신품종 토종닭 생산을 위한 교배조합 검정시험 (Crossbreeding Combination Test for the Production of New Synthetic Korean Native Commercial Chickens)

본 연구에서는 생산 능력이 뛰어난 새로운 품종의 토종닭을 생산하기 위하여 우수 종계로 선발된 부계 2개 계통과 모계 5개 계통의 종계를 이용하여 교배조합을 조성한 후, 조합별 자손들의 생산 능력을 검정하였다. 검정은 10개의 교배조합으로부터 생산된 자손들과 한협-3호를 대조 구로 하여 암수 총 837수를 대상으로 발생 후부터 12주령까지 모색, 생존율, 체중, 사료 섭취량 및 사료요구율을 조사하였다. 분석 결과, 전체 교배조합 구 모두가 갈색을 기본으로 한 유색종으로 모색에 따른 조합 간의 차이는 거의 없었다. 발생 후 부터 12주령까지 교배조합들의 평균 생존율은 94.9%로서 조합 간 차이는 없었으나, 대조 구인 한협-3호의 75.3%와는 유의한 차이를 보였다(P<0.01). 체중은 모든 주령에서 교배조합 간에 유의한 차이를 보이며(P<0.01), 출하 체중인 10주령 체중에서 FHHY 구가 2,300 g으로 가장 높았고, 한협-3호는 1,922 g이었으며, 암수 간 체중의 차이는 458 g이었다. 일령에 따른 체중의 회귀분석 결과, 1.9kg 도달 일령이 FHFY, FHHY 및 HFFY 조합 구의 개체들은 61일 정도이고, 한협-3호는 70일로써 거의 9일 정도의 차이를 보였다. 전체 교배조합들의 10주령까지 평균 사료요구율은 2.42정도로 조합 간의 차이는 없었으나, 한협-3호의 2.97과는 유의한 차이를 보였다(P<0.01). 결론적으로 생존율, 체중 및 사료요구율을 기준으로 신품종 토종닭을 선발하였을 때 FHHY, FHFY 및 HFFY 구가 삼계 및 토종닭 모두에서 가장 우수한 조합으로 나타났고, 이들을 실용 토종닭으로 이용하였을 때 기존 한협-3호보다 18%의 증체 효과와 19% 정도의 사료효율 개선 효과가 있을 것으로 예측된다.
This Study involved the development of a survey form and the collection of data in an effort-to provide information which can be used in the improvement of nursing curricula. The data examined were the kinds courses currently being taught in the curricula of nursing education institutions throughout Korea, credits required for course completion, and year in-which courses are taken. For the purposes of this study, curricula were classified into college, nursing school and vocational school categories. Courses were directed into the 3 major categories of general education courses, supporting science courses and professional education course, and further subdirector as. follows: 1) General education (following the classification of Philip H. phoenix): a) Symbolics, b) Empirics, c) Aesthetics. 4) Synthetics, e) Ethics, f) Synoptic. 2) Supporting science: a) physical science, b) biological science, c) social science, d) behavioral science, e) Health science, f) Educations 3) Professional Education; a) basic courses, b) courses in each of the respective fields of nursing. Ⅰ. General Education aimed at developing the individual as a person and as a member of society is relatively strong in college curricula compared with the other two. a) Courses included in the category of symbolics included Korean language, English, German. Chines. Mathematics. Statics: Economics and Computer most college curricula included 20 credits. of courses in this sub-category, while nursing schools required 12 credits and vocational school 10 units. English ordinarily receives particularly heavy emphasis. b) Research methodology, Domestic affair and women & courtney was included under the category of empirics in the college curricula, nursing and vocational school do not offer this at all. c) Courses classified under aesthetics were physical education, drill, music, recreation and fine arts. Most college curricula had 4 credits in these areas, nursing school provided for 2 credits, and most vocational schools offered 10 units. d) Synoptic included leadership, interpersonal relationship, and communications, Most schools did not offer courses of this nature. e) The category of ethics included citizenship. 2 credits are provided in college curricula, while vocational schools require 4 units. Nursing schools do not offer these courses. f) Courses included under synoptic were Korean history, cultural history, philosophy, Logics, and religion. Most college curricular 5 credits in these areas, nursing schools 4 credits. and vocational schools 2 units. g) Only physical education was given every Year in college curricula and only English was given in nursing schools and vocational schools in every of the curriculum. Most of the other courses were given during the first year of the curriculum. Ⅱ. Supporting science courses are fundamental to the practice and application of nursing theory. a) Physical science course include physics, chemistry and natural science. most colleges and nursing schools provided for 2 credits of physical science courses in their curricula, while most vocational schools did not offer t me. b) Courses included under biological science were anatomy, physiologic, biology and biochemistry. Most college curricula provided for 15 credits of biological science, nursing schools for the most part provided for 11 credits, and most vocational schools provided for 8 units. c) Courses included under social science were sociology and anthropology. Most colleges provided for 1 credit in courses of this category, which