Strategies and Plans of Official Development Assistance (ODA) for Tajikistan in the Forest Sector (타지키스탄 대상 산림 부문 공적개발원조 (ODA) 사업의 추진 전략과 방안)

  • Considering the high needs of recipient countries and the regional biases of Korean Official Development Assistance (ODA) policy, increases in the total amount of ODA and allocation to the forest sector are needed for Central Asia. In Tajikistan, illegal harvesting and grazing cause a gradual decrease in forest area. The Tajikistan government conserves forests by requesting international cooperation and establishing a policy for sustainable management of forest resources and prevention of further damages. To suggest suitable strategies and plans, the current statuses of forests and forestry were investigated, and ODA projects that can illustrate successful Korean experiences of forestation were conceived based on various geographical features and local conditions of Tajikistan in this study. Forest resource creation type projects (fuelwood and Tugai forest restoration) could result in energy independence and enhancement of ecosystem service such as a climate regulation and an increase in biodiversity. Community development type projects (introduction of ecotourism, agroforestry, and planting of fruit trees) can contribute to job creation and encourage participation of local residents, thus improving their incomes. In addition, establishment of a project foundation, including education, training, and a national forest inventory, would help those projects be sustainable in the long-term.

  • Professionalism, objectivity, and fairness are highly required in the assessment of tasks in national research and development projects. Experts in the technologies should thus focus on the task's plan in the review process. The same scores in the assessment, however, do not mean that the judges don't have the same opinions. Another problem is the possibility that different weights can be applied for evaluation indexes. This study proposed an AHP-based assessment criteria decision system for national research and development tasks to reduce errors in task assessment and selection and improve the professionalism and fairness by objectifying the evaluation criteria of each index. As a result, the assessment criteria were objectified for each index in the projects. In addition, the professionalism and fairness of experts were secured in the process of setting assessment criteria for each index based on the given marks of weights.

Three-dimensional Analysis of Heavy Rainfall Using KLAPS Re-analysis Data (KLAPS 재분석 자료를 활용한 집중호우의 3차원 분석)

  • Heavy rainfall (over $80mm\;hr^{-1}$) system associated with unstable atmospheric conditions occurred over the Seoul metropolitan area on 27 July 2011. To investigate the heavy rainfall system, we used three-dimensional data from Korea Local Analysis and Prediction System (KLAPS) reanalysis data and analysed the structure of the precipitation system, kinematic characteristics, thermodynamic properties, and Meteorological condition. The existence of Upper-Level Jet (ULJ) and Low-Level Jet (LLJ) are accelerated the heavy rainfall. Convective cloud developed when a strong southwesterly LLJ and strong moisture convergence occurring around the time of the heavy rainfall is consistent with the results of previous studies on such continuous production. Environmental conditions included high equivalent potential temperature of over 355 K at low levels, and low equivalent potential temperature of under 330 K at middle levels, causing vertical instability. The tip of the band shaped precipitation system was made up of line-shaped convective systems (LSCSs) that caused flooding and landslides, and the LSCSs were continuously enhanced by merging between new cells and the pre-existing cell. Difference of wind direction between low and middle levels has also been considered an important factor favouring the occurrence of precipitation systems similar to LSCSs. Development of LSCs from the wind direction difference at heights of the severe precipitation occurrence area was also identified. This study can contribute to the identification of production and development mechanisms of heavy rainfall and can be used in applied research for prediction of severe weather.

A Study on Improvement of Feasibility Evaluation for Public Projects (공공사업 타당성 평가의 개선 방안에 관한 연구)

  • The feasibility evaluation of public projects has been carried out mainly in the economic analysis. However, items of political, technological and balanced regional development aspects are further evaluated by applying analytic hierarchy process, This paper suggests to analyzes preliminary feasibility study of construction and research & development project during the past three years and to verify correlation between B/C ratio and AHP weight. The result shows that the correlation between cost benefit ratio and the weight of the hierarchy is 0.744 in construction projects and 0.899 in research & development project. Namely, AHP weight be under the control of B/C ratio and is devoted to its role against expectation. Therefore it must be sufficiently discussed in various designs of studies to maximize the effects of AHP analysis.

  • In this study, the network analysis of researchers, institutions, and research principal agent was conducted to understand structure characteristics of international cooperation research project implemented from 1997 to 2018. The network of researchers and institutions were decentralized structure. On the other hands, the network of research principal agent was centralized structure. The Soul National University is the leading organization of international cooperation research project. In terms of research principal agent, corporation is the leading principal agent. In additions, the results of the network centroid analysis of the researchers and institutions were correlated with the research funds. As a result, it was confirmed that the network centroid of research organization was linearly related to research funds.

