수산계고등학교 승선실습 운영 개선 방안 탐색 (Exploring Plans to Improve the Onboard Training Management for Fisheries High School)

  • This study aimed at exploring, based on the current states and status of onboard training ship, plans to improve the boarding training management for fisheries high school. The results were as follows. The problems with the management of onboard training ship were summarized as the following four types. Firstly, The most training ships throughout the country became superannuated. Secondly, the safe equipments for training ships were necessary to compensate the defects to fall short of the international safety management standards. Thirdly, the problems could result from the dualized system between ownership and management, since training ships were owned by metropolitan and provincial education offices and operated by management centered schools. Fourthly, middle technicians such as professional fisheries manpower were not easily supplied with. The plans to improve the above problems were as in the following. Firstly, support and help of Ministry of Maritime Affairs and Fisheries were needed to launch new onboard training ships which substitute for the superannuated. Secondly, new onboard ships were required to be launched according to the updated international safety management standards. Thirdly, Korea Institute of Maritime and Fisheries Technology should hold onboard training. Fourthly, on-site onboard training expertise, systemic management, safety, etc. should be compensated through industry-university-institute collaboration.

  • 승선실습교육은 해기사로서의 기본적인 소양과 기능을 연마하기 위하여 이론과 실무를 겸비하도록 하고 다양한 교육 및 훈련과정을 통해 위기상황 대처능력과 자립심을 향상시켜 선박이라는 특수한 작업환경에서 부여된 업무를 효과적으로 달성시키는데 있다. 따라서 본 연구에서는 전문적인 지식 및 리더십을 겸비한 유능한 해기사를 양성하고 승선실습교육의 목적을 달성하기 위하여 실습선 실습기관사 승선실습교육 향상 및 지도를 위한 몇 가지 개선 방안을 제안하고자 한다.

A Study on the Improvement of On-board Training Program through the Analysis of Satisfaction Level

  • The educational process and result of onboard training should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watch-keeping for seafarers(STCW), 1978. In particular, the revised Convention requires that a trainee's seagoing service must be recorded in each cadet's Training Record Book approved by the maritime administration responsible for the issuance of certificates of competency. Trainees for certification under regulation III/1 of the STCW Convention are required to complete an approved on-board training programme. The purpose of this paper is to understand the compliance of the education for an approved on-board training programme. The questionnaire was distributed among 110 cadets being trained on board the training ship of the maritime college of the Mokpo National Maritime University. In this study, we conducted the questionnaire survey which is related to the on-board training programme such as marine engineering; controlling the operation of the ship and care for persons on board; electrical, electronic and control engineering; etc. The survey revealed that onboard training program was normally satisfactory, however, lack of practical training tools and time have accounted for most of the reasons for dissatisfaction. Therefore, it is our goal to enhance the satisfactory value of onboard training education by analyzing the reason of the dissatisfaction.

위탁선사 실습생의 승선실습 만족도에 관한 기초 연구 (A Basic Study on the Satisfaction of On-board Training for Cadets in Shipping Company)

  • The one-year onboard training, which has been implemented since 1988 according to the STCW Convention in 1978, is a crucial part of cadets' training and education. The choice of training shipping company is important that like a internship. This basic study is for the satisfaction at the shipping companies that trains cadets the Mokpo National Maritime University. The satisfaction for onboard training consists of a conscious, educational and environmental parts with six demographic characteristics and carried out the questionnaire survey of 206 cadets in shipping companies. The low parts of satisfaction are implemented cross tabulation analysis and in-depth interview for realize the reason. In this paper, the satisfaction from environmental part($3.83{\pm}0.75$) is high but conscious part($3.35{\pm}0.86$) and educational part($3.33{\pm}0.79$) are low. In demographic characteristics, male in gender, apprentice officer in duty, others in kind of crew, container in kind of vessel and 30,000~100,000 tons in size of vessel are high satisfaction in general. Specifically, feeding service($4.02{\pm}0.75$) in environment, influence on future vision($3.65{\pm}0.84$) in consciousness, goal for training($3.50{\pm}0.65$) in education showed the highest level in satisfaction.

