In this study, various aspects of site selection for constructing new public library by development of urban community were investigated. These are legal aspects, geographical characteristics, and criteria of selecting conditions of location for new building. In order to select the suitable site in the Jeon Ju City, the various statistical data and indices with regard to information and cultural activities of the local residents and a statistical data was investigated. And also, a user question investigation was executed. The vision and objectives of establishing new pubic libraries were presented, based on the result of the study. The result of this study will help the library policy maker to develope the library policy and to secure a budget from the regional government.

2005, National railway was converted from government enterprise form to public corporation form. Korail is facing in necessity to equip new manpower operating system to achieve public enterprise's part and two purposes called profit creation according to conversion to construction system. Accordingly, railway construction work began services for formation diagnostic and job analysis to construct management formation of new paradigm, personnel management course manpower operation system of the job value priority. This dissertation is research for direction establishment of human resource management(HRM) of railway construction work. Examined problem of current personnel management system with trend of HRM paradigm for this. And presented various strategy to construct greeting executive system of job putting first in person putting first and strengthens formation capacity.

Administrative city has been developed step by step aiming to being a public transport-oriented new city. In spite of its primary goal, administrative city is dominated by car-oriented tansportaion system because the supply of public transportation has not been adequately and timely performed. In this study, we investigate the current situation related to (public) transportation use in administrative city. Also, we examine the issues of traffic system through a survey on residents' consciousness about public transportation use. Additionally, the analysis of demand elasticity according to the change of the conditions of using public transportation and passenger car is conducted for passenger car users. As a result, it is analyzed that as the neighborhood is more stabilized after the completion of development the resistance to the abandonment of passenger car is higher when the tide demand control method is introduced. Therefore, it is concluded that pre-emptive public transportation supply and the management of car demand management are necessary for the activation of public transportation in Administrative city.

뉴욕공공도서관(The New York Public Library)은 전문분야로 특화된 대학원 수준의 4개의 연구도서관과 85개의 지역분관을 가리키는 복합관의 총칭이다. 뉴욕시는 인구 800만의 5개의 행정구역으로 이루어지는데, 뉴욕공공도서관은 맨해튼, 브롱크스, 스태튼섬의 3개지구 330만명을 서비스 대상으로 하고, 나머지 2개 지구를 브루클린공공도서관, 퀸즈공공도서관이 관할한다. 연간 예산은 2억8천만달러에 달하며, 2003년의 통계에 따르면 방문이용자가 150만명, 홈페이지 이용자도 1,000만명에 이른다고 한다. 놀라운 것은 운영이나 규모면에서 세계 제일로 손꼽히면서도 공립(公立)이 아니라 비영리민간단체(NPO)가 운영하는 공공(公共) 도서관이라는 것이다. 뉴욕공공도서관은 설립부터 독지가들이 기부 등을 통해 도서관 활동에 깊이 관여하면서 행정과의 독특한 협력관계를 발전시켜왔다. 이러한 전통에 의거한 퍼블릭 프라이빗 파트너십(Public Private Partnership)은 뉴욕공공도서관의 핵심으로 보다 풍부한 서비스의 제공을 가능하게 하였다. 이에 본 연구는 우리나라와 달리 예산확보를 위한 경비가 일정부분 상정되고 있는 뉴욕공공도서관의 자금조달 비즈니스 모델에 대한분석에 중점을 두었다.

Beyond SERVQUAL-based service quality research, we develop a measurement model of public service quality that would provide researchers and practitioners in the public sector with a foundation for systematic investigation and implementation. Firstly, we explore the attributes of public service quality that lead to customer satisfaction by using the critical incident technique (CIT). We identified four dimensions of public service qualities. We also found that the critical attributes of service quality differ according to the types of customers. Secondly, to achieve a high degree of empirical confidence, we conduct statistical tests and analyses on the classification scheme and on the attributes of service quality that we derived from the CIT analysis. Through these analyses, we could remove the redundancy among attributes and group the attributes into new constructs, which are mutually exclusive and exhaustive; we built a more sophisticated measurement model of service quality.

