Mothers' Time Use in Child Care and Market Child Care Services Depending on Their Employment Status (유아기자녀를 둔 어머니의 종사상지위별 자녀돌보기 시간사용과 유료 자녀양육서비스 선택)

  • This study analysed the effect of mothers' work status on time use in child care and use of market child care services. There were two major questions: Do self-employed (and family worker without being paid) mothers have a flexible work schedule and so can they care her child(ren) well? If it is true, is the work status as self-employee related to non-market child care services? To answer these questions, 1,196 samples were selected from the Time Use Data of 1999, which had been administered by Korea National Statistical Office. Major results were as follows: First, a mother who is family workers without being paid made time to care children frequently more than wage earners. Second, according to regression analysis, mothers' work status was one of the important variables to explain child care activity frequency. Third, among categories of child caring ('physical caring', 'non-physical caring', and 'caring of the others'), mothers spent more frequently in 'caring of the others', and had higher probability to use market child care services. But the more frequently a mother made time in 'non-physical caring' for her child, the lower probability to choose market child care services. In conclusion, it was certain that self-employed mothers benefit from a flexible time schedule at work places. But the relationship of child care activity frequency with use of market child care services was inconsistent.

Non-Governmental Organization (NGO) Libraries for The Visually Impaired in Nigeria: Alternative Format Use and Perception of Information Services

  • Nigeria's non-government organization (NGO) libraries for the visually impaired has over the years been at the forefront of information services provision to persons with visual impairment. This study adopted a survey research design to investigate use of alternative formats and perceptions of information services to the visually impaired, focusing on two purposively chosen NGO libraries for the visually impaired in Nigeria. Using a complete enumeration approach, data were gathered from 180 users of the libraries through the use of a structured questionnaire with a reliability score (${\alpha}=0.74$). Data from 112 (62.2%) of the 180 administered copies of a questionnaire that were retrieved were analysed. The study found that Braille materials had a high level of utilization ($\bar{x}=4.46$) and were the most frequently utilized (90.9%). Perception of information services by the visually impaired was positive while use of alternative formats was significantly and positively related to users' perception of information services (r = .041; p < 0.05). The study recommends improved transcription and investment in alternative formats and in e-resources. It also recommends collaborations to widen access as well as constant evaluation of services.

The Effect of integrated health and welfare services on the control of medical use and medical expenses in Korean Veteran's Hospitals (보훈병원 통합의료복지서비스가 의료이용과 의료비 절감에 미치는 효과 분석)

  • This study aims to examine the effect of integrated health and welfare(IHW) services on medical use and medical expenses in Korean Veteran Hospitals. Data on the volume of medical use and medical expenses were collected from two patient groups of 5 Veterans' Hospitals: the beneficiary group who has received IHW services and the non-beneficiary group who has not. Each group was composed of 265 patients respectively. The results of the study revealed that the volume of home nursing services, home rehabilitation services, ambulatory services have increased significantly, whereas the average length of stay, number of using emergency services, and average medical expenses have decreased after receiving integrated health services in the beneficiary group. In contrast, the non-beneficiary group showed much more increase both in the volume of inpatient and outpatient services, as well as the average medical expenses, compared to those of the beneficiary group. This results imply that the provision of IHW services have positive impacts on the enhancing the effectiveness of the medical resources utilization for the veteran patients.

  • Purpose: The purpose of this study was to compare the use of health services and health expenditures between non-exercise and exercise groups of diabetic patients and among three groups divided according to exercise intensity. Methods: Data were obtained from the Korean Health Panel Survey of 2011. The participants of this study were 864 diabetic patients who did exercise (walk, moderate exercise, or vigorous exercise) or not. Data were subsequently analyzed using the SPSS 21 Program. Results: The exercise group showed higher percentages of medication compliance, non-smokers, and regular diet than the non-exercise group. The hospitalization percentage, the number of outpatient hospital visits, and health expenditures were higher in the non-exercise group than in the exercise group. There was no difference among the three groups divided according to exercise intensity in the use of health services and health expenditures. Conclusion: These results show that exercise is a way to reduce diabetic patients' use of health services and their health expenditures.

Factors Associated with the Non-Use of Beneficiaries of Long-Term Care Insurance Service: The Case of Jeollanam-do Province (노인장기요양보험 인정자의 미이용 관련요인 분석: 전남지역을 대상으로)

  • Background: This study aimed to explore factors associated with the non-use of beneficiaries of long-term care insurance services for the elderly in Jeollanam-do Province by analyzing a dataset obtained from National Health Insurance Service. Methods: The study sample consists of 1,663 individuals who were evaluated as eligible for long-term care insurance services in Jeollanam-do Province during the period of July 1, 2008 through June 30, 2009. As a dependent variable, the non-use of the service was defined as one when a beneficiary had used it once or more times during one year after he or she was evaluated as eligible and as zero otherwise. A proportion analysis was conducted to describe characteristics of study sample. Chi-square tests were used to compare general characteristics between beneficiaries who had used the services and those who had not used them. Multiple logistic regressions were performed by three models including additional sets of explanatory variables such as socio-demographic characteristics, health conditions, and economic status. Results: Main results are summarized as follows. The proportion of beneficiaries who had not used the service was 14.5% of all beneficiaries. According to the results from the model using all explanatory variables, the factors associated with the non-use of the services were residence location, dwelling place, type of desired service, level of care needs, and instrumental activities of daily life limitations. Conclusion: In particular, regarding the type of desired service, the cash benefit showed a high likelihood of the non-use of the service; it had an odds ratio (OR) of 50.212 (95% confidence interval [CI], 24.00-105.04) compared with home service. In case of dwelling place, a hospital showed also a high likelihood of the non-use with an OR of 20.71 (95% CI, 10.12-42.44) compared with home.

