Oil Spill Behavior forecasting Model in South-eastern Coastal Area Of Korea (한국 동남해역에서의 유출유 확산예측모델)

  • Many concerns are placed on preservation of coastal environment from the spilled oil contaminant in the coastal area. And the use of computer simulation model to combat with oil spill has come to play mote important role in forecasting the oil spill trajectory so as to protect coastal area and minimize the damage from oil contaminants. The main concerns of this study is how the movements of spilled oil are affected by currents including tidal, oceanic, and wind-driven currents. Especially, in the present paper, the oil spill trajectory can be predicted by a real-time system that allows prediction of circulation and wind field. The harmonic methods are adopted to simulate the tidal currents as well as it can be possible to achieve the wind-field data and oceanic current data from the established database. System performance is illustrated by the simulation of oil spill in the south-eastern coastal area of Korea. Simulation results are compared with the observed one.

  • The purpose of this study is to investigate the time-elapse change of oil-polluted Taean coastal area with by Herbei Spirit oil spill incident. From Mandae of Iwonmeyon to Padori beach of Sowonmeyon, field monitering was conducted at eleven surveying points surveying. The specific conclusions from this study are as follows. The residual oil was not founded at ten surveying points, but the crude oil remained under the ground at the Groompo beach one year passed since the oil spill. Because the efforts of volunteers over millionaires and inhabitants for cleaning and reciprocating actions of waves, the oil-polluted coastal area by Herbei Spirit oil spill incident. It is guessed that a part of stranded oil spilled from the incident was degraded by physical, chemical, and biological weathering and the residue was dispersed in tidal and subtidal zone with oil-minerals aggregates(OMA).

A Study on the Required Stockpiles of Marine Oil Spill Response Equipments in the Busan Area (부산해역에서의 해양오염방제장비의 필요수량에 관한 연구)

  • As the Busan harbor is getting susceptible to oil Pollution. the authors analyze the historical records of oil spill accidents and investigate the shoreline features. In addition. we evaluate the response capabilities and compute the required stockpiles of marine oil spill response with the worst case scenario in this area. As a result, it is shown that the recommendable oil spill response is to contain and mechanically recover all oils at sea surface in winter. while chemical dispersants can be used in summer with mechanical containment and recovery, and it is also found that off-shore booms of 3,000m and off-shore skimmers of 986MT/hour recovery rate should be stockpiled with 10,000∼60,000 liters of concentrate chemical dispersant and small amount of synthetic organic sorbents for possible use.

  • In this study, the Hazard-based model to decide regional oil recovery capacity by using AHP is suggested and regional oil recovery capacity is calculated by applying the model. The simulation for oil recovery capacity by mobilization of regional oil recovery equipments is carried out to verify the availability of the model. The worst oil spill accident in Daesan Taean Pyeongtaek region, which is located in geographically disadvantageous position among the regions that the worst oil spill accident may occur, is supposed for the simulation. As a result of simulation, the quantity of oil that can be recovered for three days on the scene of oil spill accident is worked out as $15,841k{\ell}$, which can satisfy the goal of national oil recovery capacity for the worst oil spill accident, therefore the model is verified as practicable.

A Case of Respiratory Failure after Clean-up Work of the Hebei Spirit Crude Oil Spill in Taean (태안 Hebei Spirit 유출 유류 제거작업 후 발생한 호흡부전 1예)

  • On 7 December 2007, the Hebei Spirit ran aground near Taean and released approximately 10,900 tons of oil into the sea. Crude oil on the coastal areas and fumes in the air increased the number of health problems among the local population. We report a case of respiratory failure after the oil spill clean-up work. A 66-year-old female was admitted to hospital with cough, sputum, and dyspnea of 1-month duration after the oil spill clean-up. She was diagnosed with community-acquired pneumonia and treated with empirical antibiotics. However, she had progressive respiratory failure without identification of the pathogen. Respiratory failure due to chronic inhalation of hydrocarbons from the crude oil spill clean-up was suspected. After mechanical ventilation care, she recovered from respiratory failure and was discharged. We report a case of severe respiratory toxic effects after an oil spill clean-up. We concluded that long-term hydrocarbon inhalation during the oil spill clean-up may have induced respiratory failure in this case.

Oil Spill Simulation by Coupling Three-dimensional Hydrodynamic Model and Oil Spill Model (3차원 동수역학모형-유류확산모형 연계를 통한 유출유 거동 모의)

  • In this study, a new numerical modeling system was proposed to predict oil spills, which increasingly occur at sea as a result of abnormal weather conditions such as global warming. The hydrodynamic conditions such as the flow velocity needed to calculate oil dispersion were estimated using a three dimensional hydrodynamic model based on the Navier-Stokes equation, which considered all of the physical variations in the vertical direction. This improved the accuracy compared to those estimated by the conventional shallow water equation. The advection-diffusion model for the spilled oil was combined with the hydrodynamic model to predict the movement and fate of the oil. The effects of absorption, weathering, and wind were also considered in the calculation process. The combined model developed in this study was then applied to various test cases to identify the characteristics of oil dispersion over time. It is expected that the developed model will help to establish initial response and disaster prevention plans in the event of a nearshore oil spill.

  • There is no system to obtain the basic data and proceed data and user input interface is complex, thus there are some limitation to utilize the oil spill prediction model. It is difficult to build the scientific response strategy in order to respond oil spill accident rapidly because it is impossible to operate the oil spill prediction model any time. In this study, the optimum operational system for oil spil prediction model has been developed considering the present system. External real time data has been linked because of impossibility of building all basic data and minimum database has been build in this study. Through this data system, real time oil spill prediction model can be utilized. And the user interface has been designed to reduce the error of the interface between user and model and the output interface has been proposed to analyze the result of modeling at multidimensional aspect. While the system for oil spill prediction model as the result of this study has some uncertainties because of depending on external data, the thing that we can predict oil spill using operate the model rapidly as soon as the accident occurred can be meaning in the response field.

  • According to grow maritime activities in coastal zone, a threat increase to the marine environment from oil spill. The success or failure of initial effort depends on the adequacy of the plan and the ability of immediate execution. Successful response to oil spills requires critical information in real time topics, including spill data, environmental conditions, ecological factors. Diverse simulation provides tactical decision-makers with the information on the movement of pollutant.
