원자로시설의 경년열화 종합관리에 관한 규정개발 방향 (Development of Regulation on the Integrated Materials Aging Management for Nuclear Facilities)

  • The renewed global interest in nuclear power has arisen from the need to reduce greenhouse gas emissions and to provide sufficient electricity for a growing global population. Many countries with nuclear power plants (NPPs) are still implementing license extensions of 10~20 years, and even consideration is being given to the concept of life-beyond-60, a further period of license extension from 60 to 80 years. To solve the materials aging problem is integral to its success. A foundation for effective aging management of nuclear power plants is that aging is properly taken into account at each stage of a plant's lifetime, i.e. in design, manufacture, construction and operation including long term operation and decommissioning. To evaluate the plant aging phenomena, a lot of background information such as materials and environment of the parts of the reactor and plant systems is needed by the experts. Information on degradation mechanisms is also used. In this paper, a regulation on the integrated materials aging management for nuclear facilities is proposed. The proposed regulation identifies key elements of effective aging management for nuclear power plants and provides the requirements on aging management for nuclear facilities throughout all stages of the lifetime of the plant.

아동의 부정적 정서표현에 대한 어머니 반응 유형의 군집에 따른 아동의 정서조절 능력 차이 검증 (A Study of Child Emotion Regulation by the Cluster of Mother's Reaction to Children's Negative Emotion)

  • Objective: The purpose of this study was to examine natural groupings of the sub-factors of mother's reaction to children's negative emotions. The natural groupings were as follows; the emotion-coaching-reaction, the emotion-minimizing-reaction and oversensitive reaction. In addition, this paper also investigated individual differences in children's emotion regulation by clusters of sub-factors of mother's reaction to children's negative emotions. Methods: The subjects of this study consisted of 318 children. The data were analyzed using cluster analysis and one-way ANOVA. Results: The results suggested four proper clusters, according to the characteristics of mother's reaction to children's negative emotions. Cluster 1 was categorized as 'child centered-emotion coaching', cluster 2 was categorized as 'oversensitive-emotion coaching comorbid', cluster 3 was categorized as 'acception-emotion minimizing confused' and cluster 4 was categorized as 'emotion minimizing-unsupporting.' Additionally, the differences between Emotion regulations in each cluster showed distinct points of interest. In terms of the maladaptive emotion regulation, cluster 3 showed the highest level followed by cluster 4. And cluster 1 and 2 showed the lowest level. Conclusion/Implications: The results of this study helped to find a deeper understanding of the operation of specific clusters of mother's reaction to children's negative emotion and children's emotion regulation.

분산전원이 연계된 배전계통에 있어서 ANN을 이용한 최적 전압조정방안에 관한 연구 (A Study on the Voltage Regulation Method Based on Artificial Neural Networks for Distribution Systems Interconnected with Distributed Generation)

  • 본 논문은 분산전원이 연계된 배전계통에 있어서 온 라인 리얼타임으로 조정이 가능한 최적 전압조정방안을 제시한다. 가능한 많은 수용가에게 적정한 전압을 공급하기 위하여 최적 송출전압이 결정되어져야 하는데, 여기서는 급변하는 배전계통의 급격한 부하변동과 분산전원의 불규칙적인 출력특성을 고려하기 위하여, 인공 신경회로망(ANN: Artificial Neural Network)을 이용한 최적 전압조정방안을 제시한다. 본 논문에서 제시한 알고리즘을 이용하여 배전 모델계통에 적용한 결과, 제안한 방법이 다수의 분산전원이 연계된 배전계통의 전압조정에 실용적인 방책임을 확인하였다.

  • Typical railway systems are composed of the various sub-systems, such as tracks, structures, electricity supplying systems, signal systems and vehicles. The roles of the sub-systems are clarified in the railway regulations in terms of their whole life cycle, as like design, operation and disposal stages. The regulations express clearly the basic specifications and requirements that need to accomplish their own performance and also state the standards and procedures for the normal operations and emergency conditions. In this paper the current railway regulation systems are analyzed and average revision periods are presented as the results of the analysis on revision history of railway safety regulations. This paper also presents the requirements for national safety standards based on Railway Safety Act and the necessity of application of system computer aided system engineering (CASE) tool for the improvement of legislation tasks. By exemplifying the cases of high speed rail system and Japanese cases that had developed softwares for supporing regulation revision management, the methodologies was studied for reconstruction of railway safety regulation system. As the results, it was presented such as the considerations for actual implementation and systematic safety regulation revision.

