Effects of Macroeconomic Conditions and External Shocks for Port Business: Forecasting Cargo Throughput of Busan Port Using ARIMA and VEC Models

  • The Port of Busan is currently ranked as the seventh largest container port worldwide in terms of cargo throughput. However, port competition in the Far-East region is fierce. The growth rate of container throughput handled by the port of Busan has recently slowed down. In this study, we analyzed how economic conditions and multiple external shocks could influence cargo throughput and identified potential implications for port business. The aim of this study was to build a model to accurately forecast port throughput using the ARIMA model, which could incorporate external socio-economic shocks, and the VEC model considering causal variables having long-term effects on transshipment cargo. Findings of this study suggest that there are three main areas affecting container throughput in the port of Busan, namely the Russia-Ukraine war, the increased competition for transshipment cargo of Chinese ports, and the weaker growth rate of the Korean economy. Based on the forecast, in order for the Port of the Port of Busan to continue to grow as a logistics hub in Northeast-Asia, policy intervention is necessary to diversify the demand for transshipment cargo and maximize benefits of planned infrastructural investments.

Characterization of Optical Properties of Long-range Transported Asian Dust in NorthEast Asia (동북아시아 지역에서 황사의 중장거리 이동에 따른 광학적 특성 변화 분석)

  • The optical properties of long-range transported Asian dust were studied by the satellite observations and Sun/sky radiometer measurements from the Aerosol Robotic Network(AERONET) in Northeast Asia. The movement of Asian dust from source regions to downwind areas was tracked by the Ozone Monitoring Instrument(OMI) derived aerosol product imagery. The optical properties of Asian dust were classified for geographical locations, which are source regions such as deserts area in Dunhuang and Inner Mongolia, downwind areas such as Yulin and Beijing, and long-range transported regions such as Korea(Anmyon and Gosan) and Japan(Noto). In general, relatively higher aerosol mass loadings with larger aerosol particles at desert regions were found. Aerosol Optical Depth(AOD) decreased significantly in downwind areas and long-range transported areas, which was accompanied by increased Angstrom exponents. This indicates the effects of aerosol mixing with various pollutants during transport of Asian dust plume on aerosol optical properties. Moreover, relatively high Single-Scattering Albedo(SSA) at 440 nm values ranging from 0.90 - 0.96 and increasing tendency of SSA with wavelength were observed at source region. The spectral dependence of SSA decreased during long-range transport.

Characteristics of East Asian Cold Surges in the CMIP5 Climate Models (CMIP5 기후 모형에서 나타나는 동아시아 한파의 특징)

  • The cold surges over East Asia can be grouped to two types of the wave-train and the blocking. Recently, the observational study proposed new dynamical index to objectively identify cold surge types. In this study, the dynamical index is applied to the simulations of 10 climate models, which participate in the Coupled Model Intercomparison Project Phase 5 (CMIP5). Focusing on assessment of cold surge simulation, we discuss characteristic of the wave-train and blocking cold surges in the climate models. The wave-train index (WI) and the blocking index (BI) based on potential temperature anomalies at dynamical tropopause over the subarctic region, the northeast China, and the western North Pacific enable us to classify cold surges in the climate models into two types. The climate models well simulate the occurrence mechanism of the wave-train cold surges with vertical structure related to growing baroclinic wave. However, while the wave-train in the observation propagates in west-east direction across the Eurasia Continent, most of the models simulate the southeastward propagation of the wave-train originated from the Kara Sea. For the blocking cold surges, the general features in the climate models well follow those in the observation to show the dipole pattern of a barotropic high-latitude blocking and a baroclinic coastal trough, leading to the Arctic cold surges with the strong northerly wind originated from the Arctic Sea. In both of the observation and climate models, the blocking cold surges tend to be more intense and last longer compared to the wave-train type.

