SIMULATED ANNEALING FOR LINEAR SCHEDULING PROJECTS WITH MULTIPLE RESOURCE CONSTRAINTS

  • Many construction projects such as highways, pipelines, tunnels, and high-rise buildings typically contain repetitive activities. Research has shown that the Critical Path Method (CPM) is not efficient in scheduling linear construction projects that involve repetitive tasks. Linear Scheduling Method (LSM) is one of the techniques that have been developed since 1960s to handle projects with repetitive characteristics. Although LSM has been regarded as a technique that provides significant advantages over CPM in linear construction projects, it has been mainly viewed as a graphical complement to the CPM. Studies of scheduling linear construction projects with resource consideration are rare, especially with multiple resource constraints. The objective of this proposed research is to explore a resource assignment mechanism, which assigns multiple critical resources to all activities to minimize the project duration while satisfying the activities precedence relationship and resource limitations. Resources assigned to an activity are allowed to vary within a range at different stations, which is a combinatorial optimization problem in nature. A heuristic multiple resource allocation algorithm is explored to obtain a feasible initial solution. The Simulated Annealing search algorithm is then utilized to improve the initial solution for obtaining near-optimum solutions. A housing example is studied to demonstrate the resource assignment mechanism.

  • A R&D project evaluation method has been applied for the national nuclear R&D projects in a developing-country setting. In the methodology, Saaty's analytic hierarchy process model is used to evaluate and rank of the selected nuclear R&D project which have a wide range of objectives and characteristics. The criteria used for evaluation related specifically to the Korea's evaluation needs and culture, and they are weighted according to their relative importance as perceived by the evaluator of the R&D project. As a real-world case of evaluation, we elicited and reproduced the evaluation process of the nuclear R&D projects which is going under the research process. As the results of the paper suggests, the methodology can be applied to the evaluation of the R&D projects and has much potential.

A Study on the Sustainable Features of Realized and Planned Floating Buildings

  • According to the climate change and the improvement of income level, floating building on water has been emerging as a strong alternative. This study was intended to suggest some reference materials of sustainability for new floating building projects. The concept of sustainability and floating building was investigated, and 3 realized projects and 3 planned projects were reviewed in terms of sustainability. Sustainable features of the sample projects can be summarized as recycled and relocatable usage, adoption of various renewable energy techniques, installation of self-supporting plant, application of modular system and others like new material & open layout. Sustainable features need to be developed more and more in detail and applied to many types of floating buildings.

An Exploratory Study of Cross-border Crowdfunding: Focusing on South Korea-based Projects from Kickstarter (국경 간 크라우드펀딩에 관한 탐색적 연구: 킥스타터의 한국 프로젝트를 중심으로)

  • With the development of the Internet environment, cross-border crowdfunding has emerged as a novel method to attract foreign investors online. Focusing on 324 South Korea-based crowdfunding projects from Kickstarter, which is a representative cross-border crowdfunding platform, this study explores the trends of South Korea-based funding projects and examines the effects of key determinants on crowdfunding outcomes. Regarding the characteristics of crowdfunding projects, analysis results show that the appropriate goal amount and funding period, sufficient updates of project status, and active communication is critical for success. Additionally, from the perspective of project creators, this research finds that creators need to pay greater attention to writing their detailed biographies. Finally, examining the characteristics of project backers, this study shows that attracting project backers from various countries would be desirable rather than focusing on Korean sponsors from the start.

A Comparative Study on the Local Governments' Environmental Impact Assessment Systems between Korea and Japan I - forcusing on target projects and assessment items - (한국과 일본의 지방자치단체 환경영향평가 제도 비교 연구 I - 대상사업 및 평가항목을 중심으로 -)

