Main purpose of the study is to develop a transit model for icebreaking cargo vessels in the Northern Sea Route and to select optimum sea routes with the shortest navigation time and the lowest operation cost. This numerical model executed with basic information such as ship capabilities, transit directions and months of transit, can calculate total transit distance and elapsed time, mean speed, operation cost for each vessel. In the transit model. environment information such as the site-specific ice conditions, wave and wind states are utilized for four different months (April, June, August, and October) along the Northern Sea Route. The model also defines a necessary period of an icebreaker escort. Then the optimum sea routes are selected and visually displayed on the digital map using a commercial software ArcGIS. Usefulness of the selected sea routes is discussed.

The Silk Road usually implies a network of trade and communications that stretched from east to west and connected China and the countries of the Far East via Central Asia and the Middle East to the eastern Mediterranean, or through the northern coast of the Caspian Sea and the Volga basin to the Black Sea coast. However, at certain historical stages, a network of maritime and overland routes stretching from north to south, commonly called the Volga-Caspian trade route, also played a significant role in international trade and cultural contacts. The geopolitical realities of the early Middle Ages relating to the relationship of Byzantium, the Sassanid Empire, and the West Turkic Khaganate, the advance of the Arab Caliphate to the north, the spread of Islam in the Volga region, the glories and fall of the Khazar State, and the Scandinavian campaigns in the Caucasus, closely intertwined with the history of transport and communications connecting the north and south through the Volga-Caspian route. In a later era, the interests of the Mongolian Uluses, and then the political and economic aspirations of the Ottoman Empire, the Safavid State, and Russia, collided or combined on these routes. The article discusses trade contacts existing between the north and the south in the 15th and first half of the 17th century along the routes on the western coast of the Caspian Sea.

Recently, the viability of the Northern Sea Route has been receiving a remarkable amount of attention. Owing to global warming, glaciers in the Arctic Ocean have been melting rapidly, which has opened up navigation routes for ships with commercial as well as research purposes. At present, vessels can be economically operated along the Northern Sea Route four months of the year. However, studies have shown that the economical operating time may increase to six months by 2020 and year-round by 2030. Even though the conditions of the Northern Sea Route are extreme, the main reason for its use is that the route is shorter than the existing route using the Suez Canal, which provides an economic benefit. In addition, 25% of the world's oil reserves and 30% of its natural gas are stored in the coastal areas of the East Siberian Arctic region. Many factors are leading to the expectation of commercial navigation using the Northern Sea Route in the near future. To satisfy future demand, the International Maritime Organization established the Polar Code in order to ensure navigation safety in polar waters; this is expected to enter into force on January 1, 2017. According to the code, a ship needs to reduce its speed and analyze the ice for safe operation before entering into it. It is necessary to enter an ice field at a right angle to break the ice safely and efficiently. This study examined the operation along the course for safe navigation of the passage under several conditions. The results will provide guidelines for traffic officers who will operate ships in the Arctic Ocean.
지구 온난화로 인한 북극해 해빙의 감소로 새로운 항로의 개척과 지하자원 개발에 대한 국제적 관심이 고조되고 있다. 국제해사기구(IMO)는 북극해를 이용하는 선박의 증가로 해양사고와 오염의 가능성이 증대됨에 따라, 폴라코드(Polar Code)를 제정하여 극지역운항매뉴얼(PWOM) 등 북극해 운항선박에 대한 기준요건의 강제화 준비를 진행 중이다. 북극해를 운항하는 선박은 해양기상 이외에도 해빙의 영향을 받으므로 안전하고 경제적인 항로를 지원해 줄 북극해 안전운항 지원시스템이 필요하다. 따라서 본 연구에서는 국제해사기구 폴라코드에 대응하기 위해 북극해 안전운항 지원시스템 개발을 위한 기능적 요구조건을 도출하였다. IMO 폴라코드를 기반으로 도출된 북극해 안전운항 지원시스템의 기능적 요건은 북극해 운항선박에게 해빙관측 및 예측정보를 이용하여 경제적이고 안전한 항로를 동적으로 서비스할 수 있도록 도출되었고, 북극해 항행위험지도 생성 기법, 북극해 항해계획 기법, 해사안전정보(MSI) 생성기법을 개발하기 위한 기술적 요건으로 구성된다. 또한, 북극해 안전운항 지원시스템의 적용을 위한 요구조건을 도출하여 개발될 시스템이 IMO 폴라코드의 북극해 항행선박 인증절차에 적용하고자 하였다. 본 연구의 연구성과를 폴라코드에 반영하기 위해서는 해빙관측 및 예측기술의 개발과 함께, 지속적인 국제적인 교류 및 정책 제안 등이 계속되어야 할 것이다.
