산림기능평가를 위한 GIS 응용모델의 개발 (Development of a GIS Application Model for Evaluating Forest Functions)

  • 이 연구의 목적은 산림기능평가를 위한 의사결정지원도구로서의 GIS 응용모델을 개발하는데 있다. 여기서 산림기능평가는 산림이 지니고 있는 기능별 잠재력을 평가하거나 산림에 대해 기능을 부여하는 것을 의미한다. 분석대상 산림기능은 목재생산 수자원 함양 산지재해방지 산림휴양 생활환경보전 자연환경보전기능이며, 이러한 산림의 기능을 평가하기 위해 개발된 GIS 응용모델은 개별 산림기능의 잠재력 평가와 기능별 우선순위 설정에 따른 산림기능의 구분이 가능한 모델로 다양한 분석환경을 고려하여 적용성 검토를 하였다. 산림기능평가를 위한 인자들은 이미 전국 단위로 수치도면화된 지형도 임상도 입지도 산림이용기본도와 기타 자체구축한 제재소위치도 고속도로 IC위치도 전국인구분포도의 공간자료, 그리고 인구 및 강수량의 속성자료 이용을 통해 도출되었다. 개발된 GIS 응용모델을 이용하여 산림기능평가를 수행한 결과, 도엽 및 영림구 단위 대상지 모두 평가체계에 따라 효율적인 산림기능평가가 이루어졌다.

Biology and Health Aspects of Molds in Foods and the Environment

  • Molds are eucaryotic, multicellular, multinucleate, filamentous organisms that reproduce by forming asexual and sexual spores. The spores are readily spread through the air and because they are very light-weight and tend to behave like dust particles, they are easily disseminated on air currents. Molds therefore are ubiquitous organisms that are found everywhere, throughout the environment. The natural habitat of most molds is the soil where they grow on and break down decaying vegetable matter. Thus, where there is decaying organic matter in an area, there are often high numbers of mold spores in the atmosphere of the environment. Molds are common contaminants of plant materials, including grains and seeds, and therefore readily contaminate human foods and animal feeds. Molds can tolerate relatively harsh environments and adapt to more severe stresses than most microorganisms. They require less available moisture for growth than bacteria and yeasts and can grow on substrates containing concentrations of sugar or salt that bacteria can not tolerate. Most molds are highly aerobic, requiring oxygen for growth. Molds grow over a wide temperature range, but few can grow at extremely high temperatures. Molds have simple nutritional requirements, requiring primarily a source of carbon and simple organic nitrogen. Because of this, molds can grow on many foods and feed materials and cause spoilage and deterioration. Some molds ran produce toxic substances known as mycotoxins, which are toxic to humans and animals. Mold growth in foods can be controlled by manipulating factors such as atmosphere, moisture content, water activity, relative humidity and temperature. The presence of other microorganisms tends to restrict mold growth, especially if conditions are favorable for growth of bacteria or yeasts. Certain chemicals in the substrate may also inhibit mold growth. These may be naturally occurring or added for the purpose of preservation. Only a relatively few of the approximately 100,000 different species of fungi are involved in the deterioration of food and agricultural commodities and production of mycotoxins. Deteriorative and toxic mold species are found primarily in the genera Aspergillus, Penicillium, Fusarium, Alternaria, Trichothecium, Trichoderma, Rhizopus, Mucor and Cladosporium. While many molds can be observed as surface growth on foods, they also often occur as internal contaminants of nuts, seeds and grains. Mold deterioration of foods and agricultural commodities is a serious problem world-wide. However, molds also pose hazards to human and animal health in the form of mycotoxins, as infectious agents and as respiratory irritants and allergens. Thus, molds are involved in a number of human and animal diseases with serious implication for health.

