In the course of the emergence and development of new ICT technologies and services such as Big Data, Internet of Things and Artificial Intelligence, the future will change by these new innovations in the Fourth Industrial Revolution. The future of this fourth industrial revolution will change and our future will be data-based society or economy. Since there is personal information at the center of it, the development of the economy through the utilization of personal information will depend on how to make the personal information protection laws. In Korea, which is trying to lead the 4th industrial revolution, it is a legal interest that can not give up the use of personal information, and also it is an important legal benefit that can not give up the personal interests of individuals who want to protect from personal information. Therefore, it is necessary to change the law on personal information protection in a rational way to harmonize the two. In this regard, this article discusses the problems of duplication and incompatibility of the personal information protection law, the scope of application of the personal information protection law and the uncertainty of the judgment standard, the lack of flexibility responding to the demand for the use of reasonable personal information, And there is a problem of reverse discrimination against domestic area compared to the regulated blind spot in foreign countries. In order to solve these problems and to improve the legislation of personal information protection in the era of the fourth industrial revolution, we proposed to consider both personal information protection and safe use by improving the purpose and regulation direction of the personal information protection law. The balance and harmony between the systematical maintenance of the personal information protection legislation and laws and regulations were also set as important directions. It is pointed out that the establishment of rational judgment criteria and the legislative review to clarify it are necessary for the constantly controversial personal information definition regulation and the method of allowing anonymization information as the intermediate domain. In addition to the legislative review for the legitimate and non-invasive use of personal information, there is a need to improve the collective consent system for collecting personal information to differentiate the subject and to improve the legislation to ensure the effectiveness of the regulation on the movement of personal information between countries. In addition to the issues discussed in this article, there may be a number of challenges, but overall, the protection and use of personal information should be harmonized while maintaining the direction indicated above.
The purpose of this paper is to investigate the value chain efficiency of Korean port investment by using the newly developed multi-year and multi-stage value chain efficiency model of DEA(Data Envelopment Analysis). Inputs[port investment amount, cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, number of ship calls, revenue, and score of customer service satisfaction] are used during 14 years(1994-2007) for 20 Korean seaports by using two kinds of DEA models. Empirical main results are as follows: First, Model 1 shows that the ranking order of multi-stage value chain efficiency is Stage 2, Stage 3-1, Stage 1, and Stage 3-2. And according to the value chain average efficiency scores, ranking order is stages 2, 1, 3-1, and 3-2. In Model 2, 3(Incheon, Mogpo, and Jeju) out of 9 ports show the ranking order of Stages 2, 3-2, 3-1, and 1. And value chain average efficiency scores rank in order of Stages 2, 3-2, 3-1, and 1. Second, the difference among the value chain efficiency scores of each stage comes from the efficiency deterioration of all ports except Stages 2 and 1 in Model 1. In Model 2, value chain efficiency scores among the Stages 3-1, 3-2 compared to Stage 1 were deteriorated. The main policy implication based on the findings of this study is that the manager of port investment and management of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the multi-year, multi-stage value chain efficiency method for deciding the port investment amount and evaluating the effect of port investment after considering the empirical results of this paper carefully.
The present study was carried out to evaluate whether the coculture system of human embryos with Vero cells can improve the quality of embryo or overcome the repetitive implantation failures in order to obtain pregnancy. From January to December 1996, a total 202 cases which patients with the problems of repetitive implantation failures (group I) or those with the poor embryonic quality in their previous cycles (group II) was analysed. The quality of cocultured embryo, pregnancy, on-going and implantation rates between coculture and control groups were compared. Of 93 cases in group I, coculture was performed in 34 cases and conventional IVF for the rest. Of 109 cases in group II, 36 for coculture and 73 for conventional IVF. In group I, pregnancy, on-going and implantation rates in coculture group (14/34 (41.2%), 9/34 (26.5%), 16/81 (19.8%), respectively) were higher than those of control (11/59 (18.6%), 8/59 (13.6%), 12/152 (7.9%), respectively). There is significance in the pregnancy and implantation rates (p=0.028 and p=0.015). In group II, pregnancy, on-going and implantation rates in coculture group (8/36 (22.2%), 5/36 (13.9%), 8/87 (9.2%), respectively) were higher than those of control (5/73 (6.8%), 3/73 (4.1%), 3/158 (1.9%), respectively). Like the result of group I, there is significance in the pregnancy and implantation rates (p=0.028 and p=0.022). Coculture system with Vero cells works well in the groups of the two indications. Although the case of 3 day-coculture was small as 15 cases in group II, 3 day-coculture improved pregnancy rate (4/15 (26.7%)). Therefore, 3 day-coculture with assisted hatching is recommended to the patients with poor embryonic quality. In conclusion, coculture system with Vero cells can be suggested as an effective method which improves pregnancy rate in those who have repetitive implantation failures or whose embryonic quality was poor in their previous cycles.

