Development of status monitoring tools for KASS system operation (KASS 시스템 운영을 위한 상태감시 도구 개발)

  • The Korea Augmentation Satellite System is an SBAS system being developed with the goal of providing SoL (Safety of Life) in accordance with ICAO (International Civil Aviation Organization) standards by December 2023. Monitoring the status of the system is essential for the continuous provision of KASS services, and a status monitoring tool should be developed for this purpose. The development of a status monitoring tool was divided into SYSRT (SYStem Real Time monitoring tool), SMSPP (Subsystem Monitoring Statistics tool for Post Processing) depending on the purpose. Tool development was completed through a series of procedures: requirements definition, design, development, and verification. To verify the status monitoring tool, the KASS system's real data (August 2023) were used to verify it, and the results were statistically analyzed to derive operating time and operating rate. It plans to use these tools to support continuous service provision for SoL service starting after this year.

Evaluation of S-100 ECDIS Based on S-10X Digital Maritime Safety Information

  • The IMO has established a regulation for the ECDIS installation on ships based on the IHO S-57 standards. The ECDIS supports sailors in achieving a safe voyage by using ENCs and monitoring the information of their ship. However, the S-57 standards were developed as edition 3.1 and prohibited revision for more than 20 years. So, the IHO developed a new standard as S-100 into the hydrography and maritime field instead of updating the S-57 to edition 4.0. In this study, the new S-100 ECDIS was developed and verified with ENCs and the digital maritime safety information by using a ship steering simulator and by conducting an on-board sea-trial test. It evaluated the impact on ship operations if the next-generation navigation support system is introduced. Based on this research, the S-100 ECDIS will generate improvements such as safe voyages by providing various of real-time safety information and up-to-date data to ship and sailors.

  • In a coastal area, all of the vessels are always exposed to the potential risk, taking into the maritime accident statistics account over the last decades. To manage vessels underway safety, the characteristics of ship movements in a fairway should be recognized by VTS system or VTS operators. The IMO has already mandated the shipboard carriage of AIS since 2004, as stated in SOLAS Chapter V Regulation 19. As a result, the static and dynamic information of AIS data has been collected for vessel traffic management in the coastal areas and used for VTS. This research proposes a simple algorithm of recognizing potentially risky ships by observing their trajectories on the fairway. The static and dynamic information of AIS data are collected and the curvature for the ship trajectory is surveyed. The proposed algorithm finds out the irregularity of ship movement. The algorithm effectively monitors the change of navigation pattern from the curvature analysis of ship trajectory. Our method improves VTS functions in an intelligent way by analyzing the navigation pattern of vessels underway.

  • In unmanned lighthouse unmanned construction, it is necessary to establish a standardized system for efficient management and operation, and RTU standard protocols for condition monitoring and control are used to efficiently manage rotary lighters as the management system for the most important lighthouses. Activities and Planning for KRS Coordinates Maintenance

  • The Korea Augmentation Satellite System (KASS) is the Satellite-Based Augmentation System (SBAS) under development in Korea. KASS navigation service support navigation Safety of Life (SoL) service. KASS signal provides corrections to Global Positioning System (GPS) data received from KASS Reference Stations (KRS) and is broadcast form Geostationary Earth Orbiting (GEO) satellites to KASS users and is used by GPS/SBAS user equipment to improve the accuracy, availability, continuity and integrity of the navigation solution. Seven KRS's collect the satellite data and send them to the KASS Processing Stations (KPS) for the generation of the corrections and the monitoring the integrity. For performing its computation the KPS needs to know accurate and reliable KRS antennas coordinates. These coordinates are provided as configuration parameters to the KPS. This means that the reference frame in which the KPS work is the one represented by the set of coordinates provided as input. Therefore, the activity to maintain the accuracy of the KRS antenna coordinates is necessary, knowing that coordinates can evolve due to earth plates movements or earthquakes. In this paper, we analyzed the geodetic survey results for KRS antenna coordinates from Site Acceptance Test (SAT) #1 in December 2020 to August 2022. In the future, it is expected that these activities and planning for KRS coordinates maintenance will be produced and provided to KASS system operators for KPS configuration updates during the KASS lifetime of 15 years. Through these maintenance activities, it is expected that monitoring and analysis of unpredictable events such as earthquakes and seism will be possible in the future.

  • A support system which allows operator to check the condition of a vessel and to warn the sea risk in order to prevent accidents of leisure boats, is required. Therefore, this paper proposes a navigational safety support system to ensure the safety of vessels by monitoring and managing the status of those ships. In developing a system process, each developed equipment is integrated and verified whether the functional, compositional and operational algorithms are working properly according to the designed object.