  • This age is called the age of global trade, and the World Trade Organization is a forerunner in promoting the global free trade through multilateral negotiations as the global level. On the other hand, regional economic cooperation such as North American Free Trade Agreement(NAFTA) is appearing, saying that promotion by WTO takes too much time. As is known to everybody, Europe is on the way of integrating member states through EU not to mention economic cooperation. Even in Asia such tendency is shown through ASEAN, Korea, China and Japan in Northeast Asia share geographical proximity, many common historical experiences, and similar cultural norms and values although they have disparities in stages of development, trade and economic policies, and financial and legal frameworks. Under the situation, efforts have been made between three countries of Korea, China and Japan for the conclusion of investment agreements including FTA. If the conclusion of the FTA between the three countries would be realized, it would promote regional trade and investment, contributing to economic growth in the Northeast Asian region. The writer in this paper reviewed the settlement of private commercial dispute including investment dispute arising from the FTA and investment agreements. The investment dispute is quite different from an ordinary commercial dispute arising from commercial transactions in view of disputing parties, applicable laws and rules, etc. Therefore it is a problem of vital importance that the parties interested in investment under the FTA as well as the relevant investment agreement should understand and cope with the settlement mechanism of investment disputes arising therefrom. The ICSID Convention provides facilities for the conciliation and arbitration of disputes between member countries and investors who qualify as nationals of other member countries. All contracting states of the ICSID Convention are required by the Convention to recognize and enforce the ICSID arbitral awards. The New York Convention(formally called "United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards") is also applicable for the enforcement of arbitral awards to be rendered under the FTA. As to applicable rules, the UNCITRAL Arbitration Rules may be required for the settlement of investment disputes under the FTA. This Rules has adopted by the internationally recognized arbitral organizations although it was developed primarily for use in ad hoc arbitration. The promotion of arbitral cooperation may be realized through agreements between arbitral institutions. Especially under the NAPTA system, a central common system was established to resolve jointly private commercial disputes arising from such free trades by the initiative of arbitral organizations among the member countries. It is called Commercial Arbitration and Mediation Center for the Americas(CAMCA), which may be a good example for the settlement promotion of the private commercial disputes between Korea and other relevant countries.

Atmospheric Aerosol Monitoring Over Northeast Asia During 2001 from MODIS and TOMS data (MODIS와 TOMS자료를 이용한 2001년 동북아시아 지역의 대기 에어로졸 모니터링)

  • The spatial and temporal variations of aerosol optical depth (AOD) over Northeast Asia regions have special importance in the aerosol research for estimation of aerosol radiative forcing parameters and climate change. Aerosol optical and physical properties (AOD and ${\AA}$ngstrom parameter) have been investigated by using Moderate Resolution Imaging Spectroradiometer (MODIS) and Total Ozone Mapping Spectrometer (TOMS) Aerosol Index (AI) to estimate aerosol characteristics over the study region during 2001. Additionally, aerosol characteristics over the Korean peninsular during Aerosol Characteristic Experiment in Asia (ACE-Asia) Intensive Observation Period (IOP) have been investigated by using satellite observations. The results showed that the daily-observed aerosol data indicate seasonal variations with relatively higher aerosol loading in the spring and very low during the winter. The typical Asian dust case showed higher AOD (>0.7) with lower Angstrom exponent (<0.5) and higher AI (>0.5) that is mainly due to the composition of coarse particles in the springtime. Mean AOD for 2001 at 4 different places showed 0.65$\pm$0.37 at Beijing, 0.31$\pm$0.19 at Gosan, 0.54$\pm$0.26 at Seoul, and 0.38$\pm$0.19 at Kwangju, respectively. An interesting result was found in the present study that polluted aerosol events with small size dominated-aerosol loading around the Korean peninsular are sometimes observed. The origin of these polluted aerosols was thought to East China. Aerosol distribution from satellite images and trajectory results shows the proof of aerosol transport. Therefore, aerosol monitoring using satellite data is very useful.

Studies on the Behavior of SO2 and NOx over Yellow Sea Area during Long Term Aircraft Measurements(1997~2007) (장기간(1997~2007) 창공관측을 이용한 서해상 SO2 및 NOx의 거동 연구)

  • Aircraft Measurements of gaseous pollutants($SO_2$, NOx and $O_3$) in the Yellow Sea area, were carried out on 1997-2007. Main measurement site in 124$^{\circ}$-127$^{\circ}$E, 35$^{\circ}$-37$^{\circ}$N (in the Yellow Sea), have been done along the paths classified vertically and zonally. To understand how the air stream affects Long-range transboundary pollutants in Northease Asia (LTP), the tracks of pollutants in northeast Asia have been analyzed by dividing into 6 different regions(regions I-V and L). Compared with Korea's local sources and western north Pacific influenced by the Yellow Sea, when the air stream from region II is dominant, the $SO_2$ concentrations are 3-6times higher. In region II and III, $SO_2$ concentrations are represented highest at 25.0 and 14.7 ppb, respectively. However, in other regions, $SO_2$ concentration was recorderd the highest at 1.1-3.8 ppb, which is 7-15% higher then the highest one over the region II and III. During 1997-2007, the mean amount of incoming pollutants is 0.162 $ton/km{\cdot}hr$ exceeding about 5-times mean amount of outgoing pollutants over the West Sea. During the observed period, the amount of incoming and outgoing $SO_2$ over the Yellow Sea is the highest in winter, at 0.224 $ton/(km{\cdot}hr)$ and 0.120 $ton/(km{\cdot}hr)$, respectively.