Hybrid rockets have lately attracted attention as a strong candidate of small, low cost, safe and reliable launch vehicles. A significant topic is that the first commercially sponsored space ship, SpaceShipOne vehicle chose a hybrid rocket. The main factors for the choice were safety of operation, system cost, quick turnaround, and thrust termination. In Japan, five universities including Hokkaido University and three private companies organized "Hybrid Rocket Research Group" from 1998 to 2002. Their main purpose was to downsize the cost and scale of rocket experiments. In 2002, UNISEC (University Space Engineering Consortium) and HASTIC (Hokkaido Aerospace Science and Technology Incubation Center) took over the educational and R&D rocket activities respectively and the research group dissolved. In 2008, JAXA/ISAS and eleven universities formed "Hybrid Rocket Research Working Group" as a subcommittee of the Steering Committee for Space Engineering in ISAS. Their goal is to demonstrate technical feasibility of lowcost and high frequency launches of nano/micro satellites into sun-synchronous orbits. Hybrid rockets use a combination of solid and liquid propellants. Usually the fuel is in a solid phase. A serious problem of hybrid rockets is the low regression rate of the solid fuel. In single port hybrids the low regression rate below 1 mm/s causes large L/D exceeding a hundred and small fuel loading ratio falling below 0.3. Multi-port hybrids are a typical solution to solve this problem. However, this solution is not the mainstream in Japan. Another approach is to use high regression rate fuels. For example, a fuel regression rate of 4 mm/s decreases L/D to around 10 and increases the loading ratio to around 0.75. Liquefying fuels such as paraffins are strong candidates for high regression fuels and subject of active research in Japan too. Nakagawa et al. in Tokai University employed EVA (Ethylene Vinyl Acetate) to modify viscosity of paraffin based fuels and investigated the effect of viscosity on regression rates. Wada et al. in Akita University employed LTP (Low melting ThermoPlastic) as another candidate of liquefying fuels and demonstrated high regression rates comparable to paraffin fuels. Hori et al. in JAXA/ISAS employed glycidylazide-poly(ethylene glycol) (GAP-PEG) copolymers as high regression rate fuels and modified the combustion characteristics by changing the PEG mixing ratio. Regression rate improvement by changing internal ballistics is another stream of research. The author proposed a new fuel configuration named "CAMUI" in 1998. CAMUI comes from an abbreviation of "cascaded multistage impinging-jet" meaning the distinctive flow field. A CAMUI type fuel grain consists of several cylindrical fuel blocks with two ports in axial direction. The port alignment shifts 90 degrees with each other to make jets out of ports impinge on the upstream end face of the downstream fuel block, resulting in intense heat transfer to the fuel. Yuasa et al. in Tokyo Metropolitan University employed swirling injection method and improved regression rates more than three times higher. However, regression rate distribution along the axis is not uniform due to the decay of the swirl strength. Aso et al. in Kyushu University employed multi-swirl injection to solve this problem. Combinations of swirling injection and paraffin based fuel have been tried and some results show very high regression rates exceeding ten times of conventional one. High fuel regression rates by new fuel, new internal ballistics, or combination of them require faster fuel-oxidizer mixing to maintain combustion efficiency. Nakagawa et al. succeeded to improve combustion efficiency of a paraffin-based fuel from 77% to 96% by a baffle plate. Another effective approach some researchers are trying is to use an aft-chamber to increase residence time. Better understanding of the new flow fields is necessary to reveal basic mechanisms of regression enhancement. Yuasa et al. visualized the combustion field in a swirling injection type motor. Nakagawa et al. observed boundary layer combustion of wax-based fuels. To understand detailed flow structures in swirling flow type hybrids, Sawada et al. (Tohoku Univ.), Teramoto et al. (Univ. of Tokyo), Shimada et al. (ISAS), and Tsuboi et al. (Kyushu Inst. Tech.) are trying to simulate the flow field numerically. Main challenges are turbulent reaction, stiffness due to low Mach number flow, fuel regression model, and other non-steady phenomena. Oshima et al. in Hokkaido University simulated CAMUI type flow fields and discussed correspondence relation between regression distribution of a burning surface and the vortex structure over the surface.
