Fiscal Decentralization, Corruption, and Income Inequality: Evidence from Vietnam

  • The objective of this research paper is to study the simultaneous relationship between fiscal decentralization, corruption, and income inequality among Vietnamese provinces. We use a balanced panel data set of 63 provinces/cities in Vietnam in the period from 2011 to 2018. The study used 3SLS-GMM (Three Stage Least Squares - Generalized Method of Moments estimator) and GMM-HAC (Generalized Method of Moments - Heteroskedastic and Autocorrelation Consistent estimator). Empirical evidence shows a strong simultaneous relationship: increased corruption will increase regional income disparities, income inequality, and increase fiscal decentralization. In addition, the results also suggest that an increase in per-capita income will reduce the level of corruption, or better control corruption of each province. The degree of increase in income inequality, which reduces fiscal decentralization, is the same for trade liberalization. All demonstrate that there is a simultaneous relationship between fiscal decentralization, corruption, and income inequality. In a region of high public governance quality, fiscal decentralization positively effects its economic growth. This issue will indirectly increase income inequality between provinces within a country. Our findings imply that a country's fiscal decentralization strategy should be linked to improving corruption control and local governance effectiveness, indirectly improving income inequality between localities or regions.

A Grey MCDM Based on DEMATEL Model for Real Estate Evaluation and Selection Problems: A Numerical Example

  • Real estate markets play an essential role in the economic development of both developed and developing countries. Investment decisions in private real estate demand the consideration of several qualitative and quantitative criteria. Especially in Vietnam, demand for housing, apartments are rising which has resulted because of the migration from rural to urban areas. This study aims to determine the influencing factors of the real estate purchasing behavior and then recommend a grey Multi-Criteria Decision Making (MCDM) support model to evaluate real estate alternatives based on a numerical example in Vietnam. A set of essential criteria are identified based on experts' opinion, and the proposed determinants are initial investment, maintenance cost, prestige location, distance to interesting places, parking lot, public transportation, property condition, total area size, number of rooms, and neighbors. The subjective weights were obtained by using the Decision-Making Trial and Evaluation Laboratory (DEMATEL) model, and the Grey Relational Analysis (GRA) technique is employed to prioritize and rank real estate alternatives. The results reveal that this approach can be useful to make purchasing decisions for many kinds of real estate property under uncertain business environments. These findings indicate that the presented hybrid model has advantages in granting flexibility to the preferences of decision makers.

Factors Associated with Middle Managers' Work Motivation: Evidence from SMEs in Vietnam

  • This study presents an exploratory investigation of SMEs in Vietnam to understand the impact of personal-level factors on middle managers' work motivation and the moderating role of work environment. A survey of 450 middle managers (MMs) in 150 Hanoi's SMEs was conducted. The findings of this research showed a significant positive impact of Achievement (ACHV), Recognition (RECOG), and Responsibility (RESP) on work motivation of MMs under the investigation. Furthermore, the result indicated that the work environment affects the relationship between personal-level factors and work motivation of participants. Consequently, both work environment improvement and strategies related to personal-level factors need to be taken into consideration. Especially, Recognition and transparency in Responsibility are appreciated in organizations with a low level of work environment satisfaction. However, there were no indications that Participation (PAR) and Communication (CMM) have a considerable impact on work motivation of respondents, being neither low level nor high level of work environment satisfaction. Based on the findings, recommendations are suggested for Vietnam's SMEs to improve work motivation of MMs, by (i) developing standards with emphasis on their achievement, (ii) paying attention to organizational culture focusing on the responsibility of this managerial level, and (iii) building an adequate incentive system, especially non-financial incentives.

Effects of Media on the Callogenensis and Cell Mass Production in Cell Cultures of Panax vietnamensis

  • This study was initiated to investigate the impacts of media types and other components on the callogenensis and cell mass production of Panax vietnamensis in the first step of the cell biomass procedure. Four media were checked: Murashige-Skoog (MS), White, Gamborg and Nitch-AII. All the four media were shown potential media for Panax vietnamensis callogenensis and cell mass production, in which the MS medium showed the best results: the successful callogenensis ratio and cell mass formation were 30% and 62,93 ${\pm}$ 3,63 mg (DW) respectively, the Nitch medium showed the lowest results: the successful callogenensis ratio and cell mass formation were 15% and 27,10 ${\pm}$ 2,24 mg (DW) respectively. The results showed that the MS medium is the most suitable medium for Panax vietnamensis callogenensis and cell mass production.

