Effective bridge maintenance reduces bridge operation costs and extends its service life. The possibility of storing bridge life-cycle data in a 3D parametric model of the bridge through Bridge Information Modeling (BrIM) provides new opportunities to enhance current practices of bridge maintenance management. This study develops a Decision Support System (DSS), namely BrDSS, which employs BrIM and an efficient optimization model for bridge maintenance planning. The BrIM model in BrDSS extracts basic data of elements required for the optimization process and visualizes the inspection data and the optimization results to the user to help in decision makings. In the optimization module of the DSS, the specifically formulated Genetic Algorithm (GA) eliminates the chances of producing infeasible solutions for faster convergence. The practicality of the presented DSS was explored by utilizing the DSS in the maintenance planning of a bridge under operation in the southwest of Iran.

In this paper, the analysis of inspection period bases on reliability is suggested in the field of traction power system. Even though there are several maintenance models, the most commonly used maintenance assessment has been focused on time based maintenance in real traction power systems. The maintenance intervals are selected on the basis of long-time experience. It ensures high availability and exact planning of staff. Reliability centered maintenance, which evaluates criticality and severity of each failure mode, achieves the operation, maintenance, and cost-effective improvement that will manage the risks of equipment. This paper deals with electrification in railway inspection frequency and applied reliability based inspection frequency instead of constant intervals. The distribution function of failure rate in traction power system belongs to Weibull function. Also, the fault data and the number of installed equipments for electrifications are collected. The failure history is investigated and classified in detail. Though these complicated procedures, it contribute to extend equipment lifetime and to reduce maintenance costs.

Currently, a life cycle cost estimates(LCCE) is the most important factor in weapon system acquisition process. However, operation and maintenance(O&M) cost related studies are insufficient from the previous literature survey. O&M cost consists of various cost factors such a man power, maintenance and direct & indirect support costs. We have known that spare-parts cost is a key factor in the O&M cost. In this paper, we developed the spare-parts cost estimating relationships(CERs) of fixed-wing aircraft and armored vehicle weapon systems which include 4 historical cost drivers ; system acquisition cost, deterioration rate, localization rate, mission characteristic. Furthermore, we proposed the application methodologies that O&M cost estimating, total life cycle cost estimating and determination of the economic life using the spare-parts CERs.
Talk-Back systems comprised of master-equipment at the control room and slave-equipment at turnouts refer to the intercommunication facilities that optimize mutual communication between maintenance staff on trackside and the control room to facilitate quickness and accuracy of train operation control and its maintenance within depot and on mainlines with turnouts for direction switching of the trains in operation. The weakness lies in additional maintenance costs of cables since the Talk-Back system installed on line 1 along with line 2-4 has a profound effect on the voice quality leading to the attenuation and crosstalk of the system due to the deterioration of cables and environmental factors. This paper discusses the Talk-Back system in a radio communication environment with the application of RF(Radio Frequency) communication system from the wire communication system by cables to ameliorate these problems, and deals with the energy saving environmentally friendly facilities in consideration of replacing power section at salve-equipment with solar batteries benefitting the system in light of energy consumption.
In Korea ranking sixth out of The world's greenhouse gas emissions, all Korean public buildings have to implement obligatorily renewable energy systems for energy production to reduce the greenhouse gas emissions from the energy consumed in operation, maintenance and management of buildings. The optimum combination and application rates for each energy source emerge from analyzing the trend of previous studies and the energy consumption is simulated by using a dynamic energy simulation program and the initial investment costs, the energy costs, the maintenance costs, the replacement costs emerge based on the calculated result. The result show that the total life cycle cost of 100% gerthermal is the lowest with \ 2,105,974,344 on the analysis results.

