  • This study examines policy issues for the future development of libraries belonging to the metropolitan office of education focusing on facilities (legal basis for installation), management (dedicated department), human resources and budget. This study collected and analyzed related data using National Law Information Center and National Library Statistics System. As a result of this study, the names of the libraries performing library functions varied due to the difference of the administrative organizations of the libraries in the metropolitan education office. In addition, library policy work carried out by the library department may be excluded from policy priorities as a subsidiary task. It is analyzed that the expansion of quota of the librarian deputy director to provide the opportunity for promotion of librarians and the increase of the library input budget against the total budget are necessary.

  • This study proposes the establishment of a joint preservation library in the Chungcheongbuk-do region. It aims to transfer low-utilization materials from various libraries in Chungcheongbuk-do to the joint preservation library, thereby improving the efficiency of existing spaces and actively supporting the educational curriculum of school libraries. To achieve this, the study conducted document analysis, a status survey, and case analysis. The research results indicate that a reasonable standard for the accommodating capacity of the preservation library space is calculated at 280 volumes per square meter. Specifically, an initial transfer of 45,580 volumes for public libraries and 121,894 volumes for school libraries is proposed, totaling 167,474 volumes. Depending on the saturation levels of Chungcheongbuk-do Office of Education-affiliated public libraries and school libraries, the initial volume is determined to be 167,477 volumes, with an annual increase of 10% calculated over 30 to 50 years after the library's opening.

  • The purpose of this study is to analyze the different human book programs operated by the Gyeonggi Provincial Office of Education and from this analysis, propose systematic and efficient ways to operate human book programs in libraries. In order to accomplish these objectives, we analyzed the case studies of the human book programs run by the Gyeonggi Provincial Office of Education from 2015 to 2017. • This study was conducted to review the feasibility of establishing a joint preservation library centered on the Chungcheongbuk-do Office of Education. To achieve this, a survey and perception survey were conducted. The research results suggest the following: Firstly, the functions of the Chungcheongbuk-do Office of Education joint preservation library should focus on the preservation of valuable materials, the development of Chungcheongbuk-do educational and school-specialized materials, and prioritizing the digitalization of important transferred materials and providing services to the general public. Secondly, when determining the criteria for materials to be transferred in the future, priority should be given to materials that require preservation in their original form and those that need media conversion. Thirdly, when considering the types of materials to be transferred in the future, the operational plan should primarily focus on monographs but also consider other types of materials. Fourthly, regarding ownership rights of materials during the transfer process, it is advisable to establish detailed transfer guidelines, including ownership rights, through discussions between the Chungcheongbuk-do Office of Education and individual libraries via the Joint Preservation Library Operating Committee.
