In 2019, the Korean government announced the 3rd Basic Plan for Energy, which included expanding the rate of renewable energy generation by 30-40% by 2040. Hence, offshore wind power generation, which is relatively easy to construct in large areas, should be considered. The East Sea coast of Korea is a sea area where the depth reaches 50 m, which is deeper than the west coast, even though it is only 2.5 km away from the coastline. Therefore, for offshore wind power projects on the East Sea coast, a floating offshore wind power should be considered instead of a fixed one. In this study, a response analysis was performed by applying the analytical conditions of IEC61400-3-2 for the design of floating offshore wind power generation systems. In the newly revised IEC61400-3-2 international standard, design load cases to be considered in floating offshore wind power systems are specified. The upper structure applied to the numerical analysis was a 5-MW-class wind generator developed by the National Renewable Energy Laboratory (NREL), and the marine environment conditions required for the analysis were based on the Ulsan Meteorological Buoy data from the Korea Meteorological Administration. The FAST v8 developed by NREL was used in the coupled analysis. From the simulation, the maximum response of the six degrees-of-freedom motion and the maximum load response of the joint part were compared. Additionally, redundancy was verified under abnormal conditions. The results indicate that the platform has a maximum displacement radius of approximately 40 m under an extreme sea state, and when one mooring line is broken, this distance increased to approximately 565 m. In conclusion, redundancy should be verified to determine the design of floating offshore wind farms or the arrangement of mooring systems.

This paper proposes a design verification method based on system dynamics for offshore separation systems. Oil and gas separation systems are key components of offshore oil platforms; these systems determine the competitiveness of engineering, procurement, and construction (EPC) projects, especially in terms of added value. However, previous research on design verification has been limited to the process and deliverables of design. To address this, the study aims to develop a comprehensive design verification method and the associated functions from the perspective of project management, for the entire project life-cycle of offshore structures. The proposed methodology for design verification is expected to contribute toward effective and detailed designs as well as improve the competitiveness of EPC companies in constructing of shore structures during the early design stages. We first analyzed the separation system of the FPSO using the design verification method adopted by advanced countries and compared it with the system dynamics process formalized as ISO 15288. Subsequently, a tailored process for the design verification of the offshore structure was derived. It is shown that the proposed design verification method can be applied to the front-end engineering design process of of shore structures. Moreover, it can contribute toward the successful performance of offshore projects in the future and also minimize design changes and critical risks during the construction of these offshore structures.
The purpose of this study is to construct a regional-sector-fishery-offshore and inshore fishery competitiveness index, examine the types and changes of competitiveness, and derive implications by processing data of the Survey on the Current Status of Offshore and Inshore Fishery from 2013 to 2020 for this study. The main results of this study can be summarized as follows. First, considering the competitiveness of offshore and inshore fishery by region and year, Jeonnam, Jeju, and Incheon were relatively competitive. Second, considering the competitiveness of inshore fishery by region and year, we found that Jeonnam, Chungnam, Jeonbuk, and Jeju were relatively competitive. Third, looking at the types of competitiveness based on the competitiveness index in the management sector of offshore and inshore fisheries by region and year, Ulsan, Jeonnam, and Gyeongbuk were relatively competitive between 2014 and 2020. Fourth, Jeonnam and Jeju were relatively competitive between 2014 and 2020 based on the competitiveness index in the fishing sector of offshore and inshore fisheries by region and year. Fifth, we found that Jeonnam, Jeju, and Chungnam were relatively strong in the competitiveness of offshore and inshore fishery, combining the offshore and inshore fishery indexes by region and year. The results of this study have some limitation on outlier treatment, grade assignment, and weight for aggregation, so research considering these needs to be done in the future. In conclusion, the results of this study which were derived objectively and scientifically in the era of the 4th industrial revolution, when evidence-based decision-making was becoming critical, are expected to help the central or local governments determine the priority of support projects or investments.

This paper reviews research trend in suction bucket foundation. Wind energy farm has been considered as an efficient alternative to fuel energy as world markets attempt to discover renewable resources. Recently, Korean government initiated the research projects investigating installation method of offshore wind energy foundation and design guideline as well as verifying feasibility of offshore wind farm. In fact, the installation of monopile and gravity type foundation has been sucessfully carried out in European and other advanced countries, and design guideline of those foundations are well established; however, various types of foundation would be necessary in the near future as offshore wind farm demands abundant wind resources in deep sea. In this paper, bucket foundation is spot lighted as a powerful and economic alternative applicable to deep sea condition.

