These days, a lot of information and knowledge is being produced and accumulated constantly, which makes it difficult for a person to get the exact information or knowledge in simple way that he or she wants to get. It is also true in college and university. A lot of data is increasing so fast that a student cannot achieve his or her goal in learning with the text. This means that it is necessary to bring a change in the way of teaching and learning from only simple lectures. So in this treatise, we try to develop the method of the introduction and operation of center for teaching and learning. In order to accomplish the purposes, this research has examined the questionare and domestic colleges and universities.

This study reviews the amount and expenditures in national health promotion fund from 1997 to 2006, to analyse the problems and provide the future direction of health promotion fund programs. This study suggested the guide for future plans and the scope and contents of health promotion fund programs, priority and fund budgetary allocation, and operation organization. It is needed to revise health promotion law and enforcement decree of the health promotion act. The fund should be used in limited 9 areas related to healthy life activities: (1)Anti-smoking actions, (2)To support activities leading to a healthy life, (3)Public health education and development of materials, (4)Investigation and research regarding community health matters, (5)Public nutrition management activities, (6)Oral health management activities, (7)Physical exercises for health promotion, (8)Foundation related to supporting healthy life style practice society, (9)Expenses necessary for the management and operation of the fund. And also, in order to improve the performance of health promotion, it is considered to reform the operation system including organization.

Under a rapidly changing environment, firms have attempted to co-operate with organizations that possess high technologies to improve their technical capabilities. Most countries have worked towards developing a suitable strategy for international technology co-operation based on the diagnostic results of their technological capabilities and indices. These diagnostic results indicate the level and degree of international technology co-operation that have been developed in academia. However, identifying the overall conditions of international technology co-operation based on existing indices is a difficult task. Hence, to address this problem, indices that can measure diverse perspectives of core technology co-operation activities need to be developed. This research aims to develop a framework for identifying the current state of international technology co-operation in diverse perspectives at the national level. We develop indices based on relevant literature and formulate an analytical framework for international technology co-operation in diverse perspectives using DEA analysis. The results are expected to contribute to effective technology planning at the national level by diagnosing capabilities for international technology co-operation from diverse perspectives.

The worldwide improvement of the safety, efficiency and rationality in the field of aircraft operation environment and certificate management of aviation personnel has been proceeded cheerfully as a part of each country's globalization movement. Considering the importance of aviation transportation industry supporting nation's international trading has the competition among the airlines regarded possibly as that among the countries. In order to make Korean Government and Airlines more competitive in this race, the standardization and generalization of aviation regulations are required. On this study, some amendments are recommended to improve regulations and systems for pilot's certification management and operation environment by comparison analysis of regulations of ICAO, FAA and Korean aviation law.

Power automation system to operate power distribution systems can be distinguished by distribution SCADA with remote monitoring and control; and distribution automation system with basic functions such as service restoration to the distribution SCADA; and distribution management system which is operated by various applications in order to enhance distribution system operation performance based on the distribution automation system. In the technological change, a technical boundary of information technology (IT) and operation technology (OT) is being blurred by that new concepts such as interoperability. In addtion, IT/OT convergence has been proposed by the improvement of ICT and power system technology. At the viewpoint, advanced distribution management system (ADMS) to have the new concepts and to increase distribution system operation efficiency through global information and functions from the other systems has been proposed. In order to implement the ADMS, IT and OT have to be employed together on the ADMS; and the concept-based IT/OT convergence concept has been presented. Therefore, this paper introduces ADMS and IT/OT convergence and proposes a design of IT/OT convergence based ADMS system design with configurations and functions.

The major goal of building energy management is to minimize the energy consumption while maintaining the comfortable environment condition. Nowadays building energy management to save HVAC energy and so on is the most critical issue for existing building service branch with high efficiency equipments and their optimal operation. The effects on the building energy savings of the building equipment retrofit and the improvement of its operation method, especially in the field of HVAC system, were analyzed in this study for domestic small and/or medium sized buildings. Over 8.8% of energy saving was achieved compared withe total energy consumption in commercial building. These results could be used for reasonable maintenance and efficient management of the various building service equipments and related systems.

PEMFC has several technical problems such as water management, long term stability and performance degradation as. PEMFC has been studied not only to solve water management, but also to generate power in stable manner to system by using a hybrid system with auxiliary energy storage device. The purpose of this study is to couple PEMFC with supercapacitor to make a hybrid system and to design and test control strategies for stable power generation in case of changing output power. The polarization curve and dynamic behaviors while changing power were investigated to find out characteristics of PEMFC stack. A DC/DC converter was fabricated in order to increase fuel cell and supercapacitor voltage and to charge supercapacitor. We found that the operation strategy 2 was recommended to the system because of solving water management problem and increasing the dynamic behavior.

The importance of data management for the efficient maintenance and operation of offshore structures is becoming increasingly important. This paper has discussed the data schema and business rules that standardize the data exchange between ship design, operation and maintenance. Technical documentation that meets the international standards of ShipDex and S1000D for exchanging the operation and management data in neutral or standard formats has been introduced into the life cycle management of ships. The schema of the data exchange is represented by XML (eXtensible Markup Language) and the lifecycle data is implemented by a structured document. Lifecycle data is represented as data modules defined by XML schema. Given the feasible data generation, an example of a technical document is introduced by a general XML authoring tool.

Despite innovative efforts to accommodate changes in the payment environment, the new types of settlement risks that are emerging require preemptive and proactive responses. Therefore, Korea should complement and develop large-value funds payment system operation and risk management policies by introducing international standards and linking with advanced financial institutions. This study examines the major issues such as the development process and characteristics of the large-value funds payment system of the two countries, the operation policy of the central bank, and the risk management policy by comparing the US Fedwire with the Korea Bok-Wire+. In addition, policy implications are suggested for efficient operation and development of Bok-Wire+.

This study researched the relationship of effect of management awareness of corporate members, system buildup and strategic operation on corporate performance through industry-university collaboration networking. The result of the study are as follows. First, as the importance of industry-university collaboration, system buildup networking was proved to provide the greatest influence on the corporate performance. Second, it presents to form the bond of sympathy with members on corporate management which is built through industry-university collabora-tion. Third is the importance of strategic operation. Strategic operation was prove to have high influence on corporate performance. Fourth is to prove the relationship between system buildup and strategic operation of industry-university collaboration networ- king. The system buildup provides an important impact on corporate strategic operation. Fifth is the system buildup through management awareness by through industry-university collaboration. Lastly, the relationship between management awareness and corporate performance was found to be significant. Management awareness of members can be presented as an important variable on corporate performance. This study is to present the fact that it is important to secure competitiveness of small and medium-sized businesses, to develop a way for creative improvement and to secure a way for strengthening the competitiveness, and to strengthen the corporate competitiveness through reinforcement of industry- university collaboration networking.
