The Analysis of Fishery Buy-back Programs of Offshore Fisheries Concerning Fishery Production (근해어선 감척사업의 생산량에 관한 효과분석)

  • The fishery buy-back programs were studied to analyze fishery production and CPUE. The results from this study during the concerned period can be derived as follows: 1. In total offshore fisheries, CPUE for each boat increased 8.7%, and 8 fishing categories were increased in CPUE for each boat. CPUE for tonnage increased 4.2% in total offshore fisheries field, and 7 fishing categories increased in CPUE for tonnage. In total offshore fisheries, CPUE for HP increased 6.8%, and 8 fishing categories increased in CPUE for HP. 2. The correlation coefficient of the number of fishing boats vs. production and that of the tonnage vs. production were 0.91. This means that there is a strong relation between them. The correlation coefficient of the number of fishing boats vs. CPUE for each boat and that of the tonnage vs. CPUE for tonnage were -0.73 and -0.88 respectively. This reveals that there is a relatively strong reverse relation between them.

Organization of integrated navigation system for coastal and offshore fishing boat (연근해 어선 통합항법시스템의 구축)

  • The integrated navigation system(INS) for fishing boat which organized the marine radar, global positioning system(GPS) compass, automatic identification system(AIS), echo sounder, GPS and electronic nautical chart(ENC) was manufactured to reduce the marine accidents of fishing boats occurred frequently at coastal and offshore. The application possibility of INS for fishing boat was examined for basic experiments in the sea. Integration display of various information, such as other vessel's behavior, depth, own vessel's position etc. was done to help the operate user who understood the circumstance around own boat. Therefore, the system will be utilized as a useful equipment for safety voyage and fishing work on the fishing ground.

A study on the publication of illustration book of Korean coastal and offshore fishing boats (우리나라 연근해 어선도감 발간을 위한 연구)

  • This study describes how the illustration book of Korean coastal and offshore fishing boats was published. The illustration book provides information on fisheries which need boats for their fishing operation. The book contains 25 fishing boats belonging to 15 offshore fisheries and six boats belonging to five coastal fisheries totalling 31 boats belonging to 20 kinds of fisheries. Until now, no books were available in Korea on fishing boats which provided illustrated descriptions of their use in fishing. We carried out field and literature surveys of fishing boats for three years (2016-2018) and the results were compiled into three-dimensional modeling images with schematic drawings of fishing boats, along with text explanations. The particulars and technical drawings of lines, general arrangement (GA), fishing gears and methods are collected and summarized. All fishing boats are modeled with 3D color graphics. The particulars and names of the main items of the fishing equipment are presented besides structural parts. In addition the fishing gear, fishing season and grounds, number of crews and target species for each boat are correctly described. The illustration book of Korean coastal and offshore fishing boats will contribute to understanding the current status of fishing techniques in Korea and will assist in developing new types of fishing boats.

The main factor and counterplan for marine casualties of fishing vessel according to the type of fishing job in Korea (어선의 업종에 따른 해양사고의 특징과 예방 대책)

  • Marine casualties originated from fishing vessel occupied about 70% of the whole marine casualties in Korea from 2001 to 2010, this ratio was not much changed as it was before. Therefore a pragmatic counterplan to decrease of casualties in fishing vessel is indispensable for reduction of the nationwide marine casualties. But since the casualties occurred by fishing vessel may have a different causes and counterplan according to the operating type of it, in this paper, fishing vessels classified into 12 types by operating method and inspected the causes and counterplan for that. The operating type of fishing vessel occurred the specific casualties more were jig boat in collisions and fire explosion, trap fishing boat, mixed fishing boats and inshore gill netter in collisions, stow netter in machinery damages and capsizing, offshore gill netter in machinery damages, fish carrier in collisions. It must be emphasized that the higher ranked types of vessels, especially jig boat have to take special care to the approaching vessels under way, trap fishing boat to rear look out and mixed fishing boat must keep on safety speed and be taken an education for advance the skill of operating radar as well. For all 12 types of fishing vessel, it is necessary for an operator to make strict precaution on the other vessel under way systematically and keep the regulation for preventing collisions, and for an engineer on watch to make a check the electricity and the engines periodically for reduction the fire explosion and machinery damages.

