Open Science is an umbrella term that involves various movements aiming to remove the barriers to sharing any kind of output, resources, methods or tools at any stage of the research process. While the study of open science is relatively advanced in Western countries, we know of no scholarship that attempts to understand open science in Hong Kong. This paper provides a broad-based background on the major research data management organisations, policies and institutions with the intention of laying a foundation for more rigorous future research that quantifies the benefits of open access and open data policies. We explore the status and prospects for open science (open access and open data) in the context of Hong Kong and how open science can contribute to innovation in Hong Kong. Surveying Hong Kong's policies and players, we identify both lost research potential and provide positive examples of Hong Kong's contribution to scientific research. Finally, we offer suggestions regarding what changes can be made to address the gaps we identify.

The Korean government has been trying to create new economic value-added and jobs by the openness and utilization of open government data. However, most of open government data has poor utilization rate. Although open government data standardization is a major cause of those inactivation, it is not sufficient to conduct empirical research on open government data itself. Based on this trend, this paper aims to find the priority area for opening data and suggests a realistic directions of standardization of open government data. Text mining and social network analysis approaches are used to analyze open government data and standardization. This research suggests the guides to open government data managers in practical view from selection of data to standardization direction. In addition, this research has academic implications to the knowledge management systems in terms of suggesting standardization direction by using various techniques.

본 연구의 목적은 오픈 데이터 관련 연구의 최근 동향과 지적 구조를 고찰하는 것이다. 이를 위하여 본 연구는 Scopus에서 저자 키워드로 'open data'를 검색하여 1999년부터 2023년까지 총 6,543건의 논문을 수집하였으며, 데이터 전처리 이후 5,589편 논문의 저자 키워드를 대상으로 오픈 데이터 관련 연구 분야 및 링크드 오픈 데이터 관련 연구 분야의 중심성 도출과 네트워크 분석을 수행하였다. 그 결과, 오픈 데이터 관련 연구에서는 'big data'가 가장 높은 중심성을 보였으며, 주로 공공데이터 개념의 오픈 데이터로서의 활용 및 정책 적용 연구, 빅데이터와의 연관개념으로서의 오픈 데이터를 활용한 데이터 분석에 관한 연구, 오픈 데이터의 재생산이나 활용 및 접근과 같은 오픈 데이터의 이용과 관련한 주제의 연구가 이뤄지고 있음이 나타났다. 그리고 링크드 오픈 데이터 관련 연구는 삼각매개중심성 및 최근접이웃중심성에서 모두 'semantic web'이 가장 높은 것으로 나타났으며, 정부 정책의 공공데이터보다 데이터 연계와 관계 형성을 중점으로 한 연구가 많이 수행된 것으로 나타났다.

Research data means data used or created in the course of research or experiments. Research data is very important for validation of research conducted and for use in future research and projects. Recently, convergence research between various fields and international cooperation has been continuously done due to the explosive increase of research data and the increase in the complexity of science and technology. Developed countries are actively promoting open science policies that share research results and processes to create new knowledge and values through convergence research. Communities to promote the sharing and utilization of research data such as RDA (Research Data Alliance) and COAR (Confederation of Open Access Repositories) are active, and various platforms for managing and sharing research data are being developed and used. OpenAIRE (Open Access Infrastructure for Research In Europe), a research data platform in Europe, ARDC (Australian Research Data Commons) in Australia, and IRDB (Institutional Repositories DataBase) in Japan provide research data or research data related services. Korea has been establishing and implementing a research data sharing and utilization strategy to promote the sharing and utilization of research data at the national level, led by the central government. Based on this strategy, KISTI has been building a Korean research data platform (DataON) since 2018, and has been providing research data sharing and utilization services to users since January 2020. This paper reviews the characteristics of DataON and how it is used for research by showing its applications.

본 연구는 Figshare를 통해 공유되고 있는 문헌정보학분야 연구데이터의 유형, 주제, 공개 수준 등을 분석하고 재사용성이 상대적으로 높은 데이터의 특성을 통계적으로 해석해 보았다. 분석 결과 데이터의 유형은 dataset과 paper 유형이, 주제 분야는 open access와 research data가 가장 많은 비중을 차지하였으며, 70%에 가까운 연구데이터가 pdf와 같이 편집과 재사용이 원활하지 않은 형태로 공개되어 있는 것으로 조사되었다. 또한 연구데이터의 특성과 활용 정도간의 관계 분석 결과, 주제에 있어서는 APC(Article Processing Charge)를 비롯한 open access 영역이 가장 많이 활용되고 있는 것으로 나타났으며, 데이터 유형에 있어서는 paper의 활용도가 가장 높은 것으로 나타났다.