In Korea, the technical techniques for assessing visual impacts are standardized, but the methods for assessing the marine landscape itself are not standardized and need to be improved. In particular, in the landscape impact assessment of offshore wind power generation in Korea, it is necessary to recognize the landscape itself as a receptor and prepare a system that can evaluate the characteristics and sensitivity of the landscape. In this study, we propose an evaluation method for preparing a marine landscape quality assessment document that reflects the project characteristics of offshore wind power projects, and examine the possibility of utilization by applying it to actual project sites as an example. To evaluate the quality of marine scenery in offshore wind power projects, evaluation items of landscape characteristics, physical characteristics, and socio-cultural characteristics were evaluated based on the preliminary survey contents, and the quality of marine scenery was divided into five grades. Next, the evaluation criteria of the evaluation items were synthesized and the quality of the marine landscape was classified into preservation grade (grade 5), semi-preservation grade (grade 4), buffer grade (grade 3), semi-improvement grade (grade 2), and improvement grade (grade 1). In addition, the Sinan-Ui Offshore Wind Farm, an actual project site, was randomly selected to conduct the evaluation process and examine its utilization. This study aims to complement the existing method of visual impact assessment in offshore wind power projects and evaluate the quality of the marine landscape itself to effectively conserve marine landscape resources during offshore wind power projects. Rather than relying on mechanical and quantitative evaluation, this study is expected to be used as a basis for comprehensive understanding of the location and socio-cultural characteristics of the project site and for communication and cooperation with stakeholders.
In recent years, floating offshore wind turbines have attracted more attention as a new renewable energy resource while bottom-fixed offshore wind turbines reach their limit of water depth. Various projects have been proposed with the rapid increase in installed floating wind power capacity, but the economic aspect remains as a biggest issue. To figure out sensible approaches for saving costs, a comparison analysis of the levelized cost of electricity (LCOE) between floating and bottom-fixed offshore wind turbines was carried out. The LCOE was reviewed from a social perspective and a cost breakdown and a literature review analysis were used to itemize the costs into its various components in each level of power plant and system integration. The results show that the highest proportion in capital expenditure of a floating offshore wind turbine results in the substructure part, which is the main difference from a bottom-fixed wind turbine. A floating offshore wind turbine was found to have several advantages over a bottom-fixed wind turbine. Although a similarity in operation and maintenance cost structure is revealed, a floating wind turbine still has the benefit of being able to be maintained at a seaport. After emphasizing the cost-reduction advantages of a floating wind turbine, its LCOE outlook is provided to give a brief overview in the following years. Finally, some estimated cost drivers, such as economics of scale, wind turbine rating, a floater with mooring system, and grid connection cost, are outlined as proposals for floating wind LCOE reduction.

This paper present a review of trends in world energy demand and a close outlook over the offshore market, especially in deepwater developments. The market requirements, characteristics and risks involved in the contract type of offshore projects are explained, followed by the strategic approaches of Korean main yards along with, the HHI's development and introduction of innovative construction methodologies to be a competitive contractor.
The final site of offshore wind power plant should be decided by comprehensive examination of various conditions such as wind resource, sea depth, geology, grid connection, social circumstance and environmental issue. Wind condition is typically regarded as the most important factor because wind energy increases in proportion to wind velocity and it directly relates to the amount of power output, efficiency of power plant and profitability. Advanced countries in the offshore wind power sector such as Denmark, UK and Germany, they are analyzing wind resource accurately by installing the meteorological mast in the ocean in order to get the optimal type of wind turbine and maximum generation efficiency. Also, it is made much of designing offshore power plant on the basis of actual measurement by met-mast and those wind farms have a chance to get the loan with reduced interest rate in project financing. In Korea, the HEMOSU-1 is installed in the ocean around Wido island to analyze wind resource of test bed of 100MW offshore wind power on october last year. This paper deals with the design and construction procedure of the first met-mast in Korea and also shows the site characteristics of test bed. Therefore, this paper will give useful information to local governments and private business sector who are trying to construct offshore wind farm and it can also be a good reference for the following projects of meteorological mast in near future.
Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.
This paper investigates the seismic response of a typical non-navigable continuous girder bridge isolated with friction sliding bearings of the Hong Kong-Zhuhai-Macao link projects in China. The effectiveness of the friction pendulum system (FPS) and accuracy of the numerical model were evaluated by a 1/20 scaled bridge model using shaking table tests. Based on the hysteretic properties of friction pendulum system (FPS), double concave friction pendulum (DCFP), and triple friction pendulum system (TFPS), seismic response analyses of isolated bridges with the three sliding-type bearings are systematically carried out considering soil-pile interaction under offshore soft clay conditions. The fast nonlinear analysis (FNA) method and response spectrum are employed to investigate the seismic response of isolated offshore bridge structures. The numerical results show that the implementation of the three sliding-type bearings effectively reduce the base shear and bending moment of the reinforced concrete pier, at the cost of increasing the absolute displacement of the bridge superstructure. Furthermore, the TFPS and DCFP bearings show better isolation effect than FPS bearing for the example continuous girder bridge.