In the United States, the Safety Rest Areas (SRAs) were introduced as highway roadside infrastructures in the early 1900s. The State Departments of Transportation (DOTs) operate/maintain their SRAs using different methods. The Washington DOT used the in-house workforce method for over 20 years, whereas some states moved to Performance-Based Contracting (PBC) from the in-house workforce to save cost primarily. Several existing studies claimed that using the PBC approach saved costs on several highway assets. Thus, the principal objective of this study is to compute and compare the unit operating/maintenance cost of SRAs using the in-house workforce method (in Washington state) with the PBC approach (in other states). The findings of this study show that the average annual cost using the PBC approach was much more than the average annual cost using the in-house workforce approach. The findings also show that in Washington state, the 'Labor Cost' category was a key expenditure, which is statistically higher than other categories. The 'Labor Cost' was followed by the 'Other Services', and then 'Materials and Supplies' and 'Equipment.' The study's findings indicated that outsourcing does not always save costs for agencies. The study findings may help transportation construction/maintenance professionals select a cost-effective approach for their future planning.
Solar pumps, for water lift systems, is becoming popular in rural areas for supplying drinking water in dry seasons when its need is elevated. The development in technology has also made solar pumps readily available and cheap which has increased its demands. So, for scattered settlements having a limited budget for operation and maintenance costs, solar pump is preferred over grid connected electrical pumping systems. This primary objective of the study was to design a solar photovoltaic pumping drinking water supply system for a small health post which is about 45 km east from Kathmandu, the capital city of Nepal. The study also compared and verified the final design with the system's existing design prepared by a development agency. The water source for this study was a confined aquifer 115m below the surface. The water demand was calculated to be 11m3 per day. A 1500 kPa submersible pump attached to a motor was selected and installed. Along with that twelve solar panels, reservoir, transmission main and distribution main was designed. The outcomes conclude solar photovoltaic pumping water supply systems to be cost-effective with an estimated cost of only USD 0.84 million per MLD. Solar pumps require low maintenance and operation costs and its repairs can quickly be done by the local people. The study also shows that solar technology produces no sound, needs no fuel making it environmentally friendly.
In this study, effects of five raw water quality parameters (turbidity, odor compounds caused by algae, filter clogging caused by algae, pH increase caused by algae, and organic matter) on improvements and operations costs of typical water treatment plant (WTP) were estimated. The raw water quality parameters were assumed the worst possible conditions based on the past data and costs were subsequently estimated. Results showed that new water treatment facilities were needed, such as a selective intake system, an advanced water treatment processes, a dual media filter, a carbonation facility, and a re-chlorination facility depending on water quality. Furthermore, changes needed to be made in WTP operations, such as adding powered activated carbon, increasing the injection of chlorine, adding coagulation aid, increasing the discharge of backwashed water, and increasing the operation time of dewatering facilities. Such findings showed that to reliably produce high-quality tap water and reduce water treatment costs, continuous improvements to the quality of water sources are needed.

The importance of the life cycle cost analysis for construction projects of bridge has been recognized over the last decades. Accordingly, theoretical models, guidelines, and supporting softwares have been developed for the life cycle cost analysis of bridges. However, it is difficult to predict life cycle cost considering uncertainties precisely. This paper presents methodology for optimal design of substructure for a steel box bridge. Total life cycle cost for the service life is calculated as sum of initial cost, damage cost considering uncertainty, maintenance cost, repair and rehabilitation cost. The optimization method is applied to design of a bridge substructure with minimal cost, in which the objective function is set to life cycle cost and constraints are formulated on the basis of Korean Bridge Design Specification. Initial cost is calculated based on standard costs of the Korea Construction Price Index and damage cost on the damage probabilities to consider the uncertainty of load and resistance. An advanced first-order second moment method is used as a practical tool for reliability analysis using damage probability. Maintenance cost and cycle is determined by a stochastic method and user cost includes traffic operation costs and time delay costs.
Since the cost of software maintenance occupies about 50~75% in a general successful organization, the software maintenance plays an important role in software life cycle. In particular, if the managed system needs to be operated in a long term or the system is very large and complex, then the maintenance is especially more important. Software maintenance is defined as software modification activities after customer delivery, such as improvement of performance or functionality, error correction, adaptation to environmental changes, etc. In this paper, software cost estimation models are proposed, that is based on productivity of manpower in maintenance projects. In order to do this, the activities of maintenance are classified into function change, non-function change, user support and application operation. The proposed models are constructed and verified based on the real size and cost information of projects in the real world. The approach in this paper is to discriminate the heterogeneous activities in maintenance projects, and then to calculate the respective cost of each discriminated activity. By using the proposed models, the total cost of maintenance project is summed from the costs of four activities. In addition the number of conflicts between owner and order receiver about the amount of cost will be reduced and the reasonable cost estimation system will be established.