공공연구 성과물(출판물 및 데이터)을 디지털 포맷으로 공개하여 이들 자료에 대한 접근성을 높이고자하는 오픈 사이언스 프로젝트가 국외에서 활발히 진행되고 있다. 해외에서는 오픈 사이언스의 주요 특징인 공개 연구, 오픈 액세스, 연구데이터 공유, 공개적인 동료 평가, 투명한 연구 성과 평가에 맞추어 연구자 중심의 다양한 연구지원 서비스가 이루어지고 있다. 본 연구는 오픈 사이언스 시대를 대비하여 해외의 과학기술정보 서비스에 대해 심층 분석하고 국내 활용현황을 조사하였다. 국외의 적극적인 오픈 사이언스 대응현황에 비해 국내에서는 오픈 액세스나 기관 리포지터리 정도만 준비가 되어 있고, 연구데이터 관리나 협력 연구에 대해서는 아직까지 준비가 미비한 상태로 분석되었다. 따라서 국내 정보서비스 기관에서도 오픈 사이언스 시대를 대비하여 해외 우수 사례들을 충분히 고찰하여 이를 효과적으로 실행할 수 있는 연구지원 서비스 정책과 가이드라인 마련이 시급한 것으로 나타났다.

여러 소스에 출현하는 관측분야의 과학데이터가 OpenURL 서비스 아키텍처에서 원활하게 유통되도록 하기 위해, OpenURL 소스와 서비스 구성요소간 상호운용성 확보를 할 수 있도록 Key/Encoded-Value(KEV) 형식으로 OpenURL 핵심 메타태그를 제안하였다. 현재의 OpenURL은 문헌위주의 학술정보 유통에 그 초점이 맞추어져 있으며, 과학데이터 유통을 위한 메타태그는 제공하지 못하고 있다. 과학데이터 기술을 위한 DataCite 컨소시엄의 메타데이터 요소를 기준으로 하고, 더블린 코어의 핵심 메타데이터 요소, 데이터세트와 테이블을 인용하기 위해 OECD에서 만든 메타데이터 요소, 지구관측 분야의 메타데이터 표준인 DIF 메타데이터 요소를 비교, 분석하여 관측분야의 과학데이터를 위한 OpenURL 핵심 메타태그를 도출하였다.

오픈액세스, 오픈데이터, 오픈소스 등 과학기술 분야의 오픈사이언스 운동에 대한 최근의 관심 증가에 따라, 공적 자금을 투입한 연구 산출물을 공유하고 활용하려는 움직임이 구체화 및 활성화되고 있다. 이런 흐름에 따라, 최근 국내에서 연구수행의 핵심적인 자원인 연구데이터를 공유하고 활용하는 체제를 구축하고 활성화하려는 많은 노력이 진행되고 있다. 이러한 노력은 주로 연구데이터를 모아서 분야 및 기관별로 모으고 이를 국가 연구데이터 플랫폼인 DataON과 연계하여 검색 및 활용하는 것에 초점을 맞추고 있다. 그러나 선진국에서는 이러한 연구데이터 뿐만 아니라, IaaS, PaaS, SaaS, MLaaS 등 다양한 형태의 연구개발 관련 컴퓨팅 리소스를 공유하고 활용할 수 있는 체제를 구축하고 있다. EOSC(European Open Science Cloud), ARDC(Australian Research Data Commons), CSTCloud(China S&T Cloud) 등이 대표적인 사례라고 할 수 있고 국내에서는 이러한 컴퓨팅 리소스의 공유를 수월하게 수행할 수 있도록, KRDC(Korea Research Data Commons)를 설계하고, 핵심 프레임워크를 개발하고 있다. 본 연구에서는 KRDC의 필요성, 개념, 구성, 향후 계획을 소개한다.

National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.

최근 연구 환경과 연구 패러다임이 데이터 중심(Data-Driven)으로 변화되고 있다. 특히, 공공 연구성과의 개방과 공유에 기반한 오픈 사이언스(Open Science)가 과학 연구의 글로벌 어젠다로 새롭게 부각되고 있다. 해외에서는 공적 지원에 의해 수행된 연구에서 생산되는 과학데이터의 공유 활용을 위한 정책이 적극적으로 시행되고 있어, 국내에서도 '오픈 연구데이터'를 위한 정책과 인프라 구축이 시급한 상황이다. 본 연구에서는 국내 과학기술 분야 연구기관의 과학데이터 생산, 관리, 활용 현황을 조사했다. 국가과학기술연구회 소속 22개 정부출연 연구기관과 국내 20개 대학의 연구자를 대상으로 과학데이터 생산, 관리, 활용현황, 과학데이터 공유 활용 참여 의지, 과학데이터 공유 활용 요구사항 등 5개 관점의 심층인터뷰를 실시했다. 이를 기반으로 과학데이터 공유 활용을 위한 시사점과 개선방향을 도출했다.
