시스템적 관점에서 접근한 신경제의 특성에 대한 재고찰 (Rethinking the Characteristics of the New Economy: A Systemic View)

  • 1990년대 이래 신경 제라는 제목 하에 다양한 경제 사회적 현상들이 관찰되고 논의되어왔다. 문헌에 기록된 대부분의 신경제 현상들은 단편적 일화적으로 묘사되고 있어 신경제의 본질에 대한 논리적이고 체계적인 설명이 부족하다. 본 연구는 시스템 관점에서 신경제 현상의 특성을 분석하였다. 구체적으로 신경제를 하나의 시스템 현상으로 놓고 아래 5가지 시스템적 속성에 대한 답을 구하였다. 1) 신경제 시스템의 구성요소는 무엇이며 그것들은 어떻게 상호 연관되어 있는가? 2) 신경제 시스템은 기능적으로 어떻게 작동하는가? 3) 신경제 시스템에서 생산되는 재화와 서비스는 무엇인가? 4) 신경제가 시스템으로서 가지는 가치는 무엇인가? 5) 신경제 시스템의 총체적 체계적 특성은 무엇인가? 본 연구는 상기 각 시스템 측면에서 신경제가 가지는 핵심 속성을 도출하고, 이를 종합하여 시스템 관점에서의 신경제 이해를 도모하고 있다. 아울러 신경제의 시스템적 특성이 기업의 전략에 시사하는 바가 무엇인지를 논의하고 앞으로의 연구과제들을 제시하고 있다.

  • The hydrogen economy is still a niche market and a new system. If we believe in the optimism and the hope of human history of technological progress, the hydrogen economy will be a new paradigm to replace the carbon economy. The research question is what kind of leadership the government should show in order to revitalize the hydrogen economy. In response to the research question, this study highlights the governance leadership. The new economy must be newly recognized before they can find a solution. This research can be the first step in finding the way.

차량 누적거리에 의한 연비 특성 연구 (Study on Fuel Economy Characteristics by Cumulative Distance of Vehicle)

  • The vehicle label fuel economy is used as an energy management indicator nationwide. It induces technology development of automobile manufacturers and plays a role of providing information when purchasing a consumer vehicle. However, consumers who purchase a new vehicle continued to complain that the label fuel economy is different from the mandatory fuel economy rate. The domestic fuel economy measurement method is the same as the North American measurement method. The results of the two test modes (urban (FTP-75 mode), highway (HWFET mode)) are calculated in five test modes reflecting various environmental conditions and driving patterns 5-cycle correction formula is used which is equivalent to the fuel efficiency value. In this study, to solve the consumers' curiosity about the fuel economy of new vehicle, we use domestic fuel economy measurement method to measure the new car condition within 150 km of driving distance and the cumulative driving distance condition of domestic label fuel economy test vehicle. A comparative evaluation of fuel economy was carried out for a durability vehicle of $6,500{\pm}1,000km$. A result, mean value of the fuel economy of the four gasoline vehicles increased by 2.7 % in the city center mode and by 2.5 % in the highway mode in the durable vehicle compared new vehicle. And in the case of the diesel vehicle it increased by 2.5 % and 3.9 % respectively. The harmful exhaust gas emitted from the vehicle also resulted in more emissions of both gasoline and diesel vehicles in new vehicles. It is considered that the increase of the frictional force of the vehicle driving system and the lubricating oil system would have an effect on the reduction of the fuel economy of the new vehicle, and it was found that the fuel economy and the exhaust gas were improved by proper cumulative distance (domesticate) to the new vehicle.

ICT와 미래창조경제의 나아갈 방향 (Expected Role of ICT for Creative Economy)

  • 글로벌 경제의 성장 패러다임이 창조경제 체제로 변화하고 있다. 이러한 변화가 가져올 결과를 제대로 이해하기 위해서 나아가 바람직한 미래의 창조경제를 위해서, 그리고 ICT의 역할은 무엇인지에 대해서 살펴보고자 한다. 창조경제는 경제성장론에 바탕을 두고 있다. 신경제 체제에서 ICT 부문에 대한 투자를 통해 인플레이션 없는 지속적 성장 또는 주어진 인플레이션 하에서 보다 높은 수준의 지속 가능한 성장을 달성할 수 있게 된다. 그러나 미국에서와 달리 국내에서는 신경제 현상이 유의하게 나타나지 않았다. 신경제보다는 요소투입에 의존하는 성장 패턴을 보였기 때문이다. ICT는 신경제(디지털 경제)로의 이행을 위한 필수적 요소이긴 하나 그 자체로 생산성 및 성장을 전부 설명하는 것은 아니라고 평가된다. 관건은 어떻게 정보통신 및 기술발전을 타 산업에 확산시키는지의 여부에 달려 있다. ICT는 그 자체가 창조산업이거나 창조경제가 아니라 enabler로서 제대로 역할을 할 수 있어야 한다. 창조경제는 신경제론의 연장선에 볼 수도 있다. 자본과 노동력 요소 투자 이외에 문화적 자산과 인적 자원(Human resource)을 투여하여 가치를 생산해 내는 경제를 의미한다. 그러나 투입요소의 변화에 국한되면, 진정한 의미의 창조경제를 기대하기 어렵다. 그러한 의미에서 창조경제는 정권 5년 정책이슈가 아니라 미래지향적이어야 하며 단순히 투입요소에 창의력이 추가되는 차원을 넘어 through-put이라고 할 시스템의 변화가 수반되어야 한다. 여기에 ICT의 역할이 있다.