AHP 분석기법을 이용한 급경사지재해 취약성 평가표 개발 (Development of an Evaluation Chart for Landslide Susceptibility using the AHP Analysis Method)

  • 기존의 급경사지재해 평가방법은 현장조사를 기반으로 하여 일정 과정의 실내분석이 실시된 후 그 결과를 도출하기 때문에, 현장에서 즉각적인 평가결과를 도출하기 어려운 점이 있었다. 이러한 문제점과 기존의 주관적 평가방법에서 발생하는 평가결과의 오차를 줄이기 위해 본 연구에서는 현장에서 직접 관련요소를 조사하고 이를 토대로 급경사지재해 취약성을 객관적으로 평가할 수 있는 방법을 개발하고자 노력하였다. 이를 위해 응용통계기법의 하나인 AHP 분석을 이용하여 급경사지재해 취약성 평가표를 개발하였는데, 이는 전문가 설문을 통한 AHP분석 방법의 결과를 이용해 수행한 것으로서, 각 평가항목과 평가항목별 세부등급에 대한 가중치를 각각 설정하였다. 평가항목들의 가중치를 100점으로 환산하여 점수화 한 결과 사면경사가 가장 높은 중요도를 보이고, 투수계수, 함수비, 공극율, 암질, 그리고 고도의 순서로 결정되었다. 이렇게 결정된 평가항목별 점수를 기준으로 평가항목 각각의 세부등급에 대한 점수를 할당하여 급경사지재해 취약성 평가표를 개발하였다. 급경사지재해 취약성 평가표를 이용하여 평가자는 평가대상 지점에 대해 각 평가항목별 해당 속성, 즉 세부등급을 선택하고, 선택된 각 속성별 평가점수를 더하면 급경사지재해 취약성을 점수로 파악할 수 있다.

가용자료가 제한된 경우 화산재 피해 예측을 위한 손상함수 구축 (Building Damage Functions Using Limited Available Data for Volcanic Ash Loss Estimation)

  • 재난 리스크 모델을 활용하여 화산재 손실을 평가하기 위해서는 목적물별 손상함수가 정의되어야 한다. 손상함수란 목적물의 재해취약도를 정량화한 함수로, 공학 및 자연재해 연구 분야에서 널리 사용되고 있다. 특히 손상도, 취약성 곡선 등으로 연구되고 있는데, 학제간 연구를 수행하는 과정에서 혼란을 주기도 한다. 이에 본 연구는 손상함수의 유형을 정리하고, 손상함수를 구축한 사례를 소개하고자 한다. 손상함수는 일반적으로 과거 피해사례를 기반으로 구축된다. 국내에 화산재 피해사례가 없음을 고려할 때, 남한지역의 화산재 손상함수를 구축하기 위해서는 해외사례를 참고하여야 할 것이다. 한편 국외에서도 화산재에 대한 손상함수 연구는 다른 재난에 비해 적은데, 화산 피해사례도 적은편이다. 이에 본 연구는 극소수 피해자료를 활용하여 손상함수를 구축할 수 있는 방안을 제시하고, 뉴질랜드와 일본에서 보고된 실제 피해사례를 바탕으로 와이블함수 혹은 선형함수의 취약성 곡선을 구축하였다. 본 연구가 해외사례를 기반으로 손상함수를 구축하였음을 고려할 때, 본 연구에서 제시하는 손상함수를 이용하여 남한지역의 화산재 손실을 평가하기 위해서는 국내 목적물 특성 및 환경 조건에 맞게 손상함수를 보정할 필요가 있다.

Sex-specific differences in the association of a common aldehyde dehydrogenase 2 gene polymorphism and alcohol consumption with stroke risk in a Korean population: a prospective cohort study

