In the case of gas carriers and oil tankers, pipes are installed on the upper deck as a moving passage to load LPG, LNG, crude oil, etc. Pipes used for loading or unloading liquid cargo in cargo holds are connected to the hull through support structures. However, many cases of hull damage have been reported where the various equipment and support structures are installed on the upper deck. It is assumed that not only the structural discontinuity where the hull and the pipe support structure meet, but also action due to the pipe loads and the hull girder bending moment are simultaneously affected. This paper deals with the design and strength evaluation of the support structure of pipes and cables installed on the upper deck of commercial ships and offshore structures. For these supporting structures, design conditions and working loads were defined. The design procedure was established through the structure analysis on the method of determining the member dimensions. A series of finite element analysis was performed on the factors to be considered in the design and the effects were discussed. The accuracy and design periods of the strength evaluation was improved and reduced by application of the automation program in the finite element analysis. It is also expected that the design reliability of the shipyard is improved.

When oil tankers, large passenger ships and cargo ships sink under the sea owing to various maritime accidents, the residual cargo oil or fuel oil in the such vessels could pose direct risk to factor for the marine environment and it require safe and rapid removal. Although domestic and foreign salvage companies are adopting various recovery methods and technologies with customizations according to each site during recovery operations studies on reasonable assessment modules for the operation process are relatively insufficient. In this study, the data from trapped-oil recovery operations performed at different site conditions were collected and analyzed in order to designed an operation assessment module, define the operational process steps in terms of preparation, implementation and completion, and derive key factors for each detailed process. Subsequently, the module was designed in such a way as to construct performance indicators to assess these key factors. In order to exclude subjective opinions from the assessment as much as possible, the assessment each item was constructed with indicators based on data that could be evaluated quantitatively and its usefulness was verified by applying the module to the trapped-oil recovery operation cases. We expect this the method and the technology assessment module for the trapped-oil recovery operation on sunken vessels will help to verify the adequacy of the trapped-oil recovery such operation before or after. Furthermore, it is expected that the continuous accumulation of assessment data and feedback from past or future operation cases will contribute toward enhancing the overall safety, efficiency and field applicability of trapped-oil recovery operation.
The case, Papera Traders Co. Ltd. and Others v. Hyundai Merchant Marine Co. Ltd and Another(The Eurasian Dream), was occurred on July, 1998 when the ISM Code became mandatory under SOLAS and from that date it applied to oil tankers, chemical tankers, gas carriers, bulk carriers and cargo high-speed craft of 500 gross tonnage and above. On July 23, 1998, a fire started on the deck of pure car carrier Eurasian Dream while in port at Sharjah. The source of fuel was the stevedores action of pouring petrol or transferring fuel in some way - refueling or pouring into a carburettor. The fire eventually destroyed or damaged the vessels cargo of new and second-hand vehicles and rendered the vessel itself a constructive total loss. Justice Cresswell held that the fire that destroyed or damaged the cargo was due to the unseaworthiness of the vessel they have the burden of proving that the vessel was unseaworthy before and at the beginning of the voyage and that the loss or damage was caused by that unseaworthiness. This case was a dispute between dependent and claimant alleging that the carrier should provide "properly man, equip and supply the ship and keep the ship so manned" under Hague-Visby Rules. Although ISM code was not officially applied to the carriage by car carriers until July 2002, a rule based on the code had customarily been employed as a mean for international dispute resolution. Examining the above case closely, the purpose of this study is to explore the relation of ship management and obligation to exercise due diligence in making the vessel seaworthy.

International organizations and classification societies established rules and regulations to which shipbuilders and ship operators should comply during design, construction, even operation keeping from hazard to life of crews and ocean environment. Hence, rules and regulations could be guidelines for design and construction of ship sometimes. In practical wise, ship structure designers be predisposed to design lightest and easy-to-product structures which satisfy rules and regulations. Therefore, changes of rules and regulations are remarkably important issue to related industries. In 2006, IACS established and released Common Structural Rules for Bulk Carrier and Common Structural Rules for Double Hull Oil Tanker. These CSRs are consolidated and unified rules of class society's rules. But these two rules are different from each other. IACS has plan to release unified rule of two ship type called Harmonized Common Structural Rule for Bulk Carriers and Oil Tankers. This new rule will be effective from July 2015. Hence, bulk carrier and double hull oil tanker whose contract date is on and thereafter July 2015 should be complied with CSR-H. Therefore, it is highly important to be aware of consequences and cause of consequences with respect to CSR-H. The object of this research is to compare requirements of structure scantling in way of midship area for selected target ship according to CSRs and CSR-H and to analysis cause of deviation between two rules.
Korea's LNG and crude oil are the most important energy and export raw materials, but 100% import resources by overseas. However, tanker shipping companies, which play the most crucial role in energy cargo security, are very small in number and size, which can be a factor in the supply chain crisis. Therefore, this paper studied the policy of expanding tanker transportation necessary for the transport of crude oil and LNG in Korea. In the existing literature, there was no policy study necessary for tanker ships, but referring only to the importance of overseas energy development and transportation, so we tried to derive various demands necessary for expanding the tanker fleet through expert interviews and AHP which was conducted on 89 related energy institutions to derive policies and their priorities. The results of the study are as follows. As for the policy, the financial support policy was the highest priority, followed by the business and the mutual cooperation policy of related agencies. Tax support (22.6%) and ship financing (19.4%) were the highest priorities, followed by the Energy Intermediate Promotion Act (11.9%), Tanker Guarantee Insurance (10.6%), Energy Budget Independence (9.3%), and Korea Trader Development (8.2%). Energy governance (6.3%), information center establishment (6.2%), and energy procurement committee (5.5%) ranked seventh, eighth, and ninth. The research results show that it is necessary to supply sufficient ships to the market through the expansion of ship finance for tankers and to follow business support policies such as guarantee insurance. In addition, it was also possible to derive that the financial resources need to be determined by law and independent budgets for consistency and continuity.