코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 - (Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University -)

  • 본 연구는 젊은 해기사의 승선기피 현상이 뚜렷해지는 현 상황에서 코로나19(COVID-19) 기간 중의 위탁승선실습교육의 만족도를 조사하고 실습교육 개선 방안을 제시하는데 있다. 나아가 위탁승선실습교육의 만족도 향상을 통해 해양대학교 재학생의 향후 해기사로의 진로의식을 고취하고자 한다. 위탁승선실습을 다녀온 목포해양대학교 재학생들을 대상으로 설문조사를 실시하였으며 설문지는 교육운영, 구성내용, 담당사관, 시설 및 교육환경, 교육효과, 교육만족도, 진로의식 등 7가지 요인을 포함하고 있다. 설문 분석 결과 교육운영과 교육효과 요인에 대한 만족도가 상대적으로 낮았고 성별과 실습선종별로 만족도에 차이가 있었다. 또한 가설검증을 수행하여 위탁승선실습교육의 구성내용이 교육만족도와 진로인식에 유의미한 영향을 미치지 못하였다는 것과 교육만족도와 진로의식 사이에 강한 상관관계가 존재함을 밝혔다. 위탁승선실습 전에 이루어지는 교육 및 홍보에 대한 개선과 담당사관이 교육자적인 마인드를 가지고 위탁승선실습생을 체계적으로 지도할 수 있도록 담당사관을 대상으로 한 지도 방법 교육 및 위탁승선실습생 교육 계획 수립 등이 필요함을 제시하였다.

손상통제 함상훈련 시나리오의 효율적 생성에 관한 연구 (A Study on the Efficient Generation of Damage Control Onboard Training Scenarios for Naval Ships)

  • Damage control is a very important preliminary and primary activity to improve the survivability of naval ships by preventing spread of damage, and various types of onboard damage control training are conducted regularly on naval ships. The scenarios for these trainings should be well organized to improve the training efficiency. However, at present, it takes much time and effort to generate the training scenarios and there is a problem that the procedures and contents of the scenarios vary widely depending on the persons who generate, without the established methods and standards. In this paper, an efficient generation method of damage control onboard training scenarios has been established, especially for flood and fire o n naval ships. Also a computer program has been developed based on the established method. The results showed that this method and computer program reduce the time and effort to generate these scenarios, and it is hoped that the method be used as a ROK Navy Standard.

미국의 해기사 교육제도와 취업현황에 관한 연구 (A Study on the U.S. Maritime Education Methodology and Engagement Status for the Graduates from Maritime Colleges)

  • This paper presents the educational methodology shipboard training methods of Maritime Colleges in U.S.A. and the fields of engagement in business of the graduates from them. There are two Maritime Academies, i.e. U.S. Merchant Marine Academy (USMMA) and U.S. Coast Guard Academy, which are supported by federal government and six Maritime Colleges operated by each State. Maritime Administration (MARAD) in the Department of Transportation (DOT) supports the training of merchant marine officers and crew members with a focus on safety in U.S. waterborne commerce. The shipboard training methods are not unique, but have various process. One is continuous sea term training onboard during sophomore (100 days) and junior year (200 days) in case of USMMA, the other is summer sea term training onboard every three months during freshman, sophomore and junior years in case of SUNY Maritime College. They offer also one month ship simulator training ashore. The employment status for the 1999 year graduates from USMMA shows 43 percent in the field of maritime afloat, 34 percent of maritime ashore, 22 percent of active duty military and 1 percent of others.

  • NCS(Naval Combat System)는 함정에 설치된 이기종의 센서와 무기를 연동하여 표적탐지, 추적, 위협분석, 교전 및 명중평가에 이르기까지 함정의 전투효과를 극대화시키기 위한 시스템이다. 함정전투체계의 목적을 달성하기 위해서는 승조원들의 함정전투체계에 대한 운용 숙달이 요구된다. 이를 위해서 함정전투체계에서는 모의훈련 기능을 제공하며, 승조원들은 함상에서 체계 운용 숙달 및 팀워크 훈련을 수행한다. 훈련을 통제하는 훈련교관은 높은 수준의 훈련 통제 및 감시가 가능해야 하며 이에 대한 연구가 필요하다. 본 논문은 훈련교관의 훈련상황 가시화를 위한 3차원 전시 방안을 연구한다.

  • 우리나라 조선을 대표하는 일부회사들은 해양으로부터 기름과 가스를 개발하는 해양플랜트를 건조하느라 활발히 움직이고 있다. 날로 증가하는 기름 및 가스 해양플랜트와 더불어 상선은 대형화, 고출력화로 변화하고 있다. 따라서 해양계대학 실습생들은 440V의 저전압 선박에서 6,600V의 고전압 선박으로 승선실습을 하게 되는 실습해기사들이 증가하고 있다. 그러나 이들은 학교 교과과정에서 저전압 과정의 교육을 받아 고전압 선박에서 승선실습 과정을 이수하는데 많은 어려움과 위험 속에서 승선실습을 하게 된다. 이에 따라 본 연구에서는 고전압선박에서 경험한 실습 해기사들의 어려움과 문제점을 설문을 통해 파악하고 분석하여 앞으로의 교육 방안을 제안하고자 한다.