  • BACKGROUND/OBJECTIVES: It is well-known that alcohol consumption is associated with stroke risk as well as with aldehyde dehydrogenase 2 gene (ALDH2) polymorphisms. However, it is unclear whether ALDH2 polymorphisms are associated with stroke risk independent of alcohol consumption and whether such association is modified by sex. We evaluated sex-specific associations of a common ALDH2 polymorphism and alcohol consumption with stroke risk in a Korean population. SUBJECTS/METHODS: We conducted a prospective cohort study involving 8,465 men and women, aged 40-69 years and free of stroke between June, 2001 and January, 2003, and followed for the development of stroke. We identified new cases of stroke, which were self-reported or ascertained from vital registration data. Based on genome-wide association data, we selected a single-nucleotide polymorphism (rs2074356), which shows high linkage disequilibrium with the functional polymorphism of ALDH2. We conducted Cox proportional hazards regression analysis considering potential risk factors collected from a baseline questionnaire. RESULTS: Over the median follow-up of 8 years, 121 cases of stroke were identified. Carrying the wild-type allele of the ALDH2 polymorphism increased stroke risk among men. The multivariate hazard ratio [95% confidence interval] of stroke was 2.02 [1.03-3.99] for the wild-type allele compared with the mutant alleles, but the association was attenuated after controlling for alcohol consumption. Combinations of the wild-type allele and other risk factors of stroke, such as old age, diabetes mellitus, and habitual snoring, synergistically increased the risk among men. Among women, however, the ALDH2 polymorphism was not associated with stroke risk. CONCLUSIONS: The prospective cohort study showed a significant association between a common ALDH2 polymorphism and stroke risk in Korean men, but not in Korean women, and also demonstrated that men with genetic disadvantages gain more risk when having risk factors of stroke. Thus, these men may need to make more concerted efforts to control modifiable risk factors of stroke.

해외투자(海外投資)와 지속가능발전 원칙 - 적도원칙(赤道原則)(Equator Principles)을 중심으로 - (How to Reflect Sustainable Development in Overseas Investment including Equator Principles)

  • The Equator Principles are a set of voluntary environmental and social guidelines for ethical project finance. These principles commit banks and other signatories to not finance projects that fail to meet these guidelines. The principles were conceived in 2002 on an initiative of the International Finance Corporation and launched in 2003. Since then, dozens of major banks have adopted the Principles, and with these banks among them accounting for more than three quarters of all project loan market volume the Principles have become the de facto standard for all banks and investors on how to deal with potential social and environmental effects of projects to be financed. While regarding the Principles an important initiative, NGOs have criticised the Principles for not producing real changes in financing activities and for allowing projects to go through that should have been screened out by the Principles, such as the Sakhalin-II oil and gas project in Russia. In early 2006, a process of revision of the principles was begun. The Equator Principles state that endorsing banks will only provide loans directly to projects under the following circumstances: - The risk of the project is categorized in accordance with internal guidelines based upon the environmental and social screening criteria of the International Finance Corporation (IFC). - For all medium or high risk projects (Category A and B projects), sponsors complete an Environmental Assessment, the preparation of which must meet certain requirements and satisfactorily address key environmental and social issues. - The Environmental Assessment report addresses baseline environmental and social conditions, requirements under host country laws and regulations, applicable international treaties and agreements, sustainable development and use of renewable natural resources, protection of human health, cultural properties, and biodiversity, including endangered species and sensitive ecosystems, use of dangerous substances, major hazards, occupational health and safety, fire prevention and life safety, socio-economic impacts, land acquisition and land use, involuntary resettlement, impacts on indigenous peoples and communities, cumulative impacts of existing projects, the proposed project, and anticipated future projects, participation of affected parties in the design, review and implementation of the project, consideration of feasible environmentally and socially preferable alternatives, efficient production, delivery and use of energy, pollution prevention and waste minimization, pollution controls (liquid effluents and air emissions) and solid and chemical waste management. - Based on the Environmental Assessment, Equator banks then make agreements with their clients on how they mitigate, monitor and manage those risks through an 'Environmental Management Plan'. Compliance with the plan is required in the covenant. If the borrower doesn't comply with the agreed terms, the bank will take corrective action, which if unsuccessful, could ultimately result in the bank canceling the loan and demanding immediate repayment. - For risky projects, the borrower consults with stakeholders (NGO's and project affected groups) and provides them with information on the risks of the project. - If necessary, an expert is consulted. The Principles only apply to projects over 50 million US dollars, which, according to the Equator Principles website, represent 97% of the total market. In early 2006, the financial institutions behind the Principles launched stakeholder consultations and negotiations aimed at revising the principles. The draft revised principles were met with criticism from NGO stakeholders, who in a joint position paper argued that the draft fails by ignoring the most serious critiques of the principles: a lack of consistent and rigorous implementation.

