Objective: The Korean Industrial Hygiene Association(KIHA) held a forum on "Improvement of Material Safety Data Sheets (MSDS) regulations for enhancing the effectiveness and efficiency in the field" at its 2018 Winter Conference(February 2, 2018). This article summarized the major consensus opinions developed at the forum. Methods: Since the initial implementation of the MSDS system, the contents of the system have changed and related studies have been reviewed. Before the forum, online questionnaires were developed and opinions on the effectiveness of MSDS program were collected from various strata of the occupational health field. We also summarized the key opinions of companies, trade unions, experts, and government officials as discussed at the forums. Results: A total of 265 opinions were gathered through online questionnaire surveys from safety and health managers, trade unions, government officials, and health professionals. The results of online surveys and discussions showed some differences of opinion, but it was a common perception that the current MSDS system is not working effectively in the workplace. It was considered necessary to strengthen MSDS education and to make it easier for workers to understand and deliver the necessary information. In addition, it was confirmed that the supply of and education on MSDS to small- and medium-sized enterprise workers is not being well executed. In particular, MSDS training for subcontract workers should be carried out under the responsibility of the contracting employer. Conclusions: In order for the MSDS system to serve more effectively in the field in the future, it needs to be improved in terms of the effective education and training considering the type of industry and employment.

본 연구에서는 점차 디지털 기반의 교육 활성화를 통해 혁신적 고등교육의 변화를 추구하는 세계적 흐름에 따라 학부 교육과 평생직업능력개발에서 활용 가능한 이러닝 기반의 맞춤형 교육 모델을 구안하였다. 국내외적으로 온라인 학습 시스템을 중심으로 교육과정의 형태와 내용이 변화하고 있어, 온라인 학습 플랫폼을 활용과 교육의 확장은 전반적인 고등교육 체제를 변화시키는 주요 요인으로 작용하고 있다. 이에 본 연구는 온라인학습플랫폼을 활용한 맞춤형 교육 모델을 수립하기 위하여, 주요 해외 선진 교육 사례를 분석하여 맞춤형 학습의 기본 방향을 학습자 맞춤형, 역량 맞춤형, 그리고 4차 산업혁명 선도형 인재 양성 교육 맞춤형으로 설정한 후 학부 및 평생직업능력개발 전문가를 대상으로 FGI를 실시하였다. 연구결과, 온라인학습플랫폼을 활용한 맞춤형 교육 모델로 학부교육에서 활용 가능한 학위형 모델과 평생직업능력개발 분야에서 활용 가능한 비학위형 모델을 도출하고 각각의 운영전략을 제언하였다.

대학 교육에서 외국어 교육 중요성의 증대와 아울러 대단위 강좌에 대한 효율적인 온라인 외국어 평가 및 학습시스템의 도입이 절실히 요구된다. 본 논문에서는 대단위 외국어 강좌에 대하여 온라인 평가가 가능할 뿐만 아니라 개인별 능력에 맞춘 학습기능과 진단기능을 갖춘 평가 및 학습 시스템을 제안한다. 제안한 시스템의 사용은 대단위 강좌에서 시험 평가에 따른 시공간의 효율적 활용을 가능하게 하고 강사와 분반에 관계없이 모든 학생들에게 동일한 수준의 교과 진행을 가능하게 하여 강의의 질 향상에도 기여한다.

Korea's Compulsive Shutdown System bans online game providers from offering their services to children under 16 years of age from midnight to 6 a.m. Although it was introduced only after lengthy rounds of discussion, controversy over the system still continues. The key question is whether the system, which unilaterally emphasizes juvenile protection, infringes upon the freedom of playing games for teenagers, the freedom of business for game products related business operators and the right to foster children for parents, which are basic rights under the Constitution. It is very encouraging that the State took up the issue and prepared various systems for juvenile protection through the Compulsive Shutdown System. Yet the government has to plan as comprehensive and effective of a measure as it possibly can by predicting the trends of technology development and game use, and also set detailed standards to ensure that the system should not become an excessive or inappropriate regulation. Although the State's compulsive intervention may be positive since it is hard to expect a self purification capability to exhibit itself concerning game use among teenagers, a plan to prevent game addiction among adolescents from the long-term and fundamental perspectives should be prepared as well.

