Effective alerts will drastically mitigate the disaster impacts. One way to enhance the effectiveness is to prepare multiple alert distribution channels. In this paper, we propose a new emergency alert distribution system that will solve the weaknesses of the current distribution systems, such as Cell Broadcasting System and T-DMB Automatic Emergency Alert Service. The weaknesses are: the limitation of message length, small portions of terminals that can receive and display the alert signal, and one-way communication service. To solve these problems, we propose an emergency alert distribution system over the Internet with RSS (Rich Site Summary) format. The system also has the capability of adaptive alert filtering according to the receiver characteristics. We analyzed the characteristics of RSS as an alerting format, and draw functional requirements satisfying use case scenarios. We designed the system only with major requirements and verified it on our test bed. Sending richer message contents through various receiving terminals, the system will achieve more effective emergency alert service.

The recent advances in wireless communication systems and semiconductor technologies are paving the way for new applications over wireless sensor networks. Health-monitoring application (HMA) is one such emerging technology that is focused on sensing and reporting human vital signs through the communication network comprising sensor devices in the vicinity of the human body. The sensed vital signs can be divided into two categories based on the importance and the frequency of occurrence: occasional emergency signs and regular normal signs. The occasional emergency signs are critical, so they have to be delivered by the specified deadlines, whereas the regular normal signs are non-critical and are only required to be delivered with best effort. Handling the occasional emergency sign is one of the most important attributes in HMA because a human life may depend on correct handling of the situation. That is why the underlying network protocol suite for HMA should ensure that the emergency signs will be reported in a timely manner. However, HMA based on IEEE 802.15.4 might not be able to do so owing to the lack of an appropriate emergency-handling mechanism. Hence, in this paper, we propose a new emergency-handling mechanism to reduce the emergency reporting delay in IEEE 802.15.4 through the modified superframe structure. A fraction of an inactive period is modified into three new periods called the emergency reporting period, emergency beacon period, and emergency transmission period, which are used opportunistically only for immediate emergency reporting and reliable data transmission. Extensive simulation is performed to evaluate the performance of the proposed scheme. The results reveal that the proposed scheme achieves improved latency and higher emergency packets delivery ratio compared with the conventional IEEE 802.15.4 MAC.
Purpose : This study was designed to identify factors influencing burnout of nurses in emergency medical center. Methods : Data were collected by questionnaires from 178 emergency room nurses randomly selected from 6 general hospitals in two metropolitan cities. Measures were burnout, QEC, depression, decision latitude and job demand. Data were analysed using frequencies, means, standard deviation, t-test or one way ANOVA, Pearson's correlation coefficients and multiple regression with SPSS/win 18.0 version. Results : The mean score for burnout in emergency room nurses was 2.59 out of possible 4. There were significant differences in burnout according to exercise, leisure, position, job demand and depression. Burnout correlated negatively with exercise and leisure, and positively with job demand and depression. Factors influencing burnout in emergency room nurses were identified as exercise(${\beta}$=-.399, p<.001), leisure(${\beta}$=-.354, p<.001), job demand(${\beta}$=.301, p=.006) and depression(${\beta}$=.189, p=.021). These factors explained 49.8% of burnout reported by emergency room nurses. Conclusion : The result indicate which factors are major factors influencing burnout in emergency room nurses in general hospitals. Therefore, these factors may serve as predictors of burnout in emergency room nurses.
With the rapid development of information and communication technology, a lot of multi-media learning programs are being developed and reported in the field of Emergency medicine both home and abroad. In this connection, this study was aimed at developing a foreign-body airway obstruction courseware in adults for EMT. The development period of CAI courseware lasted from May 2003 through November 2003. Among CAI courseware patterns, private instruction and repeat practice and simulation patterns were used as an instruction-learning strategy. The learning contents of the CAI courseware consisted of five chapters concerning (1) A relief of partial FBAO in the responsible victim, (2) A relief of complete FBAO in the responsible victim, (3) In case of unconsciousness in the responsible victim without removing all foreign body, (4) In case of consciousness in all victims after getting removed all foreign body and (5) A complete airway obstruction in victims without consciousness on the basis of assess responsiveness and the degree of airway obstruction. The way to use this courseware, with just a click on one specific chapter, was developed to proceed a course with progressive algorithm, a method of solving problems by choosing one between two situations. A characteristic of this CAI courseware is the enhanced efficiency of an instruction-learning method by providing an opportunity of choice based on situations in its effort to encourage learners to use a self-initiated learning method, not one-way method and to enhance problem solving skills among situations. Moreover, this courseware went through the diverse phases such as development, application, feedback in connection with learning process by practicing teachers, so that the courseware could be used frequently in the future. The contents of this courseware were written with the web, so that, if necessary, the contents could be continuously modified and complemented and handed out in the form of CD-ROM. This study indicates that the development of a variety of CAI courseware requires institutional and financial assistance and initiatives reflecting a reality in terms of learning process, technical assistance and resources.
As modern buildings grow to become diversified, toxic gases and smoke coupled with characteristics of space during a fire increase the risk of large-scaled disaster. It is now urgent to take measures for evacuation and escape directly linked to personal damage. Existing fixed one-way emergency exit light is not enough for efficient evacuation and rescue. Therefore, to ensure quicker escape and evacuation during a fire, two-way radio data system should be devised, which linked with fire detector, helps people in danger to escape quickly and is able to control by a central control system, and the system was found to enhance the efficiency of escape and contribute to safer escape.
This study identified the perception and coping ability of an emergency involving the elderly for facility directors in charge of services in long-term care facilities, and used it as basic data for developing educational programs and policy data for improving the ability of emergency facilities. The subjects were 192 directors of elderly care facilities and home care centers. Data were collected from March 15 to April 20, 2019 and analyzed using the SPSS WIN 25.0 program. Data analysis was performed using t-test, One-way ANOVA, Pearson's correlation coefficient, Scheffe, and multiple linear regression. The results revealed 97.4% of emergency experience, 6.16 points of emergency perception, and 62% of correct answers, and coping ability of an emergency was 69.61 ± 13.537. The negative correlation between emergency experience and ability to cope with emergencies(r=-.202, p= .005) was the long-term care facility type(β = 8.253, p<.001). Overall, an education program considering the type of long-term care facility is needed when applying emergency education for facility directors.