A Revisit to the Recent Human Error Events in Nuclear Power Plants Focused to the Organizational and Safety Culture

  • Objective: This paper presents additional considerations related to organization and safety culture extracted from recent human error incidents in Korea, such as station blackout(i.e., SBO) in Kori#1. Background: Safety culture has been already highlighted as a major cause of human errors after 1986 Chernobyl accident. After Fukushima accident in Japan, the public acceptance for nuclear energy has taken its toll. Organizational characteristics and culture became elucidated as a major contributor again. Therefore many nuclear countries are re-evaluating their safety culture, and discussing any preparedness and its improvement. On top of that, there was an SBO in 2012 in the Kori#1. Korean public feels frustrated due to the similar human errors causing to a catastrophe like Fukushima accident. Method: This paper reassesses Japan's incidents, and revisits Korea's recent incidents. It focuses on the analysis of the hazards rather than the causes of human errors, the derivation of countermeasures, and their implementation. The preceding incidents and conclusions from Japanese experience are also re-analyzed. The Fukushima accident was an SBO due to the natural disaster such as earthquakes and a successive tsunami. Unlike the Fukushima accident, the Kori#1 incident itself was simple and restored without any loss and radioactive release. However, the fact that the incident was deliberately concealed led to massive distrust. Moreover, the continued violation of rules and organized concealment of the accident are serious signs of a new distorted type of human errors, blatantly revealing the cultural and fundamental weakness of the current organization. Result: We should learn from Japanese experiences who had taken pride in its safety technology and fairly high confidence in safety culture. Japan's first criticality accident in JCO facility splashed cold water on that confidence. It has turned out to be a typical case revealing the problems in the organization and safety culture. Since Japan has failed to gain lessons and countermeasure, the issue persists to the Fukushima incident. Conclusion: Safety culture is not a specific independent element, which makes it difficult to either evaluate it properly or establish countermeasures from the lessons. It may continue to expose similar human errors such as concealment of incident and manipulation of bad data. Application: Not only will this work establish the course of research for organization and safety culture, but this work will also contribute to the revitalization of Korea's nuclear industry from the disappointment after the export contract to UAE.

전기비저항 모니터링을 이용한 저수지 제체 취수시설 취약성 해석 (Analysis of a Weak Zone in Embankment Close to a Drainage using Resistivity Monitoring Data)

  • 저수지 제체에 대한 자연재해 피해를 예방하고 보수 및 보강대책을 수립하기 위해서 각종 계측기와 재해예방 전기비저항 모니터링 시스템을 설치하여 관리하고 있다. 대부분 30년 이상으로 노후화된 저수지는 농업용 관개에 따른 구조적인 취약성을 가지고 있다. 계측 및 모니터링 목적은 저수지의 안전성과 견고성을 확보하는데 있는데, 전기비저항탐사는 결함 부위, 침투수 이상대 및 제체 내 세굴현상 등과 같은 잠재적인 취약성 파악이 가능하다. 국내 한 저수지 제체 댐마루에 설치된 전기비저항 자동계측시스템을 통하여 매일 6시간 간격으로 저장된 연간 모니터링 자료를 이용하여, 제체 내 침투수 영향을 파악하였다. 연간 저수위 변화는 10m 정도인데, 영농기 취수에 따른 저수위 변화는 제체 내 물성변화를 야기한다. 모니터링 자료 해석 결과, 비저항 값은 연간 저수위 및 계절영향 이외에 대체로 안정적이었다. 또한, 제체 내 취수시설 주변의 취약성 고찰을 위해서 단순화된 모델을 구성하여 모델링을 수행하였다. 그 결과 전기비저항 모델 반응 계산을 통한 복통구조물 주변 침투수 구간의 탐지가 가능함을 확인하였다.

