Study on the Standard Guideline of Environmental Impact Assessment Focusing on Light Pollution (빛공해 분야의 환경영향평가 지침 표준화 연구)

  • Artificial lighting is an essential part, but it causes light pollution due to unnecessary or excessive use of light. Light pollution has negative effects such as power waste, adverse health effects, destruction of the ecosystem. But currently, light pollution is managed only post-management. The purpose of this study is to standardize methods of environmental impact assessment focusing on light pollution to effectively manage and reduce the negative effect of areas that may cause light pollution in advance.

Luminance Assessment of Outdoor Lighting for Advertisements at Night (옥외광고용 발광조명의 야간휘도분포 분석)

  • Lighting for outdoor advertising is very common feature of building facades as they provide the information and commercial identification. As the interest of improving street beautification more widely, application of various lighting technologies has been develop for advertisement such as electric sign board and signage. Furthermore, the installation of higher sign luminance than needed has many negative consequences, including higher energy consumption and light pollution. There are now no standard for outdoor advertisements in terms of luminance, and installation of indiscreet outdoor advertisement without luminance consideration is becoming more commonplace. This study was to evaluate the luminous characteristics of outdoor advertising as a function of sign and building facade luminance, luminance ratio. Data were collected on 8 electric sign boards, 20 internally illuminated, externally illuminated, neon, and channel letter signs and 4 commercial areas. Photometric measurements were taken by CS-100(Minolta) and ProMetric-1400(Radiant Imaging) for various sign modes and sign design. Also luminance of building facades were analyzed according with CIE standard of maximum obtrusive light permitted for exterior lighting installations. The findings are as follows; (1) There were excessive luminance of electric sign boards that could affect adjacent building facade and night sky luminance. (2) Sings that are externally illuminated providing an inappropriate amount of light on to the outer surface of the sign caused higher building facade luminance and potential of unnecessary glare.

  • Wearable devices have the potential to revolutionize future medical diagnostics and personal healthcare. The integration of biosensors into scalable form factors allow continuous and noninvasive monitoring of key biomarkers and various physiological indicators. However, conventional wearable devices have critical limitations owing to their rigid and obtrusive interfaces. Recent developments in functional biocompatible materials, micro/nanofabrication methods, multimodal sensor mechanisms, and device integration technologies have provided the foundation for novel skin-interfaced bioelectronics for advanced and user-friendly wearable devices. Nonetheless, it is a great challenge to satisfy a wide range of design parameters in fabricating an authentic skin-interfaced device while maintaining its edge over conventional devices. This review highlights recent advances in skin-compatible materials, biosensor performance, and energy-harvesting methods that shed light on the future of wearable devices for digital health and personalized medicine.

  • This study is intended to propose the environment friendly lighting which can be excluded the element of obtrusive light(glare, spill light) and to make the sight environment of the external and internal road more comfortable as newly approaching the lower positioned lighting from the current high pole lighting. Taking account of the current situation of putting the stress on the road sight scene. It is proposed the study focused on the aesthetic design for playing a role of scenery. For this, it is searched used situation of the low light at interior of the country and abroad and tried to find the improvement. Also it is tried find out how to raise the effectiveness. And throughout the site inspection and the data searching about the road facility of a road to be installed the low height lighting, it is suggested the standard of the lighting installation and the direction for the future on the light design and development of the low height lighting which is suitable for the domestic situation.

Repertoire of Selection and Communication of Refusal "Annyeongdeul Hasipnikka?" and Communication Theory of Niklas Luhmann (선택의 토대와 거부의 소통 안녕들 하십니까 현상과 루만의 체계 이론적 커뮤니케이션)

  • The main purpose of this paper is to account for the so-called "Annyeongdeul Hasipnikka?" communication in terms of Niklas Luhmann's communication theory. The communication theory of Niklas Luhmann which is constructed on the basis of the system theory is, despite its complexity, effective to shed light on many unique communicative phenomena. To understand the thematic diversity and ceaseless conjunction as the obtrusive characteristics of the "Annyeongdeul Hasipnikka?" communication the adoption of the system-theoretical communication theory is required. Unlike Habermas's the theory of communicative action highlighting the consensus as decisive goal of communication, Luhmann maintains that the proliferation through diversification and persistence of communication even through refusal are also the communicative elements for its operation. This paper tries to demonstrate the uniqueness of "Annyeongdeul Hasipnikka?" communication by virtue of the system-theoretical perspective.