  • This study aims to review the environmental impact assessment systems of Japanese local governments, to compare its outcome with the systems of Korean local governments, and to suggest the development direction for the environmental impact assessment systems of Korean local governments based on the result. The study results showed that, first, due to distinction in the political systems of Japan and Korea, while Japan has bottom-up environmental impact assessment systems, Korea has topdown environment impact assessment systems. Second, although introduction of national systems on planning was put on hold as a future initiative, local governments including Tokyo and Saitama are experimenting evaluation procedures tailored to local features by legislating them as regulations. On the other hand, while 'prior environmental review system' was in effect as a national system, nothing was practiced at all by local governments. Third, in a total of 47 Japanese local governments, about 45 projects and 44 assessment items were added to local government environmental impact assessment only and designated as target projects and assessment items. Fourth, in both national and local environment impact assessment systems in Japan, screening procedures to determine assessment by separating into Type 1 projects and Type 2 projects and scoping procedures to discuss assessment items in advance were introduced and in effect. This Japanese EIA system may serve as a good reference to the Korean national and local government EIA systems.

  • As the paradigm of green has been expended as the core of sustainable development in Korea, agro-healing projects increasingly have been a priority at the national policy and investment area. But little is known about the current overview of national research and development(R&D) related to agro-healing. The aim of this study was generally to investigate the research trends of national R&D related to agro-healing over the past five years. Dataset were gathered from provided by National Science & Technology Information Service(NTIS), word cloud techniques were applied. The main results showed that amounts of number and funding related to agro-healing projects have been increasing. In particular, the Rural Development Administration had the highest number of research, and it was found that the Ministry of Trade, Industry and Energy have spended a lot of money on agro-healing. As a results, it is necessary to expand the scope of the field of agro-healing projects, especially at the multisectoral and intersectoral level for improving health, well-being and a sustainable future.

Review on The Proposed Offshore Wind Farm Projects Using National Wind Atlas and National Geographic Information (국가바람지도 및 국가지리정보에 의한 국내 해상풍력단지 개발계획의 비교분석)

  • The proposed offshore wind farm projects, i.e., Mooudo offshore, Yeonggwang-Gochang offshore, Saemangeum offshore, Imjado offshore and Gadeokdo-Dadeapo offshore, were compared and analyzed using the Korea National Wind Mapand Wind Farm Suitability Assessment System developed by the Korea Institute of Energy Research. The suitability of the proposed areas was comprehensively assessed using geographic, economic constraints, wave condition and wind resource factors, but the focus of this paper was on the geographic constraints and wave conditions. Imjado had several geographical constraints, despite having a good wind power density, while Saemangeum had a relatively low wave height, shallow water depth, close substation and slow tidal current. It is anticipating that the present comparison and analysis could be used as reference guidelines when selecting and preparing the design of large-scale offshore wind farm in the near future.

Improvement for Marine Environmental Impact Assessment on the Coastal Development Project Type (연안개발사업 유형에 따른 해양환경영향평가 개선방안)

  • This paper suggested the improvement of marine environmental impact assessment of different types of project by analyzing the consultation on the coastal area utilization(133cases) of the coastal development project for 4years(2010-2013). According to the analysis results, the erosion protection project needs to precede the accurate analysis of erosion reasons, predict exactly possible problems and establish the systematic system to verify the effect of erosion protection by monitoring after projects. The construction projects of revetments and coastal roads have to require to sublate, examine the reliability in structures, give consideration to the problems of coastal erosion by increase of reflected waves. In addition, flooding protection projects have got to require to select the waves for evaluation items in conjunction with the effects of abnormal waves. furthermore, waterfront construction projects need to establish comprehensive and methodical space plans and reinforce the review to conserve the natural environment and conduct nature-friendly development. There are many problems inherently related to coastal development Project. To these problems, however, it is required to support the project on the side of the legislation and conduct additional studies reflecting the characteristics by sea areas and projects.

Status of Government Funded Projects for "Laboratory Safety" ('연구실 안전' 관련 정부연구개발사업 동향 분석)

  • Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.

  • In the article, in connection with the goal and the hypothesis put forward, the following tasks were formulated: Based on the analysis of literature and existing pedagogical experience, the possibilities, features and pedagogical conditions for the use of educational telecommunication projects were specified. The selection of topics and content of educational telecommunication projects for use has been carried out. Research methods: theoretical analysis of psychological, pedagogical and methodological literature, projects of educational standards in computer science and information technology, study of the state of the problem in teaching practice, questioning.