안전한 보행환경 사업 대상지 선정지표 개선방안 연구 (A Study on Improvement of Site Selecting Indicators for Safe Pedestrian Environment)

  • 본 논문은 안전한 보행환경 사업 대상지 선정지표 개선 방안을 위한 연구 과제로서, 그동안 차량 중심으로 도로 정책이 추진됨에 따라 최근 매년 2천명 이상의 보행자 사망사고가 발생하는 등 인간중심의 보행환경이 매우 열악한 실정으로 보행권이 심각하게 침해되어 왔다. 보행권은 공공의 안전보장, 질서 유지 및 복리 증진을 저해하지 않는 범위에서 국민이 쾌적한 보행환경에서 안전하고 편리하게 보행할 권리로서, 국가는 안전하고 편리하며, 쾌적한 환경을 마련해 주어야 할 의무가 있다. 최근 보행자 안전에 대한 관심이 증가되고 있으며, 안전하고 쾌적하며 건강한 보행환경 공간 조성을 위한 국가차원의 지원도 이루어지고 있다. 보행환경 불량 대상지에 대한 개선사업은 많은 비용이 수반됨에 따라 한정된 재원을 효율적으로 사용하여 최대한의 효과를 얻고 그 사업추진의 타당성에 대한 엄격한 사후평가가 이루어져야 한다. 그러나 현재 보행안전 및 편의증진에 관한 법률에 의거 보행환경 개선지구 지정의 법적근거는 마련되었으나, 안전한 보행환경 조성이라는 목적에 맞는 사업 대상지 선정지표는 마련되어 있지 못한 실정이다. 이에 본 연구에서는 그동안 연구되어온 안전한 보행환경 사업 대상지 선정 평가지표의 문제점을 검토하여 개선안을 제안하고자 하였다. 안전한 보행환경 조성이라는 사업목적에 맞게 사업대상지 선정 시에는 주민설문조사와 역사성을 평가지표에서 제외하고, 보행자 안전성과 보행환경 평가 이외에 보행공간 안전시설과 강풍 등 자연재난 및 잠재적 인적위험에 대한 재난 안전성 평가를 신설할 것을 제안하였다.

이어도 종합해양과학기지를 활용한 태풍연구: Part I. 태풍관측의 중요성 및 현황 (Typhoon Researches Using the Ieodo Ocean Research Station: Part I. Importance and Present Status of Typhoon Observation)

  • A recent dramatic increase of natural hazards in the Korean peninsular (KP) due to typhoons have raised necessities for the accurate typhoon prediction. Ieodo ocean research station (IORS) has been constructed in June 2003 at the open ocean where typhoons pass frequently, aiming to observe typhoons before the landfall to the KP and hence to improve the prediction skill. This paper investigates the importance of measurements at the IORS in the typhoon research and forecast. Analysis of the best track data in the N. W. Pacific shows that about one typhoon passes over the IORS per year on the average and 54% of the KP-landfall typhoons during 59 years (1950-2008) passed by the IORS within the range of the 150-km radius. The data observed during the event of typhoons reveals that the IORS can provide useful information for the typhoon prediction prior to the landfall (mainland: before 8-10 hrs, Jeju Island: before 4-6 hrs), which may contribute to improving the typhoon prediction skill and conducting the disaster prevention during the landfall. Since 2003, nine typhoons have influenced the IORS by strong winds above 17m/s. Among them, the typhoon Maemi (0314) was the strongest and brought the largest damages in Korea. The various oceanic and atmospheric observation data at the IORS suggest that the Maemi (0314) has kept the strong intensity until the landfall as passing over warm ocean currents, while the Ewiniar (0603) has weakened rapidly as passing over the Yellow Sea Bottom Cold Water (YSBCW), mainly due to the storm's self-induced surface cooling. It is revealed that the IORS is located in the best place for monitering the patterns of the warm currents and the YSBCW which varies in time and space.
