The purpose of this study was to examine the influence of school safety accident on teacher's normal educational activities and to seek some desirable ways to cope with it. The subjects in this study were 351 class teachers randomly selected from Seoul and Kyonggi Province and surveyed from April through July, 2000. The conclusions were as follows; 1. Actual Condition of School Safety Accident 1) Approximately many teachers investigated had had an experience to suffer safety accident. Safety accident occurred most during break or class, but there was a significant difference according to service area. 2) Safety accident took place most in playground, and the most common cause was student's own carelessness, and the most widely occurred accident type was an injury. But there was no significant difference caused by the general characteristics of the teachers. 2. Influence of Safety Accident On Teacher's Educational Activities. 1) The largest reason they offered safety education was to ensure student safety. The greatest number of them had an opinion they would consider changing or giving up a planned normal educational activity if they recognized any possibilities of safety accident. There was a significant difference in this point according to gender and career. 2) They worried about possible safety accident most during field study, but there was a significant difference according to gender or presence or absence of safety accident experience. 3) The general characteristics of teacher produced a significant difference to an experience of avoiding educational activity due to psychological withdrawal, but safety accident experience didn't make any difference. 3. Minimization of Teacher Damage or Loss from Safety Accident. 1) The dominant opinion about teacher's small mistake for any occurrence of safety accident was that the responsibility should be escaped to maintain teacher's authority. For severe mistake, however, there were two different opinions at the same percentage: one was being exempted and the other was taking civil liability. 2) Establishing teacher insurance was preferred as a way to minimize teacher's economic loss from safety accident, but there was a significant difference according to gender. 3) The dominant opinion about the payment of insurance premium for safety accident was that it should be paid from school operating expenses.

Research outputs of science and engineering fields including Earth Science were analyzed using KOSEF's Database. A total $312(1.5\%)$ Geoscientists participated in KOSEF's Database, and the number of articles they published in SCI (Science Citation Index) journals and Non-SCI journals during the last five years (1999 to 2003) was $1,026(0.2\%)\;and\;3,265(0.5\%)$, respectively. The average number of articles per capita published in SCI journals during the last five years was 3.3 in Geoscience, 4.0 in Mathematics, 57.6 in Physics, 60.4 in Chemistry, and 33.4 in Biology. The average number of articles per capita published in SCI journals within Geoscience was 9.6 in Environmental Geology, 4.6 in Stratigraphy and Sedimentology, 4.2 in Geochemistry, 3.6in Hydrology, 3.5 in Oceanography, and 3.2 in Mining Geology. The results of this survey will be used as a reference in comparing research outputs of Earth Science and other sciences, both in quality and quantity.
Since its establishment in 1948, World Health Organization (WHO) has tried and facilitated international cooperation of public health under the goal of "the highest attainable health," and gained outcomes like the eradication of smallpox and polio, turning itself into the representative of international public health. However, there was discord between member nations during the cold war era, and the status of WHO experienced rise and fall after its establishment. WHO, the representative international health organization, also has not been freed from influences from international regime changes, which means that the discussion on the internal causes of WHO functionings should be expanded more. In this study, functionalism was tested as one of international relations theory that tries to explain the establishment and role of WHO. Especially, this study analyzed the problems and problem-solving process that WHO had to face by using Imber's five steps theory that arranged chronologically the theory of Mitrany. We mainly investigated the secondary source that described historic facts on the rise and fall of WHO in terms of roles and functionings during establishment of WHO, the cold war era, and international cooperation of public health. The roles of WHO were analyzed by selecting the gains of WHO in the post cold war era. The functionalism arrangement of Imber was appropriate to some extent in explaining the establishment and role of WHO. The first step was International Sanitary Conference in 1851 that made nations to recognize international cooperation of public health, and the second step was the establishment of WHO that handles public health as an international organization. Recent cases of the Framework Convention on Tobacco Control and International Health Regulations showed that each nation agreed with an international norm that they had to cooperate each other to tackle infectious diseases and smoking, and this implies that these were emergence of global governance. This process was the third step of Imber's theory (nations had a gain from international cooperation would agree with the expansion of authority of international organization). However, the last two steps of the theory are still not realized. The partial success of WHO was based on the functional elements that WHO deals with non-political elements, human resources centering on professionals, and democratic decision making process. This essential and non-political characteristics mean that necessity of international cooperation catalyzed by WHO would continue despite of the global governance era when global health governance get faced more challenges.
Korean society suffers from severe divisions represented by bi-polarization and collapse of the middle class. Intensive demanding on expanding social welfare budget has emerged in accordance with such a dramatic shift. Social consensus moving toward well-financed welfare policy, however, happens to meet political opposition supported by the discourse of fiscal soundness. This paper thus pays particular attention to deciphering the discursive structure in way of understanding how discourses bring public policy into play. For this purpose, news articles about fiscal soundness collected from 8 national newspapers have been analyzed in terms of frame, attitude, perspective and world view. Research results show, first of all, that there exist persistent competition between two frames identified as 'reduced tax with fiscal discipline' and 'increased tax with welfare money.' While the 'reduced tax' frame favors in maintaining tax cut at the expense of welfare budjet, the frame of 'increased tax' supports such arguments as the flexible employment of fiscal soundness and prosperity of national community helped by widening tax revenues. Also did these frames include a number of sub-frames like welfare populism, partisan politics, trickle down effect, tax bonanza for the rich, universal welfare and market over-reactions in order to bolster its logical authority. Media's active taking a part in penetrating supportive frames in line with political stance was found as well. Taking into account both the discursive structure upheld by frames and politics materialized by the media, the authors argue that public policies should be considered more as discourse than fixed reality. Shedding additional light on understanding the interplay among public opinion, policies and media discourse is of another importance for further study.

