배기형의 「경주 석굴암 보수공사 설계도」(1961)에 관한 고찰 (On the Plans of Kyongju's Sokkuram Restoration Project (1961) by Pai Ki Hyung)

  • This study examines the restoration project of Sokkuram, and introduces its preliminary plans by the architect Pai Ki Hyung. The restoration project started in 1958 with an inquiry committee of the restoration project, and was completed in 1964. Despite having undergone extensive repair work under Japanese supervision from 1913 and 1923, the repair work caused water leakages inside Sokkuram, and regular cleaning work that began in 1933 caused a lot of damage to the sculpture. In result of the surveys, the top priority of this project was to protect the sculptures inside Sokkuram by improving the environment of the cave. At that time, the architect Mr. Pai participated as a head of the fourth field surveyors to plan the restoration project and to design the preliminary plans. He proposed the installation of a double dome structure to prevent further water leakages on the concrete addition that was built up around the grotto by the Japanese. However, in 1961, the Cultural Heritage Committee of Korea examined the plans of Mr. Pai and immediately rejected them. The factors of the rejection were the omitting of entrance design, system of new double dome structure that presses the existing structure, and these changes that had to be made outside of the drainage plans. The repair work of Sokkuram began in 1961, and the main construction was building double dome structure and entrance installation. In this we realize that Mr. Pai's double dome structure plans were very important key concept of this project. This study attempts to demonstrate the double dome installations that Mr. Pai initially proposed, which ultimately remains as emblematic factors of Sokkuram's legacy.

ESTIMATING COSTS DURING THE INITIAL STAGE OF CONCEPTUAL PLANNING FOR PUBLIC ROAD PROJECTS: CASE-BASED REASONING APPROACH

  • Estimating project costs during the early stage of conceptual planning is very important when deciding whether to approve the project and allocate an appropriate budget. However, due to greater uncertainties involved in a project, it is challenging to estimate costs during this initial stage within a reasonable tolerance. This paper attempts to develop a cost-estimate model for public road projects under these circumstances and limitations. In the conceptual planning stage of a road project, there is only limited information for cost estimation, for example, such input data as total length of the route, origin and destination, number of lanes, general geographic characteristics of the route, and other basic attributes. This implies that the model should individuate suitable but restricted information without considering detailed features such as quantity of earthwork and a detailed route of a given condition. With these limited facts, this paper applies a case-based reasoning (CBR) method to solve a new problem by deriving similar past problems, which in turn is used to estimate the cost of a given project based on best-fitted previous cases. To develop a CBR cost-estimate model, the authors classified 8 representative variables, including project type, the number of lanes, total length, road design grades, etc. Then, we developed the CBR model, primarily by using 180 actual cases of public road projects, procured over the last decade. With the CBR model, it was found that the degree of error in estimation can be reasonably reduced, to below approximately 30% compared to the final costs estimated upon the completion of detailed design.

공공투자사업(公共投資事業)의 적정(適正) 할인율(割引率) 검토(檢討)에 관(關)한 연구(硏究) (Review on the Pertinent Discount Rate for the Public Investment Project)

  • For the pre-feasibility study and project evaluation, the discount rate or cutoff rate should be given by the government authority. To get the Benefit/Cost Ratio, NPV(Net Present Value) and IRR(Internal Rate of Return) of the public investment projects, the pertinent and realistic discount rate should be determined to be suitable to the present time period. The cut-off rates in Korea were equivalent to 15% in 1970's, 10% in 1980's and 8% in 1990's. The prevailing rate of discount as 8% is considered not to be suitable for the 2000's public project appraisal considering the present interest rates on deposit and national bonds. To determine the socio-economic feasibility of the public projects, the IRR should be bigger than the present cutoff rate. When we still use the high old rate of discount, the analytical results of project appraisal will show always economically unfeasible. Therefore the new rate of discount suitable for present time should be determined by the government. The public projects to be implemented in 2000 year onward are recommended to be adapted 5% of cutoff rate for the project appraisal and evaluation according to the results of reviewing the tendency of discount rates and market rates of interest in Korea.

내부수익률을 이용한 수익률분석법에 대한 이해 (Understanding of a Rate of Return Analysis using an IRR)

  • A capital investment problem is essentially one of determining whether the anticipated cash inflows from a proposed project are sufficiently attractive to invest funds in the project. The net present value(NPV) criterion and internal rate of return(IRR) criterion are widely used as means of making investment decisions. A positive NPV means the equivalent worth of the inflows is greater than the equivalent worth of outflows, so, the project makes profit. Business people are familiar with rates of return because they all borrow money to finance ventures, even if the money they borrow is their own. Thus they are apt to use the IRR in preference to the NPV. The IRR can be defined as the discount rate that causes the net present value of a cash flow to equal zero. Why the project are accepted if the project's IRR is greater than the investor's minimum attractive rate of return\ulcorner Against the NPV, the definition cannot distinctly explain the concept of the IRR as decision criterion. We present a new definition of the IRR as the ratio of profit on the invested capital.

