김해시 수자원관리를 위한 자연재해 현황과 피해특성분석 (On the Characteristics of Damage and States of Natural Disasters for Water Resources Control at Gimhae, Gyeongsangnam-do)

  • This study aims to find the characteristics of damage and states of natural disasters at Gimhae, Gyeongsangnam-do from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Gimhae are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The cause of disaster recorded the most amount of damage is typhoon. The areas of Hallim-myeon, Sangdong-myeon, and Saengnim-myeon are classified the vulnerable region for the natural disasters in Gimhae. Therefore, it seems necessary to build natural disaster mitigation plan each cause of disaster to control water resources and to reduce damage for these areas.

  • Recently, occurrence frequency of natural disasters decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical weather problem in the Korean Peninsula. But, we don't have exact threshold about extreme heat. Extreme heat does not classify into natural disaster. Therefore, we have compared death count of the natural disaster with the one of extreme heat at Seoul, Korea. As a result, the number of death by extreme heat don't smaller than one by the natural disasters and we knew extreme heat have also to consider as natural disaster.

  • This study aims to find the characteristics of damage and states of natural disasters at the Korean Peninsula from 1985 to 2004. Major causes of natural disaster at Korean Peninsula are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The frequency of natural disaster is the highest from June to September. The period from December to March also shows high frequency. The total amount of damage is high during the summer season(Jul.-Sept). The period from January to March shows relatively high amount of damage due to storm and storm snow The areas of Gangwon-do, Gyeongsangnam-do and Gyeongsangbuk-do are classified the vulnerable region for the natural disasters. By establishing mitigation plans which fit the type and characteristics of disaster for each region, damage from disaster can be reduced with efficient prevention activities.

  • 산사태는 발생빈도는 적으나 자연적 요인이나 인위적인 요인에 의한 사면의 안정파괴시 많은 인명 및 재산상의 손실을 유발시킨다. 최근 산사태 발생지역 예측을 위한 통계적 방법과 현장관측 방법 등의 연구가 지속적으로 진행되고 있으나 발생체계의 복잡성으로 많은 어려움이 있다. 본 연구에서는 산사태 위험지역 예측을 하기위해 산사태가 발생한 지역을 모델 지역으로 선정하였다. 모델 지역의 지형을 축척 1 : 25,000, 1 : 10,000, 1 : 5,000, 1 : 1,200별 비교를 하기위해 표고를 데이타베이스화하여 표고 및 경사도의 경중률에 의한 예측을 한 결과 부분적인 예측이 가능함을 알 수 있었다.

  • Background: After the Fukushima accident, the importance of hazard analysis for extreme external events was raised. Methods: To analyze typhoon-induced hazards, which are one of the significant disasters of East Asian countries, a statistical analysis using the extreme value theory, which is a method for estimating the annual exceedance frequency of a rare event, was conducted for an estimation of the occurrence intervals or hazard levels. For the four meteorological variables, maximum wind speed, instantaneous wind speed, hourly precipitation, and daily precipitation, the parameters of the predictive extreme value theory models were estimated. Results: The 100-year return levels for each variable were predicted using the developed models and compared with previously reported values. It was also found that there exist significant long-term climate changes of wind speed and precipitation. Conclusion: A fragility analysis should be conducted to ensure the safety levels of a nuclear power plant for high levels of wind speed and precipitation, which exceed the results of a previous analysis.

베이지안 확률 모형을 이용한 위험률 함수의 추론 (Hazard Rate Estimation from Bayesian Approach)

  • This paper is intended to compare the hazard rate estimations from Bayesian approach and maximum likelihood estimate(MLE) method. Hazard rate frequently involves unknown parameters and it is common that those parameters are estimated from observed data by using MLE method. Such estimated parameters are appropriate as long as there are sufficient data. Due to various reasons, however, we frequently cannot obtain sufficient data so that the result of MLE method may be unreliable. In order to resolve such a problem we need to rely on the judgement about the unknown parameters. We do this by adopting the Bayesian approach. The first one is to use a predictive distribution and the second one is a method called Bayesian estimate. In addition, in the Bayesian approach, the prior distribution has a critical effect on the result of analysis, so we introduce the method using computerized-simulation to elicit an effective prior distribution. For the simplicity, we use exponential and gamma distributions as a likelihood distribution and its natural conjugate prior distribution, respectively. Finally, numerical examples are given to illustrate the potential benefits of the Bayesian approach.

