선진 해운국의 Freight Forwarding System에 관한 연구 - 미국제도를 중심으로 - (Study on the Freight Forwarding System of Advanced Shipping Country - A Case of United States of America System -)

  • In the end of 2007, Korea Government promulgated the Rule of 'Basic Act of Logistics Policy' for improving international logistics forwarding business. The goals of these rules are to achieve the development of our nation's economics for providing the security and efficiency of logistics system and enforced competition of logistics enterprises. This is established the basic principles of the legal basis for expanding into the Logistics Hub Center of North-east Asia. However In May 1999 new licensing requirements for ocean freight forwarders and NVOCCs operating in the USA were established by the US Federal Maritime Commission(FMC). Due to these regulations, each ocean transportation service provider in the USA acting as ocean freight forwarder, NVOCCs, or NVOCC agent must obtain a license to operate as Ocean Transportation Intermediary(OTI) before it begins operations. Only licensed OTIs may act as US transportation agents or receiving agents of other NVOCCs, on both US exports and imports. In this context, I think this study will be contributes for the development of korean freight forwarding system by analysis and comparing with between the Rule of the Basic Act of Logistics Policy of Korea and OTI freight forwarder & NVOCCs of USA.

중국 천진항의 경쟁력 강화 방안에 관한 연구 (A Study on Strengthening Competitiveness for China TianJin Port)

  • With the rapid development of global economic and trade, the ports in the North-east Asia region have developed rapidly. Ocean shipping plays an irreplaceable role in China's foreign trade. Improvement of China's economy and continuous increase of trade in North-East Asia have made China as the number one in the world in container transport. Tianjin port which is the biggest international trade port in North-east China. Tianjin Binhai New District has incorporated in (CPC Central Committee on the outline of the Eleventh Five-Year Plan for national economic and social development proposals) which had adopted by The Fifth Plenary Session of the 16th CPC Central Committee. However, the competitions between ports are getting intense, the construction of Northeast Asia shipping center is in the ascendant, which bring new opportunity and challenge to the development of Tianjin port logistics. Therefore, Tianjin should according to its characteristics, integrating port resources, exert great efforts in developing port logistics, thus promoting regional economic development. Therefore, it is necessary to make the main study on the development strategy of Tianjin port logistics.

GMDSS 도입에 따른 전파통신교육의 개선방안 (A Study on Rational Methods for Education of Radiocommunication complying with the Acceptance of GMDSS)

  • GMDSS(Global Maritime Distress and Safety system) is a new communication system for the distress and safety at sea which is utilizing the recent advancements in satellite communication and positioning system, digital communication system, computer and microelectronic technology, etc., and will completely substitute the current communication system by 1999. Although the improvements of education for producing qualified Radio Operators as well as the establi-shments of policy for accepting the system are required, the educational institutions and relating administ-rations have not yet prepared the rational and concrete schemes on the educational methods and accepting procedures for the system. In this study, as the result of analyzing the GMDSS, courses of training and relating data, the authors suggested principles for improving the course and contents of education and rational schemes for balan-cing the demand and supply of Radio Operators. The authors expect not only the consequences of this study can be utilized as reference materials for the instruction to ratio communication in the organs of education but also that the following effects can be obtained by the study. 1. Security of distress and safety communication system at sea by the establishment of relating regula-tions. 2. Rationalization of the management of radio communication at sea and improvement of the communi-cation system on the vessel. 3. Upgrading the quality of Radio Operators and presenting schemes for current qualified persons. 4. Activation of industry producing radio instruments. 5. Balance of the demand and supply of Radio Operators and development of shipping industry.