  • A selection technique for innovative projects on the beginning stage has been presented in this article. It can be applied in projects assessment in HEI, enterprises, development institutes, etc. It is rather difficult to assess the project quality on the beginning stage of R&D due to the uncertainty in the technical and economic indices but the new development analysis on this stage is of a great interest. By innovative project quality as a management object we will mean those characteristics relating to the results capacity of the projects and its realization process to satisfy the requirements to the innovative products competitiveness and their innovative attractiveness for investors. The most important question in the innovative projects management is the determination of its quality level under modern conditions. The aim of the research is to analyze and evaluate the decision making during the project management process. The objectives and hypotheses are assessment of an innovative project with the application of McKinsey's model is better to realizes by 3 stages: a) selection of optimal criteria; b) determination of weighing coefficients; c) projects positioning in a matrix.

  • Environmental Impact Assessment System, ever since its enactment in Korea fourteen years ago, has been steadily improved by introduction and implementation of new concepts and methodologies which include Environmental Impact Statement(EIS) preparation technique, selection of environmental factors, and the like. However, current guideline requires that every EIS, regardless of the specifics of the project type or characteristics of the site, must evaluate and study for all twenty-two environmental factors as set forth in the regulation. The situation causes many undesirable problems like; lack of site specific evaluation in most EISs, over-sized EIS drafts, consuming too much time and costs for EIS preparation, and so on. The objectives of this study are: - To establish a set of criteria to classify the types of the projects in terms of features of the project content and the characteristics of the site area. - To establish a guideline for selecting major environmental factors of the project type criteria, and - To provide basic materials for the preparation of complets draft EIS of the Amendment of Environmental Impact Assessment Act.

시스템엔지니어링을 적용한 철도안전프로젝트의 시스템엔지니어링 능력성숙도 평가 (An assessment of the Systems Engineering Capability Maturity of the Railway Safety Project applied the Systems Engineering)

  • In this paper, there is the case study which assesses the systems engineering capability maturity of the safety organization that performs the Railway Safety project using systems engineering method. To In ore effective and efficient a research and development to railway safety domain, a new research and development method can be progressively needed such as systems engineering. To assess quantitatively research of systems engineering efforts in the railway safety project, SECM(EIA/IS 731) Standard is utilized in the paper. It is by questionnaire that the capability maturity assessment is executed wit h the safety organization and staffs who performs the systems engineering activities; requirement analysis and management, interface control management. product verification and validation, and so on. As a result, the systems engineering capability level of the safety organization rises from 0 level at the initial project to 2 level after two years and all staffs give an affirmative answer about the importance and effectiveness of the systems engineering approach.

앱을 이용한 프로젝트관리 학습 커뮤니티에 관한 연구 (A Study on Project Management Learning Community using Application)

  • 최근 교육의 패러다임이 학습자 중심으로 변화되면서 새로운 수업모델의 하나로 프로젝트 기반 수업에 대한 관심이 증대되고 있다. 대학에서는 이러한 변화를 수용하여 창의적으로 변화를 창출 할 수 있는 차세대 인재를 육성하는데 교육의 목표를 두고, 그에 따른 연구가 활발히 진행되고 있다. 본 연구에서는 대학에서 실시되는 설계 교과목의 주된 교과 내용인 프로젝트를 수행하는데 있어서, 최소화된 교수자의 개입과 주도적인 학습자 중심의 교수학습 모델을 제안하였다. 제안된 모델은 프로젝트 기반 수업의 지원체제, 팀 편성방법, 학습자의 다양한 상호작용 방법, 교수자의 팀워크 모니터링 방식 등을 제시하였으며, 이를 최근 사용이 급증하고 있는 스마트폰을 이용한 프로젝트관리 어플리케이션으로 설계 및 구현하였다.

민자사업의 사업관리 사례분석

  • 민자사업의 사업관리주체는 몇몇 사업을 제외하고는 해당 사업의 시행을 위해서 별도로 설립된 사업시행법인인 경우가 대부분이다. 본 연구에서는 민자사업의 사업관리사례로서 사업시행법인 자체의 조직과 인력을 활용한 발주자CM의 형태로 사업관리를 수행한 서울외곽순환(일산$\~$퇴계원)고속도로 민자사업의 사례를 분석, 제시하고자 하였다. 시간관리의 측면에서 사업시행법인은 시공단계의 단순한 공정관리 틀에서 벗어나 사업의 계획. 설계, 인허가, 시공, 그리고 운영 및 유지관리까지 사업 전단계에 걸친 사업관리주체라는 관전으로 접근하였으며, 비용관리의 측면에서 시공단계의 사업비 증파에 대한 risk의 부담주체는 민간이라는 기본 전제하에 설계VE 등을 통한 사업비 절감요인 도출 등 보다 적극적인 사업비 관리가 요구되었다.

전환 정액일괄도급 계약방식 프로젝트의 리스크 분석 (Risk Assessment for the Converted Lump-sum Turnkey Project)

  • Due to the recent uncertainty of market situations such as the escalation of petroleum prices, increased production capacities of plants, limitations of the available EPC (Engineering, Procurement, Construction) contractors, and the increase of raw material prices, EPC contractors have had a tendency to include a higher reserve contingency in the lump-sum turnkey contract price. In order to overcome the changes in the market, the plant project construction industry has started to apply the converted lump-sum turnkey contract in plant construction market. This study was focused to find the associated risks and to analyse the identified risks on recent trend of application of the new contract type, which is the converted lump-sum turnkey contract. It was recognized from the analysis that quality and cost have more high priority risks than other project objectives. This paper also suggests the mitigation plan for identified risks to achieve project objectives appropriate to the converted lump-sum turnkey project from the viewpoint of an EPC contractor keeping transparency with owner.
