Implementation of a GIS Spatial Data Management System (GIS 공간 자료 관리 시스템 구현)

  • In this paper, we implement a spatial data management system which is based on GIS technology. GIS technology is tightly related with spatial information and will be important method for future information-oriented society. The implemented system collects and manages spatial data. In the implementation, we use PostgreSQL DBMS. We also implement magnification, reduction, movement and search functions in the system.

Data Sharing in a Smart Tourism Destination: Analyzing the Case of Sapporo Using the Concept of Coopetition

  • Data plays an ever greater part in the tourism industry. While the platform-based sharing of open public data, private-sector intermediary platforms, and the use of social media to understand consumer trends are already well recognized, more potential for innovation exists in sharing private data among organizations in Smart Tourism Destinations. Research into the factors enabling and hindering coopetition in this kind of data sharing platforms is still in the nascent stage of development. Our case study of Sapporo, a major Japanese city endeavouring to create itself as a Smart Tourism Destination, sheds light on the initial approaches to involve organizations to such a data sharing agreement. Founding on seven interviews with ten participants of Sapporo Smart City project organization (SARD), we derived enablers and impediments that promote coopetition in data sharing as part of Smart Tourism Destination development. We also present practical recommendations and future research opportunities for such initiatives.

Quality Evaluation of the Open Standard Data (공공데이터 개방표준 데이터의 품질평가)

  • Public data refers to all data or information created by public institutions, and public information that leads to communication and cooperation among all people. Public data is an important method to lead the next generation of new industries such as artificial intelligence and smart cities, Korea is continuously ranked high in the international evaluation related to public data. However, despite the continuous efforts, the use of public data or industrial influence is insufficient. Quality issues are continuously discussed in the use of public data, but the criteria for quantitatively evaluating data are insufficient. This paper reviews indicators for public data quality evaluation and performs quantitative evaluation on selected public data. In particular, the quality of open standard data constructed and opened based on public data management guidelines is examined to determine whether government guidelines are appropriate. The data quality assessment includes the metadata and data values of open standard data, and is reviewed based on completeness and accuracy indicators. Based on the data analysis results, this paper proposes policy and technical measures for quality improvement.

  • The typical characteristic of PDM(Product Data Management) System seperates the databases to store the meta data and applications. Therefore, meta data contains the information for the location of file, user profiles, relationships between the files, and process. PDM utilizes these information efficiently and does file management, configuration management, and process management. In this view, the integration strategy of PDM is to merge data and process. In the view of architecture, the interface between data and application and the actions of each application execute seamlessly. This architecture is viewed as integrated data and process among enterprises and implemented with client/server technology in distributed process environment that interfaced with open object-oriented technology which is developed with business object in the object-oriented infrastructure. In this paper, we studied the definition, function, and scope of PDM and researched the core technologies to implement the PDM integration environment. We also researched the PDM utilization in distributed enterprise environment and implementation of PDM integration environment with this technical background.

The Understanding of Factors of Open Market Satisfaction and Preference: The Study of Comparison Between Integrated Internet Shopping Store and Open Market (오픈마켓에 대한 구매자 만족과 선호의 영향요인 이해 : 오픈마켓과 종합인터넷쇼핑몰의 비교연구)

  • In recent, Open markets are booming up rapidly. Open markets are one of the online marketplaces which mainly concentrated on spot transactions of commodities, and are differentiated from integrated internet shopping stores with market participants, trading rules and so on. This study investigated on factors affecting satisfaction with and preference on open markets by comparing open markets with integrated internet shopping stores, and aimed to figure out the reasons why open markets are growing up so rapidly and to forecast the future of open markets. To investigate the factors affecting buyers' satisfaction with and preference on internet shopping channel. I extracted several factors through literature reviews. The factors include the pros (cost saving and time saving), the cons (security concerns and privacy concerns), and decision making support suggested by Simon's research as well. Then, I constructed research model and related research hypotheses. To verify research hypotheses, I conducted field survey targeting on online buyers and analyzed research data using structural equation model. According to data analysis result, open markets have competitive advantages over integrated internet shopping stores with respect to cost saving, time saving, and decision making support. However, online buyers are still concerning privacy issues within open markets. In summary, buyers are considering that open markets are cheaper, faster, and more efficient internet shopping channel, compared with integrated internet shopping stores. However, open markets are required to dedicate to lessen buyers' privacy concerns to rebirth as more satisfying and preferable internet shopping channel and to prosper in the future.

A comparative study on the business value assessment of local government open data assets in China based on AHP technique (AHP기법을 활용한 중국 지방정부 공공데이터 자산의 상업적 가치평가 대한 비교연구)

  • This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

The role of openness in open collaboration: A focus on open-source software development projects

  • Open-source software development projects are well suited for exploring new ideas and acquiring knowledge from developers outside of the project. In this paper, we examine the impact of external developers on innovation in open-source software development from the perspective of organizational learning theory. We examine the roles of external and internal developers, who "explore" and "exploit," respectively, on the innovation performance of 17 691 open-source software development projects whose data is stored in the GitHub platform. The results indicate that a multifaceted strategy, in which the exploitation successfully supports the exploration, is most effective for their success. The results also indicate that the role of exploration decreases after the release of the software.

  • The purpose of this study is to find the cause and solution of the situation where library LOD does not spread after the introduction of library LOD. Research methods include literature research, case studies, and expert interviews. The improvement plan presented in this study is that first, the library needs to avoid the redundancy of the LOD construction target and build the only and specialized data. Second, libraries need to develop LOD services that reflect user needs and implement convenient LOD interfaces. Third, libraries need to establish identification system of data and build a authority file. Fourth, libraries need to recognize the necessity of data opening and linking to librarians and users, and provide opportunities for education and publicity. Fifth, it is necessary to use LOD for integrated search and to establish an integrated platform for search of library LOD. Sixth, libraries need to strengthen cooperation for LOD issuance and utilization, and form a working-level consultative body. Seventh, the government should pursue strong policies with a continuous commitment to LOD promotion and need to continue to provide budget support.

  • SCADA (Supervisory Control and Data Acquisition) systems for remote monitoring, data acquisition and control are applied to major industrial infrastructures including power, water and railroad. Recently, there are many researches on key management scheme for secure communication due to change to the open network environment. These systems are located at far distances and are connected to the main control center through various types of communication methods. Due to the nature of these systems, they are becoming the significant targets of cyber attack. We propose an efficient key management scheme which is established on ID-based cryptosystem without an expensive computation on MTU (Master Terminal Unit), Sub-MTU, and RTU (Remote Terminal Unit). The proposed method is secure and effective in key management among multiple legitimate devices.

  • Advances in sensor technologies have led to the instrumentation of sensor networks for bridge monitoring and management. For a dense sensor network, enormous amount of sensor data are collected. The data need to be managed, processed, and interpreted. Data management issues are of prime importance for a bridge management system. This paper describes a data management infrastructure for bridge monitoring applications. Specifically, NoSQL database systems such as MongoDB and Apache Cassandra are employed to handle time-series data as well the unstructured bridge information model data. Standard XML-based modeling languages such as OpenBrIM and SensorML are adopted to manage semantically meaningful data and to support interoperability. Data interoperability and integration among different components of a bridge monitoring system that includes on-site computers, a central server, local computing platforms, and mobile devices are illustrated. The data management framework is demonstrated using the data collected from the wireless sensor network installed on the Telegraph Road Bridge, Monroe, MI.