  • The role of container ports contributes greatly to international trade and national or regional economic development by supporting maritime transportation and occupies a central position in the supply chain connecting sea and land. The performance(traffic volume) of a port generally depends on geographic, economic, and operational factors etc. For the past several decades, container port volumes have grown with fluctuation. This study amis to analyze how global ports have undergone changes in terms of cargo volume by region, size and period. For the analysis, only the volumes of global top 100 ports were used. Shift-share analysis and BCG matrix analysis were employed as methodologies. According to the result of the analysis, the relative volatility of port traffic over the past 16 years as a whole was found to be limited. On the other hand, ports in China and Southeast and Southwest Asia, which are economically growing for the last decades, showed growing trends, while ports in Northeast Asia and Europe appeared to be in a stagnant or declining phase. It also shows that most of the global ports maintain limited changes in cargo volume because they are already positioned as central ports in the region. In addition, it can be seen that the global port volume has a close relationship with the change in the economic capability of the relevant region or country.

Review on the Regional Cooperative Activities for Marine Environmental Conservation in Northeast Asia: with Special Reference to the Northwest Pacific Action Plan (NOWPAP) (동북아시아 해양환경보전을 위한 국제협력활동의 현황과 발전방향: 북서태평양보전실천계획(NOWPAP)을 중심으로)

  • The geography, circulation pattern, and ecology show that the semi-closed seas of Northwest Pacific be managed as one complete system. Ongoing multilateral cooperative efforts relevant to marine environmental protection in the Northwest Pacific area, include the Working Group for the Western Pacific (WESTPAC) established under the auspices of WNESCO's Intergovernmental Oceanographic Commissions, the UNDP/GEF Programme on Prevention and Management of Marine Pollution in East Asian Seas (PEMSEA), the North Pacific Marine Science Organization(PICES), and the United Nations Environment Programme(WNEP)'s Northwest Pacific Action Plan(NOWPAP). The present report firstly describes the current situations on the existing regional cooperative regimes for marine environmental conservation in the Northwest Pacific region, with a special respect to the Northwest Pacific Action Plan(NOWPAP) which was adopted in 1994 by Japan, People's Republic of China, Republic of Korea and Russian Federation. Then, problems of the existing regimes are also discussed, together with the suggestion of the possible solutions, focusing on NOWPAP. Suggestions include: 1) the Northeast Asian countries should understand the importance of legally-binding regional convention, and should build up any legally-binding instrument which can function as a big umbrella for real regional cooperation without prejudice to the rights of the States, 2) At present stage, it will be possible to make a regional convention flexible without prejudice to the sovereign right of the States or territorial issues; 3) taking into account that the region often faces many generic political problems that often inhibit the effective collective actions on environmental issues, the leadership from UNEP or other international organizations is required; 4) strong institutional and financial framework should be made, and 5) multilateral efforts to respond to the new marine environmental threats should be taken at the regional level in order to protect the coastal and marine environments in the Northwest Pacific.

A Study on Sensitivity of Heavy Precipitation to Domain Size with a Regional Numerical Weather Prediction Model (지역예측모델 영역 크기에 따른 집중호우 수치모의 민감도 실험)

  • In this study, we investigated the variabilities of wind speed of 850 hPa and precipitable water over the East Asia region using the NCEP Final Analysis data from December 2001 to November 2011. A large variance of wind speed was observed in northern and eastern China during the winter period. During summer, the regions of the East China Sea, the South Sea of Japan and the East Sea show large variances in the wind speed caused by an extended North Pacific High and typhoon activities. The large variances in the wind speed in the regions are shown to be correlated with the inter-annual variability of precipitable water over the inland region of windward side of the Korean Peninsula. Based on the investigation, sensitivity tests to the domain size were performed using the WRF model version 3.6 for heavy precipitation events over the Korean Peninsula for 26 and 27 July 2011. Numerical experiments of different domain sizes were set up with 5 km horizontal and 50 levels vertical resolutions for the control and the first experimental run, and 9 km horizontal for the second experimental run. We found that the major rainfalls correspond to shortwave troughs with baroclinic structure over Northeast China and extended North Pacific High. The correlation analysis between the observation and experiments for 1-h precipitation indicated that the second experiment with the largest domain had the best performance with the correlation coefficient of 0.79 due to the synoptic-scale systems such as short-wave troughs and North Pacific High.

  • Northeast Asia region is becoming the hub of world trade with China as the center. Integration of this region's economy is now visualized, domestic trade and international division of labor will be more invigorated. Especially on electrical and electronics industry is a large proportion of the trading volume between Korea and China and now, Present condition of electrical and electronics trading industry can effect on whole trading industry. In this study, conducting analysis of the current Korea-China electrical and electronics industry trading and advanced research, and find out the implication to trading volume with the panel analysis. As the results Korean/Chinese GDP, revealed comparative advantage, and foreign direct investment have an effect on the trading volume.
