The Analysis of Fishery Buy-back Programs of Offshore Fisheries Concerning Fishery Production (근해어선 감척사업의 생산량에 관한 효과분석)

  • The fishery buy-back programs were studied to analyze fishery production and CPUE. The results from this study during the concerned period can be derived as follows: 1. In total offshore fisheries, CPUE for each boat increased 8.7%, and 8 fishing categories were increased in CPUE for each boat. CPUE for tonnage increased 4.2% in total offshore fisheries field, and 7 fishing categories increased in CPUE for tonnage. In total offshore fisheries, CPUE for HP increased 6.8%, and 8 fishing categories increased in CPUE for HP. 2. The correlation coefficient of the number of fishing boats vs. production and that of the tonnage vs. production were 0.91. This means that there is a strong relation between them. The correlation coefficient of the number of fishing boats vs. CPUE for each boat and that of the tonnage vs. CPUE for tonnage were -0.73 and -0.88 respectively. This reveals that there is a relatively strong reverse relation between them.

A basic research on risk control measure for reducing the fishermen's occupational accident in offshore and coastal fishing vessel (연근해 어선원 재해 현황과 저감 대책 마련을 위한 기초 연구)

  • The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

  • Offshore-aquaculture is a new idea, has emerged as an alternative method, which can minimize the damage to the natural disaster due to the environment pollution by the fish farming activities in the coast and overcome the problems of vicious cycle in fish farming management. On the other hand, as the current fish farming laws and institutions focus on the support for offshore-aquaculture, having the limit to revitalizing and supporting the fish farming business in the open sea, it is necessary to amend the laws and institutions related to fish farm. We should be establish in connection with offshore-aquaculture, after the study aims at examining the foreign laws and institutions in such countries as USA and Norway, establishing the methods for the future laws and institutions of open sea fish farm through the analysis of the issues and controversies in the process of enactment in Korea.

  • As many offshore plants are built domestically, many workers get various jobs in the offshore plants directly or indirectly. But workers(including seaman and non-seaman) still have hard time to getting the job in offshore plants because they still rely on personal contacts and limitation of adaptable positions. Now people who want to work at offshore plants have to get safety training under the regulation and request of IMO/STCW and OPITO. Recently OPITO reinforced offshore safety training and discussed the mutual agreement between IMO/STCW and OPITO. Therefore this study searched legal standards for offshore plant work and the trend of offshore safety training. Base on a survey among domestic delegates who completed BOSIET course from 2010, we now understand the actual situations in finding an effective way on how to advance domestic workers in the offshore plant industry.

  • Offshore plants is an intensive industry where real value is able to be created when EPCIC(Engineering, Procurement, Construction, Installation, Commissioning) is combined. Many universities and educational institutions have established major fields and graduate schools related in offshore construction and engineering as well as safety training and occupational courses. Most of the personnel who have graduated and passed those educational institutions have been working in domestic shipbuilding companies and marine equipment manufacturers. Therefore, customized education and training should be developed according to the educational demands required and then skilled personnel are needed to be supplied at proper times. This study, therefore, has found personnel demands inside and outside the country and occupational sections of offshore plants. Consequently, this study suggests making up a council comprised of shipbuilding companies, marine equipment manufacturers and educational institutions with government organization, and also researches the necessity of getting a job of personnel trained by the customized education. These results are expected to contribute to the development of education curriculum of domestic offshore plant as well as ODC(Offshore Development Center).

Assessment of Vulnerability to Climate Change in Coastal and Offshore Fisheries of Korea under the RCP Scenarios: for the South Coast Region (RCP 시나리오를 적용한 한국 연근해어업의 기후변화 취약성 평가: 남해안 지역을 대상으로)

  • The purpose of this study is to assess the climate change vulnerability of coastal and offshore fisheries in the South Sea of Korea using the RCP scenarios. Based on the vulnerability defined by IPCC, the indicator-based method was applied. Exposure indicator was calculated through weighted sum of the sea temperature and salinity forecasted by National Institute of Fisheries Science, and the weights were obtained from the time-space distribution of each fisheries. Sensitivity indicator was determined by applying the catch proportion of fisheries to the sensitivity of fish species. The adaptive capacity was measured by survey of fisheries which represent the ability of the fishermen well. As a result of summarizing the above indicators, vulnerability of coastal fisheries is higher than offshore fisheries. This shows that measures against coastal fisheries are needed. In addition, the results of each scenario are somewhat different, so it is considered that accurate prediction of climate change is important for adaptation measures.

Analysis of Economical Validity about Offshore Cage Culture for Cod (외해 가두리 대구 양식업 경제적 타당성 분석)

  • This paper was researched on economic feasibility and sensibility of operation to offshore cage culture for cod. Offshore cage culture for cod needs to invest high budget what to construction and operation. And it was required variety methods about analysis of economic feasibility. Therefore, these were studied NPV, B/C and sensitivity for each by assuming a six scenarios considering the product performance according to the size of cod and culturing methods of fingerlings, etc. As a results, even though economy, if efficiency is low, it is a priority need the technical development to promote the feed efficiency to increase economic feasibility and should make efforts to enhance the business economy to strengthen the price competitiveness pricing with high quality products through quality control and brand recognition of cod. It expects to be used as a reference for related research in the future by deriving policy implications based on the method of analysis of the economic feasibility on offshore cage culture for cod.

