  • This paper presents rationales for a network centric organization and their impacts on organizational effectiveness. A network centric organization shows characteristics that may be used to improve organizational effectiveness and process innovations. However, some conditions are to be satisfied to build a network centric organization. This paper summarizes such pre-conditions for a network centric organization. Korea is evaluated to be a good place to build a network centric organization because of its successful adoption of IT.

  • This research suggests a method to contribute to the perfect execution of duty in prospective information warfare by inspecting network-based warfare, in which its basic concepts and efficient management plans are provided; it is especially important, due to growing focus on information warfare caused by sudden improvements on information technology which affects not only civil matters but international military affairs as well. For this purpose, this research scrutinizes on the chronological organization of warfare traits during the information age, and information-warfare execution, as well as its effects, thereby providing proper management plans for network-based warfare.

  • Korean military is propelling the M&S on new warfare concept, such as NCW(Network Centric Warfare) which is the aspect of future war. IPv6 is the essential element of next generation defense network which is supporting the future battlefield. There have been many studies on allocating the IPv6 address for next generation defense network. However, they assigned the address by level on the basis of the military organization or assigned it from the service network, so it had the defect, the big size routing table. This study reviews the topology of next generation defense network and adjusts the position of service network ID on the basis of the network topology. Finally, it improved the efficiency of route aggregation and minimized the routing table size in comparison with the previous studies and it was proved by OPNET simulator.

  • The Future Internet that includes Real World Objects and the Internet of Things together with the more classic web pages will move communications from a nodecentric organization to an information-centric network allowing new a paradigm to take place. The 4WARD project initiated some works on the Future Internet. One of them is the creation of a Network of Information designed to enable more powerful semantic searches. In this paper, we propose a security solution for a model of information based on a semantic description and search of objects. The proposed solution takes into account both the access and the management of both objects and their descriptions.

  • This study analyzes the influence of the construction of a high-speed railroad on territorial organization in France. After development of a new transportation network, the French territorial organization has been largely modified. Many economic urban areas are modified by their position in the territorial hierarchy according to their condition of connection with the TGV network. At first, spatial convergence is the most important effect of the TGV network construction. Second, the development of a transportation network concentrated in the Paris area has influence as an intensified factor on metropolitan areas and as a weakening factor on middle- and small-sized cities. Thus, this system has risk in increasing territorial imbalance in France. Third, to implant an economic activity zone around new TGV stations, a new town or a new economic center starts to develop. This is going to grow into a second core outside of the old city center so that regional spatial organization is transformed from a mono-polarized(mono-centric) organization to a multi-polarized(polycentric) one. Lastly, the integration of the EU railroad system enhances the concentration of economic activity in European metropolitan areas as each metropolitan area tries to develop more competitive space for its rising position in the global urban hierarchical system.

  • In this paper, in order to support rapid and effective decision-making and response in disaster situations, we identified the author's organization of academic research papers and conducted a collaborative relationship analysis study based on this. For this purpose, 2,308 papers in 69 Korean academic journals classified by disaster and safety type were selected for analysis and experimental data were constructed based on the Korea Science Citation Database (KSCD) and institutional identification data provided by KISTI. Collaborative relationship analysis was conducted for each of the four units (Institution, Institution type, Institution region and University department type). First, statistical status such as frequency of appearance was compared, and basic properties and main centrality index of each co-occurrence network were calculated and analyzed using Social Network Analysis Method. In addition, a visualization map was created and presented for each network so that the collaborative relationship could be viewed and understood as a whole. The results of this study are expected to contribute to the search activities of institutions and cooperative groups that support effective disaster response and to lay the foundation for the information service system.

  • This article aims to critically review recent U. S. RMA-centered theories of warfare having prevailed after the 1991-92 Gulf War upon which the current ROKA military transformation project, the Vision 2020, largely based. In order to evaluate validity as a universal warfighing theory of NCW (Network Centric Warfare) and EBO (Effects-Based Operations), this article reviews the intrinsic strength and weakness of the theories as well as results of several recent wars that the U. S. Army conducted based on doctrines derived form such theories, In addition, this article examines the impact of certain military technology or weapon system in some well-known historical wars to draw lessons regarding the relationship between technology(weapon system) and military victory. Historical examples has shown that victories in war were not achieved by new technologies alone in most cases. Rather military victories tended to owe to combination of new technology, original doctrine and well conceived organization. Although the U. S. Armed Forces showed brilliant records of operational successes anchored on the system of PGMs and NCW concepts in Iraq (1991-92; 2003) and Afghanistan (2001-02), it must be pointed out that the operational successes did not bring about political ones in cases of Iraq and Afghanistan. It reminds us of perils of too technologically tilted approach to the conduct of war. In sum, one ought to recognize that superior technology nowadays became a necessary condition of success but is not yet a sufficient condition, the ROKA needs to be abreast with development trends of military technologies and related theoretical concepts, it need not too be in a hurry in adopting cutting edged war-making technologies at the expense of large amount of budget. The essay recommends for the ROKA several basic requirements for coping with conduct of future wars as well as establishing a 'Korean style military thought'; (1) Recognition of importance of technology in conduct of war; (2) Imposition of officer self-study hours in working days; (3) Establishing a lifestyle of military professionalism in the Korean officer corps; (4) Setting up small or large groups of think-tanks that are specialized in army doctrinal formulation.
