A Study on the Development of Fishing Vessels Safety Technology in Aceh Province of Indonesia for Korea's ODA (한국의 공적원조를 위한 인도네시아 아체 지역의 어선 안전기술의 개발에 관한 연구)

  • Korea has recently joined the Development Assistance Committee (DAC) and currently implements a policy of vastly expanding the size of ODA. Indonesia has highly possessed growth potential in terms of vast quantity of natural resources, cheap labor force, and large local markets. Researches on how to support the Special Territory of Aceh province were made in this study. There is a necessity to increase the capacity of matter to the fishermen, and support facilities and infrastructure assistance to support the safety system in the sea.

  • 공적개발원조(Official Development Assistance; 이하 ODA)는 세계 평화와 인류 공영에 이바지하기 위하여 개발도상국 또는 국제기구에 공여하는 증여(Grant) 및 양허적 성격의 차관(Concession Loan)으로(한국환경산업기술원, 2013), 당해 사업의 추진방식은 크게 양자간 원조와 다자간 원조 방식으로 구분된다. 양자간 원조는 공여국으로부터 수원국으로 원조자원이 직접 전달되는 방식인 반면, 다자간 원조방식은 IMF, ADB, IBRD, WB, EBRD, IDA 등 국제개발은행(MDB, Multilateral Development Bank) 및 UN 등에 출자 또는 출연됨으로써 간접적으로 원조자원이 전달되는 방식이다(오지택, 2012). 그리고 양자간 원조방식은 프로젝트 참여 국가를 제한하느냐, 제한하지 않느냐에 따라 구속성 원조(tied)와 비구속성(un-tied) 방식으로 구분된다. 그런데 이러한 양자간 ODA 원조 방식에 변화의 바람이 일고 있다. 국제 사회에서는 ODA 원조의 효과성 제고라는 명분하에 공여국들에게 원조방식의 비-구속성 원조를 촉구, 그 규모가 빠르게 증가하고 있다. 즉 ODA 비구속성 원조를 중심으로 한 또 하나의 시장이 성장하고 있는 것이다. 이에 본 논고에서는 ODA, 특히 물 관련 ODA 자금의 미래 성장 가능성을 살펴보고, 나아가 시장 분포, 프로젝트 특성 등을 살펴보고자 한다.

Strategies and Plans of Official Development Assistance (ODA) for Tajikistan in the Forest Sector (타지키스탄 대상 산림 부문 공적개발원조 (ODA) 사업의 추진 전략과 방안)

  • Considering the high needs of recipient countries and the regional biases of Korean Official Development Assistance (ODA) policy, increases in the total amount of ODA and allocation to the forest sector are needed for Central Asia. In Tajikistan, illegal harvesting and grazing cause a gradual decrease in forest area. The Tajikistan government conserves forests by requesting international cooperation and establishing a policy for sustainable management of forest resources and prevention of further damages. To suggest suitable strategies and plans, the current statuses of forests and forestry were investigated, and ODA projects that can illustrate successful Korean experiences of forestation were conceived based on various geographical features and local conditions of Tajikistan in this study. Forest resource creation type projects (fuelwood and Tugai forest restoration) could result in energy independence and enhancement of ecosystem service such as a climate regulation and an increase in biodiversity. Community development type projects (introduction of ecotourism, agroforestry, and planting of fruit trees) can contribute to job creation and encourage participation of local residents, thus improving their incomes. In addition, establishment of a project foundation, including education, training, and a national forest inventory, would help those projects be sustainable in the long-term.

Exploratory Study of the Potential for Adolescent Children from Multi-Cultural Families to Be Trained as Competent Personnel in Charge of ODA (다문화가정 청소년자녀의 공적개발원조 (Official Development Assistance: ODA) 인력 양성을 위한 탐색적 연구)

  • This study investigates the potential for multi-cultural youths, given their innate bilingual and dual culture, to be trained as the competent ODA professionals. For the purpose of collecting information, we organized two different kinds of FGI in 2015. The first FGI was conducted with a group of 10 expert participants from August 17 to September 25. The second FGI was conducted four times, from October 5 to October 23, with 13 adolescents from multi-cultural families from Russia, Mongolia, Vietnam, India, Indonesia, Japan, and China. The semi-structured interview items were passed through a formal review process of the Institutional Ethics Committee. Furthermore, with the participants' pre-consent to recording, all recorded data were categorized through the transcription process. The results are as follows. While the potential for nourishing bilingual and dual cultural capabilities are high for the adolescent children of multi-cultural families, the expert group also emphasized the negative aspects of these capabilities being suppressed due to the relatively oppressed family environment. The expert group therefore suggests the following: building parent awareness of ODA human resources, developing an educational career transition roadmap, and providing institutional incentives for ODA. In addition, to some extent, the researchers were able to detect some positive self-esteem among the adolescent children of multi-cultural families as a result of the bilingual and dual cultural competencies required to be ODA personnel. In sum, the research provides insight into the need for national social support for the adolescent children of multi-cultural families, so that their strengths are not extinguished, in order that they might grow up as competent ODA personnel.

