미국의 넙치 소비 시장에 관한 연구 (A Study on the Flounder Consumer Market in the US)

  • Flounder was selected as one of the 10 strategic export aquaculture products for seafood export expansion in 2013. The flounder aquaculture industry has promoted export market diversification and product diversification from live to processed goods as a it's main strategy. The purpose of this study is to find an improvement plan for export expansion to the United States, as it emerged as a new target export market for the flounder. A summary of the key findings is as follows. First, the western region of the United States prefers to consume live and fresh flounder, whereas the eastern region prefers to consume fresh flounder. Second, because of it's high quality, Korean flounder is favored in the western region of the United States despite it's high price, whereas in the eastern region of the United States, where production volume is high, Korean flounder has to compete with US flounders because of it's high price. Third, according to the survey results, US consumers tend to enjoy seafood, as well as flounder cuisines. Fourth, the main consumption place of flounders by US consumers are restaurants, and they prefer to consume them in the form of sashimi and sushi. Fifth, 70% of US consumers expressed willingness to consume flounder when eating out. which shows great market potential. However, the high price of Korean flounder and limited size of the live fish market act as major obstacles to expanding export volume. To expand exporting Korean flounder, continuos efforts such as price reduction, exporting highly fresh fish, the co-development of processed food with the US are needed.

An Evaluation of the Research Potential in the Aeronautics Transport Mode in Europe

  • Purpose - Our study aims to analyze and assess aeronautics transport, to bring comprehensive insight about the existing potential in the new member states, candidate countries, potential candidate countries, and associated states. Methodology - The evaluation was carried out by applying qualitative methodology to the research results and on existing capabilities, to assess the overall research capability in the aeronautics transport mode of each country and region, in the European context. Results - Overall, countries with the strongest potential are the Czech Republic, Poland, Hungary, and Romania. The aeronautics research potential was evaluated as weak in as many as 11 countries, with Estonia, Bosnia-Herzegovina, Macedonia, Montenegro, Albania, and Moldova being evaluated as weak in all categories, and Latvia, Croatia, and Serbia being evaluated as weak overall but having at least one category evaluated as medium. Conclusion - Based on the research findings, there are recommendations regarding both the research policy and research activities related to the aeronautics transport mode. The findings contribute to the further development of EU aeronautics research and the aviation industry.

How Does Intellectual Capital Fuel Non-Interest Incomes in Banks? New Case from an Emerging Country

  • The aim of this study is to answer the straightforward question of whether the implementation of IC has fueled non-interest incomes of banks or not. By utilizing the data of 26 domestic banks in Vietnam and employing the value-added intellectual coefficient model (VAIC) as the measure of IC efficiency, our empirical evidence manifests that IC plays a vital role in fostering non-interest incomes of banks. When dividing VAIC into different components, we find that structure capital employed (SCE) is the most important component to enhance the expansion of these incomes compared with other components including capital employed efficiency (CEE), human capital efficiency (HCE). These findings remain unchanged through some robustness tests performed. While the main driver of IC and SCE, CEE component becomes a substantial advantage to increase non-interest incomes in large banks. Meanwhile, the degree of impact of SCE is higher in small banks compared with large ones. Overall, this study would provide a deep insight into the role of IC in the transformation into non-interest income activities of banks in an emerging country, and therefore our findings would be useful for both scholars and policy-makers in Vietnam, where has undergone the period of major reforms in banking system.

Prognostic Role of Hepatoma-derived Growth Factor in Solid Tumors of Eastern Asia: a Systematic Review and Meta-Analysis

  • Hepatoma-derived growth factor (HDGF) is a novel jack-of-all-trades in cancer. Here we quantify the prognostic impact of this biomarker and assess how consistent is its expression in solid tumors. A comprehensive search strategy was used to search relevant literature updated on October 3, 2014 in PubMed, EMBASE and WEB of Science. Correlations between HDGF expression and clinicopathological features or cancer prognosis was analyzed. All pooled HRs or ORs were derived from random-effects models. Twenty-six studies, primarily in Eastern Asia, covering 2,803 patients were included in the analysis, all of them published during the past decade. We found that HDGF overexpression was significantly associated with overall survival (OS) ($HR_{OS}=2.35$, 95%CI=2.04-2.71, p<0.001) and disease free survival (DFS) ($HR_{DFS}=2.25$, 95%CI =1.81-2.79, p<0.001) in solid tumors, especially in non-small cell lung cancer, hepatocellular carcinoma and cholangiocarcinoma (CCA). Moreover, multivariate survival analysis showed that HDGF overexpression was an independent predictor of poor prognosis ($HR_{OS}=2.41$, 95%CI: 2.02-2.81, p<0.001; $HR_{DFS}=2.39$, 95%CI: 1.77-3.24, p<0.001). In addition, HDGF overexpression was significantly associated with tumor category (T3-4 versus T1-2, OR=2.12, 95%CI: 1.17-3.83, p=0.013) and lymph node status (N+ versus N-, OR=2.37, 95%CI: 1.31-4.29, p=0.03) in CCA. This study provides a comprehensive examination of the literature available on the association of HDGF overexpression with OS, DFS and some clinicopathological features in solid tumors. Meta-analysis results provide evidence that HDGF may be a new indicator of poor cancer prognosis. Considering the limitations of the eligible studies, other large-scale prospective trials must be conducted to clarify the prognostic value of HDGF in predicting cancer survival.