most nursing schools provided for 2 creates Most vocational school did not provide courses of this type. d) Courses included under behavioral science were general and clinical psychology, developmental psychology. mental hygiene and guidance. Most schools did not provide for these courses. e) Courses included under health science included pharmacy and pharmacology, microbiology, pathology, nutrition and dietetics, parasitology, and Chinese medicine. Most college curricula provided for 11 credits, while most nursing schools provide for 12 credits, most part provided 20 units of medical courses. f) Courses included under education included educational psychology, principles of education, philosophy of education, history of education, social education, educational evaluation, educational curricula, class management, guidance techniques and school & community. Host college softer 3 credits in courses in this category, while nursing schools provide 8 credits and vocational schools provide for 6 units, 50% of the colleges prepare these students to qualify as regular teachers of the second level, while 91% of the nursing schools and 60% of the vocational schools prepare their of the vocational schools prepare their students to qualify as school nurse. g) The majority of colleges start supporting science courses in the first year and complete them by the second year. Nursing schools and vocational schools usually complete them in the first year. Ⅲ. Professional Education courses are designed to develop professional nursing knowledge, attitudes and skills in the students. a) Basic courses include social nursing, nursing ethics, history of nursing professional control, nursing administration, social medicine, social welfare, introductory nursing, advanced nursing, medical regulations, efficient nursing, nursing english and basic nursing, College curricula devoted 13 credits to these subjects, nursing schools 14 credits, and vocational schools 26 units indicating a severe difference in the scope of education provided. b) There was noticeable tendency for the colleges to take a unified approach to the branches of nursing. 60% of the schools had courses in public health nursing, 80% in pediatric nursing, 60% in obstetric nursing, 90% in psychiatric nursing and 80% in medical-surgical nursing. The greatest number of schools provided 48 crudites in all of these fields combined. in most of the nursing schools, 52 credits were provided for courses divided according to disease. in the vocational schools, unified courses are provided in public health nursing, child nursing, maternal nursing, psychiatric nursing and adult nursing. In addition, one unit is provided for one hour a week of practice. The total number of units provided in the greatest number of vocational schools is thus Ⅲ units double the number provided in nursing schools and colleges. c) In th leges, the second year is devoted mainly to basic nursing courses, while the third and fourth years are used for advanced nursing courses. In nursing schools and vocational schools, the first year deals primarily with basic nursing and the second and third years are used to cover advanced nursing courses. The study yielded the following conclusions. 1. Instructional goals should be established for each courses in line with the idea of nursing, and curriculum improvements should be made accordingly. 2. Course that fall under the synthetics category should be strengthened and ways should be sought to develop the ability to cooperate with those who work for human welfare and health. 3. The ability to solve problems on the basis of scientific principles and knowledge and understanding of man society should be fostered through a strengthening of courses dealing with physical sciences, social sciences and behavioral sciences and redistribution of courses emphasizing biological and health sciences. 4. There should be more balanced curricula with less emphasis on courses in the major There is a need to establish courses necessary for the individual nurse by doing away with courses centered around specific diseases and combining them in unified courses. In addition it is possible to develop skill in dealing with people by using the social setting in comprehensive training. The most efficient ratio of the study experience should be studied to provide more effective, interesting education Elective course should be initiated to insure a man flexible, responsive educational program. 5. The curriculum stipulated in the education law should be examined.