In order to analyze the influence of floating marine debris (FMD) in the East China Sea (ECS), a sighting survey was conducted from July 1st to July 14th, 2009 navigating about 966 km using a training vessel "Kaya (1,737 ton)" of Pukyong National University. The sampled zones are divided into 5 transect by observation day during the survey days and again specified with 45 segments per unit hour on the survey routes. The results of distribution of FMD are as follows: 1. The quantities of FMD at the central China Sea(CE) and northern part of Taiwan(NT) were found as total mean of 90.8 ea/hr, 56.7 ea/hr, respectively, and also 36.8 ea/hr, western part of Kyushu district(WJ), 10.7 ea/hr, 8.0 ea/hr, western(OK1) and northern part(OK2) of Okinawa, respectively. 2. Temporal variation of FMD is represented by depicting the sinusoidal curve as shape as tide in CE and OK1. 3. The higher sea surface temperature (SST) is as likely as if Kuroshio current exists strongly, the less quantities are decreased. On the other hand, the coastal zone of ECS and near of Yellow Sea are increased by lower SST.
Over the past few years, due to the climate change of the earth, the Arctic's sea ice cover is undergoing a historic transformation - thinning, extent reduction in all seasons, and mitigation in the area of multi-year ice in the central Arctic Ocean. These changes allow for increases in maritime access throughout the Arctic Ocean and for potential longer seasons of navigation and possibly transarctic voyage in the summer. These changes also allow more exploration for oil, gas, and other minerals. The Arctic is now an archetype of the complex, multi-dimensional global problems of the twenty-first century. Military security, environmental security, and economic security interact. The potentially enormous economic stakes, sufficient to change the strategic balance among the states of the region, set off competitive pressures for national advantage. Korea, which is heavily dependent upon the sea lane in terms of transportation of its exports and imports, is very much interested in the Arctic sea routes. Korea believes that the Artic sea route, particularly the Northern Sea Route (NSR), could serve as a new useful sea lane, which will enable shorter times between East Asia and Europe, thus resulting in substantial cost saving for ship operators. In addition to shipping, Korea is interested in other Arctic-related maritime industries. Korea, as a leading shipbuilder in the global market, is interested in building ice breakers, drill ships, and other vessels which can contribute to safe operation in Arctic resource development and exploration. Korea, as one of the future stakeholders in Arctic maritime activities, should be ready to foster international cooperation in the region.
본 연구는 1998년 9월 11일부터 11월 10일까지 경주에서 개최되는 '98 경주 세계 문화 엑스포를 중심으로 한 관광상품을 개발하기 위한 목적으로 연구를 수행하였다. 그 결과 경주지역의 기존관광코스의 경우 경주시내의 사적지 관광에만 국한하였고, 경주시에서 설정한 5개 관광권의 경우에 기존의 관광루트에 전혀 포함되지 않는 관광권(동해안권 북부문화권)이 있어 새로운 관광코스의 개발이 절실하다 하겠다. 따라서 본 연구에서는 이에 대한 해결책으로 6개 관광권을 묶어 '테마가 있는 문화 엑스포 관람'이라는 주제로 관광상품을 계획하였다. 경주시내권 서악권 불국사권을 묶어 '신라 유적 답사', 보문단지권은 '새 천년의 미소와 함께', 남산권은 '남산 불교 박물관 견학', 동해안권과 북부문화권을 끓어 '자연과 문화의 조화'라는 테마가 있는 여행을 제안한다.