국제항공법상 정신적 손해에 관한 연구 (A Study on Mental Injury Suffered by Passengers in International Air law)

  • 'lesion corporelle'의 직역에 대한 의견에 있어서 약간의 차이가 있지만, 그것의 의미와 정신 또는 정신적 상해의 다양한 문맥상 적용함에 있어서는 분명하지 못하다. 미국 법원은 Floyed 사건이 바르샤바 협약 제17조에 따라 정신적 상해를 포함하는 범위에 대한 배상을 허용한 이후로 신체적 상해의 관련 또는 동반 여부에 따라 다르게 결정하고 있다. 대부분의 법원은 동 협약에 따라 순수한 감정적 손해에 대해서는 배상이 불가능하다는 의견에는 일치한다. 또한 신체적으로만 나타나는 증상 예를 들어 체중이 감소하거나 불면증과 같은 경우에는 감정적인 손해에 대한 배상을 인정하지 않는데 동의한다. 동시에 감정적 손해가 신체적 상해로부터 야기된 경우에는 그에 대한 배상에 동의한다. 이와 관련하여 현재는 바르샤바 협정의 용어가 그대로 유지되고 있어 많은 국가들의 판례가 상이하게 나타나고 있어 조약의 본래의 목적에 기여하지 못하고 있는 실정이다. 또한 정신적 상해와 관련된 PSTD 등의 사안은 현 바르샤바에 따르든지, ICAO에서 제안한 새로운 협약에 따르든지 그 여하를 불문하고 '신체적 상해'라는 용어 내에서 법원이 정신적 고통과 관련된 과학적 증거와 그 적용문제에 있어서 감당할 준비가 되어 있는지의 여부에 따라 달라질 것이다. 이러한 점들을 종합해 볼 때 현재의 바르샤바 협정 제17조의 '신체적 상해'라는 개념은 '정신적 상해'까지 확대되어야 할 것이다. 따라서 향후 조약에서 '신체적 상해'라는 용어는 '상해' 혹은 '건강훼손'이라는 용어로 개정 내지 교체해야 할 것이다.

근해저인망류어업에 있어서 업종별 경합관계 형성에 관한 사적고찰 (A Historical Consideration on the Evolution of Competition in Offshore Fisheries)

  • The offshore trawl fishery is seeking its survival way to overcome current management conditions in red, resulted from the bilateral agreement with China and Japan. However, this movement magnifies conflicts between fisheries on the contrary and it is thought to be impossible to get over current situations. For all that, this study is aimed at investigating how this current situations have occurred. The management freedom as response to the change in fishing conditions of a certain fishery, in case of Korea, is affected by institutional regulations. The example of this is controls on fishing gears, fishing vessels, and fishing grounds. The most exposure of this control is a segmentation of institutional fisheries. The initial segmentation of the offshore trawl fishery in Korea was occurred in the period of Japan's colonization when the degree of use of fishing grounds was limited geographically. At that time, fisheries were divided by fishing areas, but it did not divide the fishery itself. The large - sized fishing vessels were developed politically to be more competative to Japanese fishing vessels since 1950s. During this time, the trawl fishery was merged into current Eastern trawl fishery and South - Western trawl fishery. It was also inevitable to divide into the pair trawl and single trawl fishery as a result of the physical mergency between Western trawl and Southern trawl fishery. In order to develop the trawl fishery, new licenses were issued on the shrimp trawl fishery, through which it was expected to boost the trawl fishery. As opposed, the shrimp trawl fishery was changed into the mid - sized trawl fishery, targeting on the eastern fishing areas and the large - sized trawl fishery was developed since the late of 1970s with the development of filefish processing industry. The large trawl fishery that led in development of offshore trawl fishery since the late of 1950s was started to divide into a pair trawl and single trawl according to the fishing method and capital power. It finally became an institutionally independent fishery in 1980s, respectively. Looking into these historical process, the segmentation of the trawl fishery is thought as a result of the lack of long - term perspective and as a production of trial and error resulted by unprepared policy. As a result, these segmentation of fisheries roles as critical obstacles in harmonization of fisheries and in overcoming of current situations. Therefore, the review of this institutional segmentation of the offshore trawl fishery should be taken for an optimal redistribution of fishing grounds suits with business and fishing technology. For this, the fishery must be divided into large capitalized fishery and small - mid fishery with consideration of capital, fishing method, and the condition of use of fishing grounds. In addition to this, by limiting outline of fishing ground that the large fishery can harvest, it must allow for the small - mid fishery to catch with its own boundary. Furthermore, by launching buyback programs on the trawl, eastern trawl, pair trawl, it can provide broader fishing grounds where the fishery can harvest with management freedom.