산업혁신의 흐름에 발맞추어 다양한 분야에서 활용되고 있는 IoT 기술은 빅데이터의 접목을 통한 새로운 비즈니스 모델의 창출 및 사용자 친화적 서비스 제공의 핵심적인 요소로 부각되고 있다. 사물인터넷이 적용된 디바이스에서 누적된 데이터는 사용자 환경 및 패턴 분석을 통해 맞춤형 지능 시스템을 제공해줄 수 있어 편의 기반 스마트 시스템 구축에 다방면으로 활용되고 있다. 최근에는 이를 공공영역 혁신에 확대 적용하여 CCTV를 활용한 교통 범죄 문제 해결 등 스마트시티, 스마트 교통 등에 활용하고 있다. 그러나 이미지 데이터를 활용하는 기존 연구에서는 개인에 대한 사생활 침해 문제 및 비(非)일반적 상황에서 객체 감지 성능이 저하되는 한계가 있다. 본 연구에 활용된 IoT 디바이스 기반의 센서 데이터는 개인에 대한 식별이 불필요해 사생활 이슈로부터 자유로운 데이터로, 불특정 다수를 위한 지능형 공공서비스 구축에 효과적으로 활용될 수 있다. 대다수의 국민들이 일상적으로 활용하는 도시철도에서의 지능형 보행자 트래킹 시스템에 IoT 기반의 적외선 센서 디바이스를 활용하고자 하였으며 센서로부터 측정된 온도 데이터를 실시간 송출하고, CNN-LSTM(Convolutional Neural Network-Long Short Term Memory) 알고리즘을 활용하여 구간 내 보행 인원의 수를 예측하고자 하였다. 실험 결과 MLP(Multi-Layer Perceptron) 및 LSTM(Long Short-Term Memory), RNN-LSTM(Recurrent Neural Network-Long Short Term Memory)에 비해 제안한 CNN-LSTM 하이브리드 모형이 가장 우수한 예측성능을 보임을 확인하였다. 본 논문에서 제안한 디바이스 및 모델을 활용하여 그간 개인정보와 관련된 법적 문제로 인해 서비스 제공이 미흡했던 대중교통 내 실시간 모니터링 및 혼잡도 기반의 위기상황 대응 서비스 등 종합적 메트로 서비스를 제공할 수 있을 것으로 기대된다.
우리나라에서 식물생장(植物生長)이 가장 나쁜 니암지대(泥岩地帶) 황폐림지(荒廢林地)에 지피식생(地被植生)을 조성(造成)시키기 위하여 지피식생(地被植生) 조성시험(造成試驗)을 실시(實施)한 결과(結果)는 다음과 같다. 1. 객토량시험(客土量試驗)에 있어서 객토(客土)는 두께 15cm이상을 하여야만 객토(客土)의 효과(効果)를 인정(認定)할 수있었고, 10cm의 객토(客土)를 하고서도 시비(施肥)를 하지 않으면 생장(生長)이 불량(不良)하여 1cm 객토후(客土後) 비료(肥料)를 충분(充分)히 사용(使用)한 구(區)보다 못하였다. 또 파종혈(播種穴)의 깊이에 있어서 30cm구(區)와 40cm구(區)와는 그 성적차(成績差)를 인정(認定)할 수가 없었다. 식생대피복구(植生袋被覆區)와 무피복구(無被覆區)는 식물(植物)이 발아당시(發芽當時)에는 종자(種子)의 유실여부(流失如否)와 유시(幼時) 생장상(生長上)의 차(差)가 다소(多少)있었으나 가을 성적(成績) 결과(結果)는 차(差)를 인정(認定)할 수 없어서, 이것을 종합(綜合)하여 보면 객토(客土)는 10cm이상(以上)이고 파종혈(播種穴)(
The main purpose of the investigation of an accident caused by aircraft is to be prevented the sudden and casual accidents caused by wilful misconduct and fault from pilots, air traffic controllers, hijack, trouble of engine and machinery of aircraft, turbulence during the bad weather, collision between birds and aircraft, near miss flight by aircrafts etc. It is not the purpose of this activity to apportion blame or liability for offender of aircraft accidents. Accidents to aircraft, especially those involving the general public and their property, are a matter of great concern to the aviation community. The system of international regulation exists to improve safety and minimize, as far as possible, the risk of accidents but when they do occur there is a web of systems and procedures to investigate and respond to them. I would like to trace the general line of regulation from an international source in the Chicago Convention of 1944. Article 26 of the Convention lays down the basic principle for the investigation of the aircraft accident. Where there has been an accident to an aircraft of a contracting state which occurs in the territory of another contracting state and which involves death or serious injury or indicates serious technical defect in the aircraft or air navigation facilities, the state in which the accident occurs must institute an inquiry into the circumstances of the accident. That inquiry will be in accordance, in so far as its law permits, with the procedure which may be recommended from time to time by the International Civil Aviation Organization ICAO). There are very general provisions but they state two essential principles: first, in certain circumstances there must be an investigation, and second, who is to be responsible for undertaking that investigation. The latter is an important point to establish otherwise there could be at least two states claiming jurisdiction on the inquiry. The Chicago Convention also provides that the state where the aircraft is registered is to be given the opportunity to appoint observers to be present at the inquiry and the state holding the inquiry must communicate the report and findings in the matter to that other state. It is worth noting that the Chicago Convention (Article 25) also makes provision for assisting aircraft in distress. Each contracting state undertakes to provide such measures of assistance to aircraft in distress in its territory as it may find practicable and to permit (subject to control by its own authorities) the owner of the aircraft or authorities of the state in which the aircraft is registered, to provide such measures of assistance as may be necessitated by circumstances. Significantly, the undertaking can only be given by contracting state but the duty to provide assistance is not limited to aircraft registered in another contracting state, but presumably any aircraft in distress in the territory of the contracting state. Finally, the Convention envisages further regulations (normally to be produced under the auspices of ICAO). In this case the Convention provides that each contracting state, when undertaking a search for missing aircraft, will collaborate in co-ordinated measures which may be recommended from time to time pursuant to the Convention. Since 1944 further international regulations relating to safety and investigation of accidents have been made, both pursuant to Chicago Convention and, in