Time-lapse crosswell seismic data, recorded before and after the cavity filling, showed that the filling increased the velocity at a known cavity zone in an old mine site in Inchon area. The seismic response depicted on the tomogram and in conjunction with the geologic data from drillings imply that the size of the cavity may be either small or filled by debris. In this study, I attempted to evaluate the filling effect by analyzing velocity measured from the time-lapse tomograms. The data acquired by a downhole airgun and 24-channel hydrophone system revealed that there exists measurable amounts of source statics. I presented a methodology to estimate the source statics. The procedure for this method is: 1) examine the source firing-time for each source, and remove the effect of irregular firing time, and 2) estimate the residual statics caused by inaccurate source positioning. This proposed multi-step inversion may reduce high frequency numerical noise and enhance the resolution at the zone of interest. The multi-step inversion with different starting models successfully shows the subtle velocity changes at the small cavity zone. The inversion procedure is: 1) conduct an inversion using regular sized cells, and generate an image of gross velocity structure by applying a 2-D median filter on the resulting tomogram, and 2) construct the starting velocity model by modifying the final velocity model from the first phase. The model was modified so that the zone of interest consists of small-sized grids. The final velocity model developed from the baseline survey was as a starting velocity model on the monitor inversion. Since we expected a velocity change only in the cavity zone, in the monitor inversion, we can significantly reduce the number of model parameters by fixing the model out-side the cavity zone equal to the baseline model.
In this paper, in order to test the possibility of applying K feldspar $pIR-IRSL_{290}$ signal(read out at $290^{\circ}C$) to date old terrace sediments(up to ~ 200 ka, MIS 7) in Korea, we investigated luminescence properties of $pIR-IRSL_{290}$ signals in K feldspar extracts from 27 marine and fluvial terrace sediment samples, and these were compared with those of quartz OSL and conventional K feldspar $IRSL_{50}$ (readout at $50^{\circ}C$) signals. The averaged $2D_0$ value of K feldspar $pIR-IRSL_{290}$ growth curves was ~ 700 Gy, which is consistent with that of $IRSL_{50}$ signal, and this is 3 times higher than that for quartz OSL (~ 250 Gy) on average. Where possible, K feldspar $pIR-IRSL_{290}$ ages were compared with quartz OSL and conventional $IRSL_{50}$ ages. Our preliminary K feldspar $pIR-IRSL_{290}$ ages were older than quartz OSL ages by about 200%, while fading rate-corrected conventional $IRSL_{50}$ ages are in good agreement with those based on quartz OSL. This seems to indicate the possibility of K-feldspar $pIR-IRSL_{290}$ age overestimation due to the presence of unbleachable $pIR-IRSL_{290}$ signals, even with a prolonged exposure to sunlight. Both quartz OSL and K-feldspar $pIR-IRSL_{290}$ signals for the samples from Noeum fluvial terrace and Gusan fault site were all in dose saturation level, thus unable to estimate the formation ages of the sediments. However, $2D_0$ values derived from the dose response growth curves strongly indicate that the Noeum fluvial terrace sediments have formed before 109-140 ka, while the fluvial sediments from Gusan fault were desposited before 100-105 ka. Further, this seems to suggest that the previous quartz OSL ages of ~40-50 ka for Gusan fault sediments should be the underestimated ones due to dose saturation problem.