New Model Course on Training in Operational Use of ECDIS

  • The revision of SOLAS, Chapter V, which entered into force on 1 July 2002, has firmly established the electronic navigational chart as part of the international maritime safety system. Its possible recognition as a paper chart equivalent confirms the considerable safety benefits provided by the official Electronic Chart Display and Information Systems (ECDIS). Elaborated by the Author IAMU Model Course on operational use of ECDIS aims to provide answers to some of the most commonly asked questions regarding various types of electronic charts (ENC, RNC, DNC) and electronic chart systems (ECDIS, RCDS, ECS). Following the earlier adoption of the International Convention STCW 78/95 and IMO model training courses, e.g. IMO Model Course on ECDIS [2], to assist in the implementation of the Convention and the associated IMO Assembly resolutions, a number of IAMU Member Universities had suggested that IAMU should develop model training courses on higher academic level to assist in achieving a more rapid transfer of information and skills regarding new developments in marine technology. The provision of model courses could help instructors improve the quality of their existing courses and enhance their effectiveness in meeting the requirements of the IAMU. In this paper the Author presents the results of two IAMU research projects sponsored by Nippon Foundation, titled 'IAMU Model Course on Training in Operational Use of ECDIS' and 'IAMU Handbook on ECDIS'.

선박 평형수 처리장치 선정을 위한 경제성 분석 (Economy Analysis to Retrofit Ballast Water Treatment System for an Existing Vessel)

  • Since Ballast Water Management Convention has been effected, BWTS, applied to new-building vessels and existing vessels, have been developed from many countries with various treatment methods. However, BWTS is mainly typed Electrolysis, Ozone and UV type. Approximately 70 products have been type approved by the Flag Administrations. For the new-building vessels, the vessels' design and construction have been considered for arrangements and installations for BWTS. However, existing vessels which already construction had finished have problem with selection of BWTS type for installation and arrangement. The selection of the most economized BWTS system is important though, CAPEX has not been made any significant differences. However, OPEX is more important factor. Consequently, detail analysis of OPEX is the key to the selection of the most economized BWTS system and also it can be the purpose of this study. The feasibility study on the main three type of BWTS (Electrolysis, Ozone and UV type) for 175K Bulk Carrier and 57K Cargo ship has been conducted for this study. Because, these three type of BWTS have been the most frequently installed and used and the two type of object vessels are consist of the 40% of the world merchant ship market. For this study, interest rate, project duration (operation time after installation), maintenance cost and fuel oil price are considered as major factor of feasibility study. In addition, expecting Interest rates to sensitivity analysis conducted for more accurate feasibility study. For 175K Bulk carrier, ozone treatment system is more economical than other types. For 57K cargo ship, UV type is considered more economical than other types. However, it is concluded that electrolysis type is more suitable compare to installation space, total weight and electrical power consumption.

자율운항선박 도입에 따른 선원직능 변화와 인력양성에 관한 연구 (A Study on Changes in Seafarers Functions and Manpower Training by the Introduction of Maritime Autonomous Surface Ships)

  • 본 연구는 제4차 산업혁명 기술이 선박에도 적용됨에 따라 자율운항 선박이 출현하는 해운산업 환경 변화에 대응한 선원의 직무와 역량 변화를 문헌 연구 및 전문가 대상의 인식도 조사와 AHP 설문조사를 통해 분석하였다. 인식도 조사와 AHP 분석결과 도출된 중요 요인들을 종합하면 비상대응, 주의 및 위험항해, 일반항해, 화물취급, 감항성 유지, 비상상황대처, 선박정비·관리 등의 직무는 기존 해기사 교육체계로 교육이 가능하지만, 원격제어, 모니터링 진단, 기기운용능력, 빅데이터 분석 등의 직무는 해기사의 역할보다는 무인화 및 육상 제어를 위한 직무가 강조된 것으로 이를 위한 새로운 해기교육시스템 도입이 필요한 것으로 분석되었다. 자율운항선박의 해기사 직무변화 요인의 중요도를 평가함으로써 해기인력 양성에 대한 관련 선원양성 및 교육기관들의 대응전략과 자원배분의 우선순위 결정 등에 대한 정보를 제공하고 있으며, 해기사 직무 요인과 역량 요인에 대한 인식도와 해기사 직무 요인의 중요도를 비교 평가하여 자율운항선박 도입에 따른 해기사 직무변화 및 해기인력 양성 방안을 제시하였다. 본 연구는 자율운항선박의 해기사 직무 및 역량 요인을 실무적 관점에서 체계적으로 도출하였으며, 관련 전문가별 인식도를 분석함으로써 자율운항선박 도입에 대한 전문가 차원의 대응 실상을 진단해 보았다는 데 연구의 의의가 있다.