particular, through the vehicle of the ICAO which has, for example, set up an accident and reporting system. By requiring the reporting of certain accidents and incidents it is building up an information service for the benefit of member states. However, Chicago Convention provides that each contracting state undertakes collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation. To this end, ICAO is to adopt and amend from time to time, as may be necessary, international standards and recommended practices and procedures dealing with, among other things, aircraft in distress and investigation of accidents. Standards and Recommended Practices for Aircraft Accident Injuries were first adopted by the ICAO Council on 11 April 1951 pursuant to Article 37 of the Chicago Convention on International Civil Aviation and were designated as Annex 13 to the Convention. The Standards Recommended Practices were based on Recommendations of the Accident Investigation Division at its first Session in February 1946 which were further developed at the Second Session of the Division in February 1947. The 2nd Edition (1966), 3rd Edition, (1973), 4th Edition (1976), 5th Edition (1979), 6th Edition (1981), 7th Edition (1988), 8th Edition (1992) of the Annex 13 (Aircraft Accident and Incident Investigation) of the Chicago Convention was amended eight times by the ICAO Council since 1966. Annex 13 sets out in detail the international standards and recommended practices to be adopted by contracting states in dealing with a serious accident to an aircraft of a contracting state occurring in the territory of another contracting state, known as the state of occurrence. It provides, principally, that the state in which the aircraft is registered is to be given the opportunity to appoint an accredited representative to be present at the inquiry conducted by the state in which the serious aircraft accident occurs. Article 26 of the Chicago Convention does not indicate what the accredited representative is to do but Annex 13 amplifies his rights and duties. In particular, the accredited representative participates in the inquiry by visiting the scene of the accident, examining the wreckage, questioning witnesses, having full access to all relevant evidence, receiving copies of all pertinent documents and making submissions in respect of the various elements of the inquiry. The main shortcomings of the present system for aircraft accident investigation are that some contracting sates are not applying Annex 13 within its express terms, although they are contracting states. Further, and much more important in practice, there are many countries which apply the letter of Annex 13 in such a way as to sterilise its spirit. This appears to be due to a number of causes often found in combination. Firstly, the requirements of the local law and of the local procedures are interpreted and applied so as preclude a more efficient investigation under Annex 13 in favour of a legalistic and sterile interpretation of its terms. Sometimes this results from a distrust of the motives of persons and bodies wishing to participate or from commercial or related to matters of liability and bodies. These may be political, commercial or related to matters of liability and insurance. Secondly, there is said to be a conscious desire to conduct the investigation in some contracting states in such a way as to absolve from any possibility of blame the authorities or nationals, whether manufacturers, operators or air traffic controllers, of the country in which the inquiry is held. The EEC has also had an input into accidents and investigations. In particular, a directive was issued in December 1980 encouraging the uniformity of standards within the EEC by means of joint co-operation of accident investigation. The sharing of and assisting with technical facilities and information was considered an important means of achieving these goals. It has since been proposed that a European accident investigation committee should be set up by the EEC (Council Directive 80/1266 of 1 December 1980). After I would like to introduce the summary of the legislation examples and system for aircraft accidents investigation of the United States, the United Kingdom, Canada, Germany, The Netherlands, Sweden, Swiss, New Zealand and Japan, and I am going to mention the present system, regulations and aviation act for the aircraft accident investigation in Korea. Furthermore I would like to point out the shortcomings of the present system and regulations and aviation act for the aircraft accident investigation and then I will suggest my personal opinion on the new and dramatic innovation on the system for aircraft accident investigation in Korea. I propose that it is necessary and desirable for us to make a new legislation or to revise the existing aviation act in order to establish the standing and independent Committee of Aircraft Accident Investigation under the Korean Government.