The COVID-19 pandemic has posed significant community challenges towards higher education around the world. The urgent and unexpected request for full-time university courses to switch over to online teaching was a particular challenge. Online learning and learning imply a certain pedagogical knowledge content (PKC), mainly related to the design and organization for better learning and the creation of unique learning environments using digital technologies. With the help of the present academic paper, we provide some expert opinion on the PKC connected with online learning with the aim of helping non-university professionals (that is, those with lack of online learning experience) navigate these challenging times. Our findings point to the planning of learning activities with certain features, a combination of three types of presence (social, cognitive and facilitative) and the need to adapt the assessment system to new learning requirements. We will conclude by contemplating on how responding to a crisis can improve teaching and learning practices in the post-digital era.

본 연구는 학교 교육과정 편성을 위한 학부모, 교사, 학생, 지역사회의 요구와 의견을 신속하게 파악하고, 이를 분석하여 학교 교육활동 및 운영을 효율적으로 하기 위한 온라인 설문조사 시스템 구현을 그 목적으로 한다. 온라인 설문조사 시스템은 프로그램 설치 비용이나 관리 비용을 절감할 수 있도록 오픈소스 설문조사 프로그램 Limesurvey을 기반으로 구현하도록 한다. Limesurvey는 설문조사를 위해 별도의 프로그램 개발 없이도 사용 가능하며 웹기반 템플릿 시스템 형태로 전체 디자인과 레이아웃을 제공하고 설문결과에 대한 기본적인 통계 분석 자료도 제공해 준다. 또한 Limesurvey는 웹호스팅에 간단히 프로그램을 설치하고 DB정보만을 입력하여 실행 가능하다. Limesurvey는 통계 결과를 간단히 그래프화 시킬 수 있으며 HTML, Word, Excel, CSV File, PDF 파일 형태로 저장 가능하고 SPSS나 PASW, R data등 다른 통계 처리 프로그램 위한 기본 데이터로도 저장이 가능하다. 초등학교 현장에서 교육과정 편성 기초조사 단계나 평가단계에서 활용되는 설문조사 시스템은 학교 홈페이지 운영업체나 기업에서 제공하는 상용화 프로그램을 이용하거나 회원가입을 통한 제한적인 형태의 온라인 설문조사 시스템을 운영할 수 밖에 없었다. 본 연구를 통하여 오픈소스 기반 형태의 Limesurvey 설문조사 프로그램을 운영한다면 통제처리에 대한 교사의 업무를 경감시킬 수 있으며 오프라인 수집 형태의 설문조사의 문제점을 극복할 수 있을 것으로 기대된다.

The objective of this study was to investigate factors that could bring about successful implementation of extensive reading using online/offline blended English library system called 'Reading Gate' in primary and secondary schools. Although there are a great number of studies on effects of various extensive reading on linguistic, cognitive, and affective development, few studies have investigated how extensive reading programs can be implemented at large scale, e.g., whole school level. After analyzing students' reading levels in 200 schools using the same online extensive reading program called Reading Gate, results showed that while some schools were successful, others were not. Five primary and 13 middle schools were selected as successful schools. Data on implementation of the program of schools was gathered. Eighteen teachers and seven headteachers took part in the interview. After analyzing these data on the implementation of the extensive reading program, results revealed that the following five factors for successful implementation of blended extensive reading programs: online level-up system, teacher intervention, integration with the curriculum, school-level support, and parents' awareness of literacy. This suggests that each factor might have contributed to the successful implementation of the extensive reading program at large scale. Implications and applications of this finding are discussed in this study.