A study on improvement of legislation for the safety fishing operation of the coastal and offshore fishing vessels (연근해어선의 안전조업을 위한 법제 개선방안)

  • Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.

  • This paper reports the results of a comparative study on rudder performance between the steel rudders that have been used in coastal angling fishing boats in the 20-GT class and the newly developed FRP composite material rudders. In order to compare the rudder performances of these two types, a sea trial test was carried out to investigate the speed performance, fuel consumption, and ship's turning ability. The results showed that the sea trial performance of the FRP composite rudder was better than that of the steel rudder type in terms of the sea speed, fuel consumption rate, and turning ability.

  • Grid systems used in previous studies were determined to be valid only if the length between the perpendiculars in a model ship was in the range of 6-8 m, and the maximum dynamic trim angle was smaller than $1^{\circ}$. The application of the grid system to a small fishing boat can create numerical instability because the dynamic trim of small boats is generally larger than $3^{\circ}$, and their Froude numbers are in the range of 0.3-0.8. In the present study, resistances of a small fishing boat were stably obtained by reducing the length between the center of buoyancy and the inlet boundary of the numerical domain, and by refining grid cells vertically in a region that would be swept by a free surface. The effective power of the small fishing boat was predicted based on the ITTC-1978 two-dimensional analysis. By using the results of previous towing tank tests, the coefficient of quasi-propulsive efficiency and the brake horsepower at a design draft were calculated.

Quantitative risk analysis of industial incidents occurring in trap boats (통발어선에서 발생하는 산업재해에 대한 정량적 위험성 분석)

  • This study employs Bayesian network analysis to quantitatively evaluate the risk of incidents in trap boats, utilizing accident compensation approval data spanning from 2018 to 2022. With a dataset comprising 1,635 incidents, the analysis reveals a mortality risk of approximately 0.011 across the entire trap boat. The study significantly identifies variations in incident risks contingent upon fishing area and fishing processes. Specifically, incidents are approximately 1.22 times more likely to occur in coastal compared to offshore, and the risk during fishing processes outweighs that during maintenance operations by a factor of approximately 23.20. Furthermore, a detailed examination of incident types reveals varying incidence rates. Trip/slip incidents, for instance, are approximately 1.36 times more prevalent than bump/hit incidents, 1.58 times more than stuck incidents, and a substantial 5.17 times more than fall incidents. The study concludes by providing inferred mortality risks for 16 distinct scenarios, incorporating fishing areas, processes, and incident types. This foundational data offers a tailored approach to risk mitigation, enabling proactive measures suited to specific circumstances and occurrence types in the trap boat industry.

A study on the collision between fishing vessel and non fishing vessel using the analysis of written verdict (재결서 분석을 통한 어선-비어선간 충돌사고에 관한 연구)

  • The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.

Analysis on the Present Business States of Coastal and Off-shore Fisheries by Type of Fishery (연근해어업의 업종별 경영현황 분석)

  • In order to offer fundamental data for the standard of comfilation of the budget on the compensation money for the reduction of fishing baot and index of investigation for computation on the average earnings of reduction of fishing boat, the fluctuation of actual outputs, expenses, earnings and the difference by type of coastal and off-shore fishery was investigated and analyzed. The results are as follows : 1. The average ouput money by large powered purse seine fishery was much with about 3,510 million won, but the average output money by off-shore gill nets fishery was little with about 8.4 million won. 2. The average catch by large powered purse seine fishery was many with about 296,000 M/T, but the average catch by eastern sea danish seine fishery was few with 4,600 M/T. 3. The average expense by large powered purse seine fishery was much with about 3,360 million won, but the average expense by diving fishery was little with 6.3 million won. 4. The average earning by large powered purse seine fishery was much with about 240million won, the average earning by offshore long line fishery was little with 18 million won. 5. The average earning rate by diving fishery was much with 31.62%, but the average earning rate by large powered purse seine fishery was little with 7.30%.
