Navigation safety domain and collision risk index for decision support of collision avoidance of USVs

  • This paper proposes a decision support model for USVs to improve the accuracy of collision avoidance decision-making. It is formed by Navigation Safety Domain (NSD) and domain-based Collision Risk Index (CRI), capable of determining the collision stage and risk between multiple ships. The NSD is composed of a warning domain and a forbidden domain, which is constructed under the constraints of COLREGs (International Regulations for Preventing Collisions at Sea). The proposed domain based CRI takes the radius of NSD in various encounter situations as threshold parameters. It is found that the value of collision risk in any directions can be calculated, including actual value and risk threshold. A catamaran USV and 6 given vessels are taken as study objects to validate the proposed model. It is found that the judgment of collision stage is accurate and the azimuth range of risk exists can be detected, hence the ships can take direct and effective collision avoidance measures. According to the relation between the actual value of CRI and risk threshold, the decision support rules are summarized, and the specific terms of COLREGs to be followed in each encounter situation are given.

  • The identification of the risk of collision between ships and objects is vital for achieving navigation safety. The purpose of this study is to analyze the phenomenon of ship domain invasion by breakwaters when ships pass between breakwaters. A method for evaluating the domain-invaded area under the conditions of the breakwater was developed. Next, experimental data were obtained and processed using the Automatic Identification System (AIS) of ships sailing near the breakwater at Busan Port to establish a ship domain that could be formed between the breakwaters. The ship domain was then constructed using Fujii's domain. Finally, the phenomenon in which the constructed ship domain was invaded by the breakwater was analyzed. Based on the experimental results, the domain of the ship invaded by the breakwater was identified.

  • A Satellite Based Augmentation System (SBAS) is a system that provides positioning information with high and accurate reliability to users who require ensuring high safety such as airplane taking off and landing. A continuous performance evaluation on navigation safety facilities shall be performed to determine whether developed systems meet the required performance before and after the operation. In this paper, SBAS position domain analysis is discussed in relation to analysis items for performance evaluation. The performance evaluation on the SBAS in the position domain shall conduct analysis on accuracy, integrity, continuity, and availability, which are items in the required navigation performance (RNP). In the paper, position domain analysis was conducted with regard to the Wide Area Augmentation System (WAAS) in the USA and the European Geostationary Navigation Overlay Service (EGNOS), which were developed already and now under operation. The analysis result showed that each of the systems satisfied the APV-I performance requirements recommended by the International Civil Aviation Organization (ICAO) with regard to daily data. It is necessary to verify using long-term data, whether the performance requirements in the RNP items are satisfied for system certification.

  • A concept of the "e-Navigation" was introduced in 2005 and implementation strategies are under way by IMO/IALA in the maritime safety area. Specially VTS is an important maritime traffic monitoring and aids to navigation system which is aims to improve safety, navigation efficiency and protect the marine environment. The demand of the inter-VTS networking has been increased and standardization is underway for realization of shore side collaboration for maritime safety in IALA. But there may be security problems in the inter-VTS networks if they have not proper security mechanism. The hacking of realtime ship position and sensitive maritime surveillance information caused a critical accident of vessel, human life and environment by terrorist. This paper aims to design of a secure inter-VTS network structure and related security protocol for secure sharing of sensitive maritime data.

  • GPS(Global Positioning System) signal structure uses spread spectrum and the received power is relatively lower than the receiver noise figure. Therefore, it is vulnerable to the RF interferences and it could restrict on the safety navigation. The objective of this paper is to research on the spectral domain GPS interference rejection algorithm using proposed K-median filtering threshold setting method. In the performance test, the proposed algorithm has a relatively higher ISR(interference to signal ratio) compared with the conventional temporal domain technique in case of time variant interference signals.

The Efficient Anchorage Management of VTS through Analysis of Domain Watch (영역감시 분석을 통한 VTS의 효율적 정박지 관리 방안에 관한 연구)

  • The purpose of this study is to estimate a proper Domain Watch between anchored vessels in order to propose a method for the efficient management of VTS(Vessel Traffic Service) of the N-anchorage in Busan harbor, which is the largest port in Korea. For this purpose, we proposed the calculation method of Domain Watch and investigated the ship length(L), the distance between anchored vessels ($D_{ij}$), the domain radius(R), and the domain radius vs L(R/L) during the peak time of the vessels in the latest usage of anchorage. As a result of technical analysis for the surveyed data, the minimum R/L for securing the safety distance between anchored vessels was selected based on 2.85 corresponding to the 70th percentile of the total data. This result was applied to the N-anchorage of Busan and compared with the 'Guidelines of Port and Harbor Design(2014)', and we have confirmed that it is reasonable to set the Domain radius with the minimum 2.85L or more in VTS. This study considers the safety management of anchorage for VTS. This study could contribute to the safety of vessels using anchorage and the safety management plan of VTS when it is applied to other ports in operation such as it was in Busan.

  • IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.

  • The Maritime Domain Awareness system is a component that is necessary to enhance the awareness of all situations occurring at sea in relation to security, safety, economy, and the environment. To establish a marine situation recognition system that is currently being introduced in major maritime countries after approval by the International Maritime Organization's Maritime Safety Committee in 2010, operational measures should be established. For the purpose of establishing a technological foundation for the efficient construction of a Korean maritime situation recognition system, this study analyzed the status of each system (RADAR, VHF, and V-PASS, etc.) and proposed the application of data and communication standards.

  • In order to evaluate the safety of navigation at sea and the safety of mooring ship on berthing, it is necessary that the wave and wind induced ship dynamic motion should be measured in real time domain for the validity of theoretical evaluation method such as sea-keeping performance and safety of mooring. In this paper, the basic design of sensors is discussed and some system configurations were shown. The developed system mainly consists of 4 kinds of sensors such as three dimensional accelerator, two dimensional tilt sensor, two displacement sensors and azimuth sensor. Using the this measuring system, it can be obtained the 6 degrees of freedom of ship dynamic motions at sea and on berthing such as rolling, pitching, yawing, sway, heave, surge under the external forces.