본 연구는 Rapid Upper Limb Assessment(RULA)를 이용하여 자동차 조립작 업에 대한 인간공학적 작업평가를 하고, 이 결과와 작업관련 상지 근골격계 질환의 자각증상율 및 작업특성 변수들의 연관성을 분석함으로써, RULA결과가 관련 신체부위의 통증이나 불편함으로 보고되는 근골격계 부하의 좋은 지표가 될 수 있는지, RULA평가체계를 이용하여 작업 위험도가 적합한지 여부를 평가할 수 있는가를 보고자 하였다. 자동차 제조업 작업자 314명을 대상으로 근골격계질환 자각증상설문과 RULA를 이용한 작업평가를 하였으며, 다음과 같은 결과를 얻었다. 1. NIOSH의 작업관련 근골격계 질환의 감시기준(surveillence criteria)에 따라 자각증상을 조사한 결과, 연구대상자 중 목 32.8%, 어깨 26.4%, 팔 10.5%, 손 29.3%, 허리 41.4%였으며, 한가지 이상 의 증상을 보이는 경우는 62.4%의 분포를 보였다. 2. 품질관리부에 비해 조립부서 작업자 틀이 전체 증상과 어깨, 허리, 팔 및 손부 위 증상에서 더 높은 유증상률을 보였다(p<0.05). 3. 부서별 RULA를 이용한 작업평가 결과, 서브/조립반과 의장반의 공정이 높은 위험점수를 보였다. 전체 조립부서에 대한 평가결과 적합한 작업은 3.02%였고, 62.8%가 부적합한 작업으로 작업전환이나 중재조치가 필요한 경우였다. 자각증상과 RULA를 이용한 작업평가 결과를 비교한 결과 RULA점수가 클수록 자각증상율이 높음을 보였다.(p<0.05) 4. RULA평가지표와 자각증상사이의 관련성을 보기 위하여, RULA지표와 기타 작업관련요인들을 독립변수로, 자각증상유무를 종속변수로 하여 다중 로지스틱 회귀분석을 실시하였다. 최종적으로 증상유무를 가장 잘 설명하는 회귀모형에 대한 분석결과는 다음과 같다. 모든 증상군에 대해서는 반복작업(OR 2.183), 진동공구 사용(OR 2.775)과 총 위험도 점수(OR 2.250); 목 부위 증상군에서는 상완의 자세점수(OR 1.786), 상완 및 손부 위의 총점수(OR 1.634) ; 어깨 증상군은 상지의 근사용(OR 3.076), 상완 및 손부 위의 총점수(OR 1.798); 어깨와 목 부위를 합한 증상군은 상완 및 손부위의 총점 수(OR 1.715)와 상지의 근사용 점수(OR 2.057); 팔 증상군에서는 상지의 근사용 점수(OR 10.662) ; 손 부위 증상군에 대해서는 손목의 자세/손목 비틀림 지표 (OR 2.068)와 상지의 근사용 점수(OR 2.215); 허리부위 증상군에서는 하지의 근사용 점수(OR 2.601)가 통계적으로 유의한 지표였다.(p<0.05) 이상의 결과에서 작업관련 상지근골격계 자각증상과 RULA 점수사이에는 연관성이 있음이 관찰되었다. 이는 RULA가 직업성 질환을 유발할 수 있는 근골격계 부하에 폭로된 작업자들을 평가하는, 일차적인 작업 위험도 평가도구(Screening tool)로서 쓰일 수 있음을 말해준다. 다만 향후 RULA 사용에 있어서 상지(upper limb)와 허리부위(back)의 평가를 구분하고, 기타 다른 작업관련 요인들에 대한 평가체계를 보완하는 것이 필요하다.