Alkalinity and total carbon contents were measured by acid neutralizing titration (ANT), back titration (BT), gravitational weighing (GW), non-dispersive infrared-total carbon (NDIR-TC) methods for assessing precision and accuracy of alkalinity and total carbon concentration in $CO_2$-rich water. Artificial $CO_2$-rich water(ACW: pH 6.3, alkalinity 68.8 meq/L, $HCO_3^-$ 2,235 mg/L) was used for comparing the measurements. When alkalinity measured in 0 hr, percent errors of all measurement were 0~12% and coefficient of variation were less than 4%. As the result of post-hoc analysis after repeated measure analysis of variance (RM-AMOVA), the differences between the pair of methods were not significant (within confidence level of 95%), which indicates that the alkalinity measured by any method could be accurate and precise when it measured just in time of sampling. In addition, alkalinity measured by ANT and NDIR-TC were not change after 24 and 48 hours open to atmosphere, which can be explained by conservative nature of alkalinity although $CO_2$ degas from ACW. On the other hand, alkalinity measured by BT and GW increased after 24 and 48 hours open to atmosphere, which was caused by relatively high concentration of measured total carbon and increasing pH. The comparison between geochemical modeling of $CO_2$ degassing and observed data showed that pH of observed ACW was higher than calculated pH. This can be happen when degassed $CO_2$ does not come out from the solution and/or exist in solution as $CO_{2(g)}$ bubble. In that case, $CO_{2(g)}$ bubble doesn't affect the pH and alkalinity. Thus alkalinity measured by ANT and NDIR-TC could not detect the $CO_2$ bubble although measured alkalinity was similar to the calculated alkalinity. Moreover, total carbon measured by ANT and NDIR-TC could be underestimated. Consequently, it is necessary to compare the alkalinity and total carbon data from various kind of methods and interpret very carefully. This study provide technical information of measurement of dissolve $CO_2$ from $CO_2$-rich water which could be natural analogue of geologic sequestration of $CO_2$.
To establish law-put fertilization technique and increase of fertilization efficiency during cultivation of vinyl mulching for plant, the improvement of soil properties, nutrition efficiency and yields by band spotty fertilization(BSF) using band spotty applicator was carried out at garlic(Alltuiti sativum L.) field in Honam Agricultural Research Institute from 2001 to 2002 for 2 years. The value of pH and the content of total nitrogen, organic matter, exchangeable potassium and calcium of soil after experiment were increased but the content of available phosphate was decreased than soil before experiment. Uptake amounts of nitrogen fertilized by plants were more than in BSF plots($89{\sim}111kg\;ha^{-1}$) compared to in CF(conventional fertilization) Plot ($76kg\;ha^{-1}$) and nitrogen use efficiency were high in BSF plots(42.9~58.2%) compared to in CF plot(34.9%). Also Uptake amounts of potassium fertilized by plants were more than in BSF plots($34{\sim}58kg\;ha^{-1}$) compared to in CF plot($33kg\;ha^{-1}$) and potassium use efficiency were high in BSF plots(21.6~41.2%) compared to in CF plot(19.4%). Residual amount of nitrogen fertilized on soil were more than in BSF plots($38{\sim}54kg\;ha^{-1}$) compared to in CF plot($22kg\;ha^{-1}$) while loss amount of nitrogen fertilized on soil were less than in BSF plots($32{\sim}53kg\;ha^{-1}$) compared to in CF plot($120kg\;ha^{-1}$). Also Residual amount of potassium fertilized on soil were more than in 100% BSF plot($109kg\;ha^{-1}$) compared to in CF plot($72kg\;ha^{-1}$) while loss amount of nitrogen fertilized on soil were less than in BSF plots($14{\sim}38kg\;ha^{-1}$) compared to in CF plot($113kg\;ha^{-1}$). The BSF plots were increased plant height, leaf number, leaf sheath diameter, bulb diameter and height compared to CF plot. The total yields of garlic were more increased 14~19% because of high large bulb rate, commercial yields in 70, 100% BSF plots compared to in CF plot($102.9Mg\;ha^{-1}$). It was found that 70% band spotty fertilization was more effective as fertilization method to reduce both environmental pollution and chemical nitrogen fertilizer in plastic film mulching cultivation.
This study was carried out to estimate carbon emission using LCA (Life Cycle Assessment) and to establish LCI (Life Cycle inventory) DB for lettuce production system in protected cultivation. The results of data collection for establishing LCI DB showed that the amount of fertilizer input for 1 kg lettuce production was the highest. The amounts of organic and chemical fertilizer input for 1 kg lettuce production were 7.85E-01 kg and 4.42E-02 kg, respectively. Both inputs of fertilizer and energy accounted for the largest share. The amount of field emission for $CO_2$, $CH_4$ and $N_2O$ for 1 kg lettuce production was 3.23E-02 kg. The result of LCI analysis focused on GHG (Greenhouse gas) showed that the emission value to produce 1 kg of lettuce was 8.65E-01 kg $CO_2$. The emission values of $CH_4$ and $N_2O$ to produce 1 kg of lettuce were 8.59E-03 kg $CH_4$ and 2.90E-04 kg $N_2O$, respectively. Fertilizer production process contributed most to GHG emission. Whereas, the amount of emitted nitrous oxide was the most during lettuce cropping stage due to nitrogen fertilization. When GHG was calculated in $CO_2$-equivalents, the carbon footprint from GHG was 1.14E-+00 kg $CO_2$-eq. $kg^{-1}$. Here, $CO_2$ accounted for 76% of the total GHG emissions from lettuce production system. Methane and nitrous oxide held 16%, 8% of it, respectively. The results of LCIA (Life Cycle Impact assessment) showed that GWP (Global Warming Potential) and POCP (Photochemical Ozon Creation Potential) were 1.14E+00 kg $CO_2$-eq. $kg^{-1}$ and 9.45E-05 kg $C_2H_4$-eq. $kg^{-1}$, respectively. Fertilizer production is the greatest contributor to the environmental impact, followed by energy production and agricultural material production.