본 연구에서는 기능적 자기공명영상을 이용하여 온라인 게임 중독의 특징을 분석하였다. 연구대상은 20대 오른손잡이 남자 대학생 6명이며, 온라인 게임 자극을 제시하면서 기능적 자기공명영상을 획득하였다. 획득한 자기공명영상은 SPM5를 사용하여 영상 처리와 통계적 분석을 하였다, 분석 결과는 다음과 같다. 첫째, 온라인 게임 자극이 BA18 영역의 활성화로 이어지며, BA18 영역의 활성화 강도와 중독지수와 상관계수는 .92로 매우 높은 상관관계를 나타냈다. 둘째, 피험자들의 중독지수와 중뇌 영역 활성화 강도의 상관계수는 .75로 높은 상관관계를 나타냈다. 즉, 중독 지수가 높은 피험자들의 뇌는 온라인 게임자극에 의해 중뇌영역의 활성화 강도도 높게 나타났다. 영상의 해석을 통하여 온라인 게임자극이 피험자들에게 시각적 자극으로 처리되어지며, 중독지수가 높은 피험자일수록 뇌에서 온라인 게임 자극이 적극적으로 처리된다는 것을 알 수 있었다. 또한 온라인 게임 자극이 중뇌변연계를 활성화시키는 것을 확인함으로써 뇌에서 일반적인 중독과 온라인 게임 중독의 작용 기전을 비교할 수 있는 기반을 마련하였다.

서답형 문항이 포함된 대규모 평가에서 학생들의 답안이 어떻게 채점자들에게 분배되고 어떠한 체계적인 채점 과정을 거쳐야 하는 지에 대한 채점의 효율성은 전반적인 평가의 성공에 중요한 사안이다. 서답형 문항 채점에서 채점자 신뢰도를 확보하기 위해 채점자의 채점 결과가 얼마나 일관성이 있으며, 또한 채점자 간의 채점 결과 또한 서로 일관성을 유지해야하는 것이 중요하다. 이 연구의 목적은 지필 평가로 시행된 서답형 문항 채점을 위한 온라인 채점 시스템을 설계하고 개발한 후, 이를 시행한 결과를 기반으로 온라인 채점 시스템에 대한 신뢰도를 확인하고자 하였다. 이러한 서답형 문항 온라인 채점은 채점자들의 채점 과정에 대한 정보로, 기존의 전통적인 채점 방식과의 비교와 함께 채점자 내 및 채점자 간의 신뢰도를 제공하고 있다. 그 결과로 온라인 채점 시스템이 신뢰롭고 타당한 서답형 문항 채점 결과를 얻는데 효과적이었다는 것을 알 수 있었다.

Recently, President Donald Trump signed FOSTA (Fight Online Sex Trafficking Act) in April 11, 2018, which makes online service no more immune from civil liability for the action of third party facilitating sex trafficking content. Although it is also important to enhance security regulations and cognition on law, but it will be economically more effective to put more energy on preventing recidivism. For John School in Korea, it should increase implementation rate by putting core manpower and budget for preventing needs of sex purchase and then, check operation method and efficacy to improve the actual program. One way is first, empirical analysis and data is required on efficacy of John School program. Second, should have clear definition in Special Sex Trade Law. Third, more strick regulation for selecting participant is required. Fourth, more manpower and budget is required. Fifth, charging the participant for educational fee shall be reviewed. Sixth, educational program should be reviewed. The most important point of education is to make those criminals feel guilty about financially purchasing the sex, basically making them to recognize that it is ethically wrong. However, the current education system contains no clear explanation about the ethical issue of such problem but focusing more on other factors such as sexual disease and structural problem of sexual business. Therefore, this failed to deliver the right psychological training to those criminals without any ethical control. Knowing why women feel hurt when having unwanted sexual relationship by being paid is required part in terms of education for preventing sex trafficking.