In order to determine the collision risk, the probability estimation is very important part for accurate risk estimation. Recently, the collision risk at the Busan North Port is studied for making the risk map by authors. The result has been found some connections with previous collision places. For more precise estimation, the probability calculation is necessary. Recently the Bayesian matrix is mainly used for calculating the probabilities. Also considering the oil spill risk with tankers, ships' speed, relative angle and ships' size are key aspect whether breaking the double hull or not. This research presents the way of estimating the probabilities not her research and also the collision risk probability considerations for small divided areas.
Since 1960 tankers and bulk carriers have rapidly increased in size up to 500, 000 dwt. in operating as main system of transportation for the international trade at sea, and studies are doing carried out by various groups with a view to increasing the size still further. However, the service speed of these ships has remained almost constant, and steering devices of them have nearly not changed, comparing with regular size of a dry cargo ship. This creats the dituation where stopping distance and advance are proportionally longer for larger ships. In case of collision at sea, these vessels have been arised some serious casualties, such as sinking, fire and oil pollution. This paper analyzers a study for the handling of super huge vessels to avoid collision at sea, basing on the results of the crash astern test and turning test of them.

A new concept of collision energy absorbing system for ;he New Oil-tankers with Advanced Double Hull Structure(NOAHS and NOAHS II) are presented through the joint-research pro-gran between Inha and Hamburg-Harburg University. A comparative study on col vision resistance of these proposed side structures with standard double hull structure of 310K DWT class VLCC, is carried out. The fatigue investigation of structural detail parts is also included. It contains a comparative fatigue study based on pertinent regulations of Classification Societies.
In case of sunken tankers, remaining-oil recovery operation should be conducted due to possible oil spill accident. However, the deep sea operation make difficulties in checking the completion of remaining oil recovery process, therefore the work termination procedure is very important. In this paper, a reasonable work termination procedure through the comparison and analysis of two cases(Youil No.1 and Osung No.3, Kyung-Shin) which were performed in different method, using disparate equipment. By investigating previously applied methods and techniques, work speed, safety and expenses were compared. The proposed ending procedure of the remaining-oil recovery project is to recover the remaining oil from each cargo tanks and to clean up such tanks whilst an independent surveyor proceeds to a confirmation procedure whereby said surveyor checks out whether any remaining oil exists by putting a stick in each cleaned up tanks and opening up the hatch cover of the tanks or the top place of the tanks to confirm the cleanness of oil. Such procedure shall be done through discussion by the ordering party, contractor and the independent surveyor all together with a flexible application.

Analysis of scenarios of transportation oil and gas which produced in the Arctic and others cold seas shows that in the near-term there will be a significant increase of tonnage of tankers for oil and gas and number of ships which should be exploited in difficult ice conditions. For the construction of ice-resistant structures (IRS) intended for production of oil and gas and transportation of these products at ice-class vessels, calculating the load from ice to board the ship and on surface of supports of the platforms are the actuality and urgent tasks. These tasks have one basis in both cases: at beginning of the contact occurs fracture of edge of ice, then occurs compressing of rubble shattered of ice, then they extruding from contact area, after this next layer of ice begin to destruct. At calculating the strength of plating and elements construct of vessels, icebreakers and ice-resistant platforms the specific energy of mechanical destruction ice ${\epsilon}_{cr}$ is an important parameter. For the whole period of study of physical and mechanical characteristics of sea ice have been not many experimental studies various researchers to obtain numerical values of this energetic characteristic of the strength of ice by a method called Ball Drop Test. This study shows that the destruction of the ice from dynamic loading in zone of contact occurs in several cycles, and the ice destructed with a minimum numerical values of ${\epsilon}_{cr}$. The author offer this energy characteristic to take as a base value for the calculation of ice load on ships and offshore structures.
