미래 보건문제 발생에 대응·대비를 위한 역학조사관제도 개선방안 (Improvement of Epidemiology Intelligence Service Officer Program for Preparedness and Response against Future Health Issues Included Communicable and Non-communicable Diseases in Korea)

  • The development and management of epidemiology intelligence service (EIS) officer with more specialized competence to cope with and prepare for health threats, including pandemic of emerging and re-emerging infectious diseases, is a high priority policy issue in Korea. First of all, we need to establish the training goal of EIS officer. It is necessary to establish manpower training and management system with at least three tiers including quantitative and qualitative targets. Second, at least 50% of all EIS officer must secure a physician and secure expertise and competence for epidemic. Third, for the ultimate purpose of EIS officer, the establishment of a public health expert should expand the scope of epidemiologist's work to health and medical care, occupational environment, and various disasters. Fourth, it is essential to expand the epidemiologist training and education program to the level of advanced countries. Especially, the training course should be expanded at least twice of current times. Fifth, it is necessary to independently install and operate the 'EIS Officer Training Center' as a mid- and long-term goal. Stewardship and governance are secured with the organization, personnel, etc. that can fully manage the planning, management, and evaluation of the EIS system. In the future, it will be necessary to establish a systematic and phased operational base of education and training programs for EIS officer, and establish a sustainable implementation system for strategy development. In addition, it is urgent to revise the guidelines for training public health professionals and strengthening competencies, and for establishing professional educational institutions.

교정공무원의 정신건강 관리와 예방 (Correctional Officer's Mental Health Management and Promotion)

  • This study is proposed to suggest the preventing methods for correctional officer's mental health problems. For this purpose, Delphi method was used and the study panel was composed of finally 10 people. Total Delphi process was performed for 4 times and six qualified researchers & skilled correctional officers participated in developing Delphi questionnaires. As the main results, major correctional officer's mental health problems are PTSD(post traumatic stress disorder), job stress, suicide witnessing, stress from violent accidents, and anger by related with their own work. All of these problems must need to be managed. Besides, the most effective preventing method for correctional officer's mental health problem is providing regular counsels & treatments with a psychiatrist or the fully qualified experts. The mental health promotion strategies for correctional officers must be settled for providing appropriate mental health services to them.

소규모 제조업 사업장에서의 안전보건관리담당자 제도 실효성 검증 (The Regulatory Effectiveness for Appointing Safety and Health Management Officers for Small Manufacturing Companies)

  • It was legislated in Korea that the small-sized enterprise with fewer than 50 employees should appoint at least one managing officer in order to improve safety and health of the employees since 2016. Study on the effectiveness of this legislation is hardly found, however. This study tried to evaluate effectiveness of the regulations for appointing the safety and health management officer in small-sized manufacturing companies and make suggestions to improve it. It was done by pairwise comparison between the level of safety and health achievement of 52 companies before and after the legislation. A scorecard system and questionnaires were devised for assessing the level of safety and health achievement and surveying awareness and practice of the regulation in the field. Results from quantitative and qualitative analyses performed in the study confirm that the safety and health achievement score has increased significantly after appointing the managing officer. It is also revealed that the lack of expertise and motivation of the appointed officer would yield pointless outcomes. Recommendations to make it better the effectiveness of the regulation are: to administrate requirements more strictly to be appointed as a safety and health management officer, to revise the curriculum to train the expertise of the appointed officers, and to expand financial support of the government to settle the safety and health management system.

조종사 직급에 따른 CRM 역량과 안전행동의 상관관계 (Correlation between CRM Competency and Safety Behavior According to Pilot Position)

  • 민간 항공기에는 기장과 부기장이 반드시 탑승해야 한다. 일반적으로 기장은 항공기 운항 중 위난방지에 관한 역할과 책임을 이행하고, 부기장은 기장을 보좌하거나 조언하는 기능을 담당한다. 역사적으로 70%~80%의 항공기 사고가 조종사 인적요인에 의하여 발생함에 따라 전 세계적으로 CRM (crew resource management)이라는 운항관리기법을 도입하여 운영하고 있다. 한편 안전행동은 지식과 기술을 사용하여 위험으로부터 보호하려는 인간의 행동이며, 항공기 조종실에서 운항업무를 수행하는 기장과 부기장은 각각의 역할과 책임, 그리고 경험의 차이에 따라 안전행동의 수준 또한 다를 것으로 예상된다. 선행연구는 조종사의 안전행동이 기술적 능력에 영향을 받기보다 CRM skill과 같은 비기술적 요소에 영향을 받는다고 하였으며, 본 연구는 기장과 부기장의 CRM 역량 차이를 파악하고 그 차이가 안전행동과의 상관관계를 가지고 있는지를 검증하고자 수행되었다.

