This article discusses the findings of an empirical study conducted on 62 large organizations. The major purpose of the study was to analyze the relationship of Information System Resources distribution between the system plan control and system development and system operation. In this study information system resource is broadly Identified by computer hardware, software, data, procedure, operator. Because of the real centralization/decentralization issue facing organizations is much broader then the choice between alternative computer hardware configurations. And there are three separate resources of the information system that can be decentralized system plan and control, system development, system operations. The decision regarding how to organize each of these three separate resources is based on a different set of criteria. Furthermore, each decision can be made relatively independently of the others. In this article the results of a study are indicated below. In the degree of decentralization of information system resources between system plan control and system development and system operations were found the positive relationship. Therefore, the more information system resources are decentralized in the one dimension, the more information system resources are decentralized in the other dimensions, and the more information system resources are centralized in the one dimension, the more information system resources are centralized in the other dimensions.

Purpose: Securing the continuity of essential functions in the private sector and ensuring the stability of people's daily lives. Method: Based on the national core-based management targets, private sectors in areas directly related to people's lives are selected. Presents standards for establishing functional continuity plan obligations. Result: Establishing the scope of establishing a functional continuity plan in five areas that have not been designated as mandatory in the private sector and presenting standards based on this. Conclusion: In disaster situations, functional continuity of the private sector, which is directly related to people's lives, can be secured to maintain people's daily lives and establish a social safety net.

Purpose: Generally, since the population density is lower in suburban areas, the distance to school is inevitably long. Therefore, schools in suburban areas often operate school buses to improve student welfare. However, since school buses are usually used only during going to and from school, the utilization rates are relatively low. Therefore, this study aims to establish integrated operation plan of public school bus covering all schools. Methods: It is necessary to decide which school buses will serve the specific demand node which want to go to certain school in order to design an integrated operation plan for school buses. Therefore, a mathematical model is developed for minimizing the total number of vehicles and the distance of transportation by reflecting the characteristics of school buses and students as constraints. To solve the proposed mathematical model, CPLEX, a commercial solver, is applied. Results: To validate and to confirm the proposed process, numerical example is designed with the comparison between before and after integrated operations of school buses in terms of total operation cost. The result shows that the integrated operation can lead the reduction of the number of school buses as well as the decreasing of the fuel cost. Conclusion: This study provides the quantitative method to perform the integrated operation of school buses in suburban areas. The optimal operation strategy is required because there are more complex decision-making elements considering the integrated operation. It is expected to apply this research result at real situation to expand this services based on an optimal operation.

The markets are the basic urban facilities for maintaining daily life. Although the urban structure changed rapidly and the population quickly concentrated in the city, the markets remained traditional and backward. To solve various problems in the small excess markets, the Seoul Metropolitan Government had pushed ahead with the market modernization plan since 1967. The purpose of this study is to analyze the process of establishing the market modernization plan and the progress of this project, and to identify the historical meaning of this plan. The results of this study as follows; The market modernization plan aimed to modernize market operation system as well as buildings, and the Government was able to achieve its first goal by enforcing the construction of high-rise buildings, as the markets were newly built with the relatively large scaled fireproof structures. Despite its various limitations, these markets were also regarded as the model of the modern market.

The activation of operation department can be defined as man power, the space, energy and organization in the operation department. In this paper, we clarified the activation index of operation department and verified the relation between the activation index and the management index related to in patients. In addition, we studied the effect of the activation index on the construction and management of the operation department. As a result, we can find the followings. 1. The number of operation as the activation index of operation department regardless of the size of hospitals in Japan is smaller than in Korea and Taiwan. 2. Based on the study of the correlation between the activation index and the operation index connected to inpatient, it is found the activation of operation department is affected by average lengh of stay of inpatient. 3. It is found that plan of operation has been practically made on the basis of the number of beds. Howerver, the activation index of operation department should be utilized on the basis of the number of operation.

On the premise of flood control procedure, flood forecasting-warning, system(FFWS) is one of actions for disaster prevention. It makes public announcements for flood situations timely in order to mitigate damage from floodings. Multi-purpose dam which has flood control storage plays an important role in river basin at flood time. In FFWS, it is reservoir operation module that is related to reservoir operation of multi-purpose dam. This study considers the current conditions and problems in reservoir operation module of FFWS in Han River and improves reservoir operation module under limited research scope. As results, additional reservoir operation modules such as Technical ROM(Reservoir Operation Method) and ARD(Approved Release Discharge) ROM were built in FFWS. Using these newly built reservoir operation modules. Han River Flood Control Office will plan and work for flood control and flood forecasting. Firstly, it may plan for flood control by Technical ROM which is deterministic simulation model, and work for final flood control and flood forecasting by ARD ROM according to approved release discharge afterward.

This study is to suggest the revitalization plan of military libraries, on the basis of analysis for the military library status and the results of a survey and interview with soldiers and working staff in the military libraries. To this end, first, it analyzes study trends in the operation and revitalization plan of the military libraries based on the preceding research analysis and investigates and analyzes the operation of the military libraries. Second, it identifies problems in the operation of the military libraries by comparing and analyzing between the operation of domestic military libraries and the best cases as well as the operation situation of the overseas military libraries. Third, it suggests the revitalization plan by holistically analyzing the situation and the best cases of the military libraries while finding out the problems through interviews and questionnaires. According to the analysis, first, it is necessary to expand the number of exclusive personnel with librarian qualifications and prepare standards for the placement of librarians. Second, it is necessary to develop online education to provide regular operation education for the personnel of the military libraries. Third, it is necessary to develop common manuals for working staff. Fourth, it is necessary to prepare the plan to expand the preference books of soldiers to increase reading and usage rate of the military libraries. Fifth, it is necessary to construct library space in the form of a book cafe for soldiers' knowledge development and relaxation and to locate the library in a highly accessible place. Lastly, it needs to develop the application of the military library and should lead to high interest in libraries by letting soldiers read books and post book reviews on it after work.

Information technical dependence degree is coming to be high from constructive information-oriented field. The size and complexity of constructive information are increasing and consequently, the standard for a construction information resource management becomes important. Currently the certification about construction information standard is being enforced part system and information-oriented level etc. from domestic. So we have a plan which will propel the diffusion strategy for the practical application of constructive information standard with introduction of the certification system about construction information standard. For a certification system preparation, we studied a feature and definition about construction information standard and analyzed domestic and foreign case. From that, we accomplished a classification and an analysis about construction information standard becomes the object of certification. And then, we selected the object of the certification through deriving necessities of certification about each construction information standard and considering the priority at the time of introduction. Finally we suggested an certification institutional operation plan about the object which is selected. Held a consultation meeting about the fact where the professional knowledge or technique is demanded and established secured directivity about authentication institutional operation plan and professionalism.
