The Techno-mediated Rebirth of Young Precariat's Working Conditions Today (동시대 청년 알바노동의 테크노미디어적 재구성)

  • The present study examines the dialectic tensions arising within the ICT-mediated labor culture between the dominant power of conglomerates and the precarious labor subjects in the labor practices, as smartphones and tablet PCs have grown in popularity. The present study explores how much young precarious workers named 'Cheongyeon Alba' (young precariat in S Korea) suffers from continually precarious job positions as temporary staff or contract workers, being trapped at the bottom of the pay scale, and also being electronically connected to the workplace in a seamless way. Concretely, this study investigates how the mobile phone becomes deeply entangled with the 'precarious' labor culture in the metropolitan city of Seoul. The mobile precariat has been in a disadvantaged position, in terms not only of the moral issue of exploitation in business but also of social injustice. Labor exploitation of young workers has been reinforced by the mobile labor culture, in which they are remotely monitored by live surveillance mobile apps, and mobile instant messaging from a boss can intrude incessantly into their private life. This study depicts the extension of the business's surveillant power by mobilizing the mobile phone in the working practices.

Exploring Enhancements of Data Industry Competitiveness in the Agricultural Sector (농업 부문 데이터 산업 경쟁력 제고 방안)

  • Data is indispensable for digital transformation of agriculture with the development of innovative information and communication technology (ICT). In order to devise and prioritize strategies for enhancing data competitiveness in the agricultural sector, we employed an Analytic Hierarchy Process (AHP) analysis. Drawing from existing research on data competitiveness indicators, we developed a three-tier decision-making structure reflecting unique characteristics of the agricultural sector such as farmers'awareness of the data industry or awareness of agriculture among data workers. AHP survey was administered to experts from both agricultural and non-agricultural sectors with a high understanding of data. The overall composite importance, derived from the respondents, was rated in the following order: 'Employment Support', 'Data Standardization', 'R&D Support', 'Start-up Ecosystem Support', 'Relaxation of Regulations', 'Legislation', and 'Data Analytics and Utilization Technology'. In the case of experts in the agricultural sector, 'Employment Support' was ranked as the top priorities, and 'Legislation', 'Undergrad and Grad Education', and 'In-house Training' were also regarded as highly important. On the other hand, experts in the non-agricultural sector perceived 'Data Standardization' and 'Relaxation of Regulations' as the top two priorities, and 'Data Center' and 'Open Public Data' were also highly rated.

  • Japan has established a strategic and concrete plan to respond in advance to the forthcoming Industrial Revolution era. The Fourth Industrial Revolution Strategy in Japan is divided into two types of strategies of utilizing strength and complementing weaknesses. The former belongs to 'real data utilization' and 'new robot development', and the latter belongs to 'global issues Solution'. In particular, the Japanese government is more aggressive than any other country in introducing the Japanese version of the Regulatory Sandbox system as a social verification system for the realization of the Society 5.0, which is regarded as the cornerstone of the Fourth Industrial Revolution. This study examines the key strategies presented in the main documents relating to the Fourth Industrial Revolution, and based on this consideration, we propose a suggestion worthy of reference when Korea develops the response strategy of the Fourth Industrial Revolution.

What Concerns Does ChatGPT Raise for Us?: An Analysis Centered on CTM (Correlated Topic Modeling) of YouTube Video News Comments (ChatGPT는 우리에게 어떤 우려를 초래하는가?: 유튜브 영상 뉴스 댓글의 CTM(Correlated Topic Modeling) 분석을 중심으로)

  • This study aimed to examine public concerns in South Korea considering the country's unique context, triggered by the advent of generative artificial intelligence such as ChatGPT. To achieve this, comments from 102 YouTube video news related to ethical issues were collected using a Python scraper, and morphological analysis and preprocessing were carried out using Textom on 15,735 comments. These comments were then analyzed using a Correlated Topic Model (CTM). The analysis identified six primary topics within the comments: "Legal and Ethical Considerations"; "Intellectual Property and Technology"; "Technological Advancement and the Future of Humanity"; "Potential of AI in Information Processing"; "Emotional Intelligence and Ethical Regulations in AI"; and "Human Imitation."Structuring these topics based on a correlation coefficient value of over 10% revealed 3 main categories: "Legal and Ethical Considerations"; "Issues Related to Data Generation by ChatGPT (Intellectual Property and Technology, Potential of AI in Information Processing, and Human Imitation)"; and "Fear for the Future of Humanity (Technological Advancement and the Future of Humanity, Emotional Intelligence, and Ethical Regulations in AI)."The study confirmed the coexistence of various concerns along with the growing interest in generative AI like ChatGPT, including worries specific to the historical and social context of South Korea. These findings suggest the need for national-level efforts to ensure data fairness.