The Advanced Voltage Regulation Method for ULTC in Distribution Systems with DG

  • The small-scaled onsite generators such as photovoltaic power, wind power, biomass and fuel cell belong to decarbonization techniques. In general, these generators tend to be connected to utility systems, and they are called distributed generations (DGs) compared with conventional centralized power plants. However, DGs may impact on stabilization of utility systems, which gets utility into trouble. In order to reduce utility's burdens (e.g., investment for facilities reinforcement) and accelerate DG introduction, the advanced operation algorithms under the existing utility systems are urgently needed. This paper presents the advanced voltage regulation method in power systems since the sending voltage of voltage regulators has been played a decisive role restricting maximum installable DG capacity (MaxC_DG). For the proposed voltage regulation method, the difference from existing voltage regulation method is explained and the detailed concept is introduced in this paper. MaxC_DG estimation through case studies based on Korean model network verifies the superiority of the proposed method.

게이트 전류 감지 구조를 이용한 향상된 레귤레이션 특성의 LDO regulator (LDO regulator with improved regulation characteristics using gate current sensing structure)

  • 게이트 전류 감지 구조는 LDO 레귤레이터가 오버슈트 또는 언더슈트 상황 발생 시 출력전압의 레귤레이션을 보다 효과적으로 제어하기 위해 제안되었다. 기존의 전형적인 LDO 레귤레이터는 부하전류가 변화할 때 레귤레이션 전압 변화가 발생한다. 하지만 게이트 전류 감지 구조를 이용하여 패스 트랜지스터에 있는 게이트 단자 전류를 공급/방전 함으로 인해 패스 트랜지스터의 동작 속도를 더욱 향상시킬 수 있다. 게이트 전류 감지 구조를 이용한 LDO 레귤레이터의 입력전압은 3.3 V ~ 4.5 V 이며 출력 전압은 3 V이고 부하 전류는 최대 250 mA의 값을 갖는다. 시뮬레이션 결과, 부하 전류가 250 mA 까지 변화할 때 약 9 mV의 전압 변화 값을 확인하였다.

수명감소를 고려한 주파수 조정용 에너지저장장치의 최적 클러스터링 (Optimal Clustering of Energy Storage System for Frequency Regulation Service Considering Life Degradation)

  • Recently, many countries have placed great attention on energy security and climate changes. Governments are promoting the construction of renewable energy projects with regulatory support in Korea. Despite an increasing penetration of renewable resources, however, the photovoltaic and wind power are underutilized due to the endemic problems such as difficulties of output control and intermittent output. The Energy Storage System (ESS) is proposed as a good solution for solving the problems and has been studied in both the private business and the government. However, because of inefficient aspects, the research has been carried out for improving high costs and a small capacity. In addition, the ESS is currently installed for using only one purpose which is frequency regulation or transmission congestion relief such that has an economic limitation. Therefore, methods which are becoming economically justifiable to increase the penetration of the ESS is required. Thus, this paper presents in terms of operation efficiency to improve economic feasibility of the ESS currently used. mainly, there are two aspects for the operation efficiency. Firstly, it is intended to improve the utilization rate through a process that can utilize the ESS for various purposes. It is necessary to be able to use for other purposes by classifying and clustering for increasing the efficiency of availability. The clustering method is proposed to conduct the grouping the ESS. Especially, it is proposed to utilize ESS for frequency regulation service which is the one of ancillary services in the power system. Through case studies, it is confirmed to secure the necessary resources by clustering small size ESS.

주파수조정용 ESS의 성능검증 및 경제성평가 알고리즘에 관한 연구 (A Study on The Performance Verification and Economic Evaluation of ESS for Frequency Regulation Application)