스테비아는 Paraguay 산중에 야생하는 국화과에 속하는 다년생 초본식물로서 그 엽에는 감미성분 Stevioside가 6~12% 함유되어 있다. Stevioside는 배당체로써 감미가 설당과 유사하적, 감미도는 설당의 약 300배가 된다. 우리나라에서는 당원료(사탕무우, 사탕수수)를 전연 생산하지 않으며 또한 합성감미료의 유해성이 논란되어 그 사용이 제한되므로써 새로운 감미료 개발의 필요성이 절실하다. 그리하여 1973년 우리 나라에 도입된 스테비아를 감미자원식물로서 정착시키기 위하여 재배에 관한 시험을 실시하였는데 그 결과를 요약하면 다음과 같다. 1. 정식에서 발뢰기까지 일수는 공시품종 모두 14시간 일장보다 단일조건에서 단축되었으며, 12시간과 14시간 일장간에서 발뢰기의 차이가 가장 크게 나타났다. 77013은 단일에서 발뢰촉진정도가 크며 수원002, 77067은 감광도가 둔한 계통이었다. 2. 12시간 일장을 발뢰기를 결정하는 변곡점(turning point)이었으며 한계일장은 12시간 내외라고 할 수 있다. 단일에서는 조기 발뢰에 따른 생육일수 불1족으로 생육양이 현저하게 낮았다. 3. 삽본묘는 발근전에도 단일에 감응 하는데 40일 양묘에서 단일감응이 예민하여 발뢰까지 일수가 가장 짧은 20일이있으며 양묘일수가 짧으면 단일감응 후발뢰가 지연된다. 4. 실생묘의 출아에서 발뢰까지 일수는 출아후 20일 단일 처리에서 가장 짧았으며 20일보다 단일처리 시기가 빠르거나 늦을수록 발뢰까지 일수는 길어졌다. 5. 삽목기가 3월 20일에서 5월 20일로 늦어질 수록 초장, 분지수 및 건물중이 현저하게 낮아졌으며, 3월 20일 삽목에서는 40~50일, 4월 20일 삽목에서는 30~40일, 5월 20일 삽목에서는 30일 육묘에서 건엽수량이 높았다. 6. 건엽수량과 재식주수와는 Asymptotic relation을 보였으며 10a당 5,000~10,000주까지는 건엽이 급증하였고, 10.000~20,000주는 그 증가가 수만하며 20.000주 이상에서는 증가율이 더욱 둔화되었다. 따라서 20,000주가 적정재식주수라고 할 수 있다. 7. 수원, 청주, 목포, 제주에서 스테비아 활착과 생육은 양호하였으나 생육성기의 한발은 수량감수원인이 되었다. 정식기가 6월 20일로 늦으면 적기보다 건엽수량이 현저하게 감수되었다. 8. 3월 20일 정식의 보온단일구에서 단일감응으로 건엽수량이 낮았으나 보온 장일 및 보온 자연일장은 보온효과가 크게 나타났다. 4월 20일 이후 안식에서는 보온효과는 인정되지 않았다. 9. Stevioside 함량은 상부엽에서 높았으며 지상 20cm 부위는 현저하게 낮았다 건엽과 Stevioside 수량은 대체로 60~120cm에 집중되어 있었으며 그 집중정도는 품종에 따라 큰 차이가 있었다. 10. 발뢰까지는 수확기를 지연시킬 수록 건엽수량은 현저하게 증가되었으며 발뢰 이후에는 수확기를 지연시켜도 수량 차이는 인정되지 않는다. Just before the Korean War, the total number of the North Korean troops was 198,380, while that of the ROK(Republic of Korea) army troops 105,752. That is, the total number of the ROK army troops at that time was 53.3% of the total number of the North Korean army. As of December 2008, the total number of the North Korean troops is estimated to be 1,190,000, while that of the ROK troops is 655,000, so the ROK army maintains 55.04% of the total number of the North Korean troops. If the ROK army continues to reduce its troops according to [Military Reform Plan 2020], the total number of its troops will be 517,000 m 2020. If North Korea maintains the current status(l,190,000 troops), the number of the ROK troops will be 43.4% of the North Korean army. In terms of units, just before the Korean War, the number of the ROK army divisions and regiments was 80% and 44.8% of North Korean army. As of December 2008, North Korea maintains 86 divisions and 69 regiments. Compared to the North Korean army, the ROK army maintains 46 Divisions (53.4% of North Korean army) and 15 regiments (21.3% of North Korean army). If the ROK army continue to reduce the military units according to [Military Reform Plan 2020], the number of ROK army divisions will be 28(13 Active Division, 4 Mobilization Divisions and 11 Local Reserve Divisions), while that of the North Korean army will be 86 in 2020. In that case, the number of divisions of the ROK army will be 32.5% of North Korean army. During the Korean war, North Korea suddenly invaded the Republic of Korea and occupied its capital 3 days after the war began. At that time, the ROK army maintained 80% of army divisions, compared to the North Korean army. The lesson to be learned from this is that, if the ROK army is forced to disperse its divisions because of the simultaneous invasion of North Korea and attack of guerrillas in home front areas, the Republic of Korea can be in a serious military danger, even though it maintains 80% of military divisions of North Korea. If the ROK army promotes the plans in [Military Reform Plan 2020], the number of military units of the ROK army will be 32.5% of that of the North Korean army. This ratio is 2.4 times lower than that of the time when the Korean war began, and in this case, 90% of total military power should be placed in the DMZ area. If 90% of military power is placed in the DMZ area, few troops will be left for the defense of home front. In addition, if the ROK army continues to reduce the troops, it can allow North Korea to have asymmetrical superiority in military force and it will eventually exert negative influence on the stability and peace of the Korean peninsular. On the other hand, it should be reminded that, during the Korean War, the Republic of Korea was attacked by North Korea, though it kept 53.3% of troops, compared to North Korea. It should also be reminded that, as of 2008, the ROK army is defending its territory with the troops 55.04% of North Korea. Moreover, the national defense is assisted by 25,120 troops of the US Forces in Korea. In case the total number of the ROK troops falls below 43.4% of the North Korean army, it may cause social unrest about the national security and may lead North Korea's misjudgement. Besides, according to Lanchester strategy, the party