A study on the Development of Surveillance System for Agricultural Injuries in Korea (농작업재해 감시체계 개발)

  • Injury in agriculture is a serious public health issue with a major impact on the lives of Korean farmers. It is one of the leading causes of death and is also a major cause of longand short-term disability. In 2001, the social cost of one accident in agricultural machinery was estimated as 97.7-97.8 million won that is 4 fold of farm household income in Korea. Effective prevention and control of injuries requires a system of surveillance that monitors the incidence of injuries, their causes, treatment and outcomes. This requires an integrated system of data collection, analysis and interpretation and communication. Creating effective injury surveillance system in Korea requires to establish a framework for a national agenda. Discussions regarding the development of the framework should address, but not be limited to issues related to Data Holdings and Linkages; Capacity and Skills; Communication; Interconnection; and Surveillance Products. Ideally, an injury surveillance system would meet the information requirements across all sectors, while allowing each to have the ongoing information it needs for its policy and programming needs. This study was carried out to develop a surveillance system of agricultural injuries in Korea. Study subjects were residents who lived in a typical agricultural area (Yangpyung area in Kyung-gi province). The main data sources were reports of village headmen, compared with data of 'National Emergency Management Agency', 'National Health Insurance Corporation', 'Insurance of National Agricultural Cooperative', and 'Emergency Medical Centers'. Each data were reviewed to validate the strengths and weaknesses.

Could Cable Local Channels Be an Alternative to Strengthen Broadcast Locality? Exploring the Possibility of Linking Local Terrestrial and Cable Local Channels (케이블 지역채널은 방송 지역성 강화의 대안일 수 있을까? 지역 지상파와 케이블 지역채널 간 접목 가능성 탐색)

  • This study explores the possibility of maximizing locality through synergy between local terrestrial broadcasters and cable local channels. To this end, it examines the significance of the concept of locality in the changing environment represented by the 4th Industrial Revolution. It also analyzes the existing situation of broadcasting locality and the terrain of existing studies concerning cable local channels. Based on the reviews, the study searches for the connection points between local terrestrial and cable channels, which are still heterogeneous operators. The difference in the size of broadcast region and the programming time constitutes the optimum condition. As a result of this, the study discusses the issue of appropriateness and feasibility of bundling the local terrestrial and pay-TV channels in the same legal system. By doing so, it reveals the biggest obstacle in institutionalizing the cable channel into the public category is the emotional rejection towards cable TV. In order to overcome this problem, the study suggests to abolish both the current policy guideline characterized as the same service, same regulation principle and the abolition of local business right of cable TV. It also proposes to allow news commentary function of cable local channels and strengthen cable TV's own capabilities.

Militarization of Space and Arms Control

  • In the sixty year since the first launch of Sputnik 1, it has become impossible to consider economic, political, or scientific human life in the communication field without reference to outer space. But, there is a growing groundswell of public opinion aimed at preventing arms race in space. Therefore it is necessary to establish some institution or mechanism such a code of conduct, international law. But every nation has a different posture on the grounds of national interest, or different levels of space development, the conditions required for the successful negotiation of a comprehensive treaty are not yet ripe. It is hoped that by beginning with soft measures (TCBM, Code of Conduct) for which it is easier to secure voluntary participation it may be possible to build up to a comprehensive treaty. The participation of the Space powers (US, Russia, China) in a dialogue of mutual exchange and shared information would contribute to international peace and give a long term benefit to humankind. It is also necessary to promote partnership through regional and bilateral cooperation. We should guide and shape opinion so that more nations ratify and sign existing international legal covenants in order to contribute to the efficency of Space law. International law needs to enforce PAROS and Space Security.