  • The recycle economy is the first stage of knowledge economy. In March 2005, the author attended the forum of 'Festival of Thinkers' in the capital of United Arab Emirates, Abu Dhabi. Through five day' discussing with 10 Nobel Prize winners and 18 thinkers from five continents, the conception of Recycle Economy is regulated. The former principle of '3R' in clean production has been expanded to '5R' in new recycle economy, adding concept of 'rethink' and 'repair' to the 'reduce, reuse and recycle' This article makes a full exposition to the origin, contents and its innovation to the classical western economics of the new recycle economics. Before the 2008 Beijing Olympics, the article discusses the application of new recycle economy in terms of promoting the ability of national innovation system and independent innovation, city construction and the industry innovation concerning Beijing's features.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

  • The domestic label fuel economy measurement method is the same as the North American measurement method. The results of two test modes (city [FTP-75 mode], highway [HWFET mode]) are calculated to be equivalent to the final fuel economy value calculated as the result of five test modes reflecting various environmental conditions and driving patterns 5-cycle correction formula is used. In this study, we tried to find out that the difference between the domestic label fuel economy of the vehicle and the real road fuel economy felt by the driver compared to the new vehicle condition as the mileage increases. Using domestic label fuel economy measurement method, Four gasoline vehicles and four diesel vehicles were tested for the fuel economy of a new vehicle with a mileage of 150 km or less and domestic fuel economy test $6,500{\pm}1,000km$ durability condition and 15,000 km durability. It is confirmed that the certain portion (6,500 km endurance vehicle) The increase in mileage did not affect the fuel economy or the emission gas significantly, indicating that vehicle durability was limited.

  • 본 연구는 나눔 경제가 최근 사회적 기업과 협동조합 등 다양한 형태로 운영되고 있는 현상에 주목하여 우리나라에서 나눔 경제를 실천하고 있는 사례를 소개하고 지속가능한 실천공동체로서의 방향을 제시하는데 있다. 이를 위해 문헌을 토대로 나눔 경제의 합리성을 고찰하고 연구동향을 파악하였다. 또한 나눔 경제로 운영하고 있는 기업 중 성심당과 서광사 사례의 특징을 분석하였다. 최근 경제적 불평등이 심화되는 한국 경제에서 새로운 경제적 패러다임의 제시가 필요한 상황에서 본 연구는 EoC의 주요가치를 이해하고 EoC 관련 연구사례와 가치를 추구하는 실천공동체 기업인 성심당과 서광사의 사례를 탐구함으로써 새로운 경제 관점을 제시하고자 하였다. 본 연구결과 4차 산업혁명시대에 주고 나누는 실천을 통해 모두를 위한 인간중심의 윤리적 기업가 정신은 어느 때 보다 중요하며 이러한 실천 정신을 통해 지속가능한 사람중심의 실천공동체로서 기업이 권한을 갖게 되는 새로운 패러다임을 제시하는데 큰 역할을 할 것으로 기대한다.

  • The fuel economy estimates essentially serve two purposes : to provide consumers with a basis on which to compare the fuel economy of different vehicles, and to provide consumers with a reasonable estimate of the range of fuel economy they can expect to achieve. The current fuel economy label values utilize measured fuel economy over city driving cycles. However, this test driving mode can not be evaluated the variety factor of the real-world. These factors include differences between the way vehicles are driven on the road and over the test cycles, air conditioning use, widely varying ambient temperature and humidity, widely varying trip lengths, wind, precipitation, rough road conditions, hills, etc. The purpose of this paper is to account for three of these factors on the fuel economy : 1) on-road driving patterns (i.e. higher speeds and more aggressive driving (higher acceleration rates)), 2) air conditioning, and 3) colder temperatures. The new test methods will bring into the fuel economy estimates the test results from the five emissions tests in place today : CVS-75, HWFET, US06, SC03 and Cold CVS-75. Based on these new test methods, this paper discusses the characteristics of driving condition on Hybrid electric vehicle (HEV). And this paper assesses the fuel economy label of HEV.
