A Safety Assessment for the Wolsong LILW Disposal Center: As a part of safety case for the first stage disposal (월성원자력환경관리센터의 폐쇄후 처분안전성평가: 1단계 인허가 적용사례를 중심으로)

  • Post-closure safety assessment for the Wolsong Low- and Intermediate-level radioactive waste Disposal Center is described. Based on assessment context, closure concept and ground water flow characteristics of the disposal site, brief descriptions are included on the assessment scenarios, models, input parameters and tools. Radionuclide transport modeling in the near-field and far-field, gas generation and transport modeling, human intrusion and biosphere transport are also described briefly. Assessment results for each scenarios are shown to meet the performance criteria of regulatory body. Further and continuous efforts to improve the safety of disposal facility will be made during the construction and operational period.

Human Error Probability Assessment During Maintenance Activities of Marine Systems

  • Background: Maintenance operations on-board ships are highly demanding. Maintenance operations are intensive activities requiring high man-machine interactions in challenging and evolving conditions. The evolving conditions are weather conditions, workplace temperature, ship motion, noise and vibration, and workload and stress. For example, extreme weather condition affects seafarers' performance, increasing the chances of error, and, consequently, can cause injuries or fatalities to personnel. An effective human error probability model is required to better manage maintenance on-board ships. The developed model would assist in developing and maintaining effective risk management protocols. Thus, the objective of this study is to develop a human error probability model considering various internal and external factors affecting seafarers' performance. Methods: The human error probability model is developed using probability theory applied to Bayesian network. The model is tested using the data received through the developed questionnaire survey of >200 experienced seafarers with >5 years of experience. The model developed in this study is used to find out the reliability of human performance on particular maintenance activities. Results: The developed methodology is tested on the maintenance of marine engine's cooling water pump for engine department and anchor windlass for deck department. In the considered case studies, human error probabilities are estimated in various scenarios and the results are compared between the scenarios and the different seafarer categories. The results of the case studies for both departments are also compared. Conclusion: The developed model is effective in assessing human error probabilities. These probabilities would get dynamically updated as and when new information is available on changes in either internal (i.e., training, experience, and fatigue) or external (i.e., environmental and operational conditions such as weather conditions, workplace temperature, ship motion, noise and vibration, and workload and stress) factors.

Scenarios for Effective Fire Fighting Operations during Tunnel Fires (도로터널 화재시 효과적인 소방활동전략 수립을 위한 시나리오 연구)

  • Fires in tunnels are an international concern and fatal accidental fires in tunnels seem to occur on annual. They have the potential to become much worse int the future as more and longer tunnels are constructed and as traffic densities increase. This is a serious problem. The main purpose of this study is to develop operational procedures for fire brigades in road tunnel fires. This study discussed the past to see what can be learned from the incidents that have already done in tunnels. 73 cases of road tunnel fires domestic and outside of Korea were investigated and classified into 4 incident categories. Among them, 4 tunnel fires are highlighted, focusing on the activities of fire brigades and operation. Regarding the establishment of the strategies for fire fighting, 6 kinds of fire scenario curves have been deducted with regard to the relation between intervention time and heat release rate. It made the choice from the defensive or aggressive fire fighting activities depending on two criteria i.e. response limit and maximum response time. Road Tunnel Classification models can be useful when a fire brigade evaluates fire risk levels in the tunnels under its jurisdiction from the firefighting point of view and sets up preventive measures.

Improvement and Evaluation of Multi-purpose Dam Operation Rule Considering Climate Change (기후변화를 고려한 다목적댐 운영기준 개선 및 평가)

  • Rainfall patterns are changing due to climate change, the frequency of drought occurrence is shortening, and the operation of the multi-purpose dams is also changing. The importance of preventing water shortage of multi-purpose dams in advance and operation for stable water supply is increasing. In this study, we developed and evaluated the operational criteria reflecting climate change scenarios based on the operational criteria currently applied to multi-purpose dams. Standard water volume lines reflecting climate change were found to increase 34% on average, as a result of evaluation with the existing standard, it was analyzed that water supply would not be difficult if the multi-purpose dam operation standard reflecting climate change was applied. The results of this study are expected to be helpful for the establishment of multi-purpose dams reflecting climate change.

A Study on Navigational Support Services for Improving Navigational Safety of Non-SOLAS Ships (비협약선박의 항해안전 향상을 위한 항해지원서비스에 관한 연구)

  • This study identified necessary navigational support services to prevent accidents through an examination and a survey on the navigation and communication systems of non-SOLAS ships. The functional and operational requirements for the identified navigational support services were discussed accordingly. Among the navigational support services proposed are an Electronic Navigational Chart (ENC) service, a route planning service, an operation monitoring service, and collision prevention support services for ships in coastal areas. To facilitate the identified navigational support services, ship navigation system, shore supporting centre and maritime communication network were discussed as a digital infrastructure. The operational methode for the digital infrastructure were discussed in the service scenarios for ships carrying dangerous cargo, large ships over 200 meters in length and high speed passenger ships over 15 knots in speed. This study will facilitate the development of policies for the improvement of ship operation management in Korean coastal waters and will contribute to improving the navigational safety of non-SOLAS ships.