A Strategy for Administration and Application of a Patient Safety Culture Survey (환자안전문화 측정을 위한 설문조사 수행 및 결과 활용 기법)

  • Objectives : A safety culture is the bedrock for all patient safety improvement initiatives; thus, many resources have been invested in measuring hospital culture. However, many of these endeavors have failed to yield meaningful results. This article proposes a practical checklist to ensure successful administration of a safety culture survey and describes current methodologies for analyzing survey results to develop safety improvement programs. Methods : We reviewed currently used safety culture surveys and summarized their strengths and weaknesses. We also reviewed studies using safety culture surveys and found several pitfalls leading to failure in survey administration. With this information, we developed a checklist that covers critical items in the survey process. We also reviewed newly developed methodologies for survey results analysis and application and described them using the Korean version of the Safety Attitudes Questionnaire as an example. Results : The checklist consists of three steps: survey preparation, administration, and analysis and application. Each step contains clear action items. The content even describes how to get buy-in from hospital executives and manage communication channels with them. Also, common misunderstandings regarding survey scores are described and possible solutions are suggested. In the analysis section, we demonstrate new methods for obtaining more accurate survey results and how to utilize these methods to develop and implement hospital-wide safety improvement programs. Conclusion : A successful safety culture survey is the foundation of all future safety improvement projects. This review is intended to guide hospitals in enhancing safety.

A Study on Participants in Policy Agenda Setting - Focusing on the Multi-cultural Families Support Act - (정책의제형성에 있어서 참여자에 관한 연구 - 다문화가족지원법 중심으로 -)

  • The phenomenon of international migration since the 1980s comes to be born 'multi-cultural families support law' due to the foreign workers' inflow into labor market and to a rise in married female immigrants caused by globalization and diversification. Accordingly, the purpose of this study is to examine who are participants? given being led to the enactment of 'multi-cultural families support law' by which the social issue called multi-cultural family is highlighted as the public agenda. Also, the mobilization will be selected and explained among three types in mobilization model, outside initiative model, and inside access model in the process of driving by confirming it as the government's formal agenda out of social issues. With having the case characteristics in mind, the aim is to research by choosing a case analysis method that uses research theses & books, newspaper, daily newspaper, election pledges, civic group, internet, and seminar data based on the existing theory and model. The temporal scope is limited to the one from the time as saying "revise the Overseas Korean Act of opposing the banishment of migrant workers" in November 2003 to February 2008 when 'multi-cultural families support bill(alternative plan)' is legislated with agreement by the 7th plenary session for the 271th provisional session of the National Assembly.

An Analysis of Efficiency of Security Services : A Comparative Determinants Analysis of Public and Private Security (경호업무 효율성에 관한 연구 : 공공경호와 민간경호의 효율성 영향요인의 비교분석)

  • Objectives of this study is develop security services through determinants analysis on the efficiency of security works regarding security and guarding business in Korea because nowadays the modern society like Korea let alone all over the world faces the increase of dangerous factors in every security field of the human societies, and also it is the very present situation that an individual's life even the national security itself can be at the risk without guaranteeing the efficiency of the security services. For this purpose, this study reviewed related documents, surveyed and interviewed security personnels to identify what the potentially influential factors are in both the public and private security organizations regarding the efficiency of present security services and organizations, and what differences are. Also, comparing the public and private security sectors, this study intended to suggest policy agendas how to enhance the efficiency of security services in the future. This study surveyed the 177 agents and former agents of the Presidential Security Service(PSS) for the public security sector, and also surveyed, interviewed, and internet-based polled 821 randomly selected personnels for the private security sector. This research showed that regarding the efficiency of the security services number of independent variables which had positive responses in the public security sector was more than that in the private security sector. Among the 21 questions regarding this issue, there were all of 21 positive responses in the public security sector while there were 18 negative responses in the private security sector. As a result of synthesizing all the answers of the both sides, it is possible to understand that mostly the ratio of the positive response was much higher. In the public security service, statistically significant variables were budget support for events, prior access of information, an integrated teamwork training, organizational atmosphere, morale of organization personnel. However, practical training of the security service and mutual communication showed unexpectedly negative(-) signs. In the private security service, statistically significant variables were budget support for events, integrated teamwork training, socially friendly atmosphere, compensation for the personnels, bullet-proof equipments and vehicles, mood of organization, personnel recruit and disposition, unexpected incidents and basic attitude for security services. In sum, while organizational personnel variables and organizational management variables were significant in the public security service, some organizational management variables and all socio-environment variables were statistically significant at 5% significance level.