Determinants of Management Performance in the Offshore Fishing Industry: After the Introduction of Fisheries Structure Improvement Policy for the Resource Management (근해어업의 경영성과 결정요인에 관한 연구: 자원관리형 어업구조개선 정책 도입 이후)

  • The purpose of this study is to examine the determinants of management performance in the remaining offshore fishing industry after the resource management-oriented fisheries structure improvement policy by the fisheries vessel buy-back program and Total Allowable Catch (TAC). The results of the analysis of the determinants of management performance of offshore fishing can be summarized as follows. First, based on the management performance determinant model of offshore fishing, it is confirmed that the government's resource-managed fishing structure improvement policy, such as the fishing boat reduction project and the TAC policy, is improving the management performance of the resource-managed remaining fishing boat. Second, looking at the specific management performance determinants based on the management performance model of offshore fishing, the leverage ratio (TLTA), which is the total debt ratio, shows a statistically significant positive (+) relationship with management performance, which increases management performance directly proportional to the leverage ratio. The increase in the leverage ratio (total debt ratio) was expected to lead to a high interest cost burden, resulting in a reverse (-) financial leverage effect; however, rather a positive (+) financial leverage effect occurred with a high profit covering interest costs. The total catch (TCATCH) has a positive (+) relationship with management performance at a statistical significance level of less than 1%, indicating that an increase in catch is improving or increasing the management performance of fishing companies. The selling price (UPRICE) shows a positive (+) relationship with management performance at a very high statistical significance level of less than 1%, and it can be seen that high fishing prices are a major factor in improving or increasing the management performance of offshore fishing. On the other hand, fishing vessel tonnage (TON), fishing vessel horsepower (RHP), and operating days (WDAYS), which indicate have a statistically significant negative (-) relationship with management performance, which deviates from the existing fisheries common sense that the size of fishing vessel tonnage and fishing vessel horsepower and the increase in the number of operating days is proportional to management performance. As a result of the increase in fishing vessel tonnage, horsepower, and the number of operating days, it was confirmed that the higher the fishing cost, such as oil costs, is worsening the management performance of fishing companies. Participation in TAC has a statistically significant positive (+) value with management performance, indicating that the remaining offshore fishing companies participating in TAC are improving or increasing management performance compared to offshore fishing companies that do not. Third, there are conflicting results depending on the industry as a result of estimating the management performance determinants of offshore fishing by TAC participation, and TAC participation had a negative impact on management performance in anchovy boat seine and southern west sea bottom trawl in fishing industry while TAC participation had a positive impact on management performance in large stow nets on anchor in fishing industry.

Distribution and morphological development of a Gnathophis nystromi (Congridae: Anguilliformes) leptocephalus collected from southeastern waters of Jeju Island (제주도 남동부해역에서 채집된 은붕장어, Gnathophis nystromi (뱀장어목: 붕장어과) 엽상자어의 분포특성 및 형태발달)

  • The twenty six specimens of leptocephali (15.8-32.6 mm TL) of the family Congridae, collected from southeastern waters offshore of Jeju Island during August 2014, and were identified by means of morphology and genetics. Those specimens were identified as belonging to the family Congridae based on various combinations of morphological characters. An analysis of the partial 12S rRNA sequences (886 base pairs) of mitochondrial DNA showed that our specimens must be Gnathophis nystromi, because their sequences were concordant with those of G. nystromi adult (genetic distance= 0.001), furthermore their total myomeres being consistent with those of G. nystromi adult. Catch rates of G. nystromi leptocephali were higher in the offshore regions than coastal regions of Jeju Island. The smallest leptocephali (< 20 mm TL) were collected offshore from Jeju Island. We hypothesize that one of the spawning grounds of G. nystromi is located offshore in the Jeju Island. In conclusion, the hatched preleptocephali of G. nystromi might have been transported from offshore near Jeju Island to the Korea Strait by the Kuroshio Current and Tsushima Warm Current.

Comparative study of greenhouse gas emission from coastal and offshore gillnet and trap fisheries by field research (연근해 자망과 통발 어업의 온실가스 배출량 현장실측 연구)

  • Fossil fuel combustion during fishing activities is a major contributor to climate changes in the fishing industry. The Tier1 methodology calculation and on-site continuous measurements of the greenhouse gas were carried out through the use of fuel by the coastal and offshore gillnet (blue crabs and yellow croaker) and trap (small octopus and red snow crab) fishing boats in Korea. The emission comparison results showed that the field measurements are similar to or slightly higher than the Tier1 estimates for coastal gillnet and trap. In offshore gillnet and trap fisheries, Tier1 estimate of greenhouse gases was about $1,644-13,875kg\;CO_2/L$, which was more than the field measurement value. The $CO_2$ emissions factor based on the fuel usage was $2.49-3.2kg\;CO_2/L$ for coastal fisheries and $1.46-2.24kg\;CO_2/L$ for offshore fisheries. Furthermore, GHG emissions per unit catch and the ratio of field measurement and Tier1 emission estimate were investigated. Since the total catch of coastal fish was relatively small, the emission per unit catch in coastal fisheries was four to eight times larger. The results of this study could be used to determine the baseline data for responding to changes in fisheries environment and reducing greenhouse gas emission.