In public transportation, smart cards have been introduced for the purpose of convenient payment systems. The smart card transaction data can be utilized not only for the exact and convenient payment but also for civil planning based on travel tracking of citizens. This paper focuses on the analysis of the transportation convenience using the smart card big data. To this end, a new index is developed to measure the transit convenience of each region by considering how passengers actually experience the transportation network in their travels. The movement data such as movement distance, time and amount between regions are utilized to access the public transportation convenience of each region. A smart card data of five working days in March is used to evaluate the transit convenience of each region in Seoul city. The contribution of this study is that a new transit convenience measure was developed based on the reality data. It is expected that this measure can be used as a means of quantitative analysis in civil planning such as a traffic policy or local policy.

As the era of the 4th Industrial Revolution evolves, not only private companies but also government agencies and institutions in public sector are adopting cloud computing services converged by new information technologies such as IoT, big data, and artificial intelligence to strengthen competitiveness and create new business values. The purpose of this study is to investigate the relationship between innovation characteristics, innovation resistance, and acceptance of innovative technologies from the perspective of cloud computing services in the public sector. In this study, we collected the survey data from 190 employees of IT division in the public sector, and analyzed the causal relationship between innovation characteristics, technostress, innovation resistance, and intention to adopt the cloud computing service that they perceived. As a result of the analysis, we demonstrated that innovation characteristics, technostress have significant effect on innovation resistance and acceptance intention, and that top executive commitment and innovation resistance also have significant effect on acceptance intention. This study provides meaningful practical implications for the staffs preparing for adoption of cloud computing services and the executives who make the final decision in public sector.

The Korean Government has provided public rental housing to stabilize civilian dwelling. However, unreliable management of public rental housing threatens the stability of residency. This study analyzes the default of public rental housing and the cause of default through a case study, which was intended for the residents in apartment complexes in danger of default. It also suggests countermeasures to cope with the problem of public rental housing. The results are listed as follows. First, rental housing apartments contribute a lot to the housing stability policy. On the other hand, the default of housing development, which is derived from the bankruptcy of housing management companies and the negligent control of government, brings about a serious problem for housing stability. Second, although the government has made a steady effort to solve this default problem, 9000 residents from 8 apartment complexes in Korea have experienced extreme unstable residency. Third, there are many causes for the default of public rental housing such as unqualified management companies and cursory monitoring by the government. The fundamental solution is to prevent public rental housing management companies from managing, or to build a new management system of public rental housing. To solve this problem, it's recommendable to delete the application term in the special law on the default of public rental housing so that it can be applied to all default apartments. If it is not possible to perform the policy for financial reasons, a new supply of civil housing provided by private companies needs to be re-examined completely or banned.

The enterprise life cycle derived from the product life cycle consists of introduction, growth, maturity and decline. The enterprise tries to reach the growth stage early and stay at the maturity stage stably through expanding its businesses and investing for the new technology. The public enterprise is not different but its life cycle is more prone to be affected by the national development and policy. A typical example can be found in the case of the quasi market SOC public enterprise which spends massive amount of fund to provide social infrastructure. After the fulfillment of its mandated mission it is exposed to the pressure of a merger or a closure usually because large portion of the debt is directly linked to the national financial stability and credit ratings. This research is focused on the variables that influence the life cycle of the quasi market SOC public Enterprise for its future competitiveness is in connection with its normalization, advancement and rationalization. In this respect, categorical variables system centering on public characteristics and profitability drew eight categorical variables such as policy outcomes, public benefit, finance and business values etc.

The recent advance of information and communication technologies has made the identity of public libraries ambiguous. Few literatures have dealt with a local community public library from knowledge creation perspective. In this article we extend the applicability of the concepts such as knowledge management and knowledge city to local public libraries whose major role needs to change from the traditional book rental to knowledge and social capital creating entity. Based on the concepts, we propose a framework for analyzing the public library as a center of knowledge creation. Using the framework, we analyze the Ridgewood Public Library in New Jersey to test the validity of the framework.