Delay Analysis of Small-scale Roundabouts Using VISSIM (VISSIM을 활용한 소규모 회전교차로의 지체 분석)

  • This study deals with the small-scale roundabout. The purpose of this study is to analyze the average delay of vehicle in roundabout, and suggest the efficient planning and design standard. In pursuing the above, this study gives particular attentions to analyzing the average delay time according to the inscribed circle diameter, speed of circulatory roadway lane and traffic volume. The operational efficiencies of 96 scenarios (3 sizes of inscribed circle diameter ${\times}$ 4 types of circulatory roadway speed ${\times}$ traffic volume) are analyzed using VISSIM (Verkehr In $St{\ddot{a}}dten$-SIMulationsmodell). The main results are as follows. First, the optimal design speed of small-scale roundabout are derived from the above scenario analysis. Second, the traffic volume of LOS D is estimated to be 2,180-2,740pcph. Third, the traffic volume of LOS F that is required to improve is above 2.780pcph. The results might be expected to give some implications to providing the countermeasures for the operational efficiency of roundabout.

Full-scale TBM excavation tests for rock-like materials with different uniaxial compressive strength

  • Penetration rate (PR) and penetration depth (Pe) are crucial parameters for estimating the cost and time required in tunnel construction using tunnel boring machines (TBMs). This study focuses on investigating the impact of rock strength on PR and Pe through full-scale experiments. By conducting controlled tests on rock-like specimens, the study aims to understand the contributions of various ground parameters and machine-operating conditions to TBM excavation performance. An earth pressure balanced (EPB) TBM with a sectional diameter of 3.54 m was utilized in the experiments. The TBM excavated rocklike specimens with varying uniaxial compressive strength (UCS), while the thrust and cutterhead rotational speed were controlled. The results highlight the significance of the interplay between thrust, cutterhead speed, and rock strength (UCS) in determining Pe. In high UCS conditions exceeding 70 MPa, thrust plays a vital role in enhancing Pe as hard rock requires a greater thrust force for excavation. Conversely, in medium-to-low UCS conditions less than 50 MPa, thrust has a weak relationship with Pe, and Pe becomes directly proportional to the cutterhead rotational speed. Furthermore, a strong correlation was observed between Pe and cutterhead torque with a determination coefficient of 0.84. Based on these findings, a predictive model for Pe is proposed, incorporating thrust, TBM diameter, number of disc cutters, and UCS. This model offers a practical tool for estimating Pe in different excavation scenarios. The study presents unprecedented full-scale TBM excavation results, with well-controlled experiments, shedding light on the interplay between rock strength, TBM operational variables, and excavation performance. These insights are valuable for optimizing TBM excavation in grounds with varying strengths and operational conditions.

A study for flood control method of Sumjingang Dam considering dam operation constraints (댐 운영 제약사항을 고려한 섬진강댐 홍수조절방식에 관한 연구)

  • Climate change has intensified the severity of extreme floods, presenting substantial challenges to dam management and operation. Traditionally, flood control strategies for dam operations have been based on theoretical scenarios, such as designed floods, without taking into account downstream conditions. However, in practice, managing floods involves operating dams based on climate forecasts. This strategy encounters challenges due to the limited predictability of climate forecasts, which in turn leads to uncertainty in decisionmaking among dam managers. This study proposes a flood control approach for dam operations that involves gradually increasing the outflow, considering the operational constraints and potential downstream damage, based on inflow data. The effectiveness of this method was assessed through simulation, employing both a designed flood and data from the most significant historical flood. The dam operation strategy for flood control presented in this study provides a framework for dam operators, facilitating consistent decisionmaking in flood management by integrating realistic dam operational conditions.

Towards a hierarchical global naming framework in network virtualization

  • Network virtualization enables autonomous and heterogeneous Virtual Networks (VNs) to co-exist on a shared physical substrate. In a Network Virtualization Environment (NVE), the fact that individual VNs are underpinned by diverse naming mechanisms brings about an obvious challenge for transparent communication across multiple VN domains due to the complexity of uniquely identifying users. Existing solutions were mainly proposed compatible to Internet paradigm with little consideration of their applications in a virtualized environment. This calls for a scalable and efficient naming framework to enable consistent communication across a large user population (fixed or mobile) hosted by multiple VNs. This paper highlights the underlying technical requirements and presents a scalable Global Naming Framework (GNF), which (1) enables transparent communication across multiple VNs owned by the same or different SPs; (2) supports communication in the presence of dynamics induced from both VN and end users; and (3) greatly reduces the network operational complexity (space and time). The suggested approach is assessed through extensive simulation experiments for a range of network scenarios. The numerical result clearly verifies its effectiveness and scalability which enables its application in a large-scale NVE without significant deployment and management hurdles.

The Impact of Government Regulations on Korean Online Game Market: A System Dynamics Approach (정부 규제가 국내 온라인 게임 시장에 미치는 영향: 시스템 다이내믹스 접근)

  • Mandatory shutdown policy of the juvenile protection act was enforced in December 2011 to prevent game addiction of the youth. However, the size of game market in Korea seems to be reduced significantly after implementation of the shutdown policy. The purpose of this study is to investigate the impact of current government regulations on Korean online game market. Based on empirical evidences and results from the related literature, we developed several causal loop diagrams(CLD) and system dynamics models. The CLD include sub-diagrams of innovation processes, user commitments, and operational costs. We conducted simulation analyses under various policy scenarios, adopting Normalized Unit Modelling By Elementary Relationship(NUMBER). Our results show that first, the impact of time regulation on the number of users is greater than the impact of content regulation. Second, the quality of domestic online game appears more elastic to regulations than the quality of foreign online game. The results of this study suggest that the deregulation in Korean online game market can narrow the gap in market outcomes between domestic and foreign online games. Some recommendations for future study are suggested.