  • 선박운항자의 인적사고 방지 및 운항 훈련을 위한 방안으로 선박 운항 시뮬레이터가 사용된다. 선박운항 시뮬레이터에서 실시간 3D 가시화 기술은 현실감 있는 직관적인 영상을 제공하여 피교육자에 인지력을 향상시켜 시뮬레이터의 교육 효과를 높이는 중요한 요소이다. 본 연구에서는 공개형 3D 그래픽 엔진을 기반으로 선박 운항 시뮬레이터용 실시간 3D 가시화 시스템을 설계하고 구현한 결과에 대해서 설명한다. 실시간 3D 가시화 시스템은 요소 기능, 기존 그래픽 데이터 활용, 타 시스템과의 연동 측면에서 도출된 운용 요구사항들을 만족하며 추가적인 기능의 확장이 용이한 구조로 설계되었다.

우리나라 운항사 제도 및 교육과정의 비교연구 (A Study on the System of Dual Purpose Officer and Education Curriculums in Korea)

  • As the trend of ship's automation has spreaded over from 1950's , it caused shipping industries to develop new concept of ship's officer to operate new type of ships with high technologies. As a result, French started the education of Dual Purpose Officer (DPO) from 1967 for mariners who has skills and knowledge in navigation and engineering area. these experiments were concerned mainly with an improved carrier structure for officers, efficiency in ship's operation and subsequent cost saving, and in these years, many advanced countries in shipping business have been interested in the DPO system and adopted it especially in the Northern Europe and Japan. In Jorea there were researches for DPO based on experience of those in foreign countries in the middle of 1980's and established it with revision of relevant domestic regulation in 1990. Korean shipping industry will meet first graduates from DPO program in the near future but it seems that there were not sufficient studies to prepare actual practice. In the paper it was tried to analyze korean DPO system in the structure of education and certification by comparing them with foreign one and found that curriculums of the two maritime universites in Korea are quite suitable under circumstances of domestic shiping industry but some amendments are needed in relevant regulations.

어촌환경 변화에 대응한 어촌공동체 발전방향 (A Study on Development direction for the Fishing Village Community according to Its Environmental Changes)

  • The purpose of this study is to identify challenges related to social, economic and environmental change for fishing villages and suggest the developmental direction of fishing village to actively respond to new changes. This study mainly focuses on fishing village fraternities. Its current problems are summarized as follows: shortage of labor, population aging, entry barrier against newcomers, insufficient guidance and supervision functions, lack of funds of new projects and inadequate statistics and data. The fishing village community in the modern meaning of the term can be understood as an economic and flexible social-cultural community based on openness, cooperation instead of exclusiveness and closeness, which aligns fisheries with local industries. Thus, in order for the fishing village community to improve, the followings areas required. First, strengthening capacity of the fishing village community. Second, establishing the database system and the third, reorganizing the fishing village community into a sea village community.

대형선망어업의 생산력 재편과 경영 개선 과제 (The Study on the Reorganization of the Large Purse Seine Fisheries in Korea)

  • The aims of this study are to examine urgent problems for reorganization into future-proof large purse seine fisheries in order to positively cope with rapidly changing domestic and foreign fisheries circumstances. First, this paper provides current situations of the large purse seine fisheries. The current situations of it are composed of fisheries influence such as vessel number, vessel power, and fisher number, use of resource and fishing places, and changes in products and sales of species caught by the large purse seine. Secondly, this paper reviews current problems of the large purse seine fisheries including cost reduction and increase of value added. Thirdly, this paper suggests basic development direction and countermeasures for strengthening competitiveness of the large purse seine fisheries. In conclusion, urgent problems of the larger purse seine fisheries can be summarized as inefficiency of distribution structures and retarded landing system and facilities as well as the worse of profitability according to shrink of fishing places, reduction of products, lack of workers, and increase in oil price. To solve the urgent problems, the large purse seine fisheries should be changed into an industry with low cost and high efficiency, and also need to introduce of new production system, strengthen autonomous management of natural resource, and increase in value added to products.