Recently, about 600 cases of marine accidents occur annually in Korea. According to many studies and analyses on occurrence of marine accidents, 70~80% of marine accidents were caused by human factors. Among the human factors, navigation officers' fatigue is very important factor. Although navigation officers' fatigue serves as an important role in marine accidents, there is no method to exactly examine the degree of officers' fatigue. Accordingly, this study analyzed human factors according to types of marine accidents and extracted important five factors affecting navigation officers' fatigue through the questionnaire survey by means of literatures and 5-point scale. In addition, evaluation factors of marine accident risks caused by fatigue factors were divided and structured by using ISM. Lastly, it found out the importance of each fatigue factor drawn by AHP and decided marine accidents that were most highly caused by navigation officers' fatigue in order. At the result, weights were high as sleep time 0.385, stress 0.302, health condition 0.139, rest time 0.099, alcohol and drug 0.074 in fatigue factors, and death and injury 0.328, collision 0.308, grounding 0.195, sinking 0.094, fire accident 0.075 in evaluation factors of marine accident risks. Therefore, the control plan to lower marine accident risks should be prepared on the basis of high weight factors.

The aim in this study is to develop the combined EGR system with a non-thermal plasma reactor for reducing exhaust emissions and improving fuel economy in turbo intercooler ECU common-rail diesel engines. At the first step, in this paper, the characteristics of performance and $NO_x{\cdot}THC$ emissions under four kinds of engine loads are experimentally investigated by using a four-cycle, four-cylinder, direct injection type, water-cooled turbo intercooler ECU common-rail diesel engine with a combined plasma exhaust gas recirculation(EGR) system operating at three kinds of engine speeds. The EGR system is used to reduce $NO_x$ emissions, and the non-thermal plasma reactor and turbo intercooler system are used to reduce THC emissions. The plasma system is a flat-to-flat type reactor operated by a plasma power supply. The fuel is sprayed by pilot and main injections at the variable injection timing between BTDC $15^{\circ}$ and ATDC $1^{\circ}$ according to experimental conditions. It is found that the specific fuel consumption rate with EGR is increased, but the fuel economy is better than that of mechanical injection type diesel engine as compared with the same output. Results show that $NO_x$ emissions are decreased, but THC emissions are increased, as the EGR rate is elevated. $NO_x$ and THC emissions are also slightly decreased as the applied electrical voltage of the non-thermal plasma reactor is elevated. Thus one can conclude that the influence of EGR in $NO_x$ and THC emissions is larger than that of the non-thermal plasma reactor, but THC emissions are greatly influenced by the non-thermal plasma reactor as the EGR rate is elevated.