  • The study was conducted with 611 Industrial Health officer for 2 years(1998 : 394person, 1989 : 217 person). The purpose of this study was to measure efficiency of the Industrial Health Officer course (use of questionaire) also, in the furure, we would like to make a standard on the management of Industrial Health Officer (software & Hardware) The result are as follows: 1. the response of satisfaction was revealed highly 51 % on the Curriculum. 2. The response of high qualities was revealed highly 92% in the content of textbook. 3. The response of practical program was revaled highly 67.7% in composition of curriculum. 4. The response of high-class instructor was revealed highly on the selection of instructor. 5. the response of a proper term was revealed almost trainees on the education term. 6. When industrial hygienist conducted their Health task, difficulty point, first, the lack of top manager on the health-management in industries, second, take a hold coccurently with another task third, not secure theirs status in industries. 7. almost of Industial Health Officer want to taken highly practical education program, a field of industrial ventilation, measurment of working enviroment. 8. They wanted to taken a practical program that they could conduct handling they-self measuring device, in order to enhance the effect of hygiene education. 9. They responsed size of ideal class that the number of Industrial Health Officer was less than 20 person.

초급간부 군 상담모델 개발 연구 (Study on primary officer military counseling model)

  • 병력관리는 군 사고예방은 물론 전투력 보존 및 발휘의 핵심이다. 그러나 예측하지 못한 시간과 장소에서 생각지도 못한 부대원이 사고를 유발하게 되면 경험 없는 초급간부들은 당황하며 어떻게 처리해야 할지 몰라 전전긍긍할 때가 많다. 뿐만 아니라 각종 사고를 예방하는 것도 군의 존립의 이유인 전쟁에서의 승리를 위한 전투준비태세 완비의 전제 조건이다. 이 막중한 임무의 최전선에 초급간부들이 있다. 그러나 전투준비를 위한 제반업무에 만전을 기하여야 할 시간도 부족한데 병력관리에 대한 상급부대의 지시와 요구되는 수준은 경험이 부족한 초급간부들에게 많은 스트레스를 주는 것이 사실이다. 그래서 초급간부를 위한 군 상담모델을 연구하게 되었다. 초급간부 군 상담모델을 적용하여 상담을 진행 하면 가장 신속하고도 효율적으로 상담대상에 대한 파악이 가능하다. 효율적인 상담은 깊이 있는 내담자의 이해가 선행되어야 한다. 누군가를 심층 있게 이해한다는 것은 많은 노력과 시간을 필요로 하는 행위이다. 그러나 초급간부들은 그러한 시간과 노력을 충분히 투자할 수 있는 여건이 미흡한 것이 사실이다. 그러므로 초급간부 군 상담모델을 적극 활용하여 선택과 집중을 통한 상담활동을 지속한다면 효과적인 상담 및 사고예방까지 가능할 것이다.

  • 본 논문에서는 경찰조직에서 경찰공무원들의 조직시민행동과 임파워먼트, 고객지향성에 대하여 검토한다. 그리고 우리나라 지역경찰관들의 행동을 유도해 내는데 이용되는 인적자원관리방법을 모색하고자 한다. 이를 위해서 실증적인 방법을 위한 기초연구의 기반을 제시하고자 하는데 연구의 목적을 두었다. 이에 본 연구에서는 경찰공무원에 대한 조직시민행동, 임파워먼트의 영향요인을 도출하여 구성원들의 고객지향성을 유도해 낼 수 있는 보다 효율적인 인적자원관리방안을 모색하는데 초점을 두고서 논의하였다.

  • Web2.0 refers to a new service models based by a community oriented philosophy. This creates new opportunities for technology providers and service. The agricultural technology information service in the base of open source technology provide opportunities for increased distribution and visibility to farmer and general user. We would like to find out vest service models and platform that will find new ways of agriculture technology information service. This study suggests that these new agriculture information service strategy in new paradigm of web 2.0. should be revised and adapted to Open API and new applied strategy in agriculture should be developed considering the impact of web 2.0.
