  • This study reviews the emerging new model of science and technology decision making process. It examines the open source software development model and community-based innovation model in technological innovation and the active participation model of Consensus Conference and Citizen's Jury in science and technology policy decision making. It argues that the role and influence of users in innovation and policy making is becoming important in these emerging models and the existing supplier-led, bureaucratic model of science and technology decision making model is changing.

  • In this perspective paper, we present seven elements of the appropriate educator mindset for teaching in the constructivist elementary mathematics classroom. The elements include supporting students as they construct their own understanding, eliminating deficit view of slow learners, setting new understanding and growth as the learning objective, providing opportunities to co-construct meaning with peers, using student contributions as the source of curricular material, encouraging all students to participate in learning, and providing instruction not bounded by time. In our struggles to provide authentic, inclusive elementary classrooms, we hope that our discussion of the educator mindset can increase discourse on constructivism from philosophy to practice in the community of mathematics education and policy makers.

  • In the present study, we focus on the CFD simulations for the performance and the rotor-generated wake of a model-scale wind turbine which was designed for wave tank experiments. The CFD simulations with fully resolved rotor geometry are performed using MARIN's community-based open-source CFD code ReFRESCO. The absolute formulation method (AFM) is leveraged to model the rotating wind turbine. The k - ω SST turbulence model is adopted in the incompressible Reynolds Averaged Navier-Stokes (RANS) simulations. First, the thrust and torque coefficients, CT and CP, are calculated at different Tip Speed Ratios (TSR), and the results are compared against the experimental data and previous numerical results. The pressure distribution of the turbine blades at the 70% span is obtained and compared to the results obtained by other tools. Then, a verification study aiming at quantifying the discretization uncertainty of the turbine performance with respect to the grid resolution in the wake region is performed. Last, the rotor-generated wake at the TSR of 7 is presented and discussed.

  • The purpose of this paper is to quickly identify school parents, teachers, students, community needs and opinions for curriculum organizing and the implementation of an online survey system for operating educational activities. Online survey system should be implemented based on Limesurvey to reduce costs and administrative costs. Limesurvery is available without the development of the separate program and offers the form of web-based template system, complete design, layout. Also, Limesurvey offers basic statistical analysis of survey data. Limesurvey can be executed by installing the program on a web hosting, typing database information. Limesurvey can be made a graph of the statistical results. Besides, Limesurvery can be stored in the form of HTML, Word, Excel, CSV Files and can be stured as basic datas for SPSS or PASW, R data, other statistical processing programs. If we could be operate Limesurvey in the form of open source-based survey program in elementary school, we could be reduced teacher's unnecessary work for statistics and overcame the problem of offline survey system.

  • The purpose of this study is to investigate the effect of personal factors and community factors on the quality of life based on the presence of chronic patients based on the Big Data Platform. As a method of study, second data of 2017 community health survey and Statistics Korea by City·Gun·Gu public office were used and a multi-level analysis was conducted after separating EQ-5D index, individual factor and community factor. As a result, men, age, education level, monthly household income, having economic activity, the number of sports infrastructure were positively associated with the quality of life, and subjective health not good, extremely perceived stress were negatively associated with the quality of life. Research will continue to provide a platform independent of hardware that can utilize the cloud and open source for medical big data analysis in the future.

  • Big data management is becoming an increasingly important issue in both industry and academia of information science community today. One of the important categories of big data generated from software systems is log data. Log data is generally used for better services in various service providers and can also be used to improve system reliability. In this paper, we propose a novel big data management architecture specialized for log data. The proposed architecture provides a scalable log management system that consists of client and server side modules for efficient handling of log data. To support large and simultaneous log data from multiple clients, we adopt the Hadoop infrastructure in the server-side file system for storing and managing log data efficiently. We implement the proposed architecture to support various client environments and validate the efficiency through measurement studies. The results show that the proposed architecture performs better than the existing logging architecture by 42.8% on average. All components of the proposed architecture are implemented based on open source software and the developed prototypes are now publicly available.

  • Environmental microorganisms are emerging as an important source of new enzymes for wide-scale industrial application. In this study, novel phytase genes were identified from a soil microbial community. For this, a function-based screening approach was utilized for the identification of phytase activity in a metagenomic library derived from an agricultural soil. Two novel phytases were identified. Interestingly, one of these phytases is an unusual histidine acid phosphatase family phytase, as the conserved motif of the active site of PhyX possesses an additional amino acid residue. The second phytase belongs to a new type, which is encoded by multiple open reading frames (ORFs) and is different to all phytases known to date, which are encoded by a single ORF.

  • Following the first Public Release of the AKARI Point Source catalogues, we have worked on the production of a new far-infrared All-Sky Diffuse mapping product. In this paper we report first results from the All Sky diffuse maps that will shortly be released to the community, based on analysis of data from the Far Infrared Surveyor ($65{\mu}m-160{\mu}m$) instrument. These data are likely to have a strong impact on studies of extended structures, and the diffuse ISM.
