Internet GIS represents the GIS technique that, by integrating Internet and GIS technique, provides geographic information services through Internet environments, Internet GIS suggests that one can search and analyze spatial data through WWW under the dynamic client/ server computing environments, In this paper we introduce the development of a new address management system using GIS technique and a new address information system using Internet GIS, The new address system, which is based on stress name and building number along the street, is developed to complement the current address system which is based on cadastral system, The new address management system is developed for the management of address change due to establishment of roads, construction and destruction of buildings etc using a GIS, The new address information system presents the Internet GIS system which provides people with geographic and address information. By implementing the new address information system it is possible to share GIS data, increase the efficiency of implementation of GIS system, and maximize its usablity.

Address and location information is gaining importance as a channel between business entities and customers. However, as the new address scheme, which is based on street name and building number, is deployed, various problems occurred in the areas of postal service, logistics and management of customer information. And therefore it is necessary to make plans for integration and application of address information and location information. In this study, we clearly identify the problems when the governments and companies manage the address and location information under the circumstances of new address system. And we suggest improvement plans from the viewpoint of code scheme and database linkage.

Present address system in korea was originally applied as a lot number system for the purpose of collecting taxes since 1910's, which has been changed irregularly by development of the urban areas. This unreasonable address system has disadvantaged the social welfare and the industrial structure, such as visiting, communication, delivery, sightseeing, marketing, transportation, etc. Therefore the new system, which would be rational and scientific, has been deeply demanded for the better services of spatial information and administrative efficiency of government. Korean government has launched the new address project as part of strengthening measures for national competitiveness since 1996. This paper would discuss the grant scheme of road name and building number in Cheongju city and evaluate the construction process of the new address management system.

The purpose of this study is development of the management system for convenient use of new address guide system for systematic management and use of spatial information gained by mapping of numerical map of building and road to large basic new address, survey and input of main gate, decision of the road session, naming and input of road name, grant of numbering of all houses and buildings, new address guide, real life geographical information and added information service on Web-site in Jecheon-city area. In this study, the development and establishment of new address management in local cities are designed by making full use of GIS function of client server based system. In the result, the effectiveness of new address management system of Jecheon- city could be highly increased owing to not only citizens' easy access but also easy availability of various informations necessary in life by developed its system.

To initialize and maintain self-organizing networks such as mobile ad hoc networks, address allocation protocol is essentially required. However, centralized approaches that pervasively used in traditional networks are not recommended in this kind of networks since they cannot handle with mobility efficiently. In addition, previous distributed approaches suffer from inefficiency with control overhead caused by duplicated address detection and management of available address pool. In this paper, we propose a new dynamic address allocation scheme, which is based on adaptive partition. An available address is managed in distributed way by multiple agents and partitioned adaptively according to current network environments. Finally, simulation results reveal that a proposed scheme is superior to previous approach in term of address acquisition delay under diverse simulation scenarios.

New Address System have been defined by section belonging to a road To manage this New Address System the relationship between road and section must have consistency and convenience. So, It have to be designed not only logical relation but physical relation for The relationship between road and section. To make New Address Management System considered the relationship, It must be design database considered the relationship. In this study, therefore would like to present the database design considered the relationship between road and section. The Internet has been growing at unprecedented rates. The problem of an address shortage could act as a barrier on this growth. In principle, a new Internet standard, IPv6 solves the problem of the address shortage because it has a very large address space. But IPv6 is not yet compatible with the IPv4 and during the IPv4-to-IPv6 transition period IPv4 address will continue to be in demand. Thus for quite some time, the problem of IP address shortage will persist. To solve the problem, we propose the mechanism of secure IP address trading. This mechanism is based on the Resource PKI (RPKI). The RPKI is the working item of IETF. This proposed mechanism maximizes the trust of IP address trading using RPKI.

In this paper, we propose a vector quantization method which uses a dynamic address mapping based on exploring the high interblock correlation. In the proposed method, we reduce bit-rate by defining an address transform function, which maps a VQ address of an input block which will be encoded into a new address in the reordered codebook by using side match error. In one case that an original address can be transformed into a new transformed address which is lower than the threshold value, we encode the new address of the transformed convector, and in the other case we encode the address of the original convector which is not transformed. Experimental results indicate that the proposed scheme reduces the bit-rate by 45~50% compared with the ordi-nary VQ method forimage compression, at the same quality of the reconstructed image as that of the ordinary VQ system.
