Implementation of Sensor Observation Service Prototype for Interoperable Geo-Sensor Networks in Korean Land Spatialization Program

  • Korean Land Spatialization Program (KLSP) is an R&D program of the National GIS Project for developing ubiquitous GIS technologies under the control of the M inistry of Land, Transport and Maritime Affairs (M LTM). The first program of the KLSP, which lasts from 2006 to 2012, initiated with $132 million of national funds and $42 million of private matching funds. Aiming to develop the 'Innovation of GIS technology for ubiquitous Korean land', the KLSP consists of five core research projects and one research coordination project to practically utilize and commercialize the results of core research projects. The Korean Land Spatialization Group (KLSG) is planning the KLSP Test-Bed for testing, integrating, and exhibiting the KLSP's outcomes. About 40% of the outcomes are related products to geo-sensor and wireless sensor network (W SN). Thus, interoperable, scalable and web accessible frameworks like an OGC SWE (Open Geospatial Consortium Sensor Web Enablement) are mandatory because some of the products must be connected to each other in a KLSG Test-Bed. The main objective of this paper is to introduce the KLSP Test-Bed and the SWE SOS (Sensor Observation Service) prototype, which is developed for interoperable geo-sensor networks of the KLSP.

Improvement through Analysis of Current Open Book Policy for the Korean CM at Risk (국내 시공책임형 CM 오픈북 정책 현황 분석을 통한 개선방안)

  • CM at Risk has been introduced in Korea to keep up with the global standards of construction management and provide a higher quality of cm service in line with a rapid change of the construction industry recently. However, it is widely considered that more time would required to settle down the system due to a lack of understanding towards CM at Risk, shortage of reliability and low capability to manage and undertake CM at Risk. Therefore, this research is analyzed problems of contract types, open book policies, and contract conditions of 33 numbers of projects undertaken by a bespoke domestic construction management firm in this research. Moreover, this research is suggested a method to establish an open book policy of CM at Risk aiming a better customers satisfaction through staff training, simplifying and improving a payment system, and a way to settle down an open book policy by improving a performance management system on site. It's expected that this research will contribute to a more competitive system with more dominating the market and a differentiation of the service so as clients to rely more on the CM at Risk.

  • Recently, SME's Collaboration activities have become one of a vital factor for sustaining competitive edge. This is because of the rapidly changing and competitive market environment, and also to leverage performance by overcoming obstacles of having limited internal resources. Discussing about the effects and relationships of the firm's collaboration activities and its outputs are not new. However, as ICT and various technologies have been diffused into the traditional industries, boundaries and practice capabilities within the industries are becoming ambiguous. Thus contents of the products/services and their development methods are also go and come over the industries. Although many researchers suggested the relations of SME's collaboration activities and innovation performances, most of the previous literatures are focusing on broad perspectives of firm's environmental factors rather than considering various SME's idiosyncrasy factors such as their major product and customer types at once. Therefore, the purpose of this paper is to analyze how SME(Small Medium Enterprise)'s external collaboration activities by their idiosyncrasy act as an input to types of innovation performance. In order to analyze collaboration effects in detail, we defined factors that can represent the SME's business environment - Perceived importance of using external resources, Perceived importance of external partnership, Collaboration and Collaboration levels of Major Product types, Customer types and lastly the Firm Sizes. We have also specifically divided the performance of innovation types as product innovation and process innovation based on existing research. In this study, the empirical analysis is based on Probit Regression Model to observe the correlations with the impact of each SME's business environment and their activities. For the empirical data, 497 samples were collected which, this sample data was extracted from the 'Korean Open Innovation Survey' performed by ETRI(Korean Electronics Telecommunications Research Institute) in 2010. As a result, empirical test results indicated that the impact of collaboration varies depend on the innovation types (Product and Process Innovation). The Impact of the collaboration level for the product innovation tend to be more effective when SMEs are developing for a final product, targeting on for individual customers (B2C). But on the other hand, the analysis result of the Process innovation tend to be higher than the product innovation, when SMEs are developing raw materials for their partners or to other firms targeting on for manufacturing industries(B2B). Also perceived importance of using external resources has effected to both product and process innovation performance. But Perceived importance of external partnership was statistically insignificant. Interesting finding was that the service product has negative effects on for the process innovation performance. And Relationship between size of the firms and their external collaboration activities with their performance of the innovations indicated that the bigger firms(over 100 of employees) tend to have better for both product and process innovations. Finally, implications of the results can be suggested as performance of innovation can be varied depends on firm's unique business idiosyncrasy as well as levels of external collaboration activities. The Implication of this research can be considered for firms in selecting an appropriate strategy as well as for policy makers.

