-Strait issues less than the incumbent Tsai Ing-wen. However, when faced with the choice between Tsai and challenger Han Kuo-yu, voters who were concerned about governance chose Tsai, contributing to her winning a record number of votes. This article suggests that economic and governance issues had a considerable role in the election's result and will probably be the main focus of the 2024 presidential election. With the potential for a conflict in the Taiwan Strait increasing, anti-China sentiment is unlikely to be the deciding factor this time around.