A Study on Methods for Korean Colleges to Participate in Higher Vocational Education Area of Official Development Assistance (국내 전문대학의 고등직업교육 분야 공적개발원조(Official Development Assistance) 참여방안에 관한 연구)

  • Firstly, our Technical and Vocational Education and Training(TVET) ODA currently uses 70% of its budget on short-term assistance project works without much consideration for continuity from one project to another. Secondly, TVET ODA budget is much too concentrated on hardware support, lowering impact compared to the amount invested. Lastly, there is a lack of research on the needs of recipient nation which leads to lowering effectiveness of TVET ODA. This Study analyzed the characteristics of Korea's TVET ODA through the statistical data analysis of ODA. This study's main focus is to recommend methods for Korean colleges to overcome tendencies and limitations of TVET within Korea's ODA. Colleges have advantages in training students to fit needs of the market and companies based on decades of experience colleges have on academic-industrial collaboration. Colleges can also transfer qualification verification systems to fit the recipient country and dispatch TVET related personnel to strengthen software support. Additionally, the post project evaluation and post job placement management capabilities of colleges can be actively used for post management of TVET projects. I hope that through this study, ways to increase participation of colleges in TVET ODA can be discussed in more variety.

Typology Study on and Attendant Assistant Image of ODA(Official Development Assistance) Experts (공적개발원조(ODA) 전문가의 이미지에 관한 Q유형 분석)

  • This Research Paper was based on practical method to examine a subjectivity of ODA experts' images. It was used Q-methodology to solve the research problems. I found 4 types of images out throughout the process totally. The perception patterns came out in the research were divided into 4 types in Q-methodology. The results is following ; Those are separated 4 types like Type 1(called operationally individual type), Type 2(arbitrary type), Type 3(mellow type), Type 4(onlooking type). These types consist of each elements to evaluate ODA experts from the people minds. Therefore, This study give us one way to take an assessment of ODA projects. The results reveal that korean ODA policy more has to depend on the scientific evaluation of the person participated in each projects. And the findings demonstrate good questions in comparing with trends of ODA distributors of international development cooperation such as OECD/DAC.

Analysis of the ODA impact that Donor's Exports - Focus on Korean Technology Cooperation ODA (ODA가 공여국의 수출에 미치는 영향 분석 - 한국의 기술협력 ODA를 중심으로)

  • ODA (Official Development Assistance) aims for practicing international humanitarianism in developing countries. However, ODA donors also seek to find convincing evidence meeting the national economic & political interests in the international community. In this regards, precise & unbiased estimation of the policy effects of ODA aid on the donors' exports to the recipient countries has recently become one of the primary concerns of the ODA donors, especially developing countries including Korea of which economy structure heavily relies on exports for economic growth. Based on the basic gravity model, this study empirically analyzes the effects of technical cooperation ODA delivering skills, knowledge and technical know-how on Korea's exports to the ODA recipient countries using 10-year panel data from 2007 to 2016. Specifically, by incorporating major variables affecting trade such as GDP, distance, FDI etc, the effect of technical cooperation ODA on Korea's exports to the ODA recipient countries is estimated with various kinds of panel models. As a result, technical cooperation ODA has a statistically significant impact on Korea's exports to ODA recipient countries, especially in the exports of intermediate goods. And the detail process of this black-boxed mechanism is scrutinized through case studies on Uzbekistan, The Philippines, and Morocco.

  • Official Delvelopment Assistance(ODA) in forestry sector has been implemented for about 60 years after the second world war. Forestry aid is getting important due to its role to play as a practical methodology of Millenium Development Goals(MDGs). Korea has conducted ODA in forestry in 22 developing countries since 2005. However its contents are mostly focused on environment conservation by plantation. In the other hands, the other donor countries try to eradicate poverty of people who are dependent on forestry, environment conservation and etc in MDGs by means of ODA in forestry. Swiss, Germany, Japan, UK, and the other donor counties found out without taking account of forest dependent people who are supposed to manage 22% of developing countries's forest, forestry aid could not be successful. The direction of Korean ODA in forestry need to change in order to meet the current movement of International ODA. For this, Korea should develop various contents of forestry aids like CF (Community Forestry) project which the donor countries with long history of forestry aids have implemented in many ways.

  • Delay, cost overrun and inferior quality in public works are common in Nepal and Cambodia. Almost 90 percent of the civil construction engineers working in the industry were one-degree graduates without appropriate training. The civil engineering education had provided elemental engineering knowledge to the graduates however integrated engineering and management knowledge and skill are essential for efficient infrastructure development. ODA in developing countries had been concentrated in hard infrastructure development without improving the quality of higher education. Integrating ODA to engineering education system would help develop qualified technical manpower and appropriate technology domestically, and improve the efficiency in infrastructure development in developing countries.

  • The purpose of this paper is to explore Laos mysterious 'Plain of Jars' area in a village. 'The Plain of Jars' site has been proposed for listing as a UNESCO World Heritage Monument. The study used convenience sampling and surveyed tourists who visited Tonghahin in Xieng Khouang. The results of this study are summarized as follows: First, Tonghahin is introduction stage from the tourism life cycle due to lack of basic infrastructure such as road condition, transportation, information service, etc,. Second, this study examined the ways to improve methods such as adminstration system and hospitality service manual for tourist site. Thereafter, third, to develop each attraction, they have come with better tourism products. These things are foresight-able to-do list for nomination as the UNESCO World Heritage. The recommendations and suggestions for future research are also discussed.