  • 최근 신재생에너지의 확대 보급과 더불어 전기저장장치(ESS, Energy Storage System)가 활발하게 도입되고 있다. 하지만 현재 전기저장장치에 대한 도입효과와 경제성 및 계통에 미치는 영향에 대한 구체적인 평가방법이 없어 효과적인 도입운용이 어려운 실정이다. 특히 주파수조정용 ESS에 대한 국제적인 기술표준 및 제도가 마련되지 않아, 이의 설치에 따른 전기품질, 계통영향, 기여도 등은 물론 편익 산정에 대한 종합적인 연구가 필요한 실정이다. 따라서 본 논문에서는 주파수조정용 ESS의 성능검증 방안을 마련하기 위하여, 기존발전기의 주파수조정 성능평가 방법인 미국 PJM의 AGC(Automatic Generation Control, 발전기 자동발전제어) 성능 평가방식을 분석하여, 주파수조정용 ESS의 성능평가 알고리즘을 제안하였고, 고가발전기의 정산금과 화력발전기의 정산금을 이용하여 500MW급의 주파수조정용 ESS의 도입에 따른 편익을 산정할 수 있는 경제성 평가 알고리즘을 제시하였다. 제안한 알고리즘의 유용성을 확인하기 위하여, 실 계통 데이터를 바탕으로 시뮬레이션을 수행한 결과, 전기저장장치가 기존의 발전기에 비하여 아주 우수한 성능을 가지고 있음을 확인하였고, 500MW 도입시 연간 약 3,457~4,296억의 편익이 발생함을 확인하였다.

  • Operation and control system has been installed and tested to use energy storage system(ESS) for frequency regulation at 4MW class of ESS demonstration facility installed at Jeju island, Korea in 2013. Simulation tests were performed by programing language C# for power system of Jeju island to develop control algorithm. Site simulation tests were performed in control system itself without connecting power system and energy storage system. Control algorithm was coded, modified and tested to load to controller and communication system and human-machine interface were developed and tested in the process of simulation tests. After similar results to that of simulation tests by programing language were obtained, power system and energy storage system demonstration facility were connected to control system by communication system. Energy storage system for frequency regulation was tested for actual frequency and simulation frequency. The site tests showed the similar results to that of simulation tests and the control systems is possible to be operated for frequency regulation. Faster response of energy storage system for frequency regulation, less costs and less capacity of energy storage systems which cover for frequency regulation of power plants. It is expected that more studies for time-reduction and time-delay elements can make less capacity of energy storage system cover more role of frequency regulation of power plants.

사회서비스 품질관리제도 구성요소와 국가비교 -이용자 중심성, 제도 실효성, 운영 안정성을 중심으로- (Comparative study on the national quality regulation schemes of social services and implications to Korea - focusing on user centeredness, regulatory enforcement and system stability -)

  • 본 연구는 급속히 확대되고 있는 사회서비스 분야에서 서비스 품질관리 제도는 어떤 요소로 구성되며, 이들 구성요소들을 기준으로 연구대상 국가들에서는 어떤 특징들이 포착되는지를 분석하였다. 이를 위하여 먼저, 선행연구를 토대로 국가 간 비교의 기준이 되는 핵심 구성요소들을 설정하고, 이 기준을 중심으로 서구에서는 영국과 미국을, 아시아에서는 싱가포르와 일본을 분석대상국가로 하여 비교하였다. 선행연구를 중심으로 품질과 품질관리의 개념과 동향을 검토한 결과 이용자 중심성, 제도 실효성, 운영 안정성을 품질관리제도의 핵심 구성요소로 설정할 수 있었다. 이용자 중심성은 품질관리 과정에서 이용자에게 품질정보가 공개되는 정도와 품질측정기준에서 이용자의 참여를 강조하는 정도를 나타내는 것으로 설정되었다. 제도 실효성은 품질평가 결과가 기관의 재정에 미치는 영향의 정도와 기관을 퇴출시킬 수 있는 있는가에 대한 영향력의 정도로 개념화 되었다. 운영 안정성은 품질관리 기구의 전담성과 품질지표가 전국적인 공통의 기준을 갖고 있는가의 정도로 설정되었다. 분석대상 국가들에서는 공통적으로 품질관리 제도에서 이용자 중심성을 강조하면서, 품질정보를 이용자에게 적극적으로 제공하고 있으며, 품질지표에서도 이용자 참여 부분을 강화하고 있는 것으로 나타났다. 제도 실효성의 측면에서는 매우 강력한 권한을 가지고 있는 나라도 있지만, 자율적으로 품질향상을 유도하는 방식으로 운영하는 경우도 있었다. 운영 안정성에서는 연구대상 국가들은 공통적으로 전국공통의 품질기준을 마련하고 있으며, 이에 대한 구체적인 가이드라인을 가지고 있는 것으로 나타났지만, 품질관리 전담기구를 독립적으로 운영하는 경우와 민간에 위탁하여 운영하는 경우 등으로 편차가 큰 것으로 나타났다. 이런 연구결과가 어떤 의미를 가지는지, 그리고 우리나라 품질관리제도에 어떤 시사점을 주는지를 설명하였다.