Perchlorate ion($ClO_4^-$), which is present in the solid propellant for rocket, herbicide and some fertilizers. Perchlorate inhibits iodide uptake by the human thyroid gland. Impairment of thyroid function in expectant mothers may impact the fetus and result in effects including cerebral palsy, give rise to thyroid gland cancer. The US EPA(Environmental Protection Agency) adopted a reference dose(RfD) for perchlorate 0.0007 mg/kg-day, and this guidance lead to a Drinking Water Equivalent Level(DWEL) of 24.5 ${\mu}g/L$. The studies about perchlorate are actively performed in foreign countries, especially in USA but there is no study which surveyed the perchlorate contamination in Korea. Therefore, this study was done to investigate perchlorate contamination in Nak-dong river and tap water. The perchlorate was detected in Nakdong river and ranged from ND to 278.4 ${\mu}g/L$. The highest concentration was observed in Kumichon. The perchlorate concentration was decreased with the down stream of Nakdong river. The perchlorate concentration in tap water was varied with the cities and the concentration levels were $ND{\sim}34.1$ ppb. The highest perchlorate concentration was observed in DalsuGoo in Daegu and the similar concentration($9{\sim}11$${\mu}g/L$) was detected in most of the districts in Busan. The result of this study suggests that there is a perchlorate source near the Nakdong river and the urgent policy is needed to control perchlorate for the cities which are supplied from Nakdong river as for their tap water.

In recent, the maritime traffic has increased with an increase in international trading volumes and the growing popularity of marine leisure activities. As increasing of maritime traffic, marine accidents happened continually and there are possibilities of accidents at sea. According to the analysis of marine accidents, most accidents occurred by human error of seafarers. To reduce the accidents by human error, the various assistance system for assist seafarers have been proposed. It is required to real-time data management method for applying to real-time system, but most proposed assistance system used off-line data for analysis. In this paper, we aim to build a navigation supporting system for providing safety information to deck officer with data of AIS(Automatic Identification System) and ARPA Radar(Automatic Radar Plotting Aids Radar), and proposed a management algorithm for real-time ship information with blackboard system and verified the validity.

The marine safety investigation inquires and concludes the facts and causes of the marine casualties and incidents with the objective of preventing similar roses in the future. Thus, IMO and most states adopt and revise marine safety related conventions and national laws based on the results of marine safety investigation. In particular, IMO recently adopts mandatory IMO Casualty Investigation Code to identify the precise cause of rose with states' cooperation, to report the result of investigation, and to establish new international safety standard helping prevention of similar cases based on the report. The Judgement of the Korean Maritime Safety Tribunal system based on the 'Act on the investigation of and inquiry into marine accidents' is used for the purpose of marine safety investigation in Korea to prove cause of marine accident and to improve marine safety. Therefore, this study examines the Code and compares the Code with the Act to reflect the contents of provisions in the Code into the Act. The study would also be the basic references in relation to revising of marine safety investigation system in Korea Specially, the contents in relation to the independence of investigation authority and mandatory counselling system, and guarantee of seafarers human rights to ensure fairness of investigation would be included.
As a part of the second-year monitoring study on the implementation of the 2015 revised science curriculum in middle schools, this study focuses more on examining middle school science teachers' perceptions on the process-based assessment (PBA). A total of 105 middle school science teachers (44 teachers from science leading schools, 61 teachers from ordinary schools) responded to the survey questionnaire, and 16 teachers participated in interviews. The results include teachers' perceptions on the changes in their teaching and assessment methods, some challenges of implementing PBA, and educational implications of PBA. Survey results indicate that the teachers perceived themselves using more PBA methods after the 2015 revised science curriculum was launched. The teachers in science-leading schools present statistically higher average scores to the items on the PBA utilization than the ones in ordinary schools. However, the teachers felt confused in conceptually differentiating PBA from prior performance-based assessment. They also experienced some conflicts when implementing PBA under the achievement-oriented school atmospheres. In addition, they often faced difficulties in securing objectivity and reliability of PBA and felt the burden of evaluating individual students. This study suggests the necessity of giving more authority and trust to science teachers regarding PBA, constructing more supportive environment to cultivate teacher competency as evaluation experts, and the need to reduce task burden. However, some teachers who actively implemented PBA express some level of satisfaction as observing students' positive reaction to PBA.