  • Due to sporadic development projects and Korea's geographical characteristics slopes are inevitable. Consequently, widespread slope greening projects are underway, prioritizing safety and landscape integration. Experimental research is being conducted on slope greening methods and their effects; however, there is a dearth of research on the various conditions resulting from slope greening construction defects. This study examined different conditions and assessed greening methods on real-world sites to understand their correlation with slope greening. Even in the same areas, the state of slope greening varied in different conditions. This underscores the importance of pre-evaluating specific conditions to achieve efficient slope greening results across various conditions. Consequently, there is a need for guidelines and institutional frameworks to assess various conditions in future endeavors.

Diagnosis for Status of Dredging and Ocean Disposal of Coastal Sediment in Korea (우리나라 연안준설 및 준설토 해양투기 현황 진단)

  • This study documented and diagnosed the status and problems of coastal dredging and offshore disposal of dredged sediments in South Korea to improve assessment procedures for marine environmental impacts and develop effective management systems. A total of $729({\times}10^6)m^3$ of coastal sediment was dredged in the harbors during the period of 2001-2008. Most of dredged sediment was disposed to the land dumping sites whereas ocean disposal accounted for less than 5%. Ocean disposal areas were especially concentrated to the exclusive economic zone (EEZ) in the southeast of Busan, which is not only an important fishing area for fishermen, but also considered to be spawning and nursery ground for some commercial fish species. To minimize negative impacts of dredging and ocean disposal of coastal sediment on marine ecosystem and potential strife among coastal users, we suggest 1) in development projects involving ocean disposal, it should be mandatory to propose careful reuse plans in the land, and 2) guidelines of environmental assessment and consequence management programs should be developed and implemented.

  • This study reviews the success cases of National Research&Development Projects such as TDX and CDMA projects at the catching-up stage and FTTH technology development project at the post catching-up stage. First, we investigate why the success model of national R&D projects at the catching-up stage failed to operate properly at the post catching-up stage, and then we propose improved policies for a successful national R&D project at the post-catching up stage. From the comparison of FTTH development case at the post catching-up with TDX and CDMA cases at the catching-up stage, we observed that at the catching-up stage 1) there are high uncertainties in technology development and it is very difficult to establish technology standards, 2) it is difficult to conduct government driven R&D and to develop a market for the technology developed, 3) it is difficult to share a vision among the participants in the H&D consortium, and 4) commercialization of the technology developed from the project was carried out by SMEs and venture businesses with little marketing capabilities. Also, we discuss the national level technology development strategies and the role of the government for a successful national research and develop project at the post catching-up stage.

  • Recently, the role of the surface analysis on the development of advanced materials has become larger and larger as the surface compositions of these materials is the key of their performances. Especially three techniques, Auger electron spectroscopy, X- ray photoelectron spectroscopy and secondary ion mass spectroscopy are widely used in technology fields. However, because of the relatively short history of these techniques(thirty years or so), there has been no accumulation of data commonly available, physical parameters for analysis have not been established and there has been no standard data. With these background, the VAMAS projects which aims to standardize the manner in the field of these techniques has started in 1982 at Versailles Summit. Along the projects, we have conducted the international collaborating study on the sharing of spectral data. In 1994, the Science and Technology Agency of Japan began the project on computer network, on which our fruits from the study on spectral data sharing is boarded.(omitted)mitted)

Studies on the Predictability of Heavy Rainfall Using Prognostic Variables in Numerical Model (모델 예측변수들을 이용한 집중호우 예측 가능성에 관한 연구)

  • In order to determine the prediction possibility of heavy rainfall, a variety of analyses was conducted by using three-dimensional data obtained from Korea Local Analysis and Prediction System (KLAPS) re-analysis data. Strong moisture convergence occurring around the time of the heavy rainfall is consistent with the results of previous studies on such continuous production. Heavy rainfall occurred in the cloud system with a thick convective clouds. The moisture convergence, temperature and potential temperature advection showed increase into the heavy rainfall occurrence area. The distribution of integrated liquid water content tended to decrease as rainfall increased and was characterized by accelerated convective instability along with increased buoyant energy. In addition, changes were noted in the various characteristics of instability indices such as K-index (KI), Showalter Stability Index (SSI), and lifted index (LI). The meteorological variables used in the analysis showed clear increases or decreases according to the changes in rainfall amount. These rapid changes as well as the meteorological variables changes are attributed to the surrounding and meteorological conditions. Thus, we verified that heavy rainfall can be predicted according to such increase, decrease, or changes. This study focused on quantitative values and change characteristics of diagnostic variables calculated by using numerical models rather than by focusing on synoptic analysis at the time of the heavy rainfall occurrence, thereby utilizing them as prognostic variables in the study of the predictability of heavy rainfall. These results can contribute to the identification of production and development mechanisms of heavy rainfall and can be used in applied research for prediction of such precipitation. In the analysis of various case studies of heavy rainfall in the future, our study result can be utilized to show the development of the prediction of severe weather.
