The purpose of establishing GPS networks of continuously operating reference stations (CORS) is aimed to assist land surveying or crustal deformation in the early stage. However, with a fast evolving and improving path the GPS technique has been extended to accurately measure atmospheric precip itable water vapor as a core objective of many projects developed in many countries and regions such as the SuomiNet (U.S., UNAVCO), COST716 (European, COST), GEONET (Japan, GSI), ...etc. In this paper, we present the current progress of the being-set-up GPS network in Taiwan whose atmospheric profile observations mainly count on the traditional radiosonde soundings as typically seen in any other part of the world. The GPS data collected from the Taiwan dense GPS network primarily supported by Central Weather Bureau are processed using the Bernese software version 4.2. Precipitable water vapor is then derived with the auxiliary surface meteorological measurements. Time series of precipitable water are examined and analyzed. A focus on the extreme weather cases is shown as an example.

To improve moving vehicles' accuracy, one-way Network RTK which guarantees high accuracy and integrity regardless the distance from rovers to Reference Station(RS) is being considered. Correction of one-way Network RTK can be generated only after constructing RS network surrounding the rover, therefore a correction discontinuity is inevitably occurred when the RS set has been changed. The discontinuity is not eliminated by the DD(Double Difference) method, and our simulation shows that it causes 13cm(horizontal) and 48cm(vertical) position error. We suggest three solutions to reduce this discontinuity, which are identification of master RS with neighbor networks, duplication of communication module to receive corrections from other network, and ambiguity levelling between neighbor networks.

This paper identifies technology trends of national research and development (national R&D) by exploiting Korean national R&D patents, ranging from 2007 to 2010. In this paper, co-word analysis (CWA), which is a method to identify the relationship among technology terms by using their co-occurrences, is incorporated into network analysis to visualize the relationships among technology keywords of national R&D patents and calculate network indexes concerning inter-relationship diversity and strength of technology keywords. As a result, this research found that inter-relationship among technology keywords in national R&D are getting increasingly strengthening in an overall sense. In addition, the keyword inter-relationship diversity-strength map proposed in this paper revealed some significant technological keywords of national R&D : core technology keywords including "sensor", "film" and "fuel" and emerging keywords including "biosensor" and "thermoelectric". Because the proposed approach helps identify interdisciplinary trends of technology keywords from a massive volume of national R&D patents in a visual and quantitative way, we expect that the approach can be incorporated as a preliminary into the R&D planning process to assist R&D policy makers to understand technology convergence of national R&D and develop relevant R&D policies.
After introducing various aspects of the National Ecological Observatory Network (NEON) being planned and established in the US, the author tries to suggest the future direction for the development of similar activities of the NEON to be carried out in the region of East Asia including Korea. A review was carried out in terms of the challenges, major questions, missions, developmental history, and some other specifics of the NEON design. It was further extended to the discussion of the issues for the regional construction of the Ecological Observatory Network (EON) in East Asia. The author hopes that this review could be used as a preliminary guide in ultimately promoting and advancing research, science and technology in conservation and preservation of ecosystems being degraded due to anthropogenic disturbances in the region of East Asia.
This study establishes a simple Causal Map in order to understand the structure of Social Network Services(SNS). From this, the paper proposes a simulation with drawing Simulation Model and it examines whether a Dunbar Number is available for the emergence of collective intelligence based on an on-line network. Through my analytical research, it turn out both Closed SNS and Open SNS have their own Dunbar Number. However, it appear that Open SNS can expand infinitely as it has a unique property namely weak tie. This implies that it is significant for a system or policy to be developed in order to overcome the problem of Dunbar Number, whereas restricting the extension of a network by considering the Dunbar Number would have a negative impact on emergence of collective intelligence.
The objective of this study is to test the applicability of neural network models to forecast water quality at Naesa and Pyongchang river. Water quality data devided into rainy day and non-rainy day to find characteristics of them. The mean and maximum data of rainy day show higher than those of non-rainy day. And discharge correlate with TOC at Pyongchang river. Neural network model is trained to the correlation of discharge with water quality. As a result, it is convinced that the proposed neural network model can apply to the analysis of real time water quality monitoring.

In this paper, an attempt has been made to build and test self-configuring weather sensor networks and internet based observation system to gather atmospheric data. The aim is to provide integrated or real-time weather information in standard form using network data access protocol. This system was successfully developed to record weather information both digital as well as visual using sensor network and web-enabled surveillance cameras. These data were transformed by network based data access protocol to access and utilize for public domain. The competed system has been successfully utilized to monitor different types of weather. The results show that this is one of the most useful weather monitoring system.

The next generation network preparation of stock computer network designated to facilities and goal facilities-based national main information communication certainly necessary for 'national competitiveness enhancement and national economic strength elevations'. This paper studies current government policy and network, security and securities computer network, and substitute for securities computer network-based the existing SONET/SDH, and next generation securities computer network designs so as to provide ALL-IP service-based MPLS for international GMG service. Set up stability, standardization, security, a basis of and compare is current next generation securities computer network by each bases in case of designs. Analyze an expected effect to have been improved at next generation stock computer network characteristics and merits and substitution width and QoS, communication instrument liquor, an information protection system etc. too. Result of research of this paper will contribute to national competitiveness enhancement and a national economic strength elevation to accomplish u-Korea.

The article contains an overview of the results of recent research by think tanks in different countries, devoted to the analysis of economic resilience factors in the Covid-19 crisis and the development of recommendations for improving preparedness for the next crises. The authors consider and propose a theoretical framework for the concept of the resilience of economic systems. The impact of the COVID-19 crisis on national economies is analyzed. Factors explaining the different cability of economic systems to withstand shock in the short and long term are identified. The reactions of market participants and national governments to the crisis are assessed. It is shown how the COVID-19 crisis has affected the digital transformation of economic systems, and how digital transformation helps to increase the resilience of national economies so that the latter can emerge from the crisis even stronger.