선진국 항만재개발과 도시재생사업의 경험과 정책적 시사점 (The Policy Implications of Port Redevelopment and Urban Regeneration Experiences of Advanced Countries)

  • 유럽과 미국 등 선진국에서는 산업화시대에 조성되었던 항만들이 노후화되면서 1970년대 부터 항만재개발과 도시재생사업이 활발하게 추진되었다. 우리나라에서는 2000년대 들어서서 부산북항 재개발사업을 시작으로 인천내항의 시민개방과 함께 재개발사업이 추진되고 있다. 그러나, 이들 사업은 항만과 도시의 재개발이 통합적으로 추진되고 있지 못할 뿐 아니라, 역사성과 장소성의 훼손, 부동산시장 의존형 사업구조 등의 문제점을 안고 있다. 유럽, 미국 등의 성공적인 항만도시 재생사업을 살펴본 결과, 지자체가 중심이 되어 항만과 배후도시를 하나의 패캐지로 한 통합적인 접근이 이루어지고 있음을 알 수 있다. 또한, 항만도시 특유의 역사적 지역자산을 최대한 보전, 활용하고 정교한 디자인 가이드라인을 제시해서 수준 높은 수변도시를 만들어 나가고 있다. 안정적인 사업의 추진을 위해서 앵커시설의 유치, 장소 판촉, 재원조달을 위한 새로운 아이디어 도입 등이 정책적 시사점으로 도출되었다.

  • 도시의 발전정책에 대한 주민의 인식과 평가태도는 정책의 성공여부에 커다란 영향을 미치기 때문에 지역정책의 수립에 중요한 변수로 작용한다. 본 연구는 역사.문화적으로 전남 동부지역의 중심지로 성장해 왔고, 오늘날에는 광양만권의 중심도시로 기능하고 있는 순천시를 사례로 도시발전정책에 대한 지역주민의 인식태도를 고찰한 것이다. 도시발전정책에 대한 시민들의 인식태도를 파악하기 위하여 정주환경과 삶의 질, 도시발전정책의 문제점, 그리고 장기적인 방향에 대한 내용을 중심으로 설문지 조사법을 이용하여 자료를 수집.분석하였다. 순천시민들은 순천시의 삶의 질에 대해 비교적 만족하고 있고, 지역경제의 활성화와 문화.여가시설을 비롯한 생활편익시설의 확충에 많은 관심을 가지고 있다. 순천시 도시발전의 미래상에 대해서는 긍정적으로 인식하고 있으나 장차 교육과 문화기능의 강화를 중점을 두고 시정을 추진해야 한다고 평가하였다. 따라서 순천시가 광양만권에서 중심도시로 기능하기 위해서는 주민의 요구를 수렴한 새로운 유형의 도시발전정책의 수립과 시행이 필요한 것으로 밝혀졌다.

关于东北亚地区内 "建设性的微边主义, 小区域主义" 制度 建设的必要性和效果的研究 -以韩国的视角为中心 - (A Study on the necessity and Effect of constructive minilateralism and subregionalism in Northeast Asia: Focused on Korean perspective)