An Approach for Scheduling Problem in Port Container Terminals: Moving and Stacking

  • In this study, we consider the transportation problem in port container terminals. It aims to determine positions in yards to place the containers at the adequate times. The containers on ship must be unloaded one by one from top to bottom, and placed in the main yard in order to reduce additional cost required for unnecessary unloading when getting out by customer with given timetable. The cost for transportation at container terminals could be reduced by a new approach in scheduling: move the containers from ship and stack them onto main yard that minimizes cost of yard crane operation when unloading for customer.

Effects of Long-Term Fertilization for Cassava Production on Soil Nutrient Availability as Measured by Ion Exchange Membrane Probe and by Corn and Canola Nutrient Uptake

  • The effects of long-term fertilization on soil properties and nutrient availability are not well documented for cassava cultivation in Vietnam. In 1990, a field research plots were established with 12 treatments to test the effect of different rates of nitrogen (N), phosphorus (P) and potassium (K) on soil properties in Acrisols at Thai Nguyen University in Northern Vietnam. In 1999, composite soil samples (0 to 20cm depth) were collected from eight selected plots for measurements of nutrient supply rates by ion exchange membrane probes and for growing corn and canola in a growth chamber with and without added lime. Generally, long-term nitrogen (N) fertilization increased available N supply rates but decreased available potassium (K) and magnesium (Mg). Long-term phosphorus(P) applications increased canola N, calcium (Ca) and Mg uptake. Canola P uptake increased with increased P rates only when lime was added. Long-term K applications increased canola N, K, Ca, Mg uptake but only significantly increased corn N uptake. Liming significantly increased uptake of N, P, K, Ca, Mg and S for both corn and canola. However, N $H_{4-}$N, K and Mg soil supply rates were reduced when lime was added, due to competition between Ca from the added lime and other nutrients.

  • Predicting network traffic volume has become a popular topic recently due to its support in many situations such as detecting abnormal network activities and provisioning network services. Especially, predicting the volume of the next upcoming traffic from the series of observed recent traffic volume is an interesting and challenging problem. In past, various techniques are researched by using time series forecasting methods such as moving averaging and exponential smoothing. In this paper, we propose a long short-term memory neural network (LSTM) based network traffic volume prediction method. The proposed method employs the changing rate of observed traffic volume, the corresponding time window index, and a seasonality factor indicating the changing trend as input features, and predicts the upcoming network traffic. The experiment results with real datasets proves that our proposed method works better than other time series forecasting methods in predicting upcoming network traffic.

  • In these days, providing flexible and personalized network services subject to customers' requirements becomes an interesting issue for network service providers. Moreover, because each network service provider own finite network resources and infrastructure, dynamic network provisioning is essential to leverage the limited network resources efficiently and effectively for supporting personalized network services. Recently, as the population of mobile devices increases, the location-awareness becomes as important as the QoS-awareness to provision a network service dynamically. In this paper, we propose a framework for providing location-aware dynamic network services. This framework includes the web user interface for obtaining customers' requirements such as locations and QoS, the network generator for mapping the requested locations and network infrastructure, the network path calculator for selecting routes to meet the requested QoS and the network controller for deploying a prepared network services into SDN(Software-Defined Networking) enabled network infrastructure.

The Effects of Job Crafting on Work Engagement and Work Performance: A Study of Vietnamese Commercial Banks

  • The purpose of this study is to identify elements of job crafting impacts on work engagement and individual work performance in Vietnamese commercial banks. The research data, collected from 226 bank officers, uses the quantitative research tools as: Cronbach's Alpha Analysis, Explanatory Factor Analysis, Confirmatory Factor Analysis as well as Structural Equation Modeling. The results of the hypothesis test show that only two hypotheses (H2, H3) are accepted: the impact of cognitive crafting on work engagement of bank officers (H2) and the impact of work engagement on individual work performance (H3). However, three remaining relationships (H1, H4, H5) are not accepted in the study: the impact of relational crafting on work engagement of bank officers (H1), the impact of relational crafting on individual work performance of bank officers (H4) and the impact of cognitive crafting on individual work performance of bank officers (H5). The study results indicate that cognition on job crafting leaves positive impacts on work engagement, leading to individual work performance enhancement. On the other hand, the relational crafting element implies contribution on neither collective nor individual working performances. Furthermore, no direct effect of cognition on job crafting to individual performance has been identified.