  • EDI(Electronic Data Interchange) works by providing a collection of standard message formats and element dictionary in a simple way for businesses to exchange data via any electronic messaging service. Open-edi is electronic data interchange among autonomous parties using public standards and aiming towards interoperability over time, business sectors, information technology and data types. The number of Internet services using XML/EDI has grown rapidly since it is easily expansible and exchangeable. To use this service, the client does not have to install EDI S/W but only needs internet browser. Consequently, it became much easier and faster to handle the trading process in an office. eBusiness SML (extensible markup language) electronic data interchange. eXedi is the service that realizes B2B of XML/EDI. eXedi can be used easily in small and medium sized companies. Companies in any place can access to eXedi using the existing Internet connection. XML/EDI provides a standard framework to exchange different types of data -- for example, an invoice, healthcare claim, project status -- so that the information be it in a transaction, exchanged via an Application Program Interface (API), web automation, database portal, catalog, a workflow document or message can be searched, decoded, manipulated, and displayed consistently and correctly by first implementing EDI dictionaries and extending our vocabulary via on-line repositories to include our business language, rules and objects.

  • Two of the most important changes in the global market can be represented with Hyper-connection and Glocalization. To cope with these changes and secure the competitive advantages, it is essential to develop the standard organization, policy, processes and criteria for service management. In addition, the service management system is required to effectively support the R&D project management. In this research, an adaptive framework and system architecture for designing R&D project management process using cloud computing has been introduced. With the proposed system, it is able to overcome the limitations of traditional service management and treat the demand from the market in agility. Moreover, it may be possible to present more value than customers want and secure the competitive advantages in the global market with the proposed system.

  • WebDAV is a protocol to support collaboration among the workers in geographically distant locations through the Internet. WebDAV extends the web communication protocol HTTP/1.1 to provide a standard infrastructure for supporting asynchronous collaboration for various contents across the Internet. To provide the WebDAV functionality in legacy applications such as web-based collaborative systems or document management systems, those systems need to be implemented additionally to handle the WebDAV methods and headers information. In this paper, we developed an Apache-based WebDAV server, named DAVinci(WebDAV Is New Collaborative web-authoring Innovation)which supports the WebDAV specification. DAVinci was implemented as a form of service provider on a mod_dav Apache module. Mod_day, which is an Apache module, is an open source module to provide WebDAV capabilities in an Apache web server. We used a file system for storing resources and the PostgreSQL database for their properties. In addition, the system provides a consistency manager to guarantee that both resources and properties are maintained without inconsistency between resources and their properties.

Evaluating the Current State of ChatGPT and Its Disruptive Potential: An Empirical Study of Korean Users

  • This study investigates the perception and adoption of ChatGPT (a large language model (LLM)-based chatbot created by OpenAI) among Korean users and assesses its potential as the next disruptive innovation. Drawing on previous literature, the study proposes perceived intelligence and perceived anthropomorphism as key differentiating factors of ChatGPT from earlier AI-based chatbots. Four individual motives (i.e., perceived usefulness, ease of use, enjoyment, and trust) and two societal motives (social influence and AI anxiety) were identified as antecedents of ChatGPT acceptance. A survey was conducted within two Korean online communities related to artificial intelligence, the findings of which confirm that ChatGPT is being used for both utilitarian and hedonic purposes, and that perceived usefulness and enjoyment positively impact the behavioral intention to adopt the chatbot. However, unlike prior expectations, perceived ease-of-use was not shown to exert significant influence on behavioral intention. Moreover, trust was not found to be a significant influencer to behavioral intention, and while social influence played a substantial role in adoption intention and perceived usefulness, AI anxiety did not show a significant effect. The study confirmed that perceived intelligence and perceived anthropomorphism are constructs that influence the individual factors that influence behavioral intention to adopt and highlights the need for future research to deconstruct and explore the factors that make ChatGPT "enjoyable" and "easy to use" and to better understand its potential as a disruptive technology. Service developers and LLM providers are advised to design user-centric applications, focus on user-friendliness, acknowledge that building trust takes time, and recognize the role of social influence in adoption.