Economic and Non-economic Determinants of Environmental Sustainability in the Long Run: Evidence from G20 Economies

  • Purpose - This paper analyzes the economic and non-economic factors that contribute to environmental sustainability by reducing CO2 emissions, based on G20 panel data. Design/methodology - We conduct a comparative analysis of advanced and developing economies during 1995-2016. To examine the impact, an environmental Kuznets curve (EKC) model was employed, incorporating additional explanatory variables such as internet use, renewable energy, and services trade. Findings - The empirical findings show the existence of an inverted U-shaped EKC phenomenon between GDP per capita and CO2 emissions in G20 economies, with the turning point at a per capita GDP level of US$ 38,340. Moreover, an inverted U-shape relation exists between internet use and CO2 emissions, with the turning point at a 44% internet use rate. The comparative analysis show that the inverted U-shape curve only exits in advanced economies, with turning points of US$ 42,356 per capita GDP and 27% internet use rate, respectively. Renewable energy and services trade have a greater negative impact on CO2 emissions in advanced economies than in developing economies. Originality/value - Renewable energy and services trade have a greater negative impact on CO2 emissions in advanced economies than in developing economies. Overall, the results suggest the role of internet use, renewable energy and services trade in sustainable development in G20 countries.

AI and Public Services: Focusing on Analytics on Citizens' Perceptions of AI Speaker and Non-Contact Smart City Services in the Era of Post-Corona (AI와 공공서비스: 포스트 코로나 시대 AI 스피커 및 비대면 스마트시티 서비스 시민 인식 분석을 중심으로)

  • Currently, citizens' expectations and concerns on utilizing artificial intelligence (AI) technologies in the public sector are widening with the rapid digital transformation. Furthermore the level of global acceptance on the AI and other intelligent digital technologies is augmenting with the needs of non-face-to-face types of public services more than ever due to the unforeseen and unpredictable pandemic, COVID-19. Thus, this study intended to empirically examine what policy directions for the public should be considered to provide well-designed services as well as to promote the evidence-based public policies in terms of Al speaker technology as a non-contact smart city service. Based on the survey of senior citizens' perceptions on AI (AI Speaker technology), this study conducted structure equation modeling analyses to identify whether technology acceptance models on to the varied dependent variables such as actual use, perception, attitude, and brand royalty. The Results of the empirical analyses showed that AI increased the positive level of citizens' perception, attitude and brand royalty on non-contact public services (smart city services) which are becoming more crucial for developing AI oriented government and providing intelligent public services effectively. In addition, theoretical and practical implications are discussed for understanding the changes of public service in the post-corona.

  • Mobile payment system using NFC attracted attention as the mobile payment market grows due to the fast diffusion of smart phones. However, non NFC mobile payment recently appeared because of the slow growth of infrastructure for NFC. With advent of Non NFC mobile payment applications, mobile payment industry is in developing trend. Non NFC mobile payment revitalizes the market by overcoming the limit of NFC with the smart applications using bar code and QR code payment, and providing various discounts, membership benefits and payment information. Therefore, this paper analyzed the intention of continuous use with the quality of mobile payment application based on the information system success model. Three categories of factors which are system quality, service quality, and information quality were used. We verified the significance of the factors affecting the intension of continuous use. mainly, quality of information was considered as an important factor of continuous Intention to Use. Also, unlike previous NFC, it was found that in Non-NFC, compatibility might not be as important factor. Moreover, we suggest a marketing strategy of companies for mobile payment industry which focus on information quality. and future research directions for non NFC payment market.

Option and non-use values of rail services (철도의 선택 및 비사용 가치에 관한 연구)

  • This paper considers option and non-use values of rail services. The total economic value of a given transport service can be classified into use, option and non-use values, other grouping rules can be applied though. The use value is the consumer's surplus from the actual rides of a specific mode. The option value, on the other hand, can be defined as a traveler's willingness to pay for reserving a travel mode, which is not his or her main choice, as a standby alternative. Finally, the non-use value represents benefits that are not attributable to the actual use or option use, but to the vicarious, altruistic, functional and existing worth of a transport service. A stated preference survey based on a double-bounded dichotomous choice is conducted. A survival model is applied to the data collected. Calculations of trip makers' willingness to pay for option and non-use values are based on the parameters of the estimated survival model. Some suggestions for transport appraisal are also presented.

  • In Korea, public libraries lack the adequate services for the visually disabled, and therefore the visually disabled rarely use public libraries. This study aims to secure the information accessibility and usage rights for the visually disabled, and to suggest solutions in order to vitalize their use of public libraries. For this aim, the researcher investigated the reasons why the visually disabled did not use public libraries, extracted the correlations between their awareness of public library services and their actual use, and then tried to propose how to secure their right to use libraries and access to information and knowledge and improve their use of public libraries.