with weaker military power (60% compared to the party with stronger military power) has the 4.1% of winning possibility. Therefore, if we consider the fact that the total number of the ROK army troops is 55.04% of that of the North Korean army, the winning possibility of the ROK army is not higher than 4.1%. If the total number of ROK troops is reduced to 43.4% of that of North Korea, the winning possibility will be lower and the military operations will be in critically difficult situation. [Military Reform Plan 2020] rums at the reduction of troops and units of the ground forces under the policy of 'select few'. However, the problem is that the financial support to achieve this goal is not secured. Therefore, the promotion of [Military Reform Plan 2020] may cause the weakening of military defence power in 2020. Some advanced countries such as Japan, UK, Germany, and France have promoted the policy of 'select few'. However, what is to be noted is that the national security situation of those countries is much different from that of Korea. With the collapse of the Soviet Unions and European communist countries, the military threat of those European advanced countries has almost disappeared. In addition, the threats those advanced countries are facing are not wars in national level, but terrorism in international level. To cope with the threats like terrorism, large scaled army trops would not be necessary. So those advanced European countries can promote the policy of 'select few'. In line with this, those European countries put their focuses on the development of military sections that deal with non-military operations and protection from unspecified enemies. That is, those countries are promoting the policy of 'select few', because they found that the policy is suitable for their national security environment. Moreover, since they are pursuing common interest under the European Union(EU) and they can form an allied force under NATO, it is natural that they are pursing the 'select few' policy. At present, NATO maintains the larger number of troops(2,446,000) than Russia(l,027,000) to prepare for the potential threat of Russia. The situation of japan is also much different from that of Korea. As a country composed of islands, its prime military focus is put on the maritime defense. Accordingly, the development of ground force is given secondary focus. The japanese government promotes the policy to develop technology-concentrated small size navy and air-forces, instead of maintaining large-scaled ground force. In addition, because of the 'Peace Constitution' that was enacted just after the end of World War II, japan cannot maintain troops more than 240,000. With the limited number of troops (240,000), japan has no choice but to promote the policy of 'select few'. However, the situation of Korea is much different from the situations of those countries. The Republic of Korea is facing the threat of the North Korean Army that aims at keeping a large-scale military force. In addition, the countries surrounding Korea are also super powers containing strong military forces. Therefore, to cope with the actual threat of present and unspecified threat of future, the importance of maintaining a carefully calculated large-scale military force cannot be denied. Furthermore, when considering the fact that Korea is in a peninsular, the Republic of Korea must take it into consideration the tradition of continental countries' to maintain large-scale military powers. Since the Korean War, the ROK army has developed the technology-force combined military system, maintaining proper number of troops and units and pursuing 'select few' policy at the same time. This has been promoted with the consideration of military situation in the Koran peninsular and the cooperation of ROK-US combined forces. This kind of unique military system that cannot be found in other countries can be said to be an insightful one for the preparation for the actual threat of North Korea and the conflicts between continental countries and maritime countries. In addition, this kind of technology-force combined military system has enabled us to keep peace in Korea. Therefore, it would be desirable to maintain this technology-force combined military system until the reunification of the Korean peninsular. Furthermore, it is to be pointed out that blindly following the 'select few' policy of advanced countries is not a good option, because it is ignoring the military strategic situation of the Korean peninsular. If the Republic of Korea pursues the reduction of troops and units radically without consideration of the threat of North Korea and surrounding countries, it could be a significant strategic mistake. In