Ground-based optical sensing over the crop canopy provides information on the mass of plant body which reflects the light, as well as crop nitrogen content which is closely related to the greenness of plant leaves. This method has the merits of being non-destructive real-time based, and thus can be conveniently used for decision making on application of nitrogen fertilizers for crops standing in fields. In the present study relationships among leaf nitrogen content of rice canopy, crop growth status, and Normalized Difference Vegetation Index (NDVI) values were investigated. We measured Green normalized difference vegetation index($gNDVI=({\rho}0.80{\mu}m-{\rho}0.55{\mu}m)/({\rho}0.80{\mu}m+{\rho}0.55{\mu}m)$) and NDVI($({\rho}0.80{\mu}m-{\rho}0.68{\mu}m)/({\rho}0.80{\mu}m+{\rho}0.68{\mu}m)$) were measured by using two different active sensors (Greenseeker, NTech Inc. USA). The study was conducted in the years 2005-06 during the rice growing season at the experimental plots of National Institute of Agricultural Science and Technology located at Suwon, Korea. The experiments carried out with randomized complete block design with the application of four levels of nitrogen fertilizers (0, 70, 100, 130kg N/ha) and same amount of phosphorous and potassium content of the fertilizers. gNDVI and rNDVI increased as growth advanced and reached to maximum values at around early August, G(NDVI) were a decrease in values of observed with the crop maturation. gNDVI values and leaf nitrogen content were highly correlated at early July in 2005 and 2006. On the basis of this finding we attempted to estimate the leaf N contents using gNDVI data obtained in 2005 and 2006. The determination coefficients of the linear model by gNDVI in the years 2005 and 2006 were 0.88 and 0.94, respectively. The measured and estimated leaf N contents using gNDVI values showed good agreement ($R^2=0.86^{***}$). Results from this study show that gNDVI values represent a significant positive correlation with leaf N contents and can be used to estimate leaf N before the panicle formation stage. gNDVI appeared to be a very effective parameter to estimate leaf N content the rice canopy.

제 11 조 (회원의 의무)
① 이용자는 회원가입 신청 또는 회원정보 변경 시 실명으로 모든 사항을 사실에 근거하여 작성하여야 하며,
허위 또는 타인의 정보를 등록할 경우 일체의 권리를 주장할 수 없습니다.
② 당 사이트가 관계법령 및 개인정보 보호정책에 의거하여 그 책임을 지는 경우를 제외하고 회원에게 부여된

제 4 장 서비스의 이용

② NDSL에서 제공하는 콘텐츠를 상업적 및 기타 영리목적으로 복제/배포/전송할 경우 사전에 KISTI의 허락을
받아야 합니다.
③ NDSL에서 제공하는 콘텐츠를 보도, 비평, 교육, 연구 등을 위하여 정당한 범위 안에서 공정한 관행에
합치되게 인용할 수 있습니다.
④ NDSL에서 제공하는 콘텐츠를 무단 복제, 전송, 배포 기타 저작권법에 위반되는 방법으로 이용할 경우
저작권법 제136조에 따라 5년 이하의 징역 또는 5천만 원 이하의 벌금에 처해질 수 있습니다.
제 14 조 (유료서비스)
① 당 사이트 및 협력기관이 정한 유료서비스(원문복사 등)는 별도로 정해진 바에 따르며, 변경사항은 시행 전에
당 사이트 홈페이지를 통하여 회원에게 공지합니다.
② 유료서비스를 이용하려는 회원은 정해진 요금체계에 따라 요금을 납부해야 합니다.
제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)
회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는

- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