  • This article not only theoretically explores the necessity and effect of constructive minilateralism and subregionalism in Northeast Asia, but also delves into a series of practical solutions from viewpoint of seeking common ground while reserving differences in this region. The main contents are as follows: First, the various obstacles that hinder the formation of regionalism, subregionalism and minilateralism in the Northeast Asia are discussed. That is to say, geopolitical realism, My Country First ideology, exclusive nationalism in the socio-historical context, and North Korea's latest provocations, etc. Second, this article explores the philosophy and basic principles of realizing Northeast Asia regionalism and minilateralism. Third, in the 21st century, Northeast Asia becomes the center of the world. It examines the core points, controversial focus and platform for building sub regionalism in the region. Finally, based on the institutional platform such as minilateralism and sub regionalism, the various ideas and practical plans of cross-border cooperation among major countries in Northeast Asia were discussed. Because there are a lot of obstacles, so first of all it is more appropriate to promote economic or functional minilateralism or sub regionalism than multilateral cooperation. In order to promote the formation of regionalism and minilateralism in Northeast Asia, the issues to be considered are as follows: First, for the sake of leading regional solidarity and minilateral economic cooperation, it is advisable for China, as a regional economic power, to implement a stable and responsible diplomacy. Secondly, regional solidarity based on credible politics and security should be promoted for a long time beyond the level of economic cooperation. Third, the primary prerequisite for the realization of Northeast Asian regionalism is that in the process of denuclearization of North Korea, the stability and peace mechanism of the Korean Peninsula should be established. Fourth, with the continued hegemonic competition between the United States and China in Northeast Asia, under the circumstance that countries in the region are pushed into so-called "East Asian Paradox", it is profoundly important for them to consider transition from the hostile relationship as the "Thucydides trap" to the order of "coexistence" in which competition and cooperation run side by side, and the two countries should explore a conversion plan for the foreign policy line. This mutual cooperation and peaceful coexistence of the US-China relationship will create a friendly atmosphere for the formation of regionalism in Northeast Asia. In the future, the cooperation of minilateralism in Northeast Asia will break the existing conflict between the maritime forces and the continental forces in order to promote peace. And along with the philosophy that "peace is economy", recent policies of common prosperity as the framework, such as China's "Belt and Road Initiative", North Korea's "Special Zone and Development Zone Policy", Russia's "New Eastern Policy", Japan's participation in the Belt and Road Initiative and South Korea's The "Korean Peninsula New Economy Map" are organically linked and it should promote the so-called "networked regionalism".

신흥 중견국가의 공적개발원조: 한국의 경제 시설 및 생산 분야 중점지원 전략 (New Middle Powers' ODA: Korean Aid Strategy for Economic Infrastructure and Production Sector Building)

  • 이 글은 탈냉전 시기 강대국과 구별되는 중견국가의 공적개발원조 정책에 대해 살펴보고 이에 따른 한국의 원조전략을 연구한다. 성공적인 공적개발원조는 공여국의 위상을 높이고 수원국의 발전을 돕는다는 점에서 중견국가의 원조정책은 강대국보다 효과적이다. 중견국가는 외교력과 다자주의적 접근을 통해 국제문제를 해결하며 빈곤 퇴치와 인권 증진의 목표 하에 공적개발원조의 규모, 대상, 방식, 부문, 체계를 결정한다. 따라서 중견국가는 강대국보다 많은 양의 GNI 대비 원조를 제공하고 자국의 안보 전략적, 경제적 이익과 무관한 최빈국을 우선 원조 대상국으로 삼고 있다. 또한 원조의 조달처나 용도를 제한하지 않는 양자 간 비구속성 무상원조 방식을 많이 택하고 있고 식량 원조, 재난 구호, 환경 보호 부문에 원조를 집중하고 있다. 반면 자국의 이익에 따라 공적개발원조 정책을 결정하는 강대국의 원조는 수원국의 필요와 맞지 않는 경우가 많다. 한편 신흥 중견국가 한국의 공적개발원조 정책은 첫째, 공여국의 위상 면에서 중견국가의 규범과 목적에 부합되지 않는 경우가 많았고 강대국 답습 혹은 편승 전략을 보여주었다. 특히 아시아 지역에 한정한 소액 분산 지원은 일본 대외원조의 경제적 이해와 직접적으로 충돌했고 국가 주도형 발전모델의 전수 전략 역시 미국 대외원조의 핵심인 즉각적인 민주화 프로그램과 충돌하면서 효과적이지 못했다. 둘째, 수원국의 발전 면에서 한국의 부문 별 원조정책은 경쟁력과 실효성을 보여주었다. 탈냉전 시기 강대국의 관심이 경제 기반시설과 생산 분야 원조에서 멀어지고 있는 상황에서 한국은 비교우위 분야인 정보통신과 산업 에너지에 대한 기술 지원 및 협력을 통해 수원국의 기반시설 구축에 도움을 주었다. 특히 중견국가의 전통적 원조부문인 인도적 지원이 아닌 분야에 원조를 집중한 것은 제한된 규모를 바탕으로 중견국가군 사이에서 틈새를 공략한 성공적인 사례이다.
