By analyzing five in-depth case studies of suppliers in newly emerging Vietnam's motorcycle industry, this paper explores the differences in patterns and processes of capability improvement of suppliers who participate in different kinds of supplier-assembler network with different structures. The paper finds the correlation between the kinds of suppliers' capabilities improved and the structure of networks they participate in. While suppliers in arm-length networks can improve more upstream capabilities (structure design, process desist), suppliers in embedded networks can improve more downstream capabilities (process design, process setup, process maintenance and delivery control). Two capability improvement patterns of firms in newly emerging economy are indicated. The first pattern is asymmetrical improvement, either upstream or downstream capabilities, by participating in either arm-length or embedded networks. This pattern obstructs the suppliers to meet the requirements of new buyers rho come from different kinds of network. The second pattern is symmetrical improvement by joining both arm-length and embedded networks.
Recent concerns over national and corporate competitiveness have stimulated a renewed interest in organization's performance. The organization's performance primarily depends on resources including human resources, budget, physical based resources, and so on. Especially because the relationship between organization's performance ;md individual capabilities is more evident in R & D organizations where the knowledge base is embodied in people, there has taken an increasing interest in the methodologies for measuring the capabilities of R & D personnel. This paper presents new methodological approach to measure the capabilities of R & D personnel. And the model is empirically applied to ETRI, a public R & D organization in Korea. On the basis of the results, the implications for R & D management are discussed, with regard to R & D business and human resources management.

Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance. This paper analyses how technological capabilities and entrepreneurship of technology-based start-ups affect their performance. In this paper, a multiple regression analysis was conducted on 248 technology-based start-ups. The effects of indicators of technological capacity like R&D intensity, R&D organization, technology competitiveness, patents, and certification were analyzed. Factors affecting sales were R&D intensity and technological competitiveness. Technology competitiveness and patents were the significant factors influencing product competitiveness. The factor that positively influenced organizational performance, customer performance, and achievement of start-up goals was technological competitiveness. The results of such an analysis should be designed to discover and foster long-term innovation potential, rather than relying on short-term financial performance.

Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.
This paper adopts an embeddedness perspective and discusses rationales for government intervention in relation to economic development. Looking at East Asian experiences with industrial and technology policy the paper examines the general requirements, specific areas of focus and appropriate techniques for industrial and technology policy. Eight generic policy requirements are identified, viz. government capacity; monitoring and adjustment; policy sequencing; incremental upgrading; progressive market reliance; performance-orientation; selectivity; and flexibility.
Due to the emergence of open innovation driven by development of network service technologies and convergence in ICT service industry, It is necessary for ICT service firms to examine their capabilities for open innovation. The purpose of this paper is to empirically examine determinants affecting open innovation in Korean ICT service industry. In order to analyze, this paper uses logistic and multiple regression models based on survey data of Korean ICT service firms. Estimation results show that external network for collaboration is positive on the technological innovation activity regardless of the innovation type. Specifically, user networks are significant in all types of technology innovation, revealing that it is important to innovation activities of the ICT service firms.
This paper critically examines research trends on the relationship between technological innovation and economic growth in Korea. There are different views on the role of innovation in economic growth including Exogenous and Endogenous Growth, National Innovation System, Technological Capabilities, Economic Catch-up discourses and so on. According to these theoretical discourses, existing studies about Korea are reviewed in a critical way and then future research work is proposed through such a critical review and reflection.

As the global business environment is dynamic, uncertain, and complex, supply chain management determines the performance of the supply chain in terms of the utilization of resources and capabilities of companies involved in the supply chain. Companies pursuing open innovation gain greater access to the external environment and accumulate knowledge flows and learning experiences, and may generate better business performance from dynamic capabilities. This study analyzed the effects of supply chain dynamic capabilities, open innovation, and supply uncertainty on supply chain performance. Through questionnaires on 178 companies listed on KOSDAQ, empirical results are as follows: First, integration and reactivity capabilities among supply chain dynamic capabilities have a positive effect on supply chain performance. Second, the moderating effect of open innovation showed a negative correlation in the case of information exchange, and a positive correlation in the cases of integration, cooperation and reactivity. Third, two of the 3-way interaction terms, "information exchange*open innovation*supply uncertainty" and "integration*open innovation*supply uncertainty" were statistically significant. The implications of this study are as follows: First, as the supply chain needs to achieve optimization of the whole process between supply chain components rather than individual companies, dynamic capabilities play an important role in improving performance. Second, for KOSDAQ companies featuring limited capital resources, open innovation that integrates external knowledge is valuable. In order to increase synergistic effects, it is necessary to develop dynamic capabilities accordingly. Third, since resources are constrained, managers must determine the type or level of capabilities and open innovation in accordance with supply uncertainty. Since this study has limitations in analyzing survey data, it is necessary to collect secondary data or longitudinal data. It is also necessary to further analyze the internal and external factors that have a significant impact on supply chain performance.
Public procurement for innovation (PPI) is a new approach in stimulating innovation, and currently attracts considerable attention from policymakers and academics. This paper discusses the rationales and perspectives of PPI in Vietnam. The rationales for public procurement for innovation policy in Vietnam compared to theoretical and international practice are discussed. From such a comparison, the paper concludes that R&D results-procurement policy in Vietnam shall be understood and implemented as regular PPI both theoretically and practically. However while designing the policy, policymakers must consider the characteristics of the STI system of the country in order to make the policy adaptable to context. The paper identifies that PPI in Vietnam can be implemented with a ready legal framework (intellectual property rights, R&D contracts, standardization, etc.), the prepared capabilities of R&D institutions, businesses, and public agencies in innovation processes, and the provision of a demand-supply network and other procurement incentives.
