공공관리 패러다임은 공기업의 경영관리 및 기재부의 공공기관 경영평가 결과에 직접적인 영향을 미치기 때문에 중요성이 매우 크다. 이러한 차원에서 본 연구는 1980년대 이후 공공관리 이론으로 주목받았던 신공공관리론, 신공공거버넌스론, 신공공서비스론의 주요 이론적 요소에 대해 검토하였다. 분석결과 이러한 공공관리 이론들은 효율성, 네트워크 그리고 공공서비스라는 차원을 각각 대표하고 있으며 나름대로의 장점과 단점을 갖는 것을 확인하였다. 이를 바탕으로 공기업을 둘러싼 환경변화에 적절히 대응하기 위해서는 공공관리에 대한 통합적이고 다차원적인 이해가 필요함을 제시하였다.

Purpose: The construction of New Han-ok style public buildings is a construction that can not be seen in traditional Han-ok, and it is a construction that combines traditional wooden structure, RC structure, and steel structure. Therefore, construction different from general construction is complicated and complex. It is necessary to accurately understand the construction method of each field rather than the general construction management method and study the method suitable for New Han-ok style public buildings. Also, since the New Han-ok style public building business is the first business to be introduced in Korea, new process management is needed rather than general process management. Method: The research method is as follows. Analyze process management through theoretical considerations and analyze the differences from general construction projects. Next, we want to identify the characteristics and problems of the process control method applied to real cases. Finally, the results of this analysis suggest ways to improve process management. Result: Therefore, it is necessary to establish a precise plan from the basic design to the construction of the public building construction management. In addition, careful planning should be made so that the supply and demand of materials and the supply and demand of personnel can be achieved smoothly.

Changed the business environment, private sector focuses on the performance management, so to manage the performance he uses BSC that overcomes the limitation of financial indicators. Also, it is getting emphasized to evaluate the performance about services that the public sector provides and obliged for the public sector to be responsible for managing and improving its performance as the private sector has been doing. But lacks of knowledge and experience on performance management and evaluation are blocking the public sector from introducing and implementing new performance management systems. To solve those problems, this study has derived general guidelines and KPIs that public sector should keep in mind when BSC is introduced new management system. This study focused on the public hospital which is the performance management and evaluation system of Government administration.

이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데. 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는 지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

This paper provides a study on the application and proposals of safety culture, new public management and social amplification of risk framework via ship accidents in Korea. This document analyzes what are the concept of safety culture, new public management as well as social amplification and risk framework and describes how 3 issues act, harmonize, interrelate through M/V Sewol accident. Korean government is needed to apply social amplification of risk framework to the in order to promote the safety culture in the maritime administration. Hence, this paper proposes safety framework in order to prevent and resolve future unexpected accident especially for maritime field.

본 연구는 기존의 현장에서의 공공부문 성과관리 실무교육이 새로운 제도에 대한 소개위주로 이루어져 왔고 이러한 새로운 제도들은 기존의 제도들의 문제점을 부각시키고 새로운 제도의 차별성을 강조하는데 치중한 나머지 공공부문 성과관리의 본질을 이해시키는데 어려움이 있다는 점을 강조한다. 이것은 결국 어떤 제도가 새롭게 도입되어도 성과관리제도 적용의 실패라는 반복적인 실수로 이어지게 된다. 이를 극복하기 위해서는 현장에서의 성과관리 교육 및 훈련이 제도의 소개차원이 아닌 비판적 토론과 논쟁을 유도할 수 있는 쟁점을 제공하여 공무원들이 이해하고 수용할 수 있는 방향으로 나아가야 한다고 강조한다. 이에 따라 성과관리 이론 및 실무적 관점에서 현장에서 교육되어져야 할 내용을 10가지 쟁점으로 분류하고 각각의 쟁점별로 구성원들이 토론과 논쟁을 통하여 내용을 이해하는 것이 중요하다는 점을 강조한다. 본 연구에서 제시된 10가지 쟁점들은 옳고 그름을 판단하는 것이 목적 이라기보다는 다양한 시각과 가치판단의 영역을 제시하기 위함이며 향후 성과관리 교육의 내용이 보다 내실 있게 이루어지기를 기대하는 것이다. 마지막으로 본 연구는 아무리 새로운 성과관리제도가 도입되어도 현장에서 공무원들이 성과관리의 본질을 이해하지 못하면 어느 제도도 성공적으로 정착할 수 없다는 점을 강조한다.

Like most OECD countries, Korea is experiencing a decline in population and demographic changes, deterioration of public facilities, and limited investment in public facilities maintenance due to low economic growth and increased welfare budgets. In this case, not only the inconvenience of using the public facilities can lead to the occurrence of an accident due to the damage of the facilities. However, as the importance of the management of public facilities has not been recognized yet, new policies are being promoted. Korea is expected to reduce the total population since the late 2020s, and there will be a large difference in population reduction between the cities, towns, and towns within the same administrative districts. Therefore, it is necessary to change the management policy regarding the change in demand of public facilities due to population change such as population decrease and aging. Accordingly, this study analyzes the management policies and actual conditions of public facilities in Korea, and suggests the implications for public facilities management by analyzing Japan's public facilities management policies that faced population change and deterioration of public facilities before Korea. The key change in Japan's public facilities management policy is the transition from new to maintenance, which has managed public facilities in terms of existing safety management and asset management.

The Purpose of this study is to analyze the investigation of consumer's consciousness for Han-Ok construction of community facilities in an apartment housing. The contents of this study were largely composed of two parts; First was about concept and type of 'New Han-Ok type' public building. Second was about consciousness for Han-Ok construction of community facilities in an apartment housing. The result to this study is as following: 1) the concept of 'New Han-Ok type' public building should not only be defined in terms of cultural property or Han-Ok experience facilities but daily life and practical community. 2) the consciousness for Han-Ok construction of community facilities in an apartment housing was recognized affirmatively more than 75.9%. 3) the strengths of 'New Han-Ok type' public building was as following: daycare centers & small libraries & management office-use of eco materials, senior centers-traditional maintenance, community center-ease of daylight and ventilation. 4) Weaknesses of 'New Han-Ok type' public building was as following: daycare centers-security problem, senior centers-inconvenience of space, community facilities-inconvenience of facilities, small libraries-lack of storage space, management office-inconvenience of moving line. The conscious research for 'New Han-Ok type' public building should succeed for vitalizing for Han-Ok.

도서관은 지식기반의 경제시대에도 지식정보의 유통과 확장을 선도해야 한다. 그것은 최적의 도서관경영이 중요하고 전제조건이 되어야 한다는 것을 함축하므로, 수직적 및 수평적 스펙트럼을 통찰할 필요가 있다. 이에 본 연구는 새로운 경영 및 행정패러다임의 부상에 따른 신공공경영론의 등장과 선진국의 행정개혁에 주목하여 도서관 경영환경의 복잡화, 경영패러다임의 다양화, 경영기법의 다원화를 분석하고 최근 동향을 논급하였다.