addition, the ROK army should keep an eye on the fact the European advanced countries and Japan that are not facing direct military threats are spending more defense expenditures than Korea. If the ROK army reduces military power without proper alternatives, it would exert a negative effect on the stable economic development of Korea and peaceful reunification of the Korean peninsular. Therefore, the desirable option would be to focus on the development of quality of forces, maintaining proper size and number of troops and units under the technology-force combined military system. The tableau above shows that the advanced countries like the UK, Germany, Italy, and Austria spend more defense expenditure per person than the Republic of Korea, although they do not face actual military threats, and that they keep achieving better economic progress than the countries that spend less defense expenditure. Therefore, it would be necessary to adopt the merits of the defense systems of those advanced countries. As we have examined, it would be desirable to maintain the current size and number of troops and units, to promote 'select few' policy with increased defense expenditure, and to strengthen the technology-force combined military system. On the basis of firm national security, the Republic of Korea can develop efficient policies for reunification and prosperity, and jump into the status of advanced countries. Therefore, the plans to reduce troops and units in [Military Reform Plan 2020] should be reexamined. If it is difficult for the ROK army to maintain its size of 655,000 troops because of low birth rate, the plans to establish the prompt mobilization force or to adopt drafting system should be considered for the maintenance of proper number of troops and units. From now on, the Republic of Korean government should develop plans to keep peace as well as to prepare unexpected changes in the Korean peninsular. For the achievement of these missions, some options can be considered. The first one is to maintain the same size of military troops and units as North Korea. The second one is to maintain the same level of military power as North Korea in terms of military force index. The third one is to maintain the same level of military power as North Korea, with the combination of the prompt mobilization force and the troops in active service under the system of technology-force combined military system. At present, it would be not possible for the ROK army to maintain such a large-size military force as North Korea (1,190,000 troops and 86 units). So it would be rational to maintain almost the same level of military force as North Korea with the combination of the troops on the active list and the prompt mobilization forces. In other words, with the combination of the troops in active service (60%) and the prompt mobilization force (40%), the ROK army should develop the strategies to harmonize technology and forces. The Korean government should also be prepared for the strategic flexibility of USFK, the possibility of American policy change about the location of foreign army, radical unexpected changes in North Korea, the emergence of potential threat, surrounding countries' demand for Korean force for the maintenance of regional stability, and demand for international cooperation against terrorism. For this, it is necessary to develop new approaches toward the proper number and size of troops and units. For instance, to prepare for radical unexpected political or military changes in North Korea, the Republic of Korea should have plans to protect a large number of refugees, to control arms and people, to maintain social security, and to keep orders in North Korea. From the experiences of other countries, it is estimated that 115,000 to 230,000 troops, plus ten thousands of police are required to stabilize the North Korean society, in the case radical unexpected military or political change happens in North Korea. In addition, if the Republic of Korea should perform the release of hostages, control of mass destruction weapons, and suppress the internal wars in North Korea, it should send 460,000 troops to North Korea. Moreover, if the Republic of Korea wants to stop the attack of North Korea and flow of refugees in DMZ area, at least 600,000 troops would be required. In sum, even if the ROK army maintains 600,000 troops, it may need additional 460,000 troops to prepare for unexpected radical changes in North Korea. For this, it is necessary to establish the prompt mobilization force whose size and number are almost the same as the troops in active service. In case the ROK army keeps 650,000 troops, the proper number of the prompt mobilization force would be 460,000 to 500,000.