  • To achieve the age of 30,000 dollars GNP, The business with speed will hold a more crucial point than the business with scale, and the mass consumption market will be transformed and changed into the niche market. Moreover, it will not be easy for the company without the peculiar and creative technology to survive in the severe competition. Under these circumstances, The innovative company which knows how to use this new paradigm will select the better position in the changing market. Innovation type SMEs are contributing in maintaining the international competitiveness of domestic economy by serving high-tech and the promotion of employment. Also, Innovation type SMEs have the most important economic leverage in our domestic economy. It's a source of the growth in domestic economy. Therefore, A lot of countries have been trying to support innovation type SMEs (with a small capital and high-tech). And many countries also try to protect and promote the innovation type SMEs. Especially the Korean government is also promoting innovation type SMEs in many ways, because the future of innovation type SMEs are not bright. This study explored the three innovative SEMs and studied 1) entrepreneur characteristics, 2) the industry environment, 3) competitive strategies, and 4) resources and capabilities of organization, which have been considered as the success factors for entrepreneurial firms. This study also holds that the characteristics of entrepreneurs is one of the most important factor to impact the success of innovative SMEs. Most of entrepreneurs have started their business with high education career and field experiences and have high intentions in developing new/high techonologies, challenging spirits, and clear vision and goals. The innovative SMEs with small kinds of products and services, narrow market, and small resources are more sensitively impacted by the environment especially. But the SMEs which entered into market early could have the comparative excellencies in their market to survive and grow in the future. They also have competitive advantages in the market using differentiation strategies by technology innovation. Technology innovation and differention strategies are one of the success factors in SMEs, They entered into the niche market using this weapons. The capabilities of changing organization to their changing environment, the open orgarnization culture, the continuous employment education, and the building the organic organization are also success factors of innovative SMEs. The SMEs with the simple organization structure can make fast decisions and operate with the autonomous and flexible ways. These only three cases will not shown successful factors of over 12,000 Innovation type SMEs in Korea and this study of Innovation type SMEs is insufficient from all aspects. But this study have many implications for the future research and the entrepreneurs ready for their business.

Living Labs based on IT utilization and development of local community

  • Living Lab is one of open movements regarding social innovation, which mainly utilizes scientific technology to improve local residents' life value. Even though various attempts have been made, Living Lab projects that deal with actual life-related problems of local communities are not sufficiently being made. This study aims at organizing existing Living Lab studies and to draw political issues in perspective of solving regional problems and developing local communities. Above all, policies should be proceeded in a way that fully understands and reflects local problem since communication with local residents or end-users will be increased. It is required to support certain products or solution development that fits specific local situation based on their resource and demands. In addition, local small businesses or start-up companies should be given opportunities to conduct experiment and revise new technology, product or service on the spot. It would be a useful example to utilize ICT technology and contents such as local cable TV network, for Living Lab. Living Lab can establish itself as an effective reformation process only if it remains to function for the sake of solving issues of local community and residents. Practical undertones would be able to be obtained once this exploratory study turns into empirical case study.

  • Purpose - This study empirically analyzes the effect of improvements in the quality of service management performance of college education on traders' conscious change of business management innovation and diverse sales expertise for a year. The use of traders' conscious changes and sales expertise as variables for the verification of the effects of parameters related to the active trader's traditional education market is a desirable direction. The method of research reflects the quality of education service, management result, traders' conscious changes, and sales expertise to understand the precise essence and definition of teaching quality at merchant colleges through theoretical consideration. Moreover, its impact on traders' conscious changes and sales expertise in empirical analysis acts as an intermediary. Research design, data, methodology - The hypothesis of this study leverages the SPSS statistical program. To gather actual proof, sample survey for theoretical research examined 262 valid papers of the 300 papers written by 10 merchants who graduated from merchant's university. First, using the SERVQUAL model, Parasuraman et al. (1996) indicated that for quality of education service, the configuration of factors is the same as the sympathetic performance, that is, responsiveness and empathy, and traders are aware of these elements. However, our preliminary investigation revealed that traders' university education has been excluded as a component of quality of service in the earlier studies. Moreover, we found that certainty of knowledge, reliability, and sympathy are influenced by challenges and by the changing intentions of merchant consciousness. In addition, our study confirms that improvements in convincing abilities and sales technique have a positive impact. Second, merchants' and traders' expertise are proven to affect business performance. In other words, university education of traders and merchants affects the consciousness of consumers, and changes patterns of sales. Third, the quality of service management education and change in the consciousness has a considerable impact on the trader, thereby maximizing business performance and acting as an intermediary for verification. Fourth, the quality of service management education affects the trader's sales expertise to maximize business performance. Results - To summarize, the quality of college educational services relates to the improvement of business performance and the role of the resulting virtuous cycle. Consequently, we can look for suggestions in the traditional markets, where the Government pays attention to the exterior environmental factors as well as to the changing business environment. However, the most important aspect is the merchant awareness. That is, a merchant should understand the distribution environment. Several competitor and trend analyses should be conducted to meet customers' expectations positively and proactively cope with any challenges related to changes. Further, expertise in sales and marketing skills need to be acquired to improve customer convincing abilities and develop a customer-oriented mindset. Conclusions - According to the changes in consumption trends of business enterprises, new management techniques are required to survive competition by improving traditional markets, which will necessitate more competitive education programs in merchant universities.