홍수재해조사 및 재해자료관리 기법 (Techniques of flood damage investigation and flood losses data management)

  • 우리나라는 매년 태풍, 호우 등 자연재해로 인하여 많은 피해가 발생하고 있다. 지난 10년간 피해현황을 살펴보면, 한해 평균 약 6,000 억원의 재산피해가 발생하고 잇으며 이러한 재산 피해의 대부분은 홍수로 인한 침수 및 유실에 의한 것이다. 이러한 홍수피해에 대한 대책을 수립하기 위해서는 피해발생 원인을 제대로 파악하여야 한다. 본 연구에서는 재해발생시 기상조건, 홍수범람 현상, 피해현황, 방재대책 등 용인을 중심으로 피해원인을 분석하기 위한 홍수재해 현장조사 방법에 대해 검토하였다. 비구조적 홍수대책의 하나인 침수실적도는 지자체에서 홍수에 취악한 지역의 개발을 제한하는 토지 이용 규제에 사용하기 위한 것이다. 따라서, 지자체에서는 침수실적도를 작성하여야 하며 이를 위해서는 먼저 침수실적도 작성 지침이 필요하다. 본 연구에서는 우리나라 특성에 맞는 침수실적도 작성 지침과 작성된 침수시적도를 관리할 수 있는 관리시스템을 개발·제시하였다.

  • The purpose of this study is the stability evaluation of soil slope according to inclination of upper natural slope. Upper natural slope breeds loss of slope by inflow in slope of surface water by rainfall and fluctuation of amount of materials in slope through method of cutting slope according to degree of inclination. Basis of standard inclination does not consider of inclination of upper natural slope and is presented uniformly. Therefore, in this study, analyzed stability of inclination of upper natural slope through limit equilibrium analysis.

  • 현행 국내의 자연재난으로 인한 피해 사유시설에 대한 지원은 자연재해대책법 등에 명시된 재난복구비 지원기준에 따라서 이루어지고 있다. 그러나 이러한 현행 복구지원기준의 경우 실제 품목별 단가조사 및 산정이 객관적이고 효율적으로 조사, 산정되었는가에 대한 검토가 필요하나 지금까지 실질적으로 수행된 바는 없다. 따라서 본 연구는 현행 국내 복구비용 단가조사 및 산출근거 기준을 포괄적으로 진단하여 파생되는 문제점을 조사하고 이를 통하여 보다 체계적이고 구체적인 사유시설의 복구비용 조사방법과 산정기법을 제안하고자 한다. 복구지원 단가기준의 문제점 분석을 위하여 본 연구에서는 각 피해조사 품목별 지원기준을 조사, 부처별 실거래 단가의 현실화율을 산정하였고, 활용된 부처별 조사 데이터의 신뢰성을 측정하기 위해서 시험조사지역을 설정, 실제 현장단가를 조사, 비교하였다. 최종적으로 본 연구에서 수행된 분석결과 및 개선방안을 토대로 실제 공공기관에서 활용할 수 있는 사유시설 품목별 단가조사방법 및 산출기법 프로그램을 개발하였다.

압축천연가스(CNG)버스와 액화석유가스(LPG)자동차 (Compressed Natural Gas Bus & Liquefied Petroleum Gas Vehicle)

  • Using the CNG(compressed natural gas) and LPG(liquified petroleum gas) as the automotive fuel will be expanded because of their clean effect to the environmental air qualify. But these programs of gas using expansion would have a difficulty due to public consideration of gas utilities as a big hazard. The Ministry of Environment has an ambitious plan to substitute more than 25,000 buses with CNG and ensure more than 200 CNG refueling stations as well by the year of 2007. However, it is very difficult to establish new CNG and LPG refueling stations because of expanded safety distance than ever before by several major explosion accidents.
